Emmm.....I guess if both parents are hypertensive then chances of the kids becoming hypertensive with age is higher. This question is sorta weird though. Kinda depends on what caused the high bp to begin with.

Let's be realistic.
No victim of rape will love to keep a baby that was a product of an abuse.
The first thing hat must be done whenever this occurs is to go for medical clean up, this will help prevent pregnancy and exposure to some sexually transmitted diseases.
Meanwhile, if pregnancy eventually arises from this, it is left for the lady to decide whether to keep it or not because she'll be the one to bear the pains for life.
There are legally permitted medical abortions, this is one of such cases and can be done without breaking any law of the land.
Nevertheless, the only thing that those around her can do is to take care of her and give her godly advise. She can probably be advised to take the child to a motherless baby home if she can endure the pains that is attached during pre-birth; at least this will prevent murder as some very religious people will say.
