usually your best bet is to take the picture behind a blue screen or a green screen or background but in the event of not having that luxury you can make use of the following techniques

1. extract tool (FILTER > EXTRACT) : can be useful in picking out hairs because it tries to seperate the edges of two colors by carefully selecting where the edges of the hair is supposed to be it will try to take it out of the background although the results can be a bit messy.

2. finding a prop: If you do a stock photo site you will find hair that matches the one of your subject and using the usual select, masking and blending techniques you can easy merge them to your own work.
