Ezinkwo who stated that there are about 150 under graduate and 10 post-graduate students currently studying in Russia on the FG scholarship said that this is the worst form of scholarship by the Nigerian government. Ezinkwo informed the committee that for six months now, they have not been paid their allowances, a situation that made them to beg their counterparts from other African countries like Ghana , Zimbabwe and the rest for assistance.He said that the students also suffer in terms of accommodation because most of them are yet to pay for their houses, adding that they currently face eviction. “Russia is a very hostile country in terms of weather and other things. It is very embarrassing and difficult tocope. Nigerian students are now living at the mercy of other African scholarship students like Ghana, Zimbabwe and all that. They lend money to us, so Nigerian students are like beggars. They’re begging, if one has to use that word. It’sas bad; begging other students from African countries. It’s demoralizing. “We also have to bring up the issue of accommodation.The agreement in its raw form provides accommodation for students, but unfortunately some of the host countries do not honour this agreement. Students are made to pay for accommodation, but they’re unable to pay for the accommodation, because their stipends and remittances for at least six months have not been paid. He condemned jungle justice as barbaric and unlawful. Dogala advised that “all suspected criminals arrested must be handed over to the police or any other security agency for investigation and prosecution.” The commissioner of police said that jungle justice often exposed innocent citizens to unwarranted attacks and harassment. The police boss warned that “anybody caught in the act of jungle justice will be arrested and prosecuted.” He assured that the command was intensifying its patrol around the highways and the nooks and crannies of the state to reduce the crime rate. Dogala said the command had revived its urban patrol to make use of foot patrol officers and assured that they would be deployed to street corners to contain crimes. The command paraded 15 suspected criminals including a suspected kidnapper.

This is staggering when compared with the country’s estimated 163 million population. Relative poverty is the comparison of the living standards of people living in a given society within a specified period of time. It is the most acceptable poverty measurement which has been adopted by the NBS for many years. Apart from the relative poverty index, other poverty measurement standards are absolute measure, which puts the country’s poverty rate at 99.284 million or 60.9 per cent; the dollar per day measure, which puts the poverty rate at 61.2 per cent; and the subjective poverty measure, which puts the poverty level at 93.9 per cent. Instructively, all the four methods used in measuring poverty by the NBS pointed to the fact that there was disconnect between the country’s Gross Domestic Product growth rate of 7.75 per cent and the high poverty rate. The relative poverty figure of 112.5 million, which was contained in the 2010 poverty profile report of the agency, was released in Abuja on Monday. It represents 69 per cent of the country’s total population. The 26-page report, which provides details of poverty and income distribution across the country, put the 2004 poverty measurement rate at 54.4 per cent. The Statistician-General of the NBS, Dr. Yemi Kale, while unveiling the report, noted that the figure might increase to 71.5 per cent when the 2011 figure is computed. “The NBS estimates that this trend may have increased further in 2011 if the potential impacts of several anti-poverty and employment generation intervention programmes are not taken into account,” he said. In arriving at the 2010 figure, the NBS boss said data from 20 million households having an average of between four to six family members were collected. The agency has yet to carry out a survey of the 2011 poverty level as funds for the exercise are still being expected. According to the report, the North-West and North-East recorded the highest poverty rates in the country in 2010with 77.7 per cent and 76.3 per cent respectively. On the other hand, the South-West geo-political zone, according to the report, recorded the lowest at 59.1 per cent. Among the 36 states of the federation, the report stated that Sokoto had the highest poverty rate (86.4 per cent), while Niger had the lowest at (43.6, per cent). As at 2004, Jigawa State had the highest poverty rate (95 per cent), while Anambra, with a poverty rate of 22 per cent, was the least poverty-stricken state. Kale said, “In 2004, Nigeria’s relative poverty measurement stood at 54.4 per cent but increased to 69 per cent or 112.518 million Nigerians in 2010. “Using the absolute poverty measure, 54.7 per cent of Nigerians were living in poverty in 2004 but this increased to 60.9 per cent or 99.284 million Nigerians in 2010. Continuing, he said, “The NBS adopts the relative poverty measurement for monitoring poverty trends in the country. “It remains a paradox, however, that despite the fact that the Nigerian economy is growing, the proportion of Nigerians living in poverty is increasing every year.” Asked why the impact of the country’s high GDP growth rate had not translated into poverty reduction, Kale said, “Economic growth is not development. If you look at our GDP numbers, you will see that agriculture, wholesale and retail trade, and oil and gas constitute over 70 per cent of that growth. “How many people can those three sectors employ? Not many. Agriculture is largely subsistence in nature because the local farmer is not looking at employing people and it is when agriculture is commercialised that it will be employment generating and poverty reducing.” He also said that income inequality had risen from 0.429 in 2004 to 0.447 in 2010.

He said at the last count no fewer than 10,000 Nigerians have over the years died from poisonous ‘generator’ fumes, especially in the years between 2008 and 2014. ![]() Attributing this unfortunate situation to the massive use of generators in the country, he urged government to intensify efforts towards energy improvement. This, he said, will ensure that lives and property are secured, adding that consistent usage of power generating machines in the country is like a time bomb waiting to explode. Recounting the number of Nigerians who lost their lives as a result of fumes and or explosions from power generating machines within the past two decades, Mbisiogu suggested that the Nigerian government should make it a point of priority to design a progressive model to achieve uninterrupted power generation in the country. Although, the GGI President commended the Jonathan administration for initiating the process for achieving sustainable electricity in the country, he also stated that responsible Nigerian authorities should be committed to the concerted efforts made by President Jonathan towards sustainable power generation, adding that the National Assembly, stakeholders, political parties and well-meaning Nigerians should arise and fight the terror of power failure and avoid the docile approach and weakness presented. “President Goodluck Jonathan is the only President who succeeded in privatizing the power sector and his effort towards ensuring consistent electricity in the country should not be thwarted, either by vandals and or corrupt minded Nigerians. Fact is that uninterrupted power supply would reduce poverty, unemployment, massive foreign Direct Investments (FDIs), and improve standard of living an growth of indigenous human capital,” Mbisiogu argued. According to him: “The poor state of power and electricity in the country, and the suffering of common Nigerians are unimaginable. On a daily basis, most homes, businesses and institutions spend a huge part of their income on generator purchase, service and maintenance. Manufacturing industries end products cost prices have increased and consumers are struggling to stay above the water. “The story is also the same in the health sector, where many lives were lost due to the epileptic nature of electricity and power generation in the country. Everyday, we hear stories on how the country would progress if there was constant power supply and I strongly believe it’s the duty of Nigerians to make it a reality.” Similarly, he said that 2000 factories in the country were forced to shut down between the year 2000 and 2014 as a result of unsteady power supply and high cost of running generators, adding that research statistics recently obtained by GGI showed that over 10,000 Nigerians have lost their lives as a result of fumes and explosions from generators. ![]()

An idea occurred to me immediately. Nigerians ought to share this heart-rending image with me, to see one of their own reduced to such a sorry spectacle in a country that was overwhelmingly prospering from crude oil exports. Perhaps, a few would weep and think deeply about the unbearable condition that years of abysmal misrulership have reduced many Nigerians. Yes, my camera was at the backseat, I remembered. I quickly reached for it, and with a greater part of me hidden behind the windshield, I took two shots of him while he was still busy searching and collecting some items triumphantly. Then my third shot caught him as he made to move away with his booty. And within a few minutes, he went down the street and was gone. Perhaps, very fulfilled that for that day, he would not, like countless other impoverished Nigerians, go to bed (Did I say bed? Could he afford one?) on an empty stomach. That man, too, is a Nigerian, with flesh and red blood running in his veins, like you and I. Like President Goodluck Jonathan, whose daily campaign expenses, as Professor Pat Utomi has told us, and which no one in the Presidency has convincingly denied, exceeds a hundred million naira daily! Yes, the man is a human being like Olusegun Aremu Obasanjo (the man that loves to be called founder/father of Modern Nigeria – whatever that means) whose multi-million dollar farm is flourishing somewhere at Otta in Ogun State. Indeed, our dustbin man is not less human than our State Governors, ministers and Super Special Advisers and Assistants, Local Government Chairmen, many of whom are now incredibly wealthy after just a few years of “self-less service to the nation.” Now, if this hapless Nigerian ever heard that sometime ago, specifically under the tenure of a certain lady called Patricia Etteh, as Speaker of the House of Representatives, that a house was renovated in Abuja with the “paltry sum” of N628 million, he didn’t show it. If he had heard that some $16 billion dollars that were sunk in the power sector only succeeded in generating uninterrupted darkness, he never betrayed. He was just content to invade the dustbins, to fill his stomach with its putrid contents, until life, his life, reaches a T-junction, where, his candle would be cruelly extinguished by the violent wind of the unspeakable callousness of Nigerian leaders. By the way, is Mallam Umaru Dikko reading this? Then he should rejoice that his prediction had come true, for Nigerians are now feeding from dustbins. Where are our rulers and former rulers? They should rejoice because that proud scavenger out there is a living evidence that their many years of altruistic, selfless leadership in Nigeria had yielded far greater dividends than we had imagined. That is the reality of present day Nigeria. And make no mistakes about it, there are several others like that man, who would never have anything to eat today, until they are able to find a dustbin rich enough to yield them a meal. His condition is like that because those who are supposed to take care of him are out there in Abuja and other points of power engaging in unspeakable profligacy, with the commonwealth, from which they have carefully insulated him. While he dies slowly, and miserably – a victim of boundless greed and callousness among the ruling elite. Indeed, everyone appears to accept this very glaring truth that any day Nigeria is able to make up its mind to end its obscene and ruinous romance with the stubborn monster called “Corruption”, this country will automatically witness the kind of prosperity no one had thought was possible in these parts. Just imagine the amount of public funds reportedly (and un-reportedly) being stolen and squandered daily under various guises by too many public officers and their accomplices, and the great transformation that would happen to public infrastructure and the lives of the citizenry if this organized banditry can at least be reduced by fifty percent! Can Nigeria ever drag itself out of the muddy waters? Can we ever destroy a monster we have all clearly identified and agreed constitutes our worst undoing? Let’s hope that post-May 29, 2011 will usher in some fresh air. Hope did I say? No! What I actually mean is that Nigerians can strongly desire that change, insist on getting it and never give up until it materializes. It is quite possible, if not very easy.
