There is no problem with creating a buffer even thou that's not always the objective. In other to do this you have to take other people's land and colonize it. which brings me to the same point that every great power will do what is necessary to protect their interest no matter what and no country is clean. be it Russia creating buffers, China colonizing Tibet, America dominating the American hemisphere and "spreading democracy" etc. You can't be a great power if you don't assert your influence. pretexts and strategies might differ, but the story is always the same.
