Dangote is a smart businessman.

He wants to share the risk burden of his refinery amongst Nigerians. He foresees what will befall him when there's a change of government.

If government does not favour him tomorrow, policies will be made that will hit his monopoly very hard.

Proliferation of other refineries, return of subsidy, etc are possible changes that will break the monopoly of Dangote refinery.
