The Minister of State for the Environment, Mr. Ibrahim Jibril, has inaugurated the first plant for the production of high grade hydrocarbon refrigerants used in the refrigeration, manufacturing and related servicing sectors in the country.

At the inauguration of the plant in Irolu, Ogun State, Jibril said the project was being implemented under the auspices of the Montreal Protocol on Substances that Deplete the Ozone Layer, to which Nigeria is a party.

The Montreal Protocol on Substances that Deplete the Ozone Layer was designed to reduce the production and consumption of ozone depleting substances in order to reduce their abundance in the atmosphere, and thereby protect the earth’s fragile ozone Layer.

The original Montreal Protocol was agreed on September 16, 1987 and entered into force on January 1, 1989, and includes a unique adjustment provision that enables the parties to the protocol to respond quickly to new scientific information and agree to accelerate the reductions required on chemicals already covered by the Protocol.

The minister noted that it was a milestone in the global efforts to phase out the use of ozone depleting substances such as hydrochloroflurocarbons, a substance used in the refrigeration and air-conditioning sector, which has potent greenhouse and high global warming potential.

Jibril said, “I think it is a significant milestone and its importance cannot be overemphasized. This project has so many facets, apart from attempting to make the country self-sufficient; it also creates a lot of employment opportunities, especially for those involved in the refrigeration business.

“It will also go a long way to reduce our foreign imports; even though this is a pilot project, it has the potential to grow into a bigger scale and we urge the local and international industrialists to come forward and invest in this technology.

“It has a lot of local content and anything that will not have to do with foreign exchange is a welcome development; the engineer who designed this has done a good job.”

Among the advantages of the plant are the availability of raw materials for producing HC refrigerants; availability of high grade HC refrigerants for use by the refrigeration and air-conditioning sector, and building of local capacity to produce energy efficient low global warming potential gases.

According to the minister, with assistance from the multilateral fund for the implementation of the protocol, the Federal Government is implementing Nigeria’s stage one of the hydrochloroflurocarbons phase out management plan, for which the fourth tranche has been completed.

He said the first stage of implementation commenced in 2011 and should be completed by the end of this year.

“The hydrocarbon pilot project is one of the main components of the project and is designed to demonstrate the feasibility of replacing the current use of hydrochloroflurocarbon refrigerants in the refrigeration and air-conditioning sector,” he said.

Jibril added that the project would be followed by a well-structured training and certification programme for technicians in the refrigeration and air-conditioning sector nationwide on the safe use of the HC refrigerants.

He added that basic training and prevention measures to reduce hydrocarbon emission when carrying out regular maintenance services, hands-on training and use of HC refrigerants to operate domestic air-conditioning and refrigeration appliances, among other information, would be shared.

According to the minister, opportunities also exist for individuals and corporate organisations to make profit by helping the government to phase out hydrochloroflurocarbons.

He added, “We are looking forward to harnessing the product of the hydrocarbon plant, which is also known as butane, as a source of clean energy and an alternative to firewood mostly used by a percentage of the population.

“The use of LPG as the raw material for the hydrocarbon plant is also of great environmental benefit as it will lead to the reduction of gas flaring by our refineries.”

Jibril also said that the ministry would soon be involved in an articulated campaign in both the print and electronic media to sensitise the people to the fact that the issue of the environment was beyond the monthly exercise of cleaning the streets.

“We are aware of erosion in parts of the country. In the North, desertification is hitting us hard; and in the South, coastal erosion and deforestation are hitting us hard too. We must realise that harmful practices in the environment are not in our best interest and the world has been talking about conservation and we cannot do without conserving our environment,” he said.

The firm said in a statement that the artisans, who usually gather at the junction waiting to be hired by contractors, included bricklayers, plumbers, block moulders, concrete mixers and loaders.

“They gather under the sun while waiting for contractors or those in need of their services. Dangote Cement, as part of its corporate social responsibility project, donated shovels, plastic tables and chairs as well as beach umbrellas to them, and also dressed them in its branded T-shirts,” the statement read in part.

The Regional Director, Marketing Services, Dangote Cement Plc, Mr. Johnson Olaniyi, who led the firm’s team to a ceremony where the items were presented to the artisans, told them that the management of the company decided to provide them with the items so as to ease their work.

Olaniyi urged the artisans to regard themselves as brand ambassadors of Dangote Cement, with the branded shirts, while going about their business.

The Chairman of the artisans, Mr. Dauda Lawal, was quoted as saying that the gifts proved that the cement company was willing to boost productivity in the construction sector.

The Federal Government has commenced the construction of 150 houses in Akure, the Ondo State capital through the National Housing Fund to alleviate the problem of inadequate affordable shelter for the residents of the state.

The project, which comprises two and three-bedroom flats, is being handled by Meadville Building and Construction Company, and is expected to be completed in the first quarter of 2016.

Speaking at the commencement of the project, the state Controller of the Federal Mortgage Bank of Nigeria, Mrs. Mojisola Gbadebo, explained that the project was being sponsored by the bank in collaboration with the Federal Housing Authority.

According to her, a prospective buyer, who must be a contributor to the NHF, stands the chance of accessing a mortgage loan from the bank at six per cent interest rate and 30 years of repayment, depending on the age and income level.

While advising interested members of the public to key into the NHF, Gbadebo explained that the amount to be repaid monthly by the contributor depended on their income and age, adding that the loan was not exclusively for salary earners but all income earners from the age of 18.

The representative of the Federal Ministry of Works and Housing, Mr. Peter Taiwo, reaffirmed the readiness of the partners on the project to realise the set goals, and gave an assurance that quality building materials would be used to ensure that the buyers would get value for their money.

The Managing Director, Meadville Building and Construction Company, Ademola Benson, said the firm would ensure that the project would be completed in the next few months.

He confirmed that everything needed to deliver the buildings had been provided, declaring that the project would complement the efforts of the Ondo State Government in achieving housing for all.

Benson attributed the cause of the delay to paucity of funds, but noted that all obstacles and challenges hitherto hindering the execution of the project had been surmounted.

Know the symptoms of colon cancer

In the recent past, many of our young Nigerians have died or become hospitalised due to colon cancer. Why is this so?

Nobody likes to talk about bowel movement or cancer. Also, nobody likes to get a colonoscopy. Yet, the American Cancer Society describes colorectal cancer as the third most commonly diagnosed type of cancer and the third leading cause of death in both men and women.

This revelation makes it worth talking about. Although some people find it embarrassing, it is important to become knowledgeable about colon cancer and its diagnosis.

Colorectal cancer is the third leading cause of death and the third most common cancer in both sexes and it is increasing at an alarming rate.

This form of cancer does not get as much media attention as breast cancer, but it is more common and just as deadly. Even when it doesn’t kill, the consequences of bowel surgery can compromise the quality of life.

Although a family history of colon cancer increases the risk of having the disease, it is estimated that 75 per cent of cases of colon cancer occur in people who are 50 years old or above even when they have no family history.

Most colon cancers originate in polyps found in the colon. These polyps are usually benign (not cancerous), but can become cancerous.

A colonoscopy is a colon cancer screening that checks for polyps in the colon and rectum. However, doctors tend not to recommend a colonoscopy as often as they should because of the embarrassment factor and because a colonoscopy is invasive and uncomfortable: a flexible tube with a tiny camera on it is inserted into the rectum and pushed into the colon in order to look for polyps and other signs of cancer. There is also an attachment that can snip off polyps if the doctor thinks this is necessary.

In spite of the discomfort and embarrassment associated with colonoscopy, everyone should have one when they turn 50, 60 or 70 years-old.

There is another way to test for colon cancer. It is not as direct a test as a colonoscopy and it is not a substitute for a colonoscopy, but it is one that more people are willing to do more, particularly since it is inexpensive and easy to do.

One of the most common warning signs of colon cancer is blood in the stool. However, there may not be enough blood to make it visible until colon cancer is advanced. That is where the EZ Detect test comes in.

It is a simple and inexpensive test that can detect very small amounts of blood in the stool, and it is available over the counter for home use. These types of tests are called Fecal Occult Blood Tests.

Colon cancer has a 90 to 95 per cent cure rate when spotted early enough. Many people have no symptoms until the cancer is advanced and that is what makes it so deadly. It is known as the “silent killer”.

Early diagnosis (prior to symptoms) could save 90 per cent of people who die of colon cancer. Therefore, everybody should undertake early diagnostic screening tests.

If one waits until suggestive symptoms occur (blood in the stool, irregular bowel movements, pain, weight loss), the colon tumour is likely to be advanced and cure much less likely.

Obviously, what is needed is a better, less intrusive, less expensive screening test for colon cancer. The Fecal Occult Blood Test can detect hidden blood in the stool, one of the first symptoms of colon cancer and they can be done at home once a year, especially if you have a running history of colon cancer in your family.

But by far, our best option is prevention. Fortunately, we know a lot about prevention. Diet is probably most important. We will discuss the link between diet and this dreadful disease next week.
