A doctor was caught with a stash of 'extreme' ****ography, including a video of a man having sex with a snake, a court heard. Cyprian Okoro, 55, allegedly stored the images on his Samsung mobile phone having received them via mobile messaging app WhatsApp, the Old Bailey heard. They included three videos of a woman having sex with a dog, one of a man having sex with a snake and one of a woman having sex with a horse, jurors were told. The defendant is on trial charged with five counts of possessing ****ography of a 'grossly offensive, disgusting or otherwise obscene character'. Okoro is also accused of one charge of possessing indecent images of a child relating to a video of a two-year-old boy. Opening the trial, prosecutor Nicola Devas told jurors they would be spared from watching the videos as the question of whether they were indecent or extreme was not at issue. The footage came to light when, on August 28 2013, Okoro's Samsung phone was seized by police and examined by specialist officers from Norfolk Constabulary before being returned. The forensic examination found three of the videos, including the one of a toddler, had been stored on a password protected specialist App or 'vault', the court heard. In February 2014, the defendant was arrested and his phone examined by police for a second time. The indecent video and footage of a woman having sex with a dog were still in the vault while other images had been deleted, the court heard. In his police interview, Okoro said pictures would be sent to him on WhatsApp and automatically go into his photos gallery. As the indecent video had been manually moved to the vault, Mrs Devas told jurors it was clear he had viewed it. She said: 'What we say is he has received videos on WhatsApp, downloaded on his phone and three specifically moved into a further password protected vault.' Okoro, of Streatham, south west London, denies the charges against him. The trial continues.

The federal government has earned about N2.6 billion as refund from the Nigerian National Petroleum Corporation (NNPC) and other petroleum marketers, as the difference between the landing cost of importing petrol and the government approved pump price. The refunds are as a result of the low price of oil which has made marketers sell petrol above the cost of importing it. That differential and refund are now made possible because of the introduction of the fuel price modulation mechanism in the country. The out-going Executive Secretary, Petroleum Products Pricing Regulatory Agency (PPPRA), Farouk Ahmed, said in Abuja on Thursday at the formal handing over of the management of the agency to his successor, that as at February 16, 2016 the NNPC and other fuel marketers were refunding to the government an average of N13.81 per litre. The refund was based on the fuel cargoes that arrived the country in December 2015. The PPPRA said it has already communicated to the appropriate authorities about the price over-recovery regime. Mr. Ahmed was one of the Chief Executives of regulatory agencies in the oil and gas industry removed from office by President Muhammadu Buhari on Monday. With crude oil prices facing significant decline since the middle of 2015, the fuel pricing regulatory agency was compelled in January 2016 to reduce the retail price of petrol from the official price of N87 per litre to N86.50. “As of the close of the market on Wednesday, February 17, 2016, the subsidy element in the pricing template came down from N74.39 per litre in 2011 to minus N8 per litre for PMS (petrol)”, Mr. Farouk said. “What this means is that the government now would be collecting N8 per every litre of petrol imported by NNPC and the other marketers, as against the usual practice where government was paying them subsidy,” he explained. Mr. Ahmed reviewed the negative impact of the price volatility and the downward trend in the global oil market on the country’s revenue, saying crude oil price has dropped massively from a high level of $111.40 per barrel in 2011, $111.17 in 2012, $108.65 in 2013, $98.99 in 2014, $52.47 in 2015 and $31.11 in 2016. He said as at 2015, total verified subsidy claims on petrol and household kerosene for both NNPC and other marketing firms stood at about N657 billion, against N1.22 trillion in 2014; N1.32 trillion in 2013; N1.25 trillion in 2012 and N2.11 trillion in 2011. He attributed the drop in subsidy claims over the years to the “strict products importation reform measures introduced by his administration”, which, he said, helped address the fraudulent tendencies of some oil marketing companies. Although he said about 58 companies, including the NNPC and its retail arm, participated in the importation of petroleum products as at the end of 2015, Mr. Ahmed said today the number has significantly been pruned to only 18, to encourage efficiency. “There is no point giving fuel import allocation to a marketer that would give reasons why he could not import the product, while Nigerians continue to suffer due to insufficient products supply in the marker. Now, we are giving import licenses to only those firms with the capacity to import,” he said. The outgoing PPPRA boss, who said he was bequeathing a fuel pricing template that has reversed the ugly trend from subsidy to over-recovery, said the gains of the price modulation mechanism introduced recently by the Minister of State for Petroleum Resources, Ibe Kachikwu, may be reviewed by middle of March. “By March 15, we will look back to see the trend over the period to determine the average over-recovery. A meeting is scheduled for Tuesday with the marketers on the template, and the outcome would be part of the final review to be completed. Nigeria’s President Muhammadu Buhari has again rejected the idea of devaluing the West African nation’s currency, despite a hammering of the naira on the secondary market last week. The central bank has resisted depreciation by imposing hard currency curbs, which has hit Nigerian firms trying to import raw materials and spare parts. Africa’s top oil producer is in an economic crisis caused by a slump in oil revenues. Buhari said on Saturday Nigeria could not afford a currency devaluation as it had few exports apart from oil and depended on imports whose cost would rise with such a move, reports Reuters. “Reiterating his opposition to the devaluation of the naira President Buhari said Nigeria cannot compete with developed countries which produce to compete among themselves and can afford to devalue their local currencies,” the presidency said in a statement. “So, why should we devalue our currency?” Buhari said. Buhari said the priority of his government, which came to power last year, was to boost food production. The naira fell versus the dollar to 360 this week. The official naira rate versus the dollar stands unchanged at 197. |

Reports suggest that the Nigerian army has
won yet another victory over the
insurgents within the northeast, following
a surprise attack launched by troops close
to the Sambisa forest.
The army reports that in continuation of
their exploits against the Boko Haram
terrorists, troops of 81 Battalion and 251
Task Force Battalion, intensified offensive
actions against the terrorists.

Kukasheka Usman said last night, the
troops laid ambush against some elements
of the Boko Haram at two of their
crossing points at Komala and Musafanari

motorcycles in which a number of
terrorists were killed and a few others flee
with gunshot wounds.

It’s finally over between Pastor Chris
Oyakhilome, the Senior Pastor of Christ
Embassy and his wife, Anita, as their
divorce proceeding has been finalized.
Anita confirms she is no longer part of
Christ Embassy and her UK based solicitors,
Attwatters Jameson Hill, have also
confirmed the dissolution of their marriage
on their website.
Anita and Chris Oyakhilome got married in
1991 and have two daughters.

The two suspects arrested for an alleged
attempt to defraud the Ekiti State Governor,
Ayodele Fayose, were paraded by the
Commissioner of Police, Mr. Etop James, on
Monday in Ado Ekiti.
Benedict Odiga, 38, and Abdusalam Hassan, 30,
were later arraigned before a Magistrate’s
court in Ado Ekiti on two counts of conspiracy
and forgery.
The presiding Magistrate, Idowu Ayenimo,
ordered that the accused persons be remanded
in the prison until the next adjourned date.
The accused persons, who allegedly posed as
President Muhammadu Buhari’s private
security aides, had claimed they could
influence the report of the military panel set
up to investigate the role of the military in the
June 21, 2014 Ekiti governorship election.
According to the Special Assistant to the
Governor on Public Communications and New
Media, Lere Olayinka, the two men had at a
meeting with Fayose in his Afao Ekiti country
home presented what they called a photocopy
of page three of the preliminary report to
show that they meant business.
While being paraded, the CP said the document
with the letterhead, ‘Nigerian Army Force’ and
a 57-page document ‘supposedly’ from the
office of the Special Adviser, Ethics and Values,
were recovered from the suspects.
“They confessed that they intended to defraud
the governor. They confessed to have been
formerly employed as private security guards
by one Abdullahi Maikano and were attached
with the Muhammadu Buhari Campaign team
during the political rally.
“Investigations into their activities are still
ongoing while they are being tried in court to
be able to get more evidence.”
But while answering questions from reporters,
Benedict denied ever attempting to dupe
Fayose, saying he was only in Ekiti with a
mission to see the governor, which he said was
successful.
“We only used those documents to beat
security so that we can get access to the
governor. We didn’t have a sinister mission,
nothing to achieve. We didn’t demand for
money from the governor. Our mission was
just to see him.”
When asked why did the governor get them
arrested if truly they were out to help him.
Benedict said, “We had discussion with him
and when he suspected that those documents
were forged, he decided to call the police.”

The Central Bank of Nigeria on Monday
stopped the sale of foreign exchange to all the
2,786 licensed Bureau De Change Operators
across the country.
The ban was announced by the CBN Governor,
Mr. Godwin Emefiele, at a special media
briefing held at the bank’s headquarters in
Abuja just as the naira traded at 285 against
the dollar at the parallel market on Monday
from 278 on Friday.
He said with the decision, the CBN would no
longer provide foreign exchange to the BDCs,
adding that henceforth, all BDC operators must
source for foreign exchange from autonomous
sources.
The governor said any BDC operator that was
not satisfied with the central bank’s decision
should return their operational licence to the
CBN and ask for the refund of their N35m
deposit.
Emefiele said Nigeria was the only country in
the world where the central bank would
provide the BDC operators with foreign
exchange, adding that with the continued
depletion of the foreign reserves, such funding
was no longer sustainable.
For instance, the governor said that between
July 2014 and January this year, the country’s
external reserves had suffered a great pressure
from speculative attacks, round-tripping and
front-loading activities by actors in the foreign
exchange market.
These, he noted, had led to a decline in the
reserves from $37.3bn in June 2014 to $28bn
currently.
Emefiele lamented that due to the speculative
attack on the nation’s currency, the central
bank’s monthly foreign earnings had fallen
from a high of $3.2bn to as low as $1bn
monthly.
He lamented that while the country’s reserves
were declining, the average food import bill
was witnessing a steady increase from
N148.3bn per month in 2005 to an average of
N917.6bn in the first nine months of 2015.
Emefiele said following the ban on the sale of
forex to the BDCs, the central bank had
decided to remove the restriction placed on
cash deposits into domiciliary accounts.
This implies that commercial banks in the
country are now free to accept foreign
exchange cash deposits from their customers.
“Following the drop in crude prices from a
peak of $114 barrel in July 2014 to as low as
$33 per barrel in January 2016, the country’s
reserves have suffered great pressure from
speculative attacks, round-tripping and front-
loading activities by actors in the foreign
exchange market.
“This fall in oil prices also implies that the
CBN’s monthly foreign earnings has fallen
from as high as $3.2bn to current levels of as
low as $1bn. Yet, the demand for foreign
exchange by mostly domestic importers has
risen significantly.”
He added, “In view of the above, the
management of the Central Bank of Nigeria has
reached the following decision, which takes
immediate effect. The bank will, henceforth,
discontinue its sale of foreign exchange to the
BDCs. Operators in this segment of the market
will now need to source their foreign exchange
from autonomous sources.
“They must, however, note that the CBN will
deploy more resources to monitoring these
sources to ensure that no operator is in
violation of our anti-money laundering laws.
The bank will now permit commercial banks in
the country to begin accepting cash deposits of
foreign exchange from their customers.”
Emefiele said the decision to discontinue the
sale of foreign exchange to the BDCs was
arrived at following emerging evidences that
the BDCs had abandoned their primary
mandate of meeting the forex demands of
retail users thereby, turning themselves into a
channel of illicit cash flows.
The governor wondered why the forex market
had yet to stabilise despite all measures that
were earlier put in place by the central bank to
avoid further depletion of the reserves.
Rather than help to achieve the objectives for
which they were licensed, Emefiele said the
BDCs were involved in rent-seeking, which led
to widening margins and profits from the
foreign exchange market.
He said given this rent-seeking behaviour, it
was not surprising that since the CBN began to
sell foreign exchange to the BDCs, the number
of operators had risen from 74 in 2005 to
2,786 currently.
In addition, he said the CBN was receiving
close to 150 new applications for the BDC
licences every month, adding that more
disturbing was the financial burden being
placed on the bank and the nation’s limited
foreign exchange.
He said, “The CBN sells $60,000 to each BDC
per week. This amount translates to $167m
per week, and about $8.6bn per year. In order
to curtail this reserve depletion, we have
reduced the amount of weekly sales to
$10,000 per BDC, which translates into
$28.4m depletion of the foreign reserves per
week and $1.476bn per annum.
“This is a huge haemorrhage of our scarce
foreign exchange reserves and cannot
continue, especially because we are also
concerned that the BDCs have become a
conduit for illicit trade and financial flows.”
He said, henceforth, the CBN would prioritise
foreign exchange for the most critical needs
such as matured Letters of Credit from
commercial banks; importation of petroleum
products, critical raw materials, plants and
equipment; and payment for school fees,
Business and Personal Traveling Allowances.
He said contrary to insinuations that the CBN
was not providing funds for some critical
transactions, the bank had between June and
December last year provided the sum of
$288m to banks for payment of school fees
abroad.
Emefiele said this amount, when spread over a
one-year period, implied that a total sum of
$600m was provided for school fees related
transactions
For BTA and PTA, the governor said about
$180m was provided to travellers between June
and December 2015, thus translating into
about $400m for a one-year period.
He said with the declining revenue from oil,
which had impacted negatively on the nation’s
reserves, there was a need for Nigerians to
reduce the level of their overseas shopping.
Reacting to the latest developments, the acting
President, Association of Bureau De Change
Operators, Alhaji Aminu Gwadabe, said in a
telephone interview with one of our
correspondents that with the stoppage of
dollar sale to the BDCs, the naira would be
further devastated in the market, adding that it
would increase activities in the ‘black market’.
He said the naira at the BDC segment of the
forex market weakened to 285 against the
dollar on Monday, from 278 on Friday, adding,
“Once the sale to the BDCs is stopped, we will
be looking at 350 to 400.”
Gwadabe noted that the BDC segment had an
important role because it had contributed over
N150bn as compulsory deposit to the CBN at
just three per cent interest rate.
“This is a sector that provides nothing less
than 25,000 employment opportunities and
there is no country in the world where there is
no official bureau de change. In fact, in Dubai,
banks source their forex from the BDCs,” he
added.
On where the BDCs would turn to for dollar
supply, “Right now, people even travel to
Ghana and other countries to source for
dollars. Definitely, that is what will be
happening because the banks are not allowed
to sell.”
The Head of Investment Research, Afrinvest
West Africa Limited, Mr. Ayodeji Ebo, is of the
view that the ban on forex sale to the BDCs
does not solve the problem regarding the
pressure on the naira as it has not addressed
the demand for the greenback.
A currency strategist at Ecobank Nigeria, Mr.
Kunle Ezun, described the ban of forex sale to
the BDCs as “double jeopardy and counter-
productive,” but noted that the lifting of
deposits into domiciliary accounts was a
welcome development that would not have a
major impact on the naira outlook.
Ezun said, “In the immediate, it will help to
bring dollars outside the banking system in.
The impact would have been significant if the
CBN has said it will allow transfer out of the
system.
“Today, the BDCs are a segment of the market
and they just went through a recapitalisation
process. The BDCs service a portion of the
market that you can’t wish away. If today you
say you are not selling to them, then who
takes care of that portion of the market? This
is another restrictive measure that will have a
negative effect on the naira.” |
