It often straighten out on it's own naturally. I've seen it happen... The younger sister of a friend of mine had serious bow legs in the 90's when she was maybe around 4 or 5. Today, it's all gone.
I'd advice to still visit an expert. Maybe all they will do is give advice like exposure to early morning sun for a few minutes, etc. I don't think surgery is necessary, at least not now that the child is still very young. A lot of natural corrections can be made as the child grows. If the result is not satisfactory in their teens, maybe then that would suffice but for now no need for surgery. By the way, this is not an expert advice but my own personal opinion.
