I think this should only be for the gullible followers who has little or no knowledge of how government works. The roads and other projets within Ilogin axis are they for Saraki or the functions of government to carry out? Is it a favour to Saraki? It shows how ineptitude of the government to centre these projects only in a section because of one person at the expense of other sections that pays tax. For budgets, does he or she knows the legislative functions of budget preparation and passage? If afformative you wouldn't had this thinking. When Senate requested the president to direct the heads of ministries and agencies to come for budget defense did he send them? If yes did they appear before Senate? When Saraki visited Buhari to complain did he direct them to attend? Or is budget defense no longer in the process of budget passage again? Jefferson, now comes before this Court to be sentenced for his stunning betrayal of the public trust. The defendant betrayed the public’s trust time after time by using his congressional office as a criminal enterprise to further a pattern of racketeering acts of corruption and self-enrichment. His crimes included no fewer than eleven distinct bribe schemes as well as a conspiracy involving an extraordinary and historically unprecedented agreement to bribe the then-sitting Vice President of Nigeria, Atiku Abubakar. In committing these crimes, Congressman Jefferson reneged on his obligation to the citizens of the United States to perform the responsibilities of his public office free from deceit, concealment, and self-dealing. The Probation Office has calculated the Sentencing Guidelines for Congressman Jefferson at a level 41 (Criminal History I), resulting in a guideline range of 324 to 405 months or approximately 27 to 33 years of imprisonment. Because Congressman Jefferson’s crimes against the people of the United States were exceptional in their sheer number, length, and Case 1:07-cr-00209-TSE Document 598 Filed 11/06/2009 Page 1 of 25 2 breadth, the United States respectfully requests that this Court sentence the defendant within the applicable guideline range. While the guidelines sentence calculated by the Probation Office is lengthy, it is appropriate, in that Congressman Jefferson’s criminal activities have surely caused or substantially added to the loss of public confidence and trust in our nation’s highest levels of government. In addition, because at this juncture the defendant poses a significant risk of flight, the United States requests that the defendant be remanded to the custody of the United States Marshals Service at the time he is sentenced. I. Offense Conduct A. Defendant’s Background Congressman Jefferson was first elected to the United States House of Representatives in 1990, representing the 2nd Congressional District in New Orleans, Louisiana and occupied that position for eighteen years. As a graduate of Harvard Law School and recipient of a Master of Laws Degree in Taxation from the Georgetown University Law Center, Congressman Jefferson’s knowledge of the law are surpassed by few. During the same time he was committing the numerous crimes of corruption for which he was convicted, Congressman Jefferson was a Member of the powerful Ways and Means Committee; Subcommittee on Trade; Member of the Committee on the Budget; Co-Chair of the Africa Trade and Investment Caucus; and Co-Chair of the Congressional Caucus on Nigeria. Summary of Offense Conduct On August 5, 2009, a jury convicted Congressman Jefferson of eleven counts, including conspiracy to commit bribery, deprivation of honest services by wire fraud, and violations of the Foreign Corrupt Practices Act (Count 1); conspiracy to commit bribery and deprivation of honest services by wire fraud (Count 2); bribery (Counts 3 and 4); deprivation of honest services by wire fraud (Counts 6, 7 and 10); money laundering (Counts 12, 13, and 14); and a violation of the Racketeer Influenced Corrupt Organization Act through the performance of a pattern of racketeering acts (Count 16). The evidence presented at trial firmly established that between August 2000 and August 2005, Congressman Jefferson sought hundreds of millions of dollars on behalf of himself and family members. In return, the defendant used his congressional office to promote the business interests of bribe-paying companies whose very success was dependent upon the approvals of certain United States and west African government agencies and officials. The types of business ventures that Congressman Jefferson corruptly promoted included: (1) telecommunications deals in Nigeria, Ghana, and elsewhere; (2) oil concessions in Equatorial Guinea; (3) satellite transmission contracts in Botswana, Equatorial Guinea, and the Republic of Congo; (4) deep water offshore oil reserves in the territorial waters of Sao Tome and Principe; (5) waste recycling systems in Nigeria and Equatorial Guinea; (6) development of different plants and facilities in Nigeria; and (7) marginal oil fields in Nigeria. Buhari said in his statement that there are alots of imbalances in the China - Nigeria trade which is to China advantage and merely begged them to invest in Nigeria to address the imbalances. Taking a loan from China that they will moderate how you spend is indirect recolonisation. 2) taking loans in yuan paying in dollars is slavery. 3) determining suppliers and market you buy goods for your projects amount to undermining our powers over what we owned. 4) determining the contractor to execute our project is monopoly. 5) allowing free flow of yuan in Nigerian market and banks is rendering the naira wothless. 6) floating China yuan in Nigerian bond market encourages capital flight. 7) allowing free trade to Nigerian market by China discourses local producers and this leads to low consumption of locally made goods, closure of industries, mass sack of workers, reductions of savings, drop in investment and above all reduced GDP and GDP thereby plunging the Nigerian economy into disasters. Nigerians are jubilating over $2b loan from China and the so called Yuan trading deal. It is not unusual for people to jubilate over food that will hurt their stomach, but it is unfortunate to see medical doctors celebrating agbo jedi. China want to borrow us 2 billion dollars, but they want to give us in Yuan and not the dollar itself. They are not handling us cash, but service exchange; meaning if we want to buy iron rod, we buy it from Chinese company and they pay the company on our behalf. If we want to construct railway, they will construct it for us and take the money out of the loan. In the end, we are bound to award contracts to them, cutting out competition from others and fairplay to others(non Chinese company can't bid or compete to reduce the cost.) They get to value the contract and determine the price, meaning they can sell something worth 200 Naira for N2000 and we don't have a choice 'cos it is on credit. The worst of it is that China want us to pay back in dollars, that is not all, we are moving our foreign reserve to fake currency(Yuan) a currency that is manipulated openly by the Chinese government. Did anyone ask Lamido Sanusi what happened to some of our reserve he moved to Yuan few years ago? They sold us Yuan at 4 to a dollar, only to devalue their currency few weeks latter to 9 Yuan per $. Many Nigerians don't know that even Chinese company don't want yuan, nobody want it, Chinese foreign reserve is in dollars, China is the largest holder of US bond, they want dollars by all means. Also, China have more lobbyists in Washington DC than any other nations on earth, begging Washington politicians to always make policy in their favour, how can such country save us from USD? Has anyone asked why China hasn't built any refinery in Nigeria?? They have the money, they want the profit, but never did it. If China does anything against Washington interest in Nigeria, USA have too much political power over China, they will just tell them not to do it. China will continue to inflate the contract price, refuse to complete the project and deceive us further. I don't blame Chinese leaders for trying to scam us, I blame our leaders for not being smart enough. What do you expect when you have political hacks negotiating on behalf of Nigeria against smart professionals from China. I was thinking Nigeria political leaders will do research about Chinese lobbyists in Washington and understand the interest they are protecting before believing in Chinese version of Trojan horse. Inflation rate hits double digit, worst in 3yrs Inflationary pressure in Nigeria’s economy has hit a double digit, upstaging major monetary policies of the Central Bank of Nigeria, CBN. National Bureau of Statistics, NBS, February report released yesterday indicated that Consumer Price Index, CPI, which measures inflation recorded a significant uptick with the headline index increasing by 11.4 per cent year-on-year, roughly 1.76 percentage points higher from 9.6 per cent recorded in January. The new figure is at a two-year high last seen in December 2012 while the pace of acceleration has been one of the fastest in decades. The February inflation figure also show a massive overrun of CBN’s inflation tolerance limit of 9.0 per cent while upstaging the apex bank’s monetary policy strategy of price and exchange rate stability. In line with its statutory mandate of price and exchange rate stability as well as the bid to stem the inflationary pressure which had pressed on since first quarter 2015, CBN lowered the benchmark interest rate by 2.0 percentage points to 11 per cent in November last year while placing administrative controls over exchange rate volatility in its official window, thus ensuring no major change in the exchange rate at N199/USD1 even as parallel market rates rose as high as N400/USD1 before moderating to N320/USD1 last week. But in its report yesterday NBS indicated the obvious impact of foreign exchange rate crises on inflation indicating that rather than the CBN’s stable official exchange rate, the economy actually runs on parallel market rates reflecting in upwards movement in the general price levels. In the report NBS stated, “the All-Items-Less-Farm-Produce or Core sub-index, also increased at a faster pace in February as imported items as well as other domestic shocks resulted in ripple effects across many divisions that contribute to the Core. The index increased by 11.0 per cent in February, roughly 2.2 percentage points from rates recorded in January. “Imported food items as well as other necessary inputs to producing key local stapels such as bread continue to drive the food index higher”, NBS stated. Prices increased across all sectors According to the NBS report, “the faster pace of increases which led to the overall increase in the headline index were recorded across almost all major divisions which contribute to the headline index with the exception of the Restaurants and Hotels division which increased, albeit at a slower pace.” On a month-on-month basis, the headline index increased at a faster pace in February relative to January. The index increased by 2.3 per cent in February, roughly 1.4 percentage points from rates recorded in January, as all divisions that contribute to the index increased with the exception of the Restaurants and Hotels division increasing at a slower pace. On a month-on-month basis, both the Urban and Rural indices increased at a faster pace, as the Urban index increased by 3.0 per cent in February from 0.9 per cent in January, while the Rural index increased by 1.8 per cent from 0.9 per cent in January. The implications by Economy analysts Reacting to the inflation developments yesterday, economists at Afrinvest West Africa, a Lagos based investment house, said “the record high Headline and sub-indices numbers were above our forecast but much in line with our expectation that inflation would remain broadly driven by structural supply-side/cost-push factors. “This is likely to cause political backlash on the fiscal side and put question on the current monetary policy thrust of the CBN which appears to have given up the objective of price stability for an “induced” FX stability, trade protectionism and stimulating domestic manufacturing growth.’’ Vanguard retail price checks In several cities across the country prices of staple food items have increased significantly since this year with the traders complaining that exchange rate spike is also affecting them even when some of the commodities are local produce. Kano According to a market spot check conducted in some selected markets in the Kano city, a bag of satchet water that sold for N60 a few weeks ago, now cost N80. Similarly, a bag of foreign rice that used to go for N10, 000 is now selling for N15. 000, while local rice now sells at N8, 000, up from N5, 000. Kaduna In Kaduna, a measure of beans (derica) which sold for N200 in December, now sells for N350. Also a similar measure of imported rice rose from N350 in December to N450 at present. Similarly, Garri increased from N150 per measure to N250. Price of groundnut oil rose marginally from N250 per bottle to N280. Umuahia In Umuahia, the Abia State capital, prices of commodities ranging from beverages to toiletries, have also gone up significantly. Also prices of local food items have gone up. Prices of items such as Milo, Bournvita, detergents have increased by between 15 and 25 per cent and the sellers blamed it on the rise in exchange rate. For things like rice and other food items, including garri and red oil that are produced locally the prices have also gone up by an average margin of 20 per cent. |

Ogbeh said that the stability of price of rice would be very viable due to its demand and affordability to the people from April. He said the boosting of wheat production and other cereals had become necessary to reduce over dependence on importation. The minister added that over 300, 000 hectares of land in wheat producing states would be dedicated to boost wheat production. “The government will continue to support farmers to encourage agricultural activity, enhance food security and employment generation in the country,’’ he said. According to him, the administration of President Muhammadu Buhari will diversify the economy with greater emphasis on agriculture. Ogbeh urged Nigerians to embrace agriculture to enhance their welfare and enable them become self reliant. In a remark, Chairman Senate Committee on Agriculture, Senator Abdullahi Adamu, said the senate would make legislation to remove obstacles being faced by wheat farmers in the country. On his part, the Gov. Atiku Bagudu of Kebbi said Kebbi would dedicate 70 per cent of the proposed 300, 000 for wheat production to boost its production. |

The Minister of State for Petroleum Resources, Ibe Kachikwu has said the current fuel scarcity being experienced across the country will be over in the next two days, stressing that the Nigerian National Petroleum Corporation, NNPC, has increased supply of the product across the country. Kachikwu gave the assurance yesterday during a tour of petrol stations in Abuja.He stated that the NNPC deploys 300 truckloads of fuel to Abuja on a daily basis. He said, “We have enough coming in. Obviously the two days of strike hit us very badly but we are flooding in, getting an average of 300 trucks a day into Abuja; it’s going to take a bit of while for the queues to finish but we are hoping that between the next one-two days we should have the queues all disappear because we are continuing to pump in, while a lot of the stations are open 24 hours a day. “I apologise to Nigerians for all the pains; nobody wants to see people spend two hours on the fuel queue.” Noting that President Muhammadu Buhari is bothered about the current situation of fuel scarcity being experienced across the country, the Minister said, “talks had begun with the CBN to help major oil marketers in Nigeria access foreign exchange to import petrol into the country.” “We are doing everything we can; NNPC is taking the whole nation on its shoulders while majors are really not bringing in product; but we are working long term solutions to majors to now begin to go back to importation lane and be able to service their own outlets rather than us servicing our outlets, independents, majors and servicing everybody; its a lot of wear and tear on our capabilities as a status. “Long term obviously we have got to systemically look at how do you prepare this nation in circumstances where there are emergencies to be able to respond; we are obviously not getting that as well as we should,” he said. |

Mr. Secondus was picked up by the anti-graft operatives on Tuesday after investigators suspected he had served as a conduit for laundering Mr. Omokore’s funds. “Mr. Omokore distributed money and gifts to politicians and investigators are suspicious that actually those money and vehicles might have passed through him (Mr. Secondus) to other politicians,” the source said. Mr. Omokore incorporated his company in 2010 and, shortly afterwards, signed a Strategic Alliance Agreement with the Nigerian Petroleum Development Company, the upstream production subsidiary of the Nigerian National Petroleum Corporation. Under the agreement, Atlantic Energy took charge of providing funds, technical services, drill, and selling of crude from four oil blocks – OML 26 FHN, OML 30 Shoreline, OML 34 Niger-Delta Oil, and OML 42 Neconde. The company was later accused of lifting crude oil but remitting only a fraction of its worth to the Nigerian government. Mr. Secondus is currently undergoing interrogation at the Commission’s headquarters. Reacting to Mr. Secondus’ arrest, the PDP criticized the federal government’s “oppressive and unfair treatments” of its key leaders. In a statement on Wednesday, the party said the arrest was part of a grand script by the All Progressives Congress-led government to decimate the opposition. “We are also aware that plans have been perfected by the federal government to arrest and detain the Deputy Senate President, Senator Ike Ekweremadu, Senate Minority Leader, Senator Godswill Akpabio and other leaders of the party on imaginary charges,” the party said in the statement signed by Victor Kwon, its National Legal Adviser. “Indeed, intelligence available to the party shows that the federal government, using its various agencies, is bent on destroying any opposition to the ruling party as all indications show that the government is more interested in humiliating the PDP than fighting corruption.” |
