I reviewed my answer and came up with a more viable answer.
1st trip: Doctor A and madman X journeys to Warri and A returns alone.

2nd trip: Doctor A journeys to Warri with the only madman that can ride the boat. (I'm assuming it is Y). He returns alone.

3rd trip: Doctor A is probably tired and I suggest he rests alongside madman Z. B and C journeys to Warri and one of them should return with madman X who cannot ride d boat.

4th trip: Doctors A and C would then travel to Warri leaving X and Z in Asaba.
5th trip: Madman Y who can ride the boat would then journey to Asaba and pick up the madmen X and Z in 2 trips.

I think A should transport X to warri and return alone. Then he moves with Y (madman that can drive the boat). He should drop and allow Y return the boat. Y would get off the boat at Asaba and B and C would make d journey to Warri. Whoever drives would return but wouldn't return to pick Y and then anyone can return to pick up Z the last mad man.

Note: This above illustration would work if A and Y do not drop off together after the second trip as well as C when going back to pick Y.

They aren't allowed to send troops, they can only initiate sanctions or other ban on govt activities. Ireland no too get level for Nigeria.
