The Network of Civil Society Organizations in Nigeria, on Friday, June 8, condemned the attempts by the Nigerian police to malign, ridicule and embarrass the president of the Senate, Dr. Abubakar Bukola Saraki.

The condemnation was contained in a statement signed by the national coordinator of the group, Comrade Victor Kalu,

The group stated that the rate at which opposing and dissenting voices are hounded as though we were in a military regime speaks more in agreement with those elder statesmen who have bravely accused and labeled the present administration as dictatorial.

“This is not good for democracy! These negative indications have merely portrayed the current administration as amenable to dictatorship,” Kalu said, “. If this is allowed to persist, there are already fears that our nascent democracy and all that the Nigerian people had had to go through to get this far in achieving democratic civilization could be easily misconstrued and, possibly, lost.”

Read the statement in full

For quite some time, the Nigerian public has been treated to all manner of inglorious news about the frosty and near cut throat relationship between the Red Chambers of the National Assembly – the Senate and the Inspector-General of the Nigeria Police.

All these were emanations from the Inspector-General’s refusal to honour an innocuous invitation extended to him by the much respected Nigeria Senate. It could be said that most Heads of security outfits and agencies appointed by the Buhari regime have little or no regard for the 8th National Assembly as constituted.

Most importantly, following the apparent discomfort of President Muhammadu Buhari to work with Distinguished Senator Bukola Saraki as Senate President, which has led to the no- love- lost relationship between the leadership of the Nigeria Senate and the Presidency, the unwillingness of the Controller-General of Nigeria Customs, the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), and the Inspector-General of the Nigeria Police Force to honour and accord the Nigeria Senate its due respect, has not augured well for smooth democratic experiences and good governance initiatives.

The Nigeria masses have always had to bear with incessant sordid controversies and confrontations between the senate and such agencies or departments at one time or another.

These have occurred in manners and dimensions suggestive of calculated and seeming deliberate motives to make mockery and ridicule the leadership of the National Assembly. This trend can no longer be tolerated by Nigerians.

This is the place of the Civil Society groups to speak out in defence of the noble tenets of democracy and civil rule.

Recently, the Nigeria Police have had to pick on leading figures in the Senate. Their last encounter with Distinguished Senator Dino Melaye had drawn heart rending public outcry to the point that the much politicized and expected recall of the Senator by his constituency proved a woeful failure.

It was, therefore, believed that the life threatening harsh ordeal which Senator Dino underwent at the hands of the police after the recall failed was consequent upon his unexpected victory at the recall ground.

More so, the plan by the police authorities to rope the Senate President, Distinguished Senator Bukola Saraki, the Executive Governor of Kwara state, His Excellency, Alhaji Abdulfatah Ahmed, and their close associates into the Offa bank robbery incident has been seen as a vendetta and vindictive move by the Inspector-General of Police (IGP) in reaction to the persona non grata status which the Senate was forced to declare him due to his vehement refusal to honour a harmless invitation which the hallowed Chambers had extended to him.

This is not good for democracy! These negative indications have merely portrayed the current administration as amenable to dictatorship. The rate at which opposing and dissenting voices are hounded as though we were in a military regime speaks more in agreement with those elder statesmen who had bravely accused and labeled the present administration as dictatorial.

If this is allowed to persist, there are already fears that our nascent democracy and all that the Nigerian people had had to go through to get this far in achieving democratic civilization could be easily misconstrued and, possibly, lost. God forbid that Nigeria will drift back to dictatorship!

It beat our imagination that IGP could succumb to allegations linking a person of Bukola Saraki, a two term Former Governor of an elitist State like Kwara and a Senate President who controls over N150BN National Assembly yearly budget, who also controls the Saraki’s over 2Trillion Wealth and political dynasty in Kwara State that took about 100 years to build across the globe.

What therefore will a money from a branch of a bank situated in a less urban place do for him, what currency will the Armed robbers bring for him; Dollars, Pounds, Yuan, Naira or CFA?

The Coalition of Nigeria Civil Society Groups has, therefore, after careful appraisal of the current ordeal which the Police has subjected the above mentioned elected leaders, (Senate President Bukola Saraki and His Excellency Abdulfata Ahmed) made the following resolutions:

1. That the supposed invitation by the Nigeria Police to the Senate President on allegation of links with robbers and perpetrators of the Offa bank robbery incidence is, rather, unfortunate, given the fact that the personality, office, and pedigree of Distinguished Senator Bukola Saraki would not have need for any amount of money from a bank robbery.

2. That it is, rather, too petty and most laughable to craft any allegations of such linking either the senate President or the Executive Governor of Kwara state to such demeaning and unwholesome ‘enterprise’

3. That the Presidency should call the Inspector-General of Police to order, and restrain him from his present bid to embarrass these respected citizens so as to forestall any negative signals which this situation could bring up in the current democratic experience.

4. That it is high time the Inspector-General of Police Mr. Ibrahim Idris is relieved of his duties because, all along his appointment, it has been from controversies to allegations of conducts unbecoming of a police Chief of his standing. When Senator Misau opened up the IGP’s can of worms, Nigerians did not take him serious. Now, his evil manipulations are playing out and the nation could suffer for it if appropriate care is not taken.

5. That the Nigerian masses are no longer gullible. We are more aware of the intrigues to truncate democratic principles. We are not fooled by these uncanny intrigues to malign our respected leaders. We are not deceived to believe what the police wants to feed the public about Distinguished Senator Bukola Saraki and Governor Abdulfatah Ahmed.

6. That it was in good order that the Senate President, Bukola Saraki and His Excellency, Governor Abdulfatah Ahmed had earlier raised alarm before the Nigeria public that the Police was hatching out plans to fabricate lies with a view to trump up charges to rope them into crime which had earlier failed in previous attempt. Now they resorted to associated them with Bank in the Offa bank robbery incident.

7.That it has now become very clear that the duo were not just raising false alarm as the police had claimed but were reacting on good and proper information about the orchestrations by the police to malign and ridicule their persons, offices, and characters.

8. That this is a wake-up call to all Nigerians of good will to stand up in defence of our hard earned democracy. We cannot allow the police to perfect these acts against our elected leaders because life is a cycle and no one knows whose turn it would be to occupy the seat of President of Senate or Governor in future.

9. That it is not about Distinguished Senator Bukola Saraki or Governor Abdulfatah Ahmed, as it would certainly seem now. It is, rather, about our tomorrow; about our democracy; about our integrity as a democratic nation; and about our lives. An injury to one should be an injury to all.

10. That we give the Nigeria Police an immediate ultimatum to discontinue this invitation both in person and in writing as they now beat a tactical retreat. They should stop the present unprofessional security trajectory, and also desist from using their positions and offices to witch hunt, intimidate, and undermine other leaders.

11. That failure to stop any further harassment of the duo above, we shall engage in a protest march against the police and their excesses all over Abuja and states capitals.

12. That we urge the Senate President, Distinguished Senator Bukola Saraki, and the Executive Governor of Kwara state, His Excellency Abdulfatah Ahmed to remain undeterred in their resolve to bring good governance to the Nigeria polity.

13. That Nigerians are standing behind them in prayers in their present ordeal and God Almighty will surely vindicate the just.

The Senate president was invited to answer to allegations surrounding his links to the armed robbers behind the deadly robbery in April, Daily Trust reports.

Jimoh Moshood, the force public relations officer disclosed this in Abuja on Sunday, June 3, while parading 22 suspects in custody for the robbery.

PoliticsA Re-enactment Of Abacha Era - 5 Things Obasanjo Told Buhari by dapelua(op): 4:27am On Jun 09, 2018
As former president Olusegun Obasanjo, in a press statement on Friday, June 8, alleged that the Muhammadu Buhari administration is planning to frame him on false evidences, NAIJ.om in this report lists 5 things the former president said in his statement.
1. There is a plan to frustrate, intimidate and blackmail him into abandoning his divine mandate
Obasanjo alleged that the administration is desperate to blackmail him into abandoning his mandate which he claimed is a divine one
“Since Chief Olusegun Obasanjo declared in his State-of-the-Nation special statement on January 23, 2018, the desperation to frustrate, intimidate and blackmail him into abandoning his divine mandate to protect the rights of the people to better life and living continued unabated and has even taken a bizarre dimension."
2. Security of his life cannot be guaranteed
Obasanjo also revealed that he has been told that his security of life cannot be guaranteed because operatives are perfecting how to curtail him.
"Impeccable security sources have alleged Chief Obasanjo’s name is on their Watch List and that the security of his life cannot be guaranteed. According to these informants, many of who are in the top echelon of the Nation’s security management and close to the corridors of power, the operatives are daily perfecting how to curtail the personal liberties of the former President and hang a crime on him."
3. Plots to incriminate him will be a re-enactment of the Abacha era
The former president claimed the steps being taken to frame him can only be compared to era of late dictator, Abacha.
“The content of the alleged beastly designs, it was learnt are two-fold for now. One, to seize his International Passport and clamp him into detention indefinitely, in order to prevent him from further expressing angst on the pervasive mediocrity in the quality of governance, economic management and in the protection of lives and property by the Government.
“But, since that could expose the Government to a swath of international condemnation, embarrassment and outrage, it is said that another plot being hatched is to cause the Economic and Financial Crimes Commission (EFCC) to re-open investigation into the activities of Chief Obasanjo’s administration using false witnesses and documents. This will be a re-enactment of the Abacha era in which Chief Obasanjo was one of the principal victims’.
4. Saraki and Dogara facing threat withing the same government
He also said that Senate President Bukola Saraki and Yakubu Dogara, speaker of the house of representatives, are being threatened by the current administration.
“We are currently in a nation where the number three citizen is currently being harangued and the number four citizen is facing similar threat within the same Government they serve.”
5. Nigerians living in fear.
The former president also said many Nigerians are currently living in fear ahead of the 2019 elections.
He said with the “worrisome” dimension things have taken, citizens fear they could be hounded “or even killed”
6. Buhari using blackmail to silence opposition
Obasanjo also accused Buhari’s government of using various means to suppress opposition in the country.
“While it is regrettable how the government has sunk in its shameless desperation to cow opposition, a resort to blackmail, despotism and gestapo-tactics being employed by the goons of this government would not hold water. And no government ever remains in power forever.”
5. I am ready to face probe
Significantly. the former president also maintained his readiness to face probe over allegations that he mismanaged $16 billion electricity funds. However, he said the investigation into the allegation must be by an independent and credible panel.

“For the record, Chief Obasanjo reiterates his readiness to face probe again after that of the house of representatives, the senate, the ICPC, and the EFCC, but before an independent, objective and credible panel of enquiry to account for his stewardship in government and beyond.”
Meanwhile, NAIJ.com had earlier reported that former president, Olusegun Obasanjo, has alleged that there is a plot by the President Muhammadu B uhari administration to detain him indefinitely based on false charges.

PoliticsLai Mohammed Accuses The PDP Of Downplaying President Buhari's Achievements by dapelua(op): 1:41am On Jun 01, 2018
“Where is the seriousness in an opposition party throwing out a spurious figure of N10 trillion as the amount of money that has been looted under the present administration? What is Nigeria's annual national budget? How do you react to an opposition that is deliberately and perpetually blind to the monumental achievements of this administration?” Alhaji Mohammed queried.

He said while naysayers might pretend not to have seen all these achievements, “Nigerians who are benefitting directly from them have testified to the reality of the successes.”

The minister said the administration had taken power generation from 2,690MW to 7,000MW, moved Nigeria closer to self-sufficiency in rice than any government before it, increased the number of rice farmers from five million to an all-time high over 11 million and cut Nigeria's rice import bill of $1.65 billion annually by 90 percent.

“We are feeding 8.2 million pupils in 45,394 schools in 24 states, employing 87,261 cooks in the process; we are paying conditional cash transfer of N5,000 monthly to 297,973 poorest and most vulnerable households, never before done in Nigeria; we are building roads, rail and power, spending an unprecedented N2.7 trillion on infrastructure alone in just two years; we have raised capital expenditure in the yearly national budget to an unprecedented 30 percent on the average, our social investment programmes have benefitted 9 million people.

“The school children who are being fed, the unemployed graduate who has now been employed under N-Power; the small business owner who has benefitted from the GEEP loans and the thousands of people who have been rescued from the clutches of Boko Haram know that these achievements are real,” he said.

Minister Mohammed said the economy is also back on the path of growth, after the recession of 2016-17, “and we have the figures to support this assertion.”

He said the economy grew 1.95 percent in Q1 2018; Inflation has fallen for 15 consecutive months, from 18.7 percent to12.5 percent as of April 2018; external reserves of $48 billion are the highest in five years; total exports in 2017 were 59.47 percent higher than for 2016; agriculture exports grew 180.7 percent above the value in 2016; raw material exports grew 154.2 percent above the value in 2016; solid minerals exports grew 154.2 percent above the value in 2016; exports of manufactured goods grew 26.8 percent above the value in 2016, and the first quarter of 2018 saw the fourth consecutive quarterly increase in capital importation since Q2 2017.

He said Nigeria moved up 24 places on the World Bank’s Ease of Doing Business rankings in 2017, and was listed among the 10 Most Improved Economies.
He added that the administration is fighting corruption like never before, “with our Whistleblowing Policy yielding N13.8bn from tax evaders, as well as N7.8bn, $378 million, £27,800 in recoveries from public officials,”adding: “Naysayers say they have not seen all these achievements, Nigerians who are benefitting directly from them have testified to the reality of the successes.”

Alhaji Mohammed advised public relations practitioners never to be tired or discouraged from projecting the image of their establishments, even when some people decide to play the blind or the spoiler.

NAIJ.com earlier reported that Nigeria's information and culture minister, Alhaji Lai Mohammed, said on Tuesday, February 13, that the federal government remains resolute in dismantling the structural conditions that make violent extremism to thrive in the country.

PoliticsIGP Idris Has Revealed Why He Refused To Personally Appear Before The Senate by dapelua(op): 1:22am On Jun 01, 2018
He said his presence at the Senate was unnecessary because the issues for which he was invited were not personal

- The police boss also noted that he was allowed under the Constitution and police Act to delegate responsibilities

Ibrahim Idris, the Inspector General of Police (IGP) has given reasons he cannot personally appear before the Senate.

The Nation reports that the IGP, who faulted the Senate’s insistence on his personal appearance, said his presence at the Senate was unnecessary because the issues for which he was invited were not personal.

NAIJ.com gathered that he said if he was to personally honour every invitation sent to the office of the IGP, he would have no time for his main responsibilities.
The IGP said he was allowed under the Constitution and Police Act to delegate responsibilities, including directing some of his subordinates to represent him where he is invited.

His position is contained in a suit filed by the IGP before the Federal High Court, Abuja through his lawyer, Dr. Alex Izinyon (SAN).

The IGP queried the propriety of the Senate’s decision to insist on his physical presence and its decision to enquire into issues relating to the charges filed against Senator Dino Melaye and on which he had been arraigned.

The suit marked: FHC/ABJ/CS/457/2018, has the President of the Senate and the Senate of the Federal Republic of Nigeria as defendants.

The Senate, in a letter dated April 25 this year, invited the IGP to appear before it in relation to the purported inhuman treatment of Melaye and killings in the country.

The IGP honoured the Senate’s invitation on April 26 this year, but was represented by the Deputy Inspector General of Police (Operations) and commissioner of police, Kogi state.

The Senate denied the two representatives of the IGP audience, but instead, rescheduled the meeting for May 2 and insisted that the IGP must honour its invitation in person.

The IGP, in a supporting affidavit, stated that his choice of the DIG (Operations) and CP, Kogi state was because they were conversant with the issues for which he was invited.

He argued that it was not compulsory that the occupant of the office of the IGP must honour every invitation in person.

The IGP noted that the invitation letter from the Senate, with the title: “Invitation to brief the Senate on the inhuman treatment of Senator Dino Melaye over a matter that is pending in court,” showed that the Senate was aware Melaye “is facing a criminal charge in a court.”

The plaintiff argued that he is not answerable to the defendants in respect of a case pending in court, but to the judicial arm of government, before whom the case was pending.

He added: “The said Senator Dino Melaye is facing a charge of criminal conspiracy and illegal possession of firearms before a court of competent jurisdiction in Kogi state.

“The heading of the said letter, which reads inter alia inhuman treatment meted to Senator Dino Melaye, who is a member of the 1st and 2nd defendants, clearly show the motive of the briefing.

“Once a charge is before a court of competent jurisdiction, it is only the judicial arm of government that adjudicates and disposes of the matter one way or the other, and not subject to the oversight functions in Section 88 of the 1999 Constitution as claimed by the defendants.

“Chapter Viii Rule 53(5) of the Senate’s Standing Order prohibits any reference to any matter in which any judicial decision is pending, in this case, the pending charge against Senator Dino Melaye before the court in Lokoja, Kogi state.

“There is no how the discussion on the Dino Melaye’s case by the 1st and 2nd defendants will not relate to or impact on the matter in court,” the IGP said.

The plaintiff therefore prayed the court to among others; restrain the defendants, any of their committees or agents from insisting that he must appear before them in person.

The IGP also urged the court to declare as unconstitutional, the defendants’ insistence that he appears in person before them or any of their committees is contrary to the combined provisions of Section 21d(1)(a) of the Constitution and sections 2, 5, 6 and 7(1) of the Police Act.

The defendants, in a counter affidavit, accused the IGP of using the court to shield himself from being scrutinized by the Legislature.

They stated that the IGP’s representatives were denied audience because of “the weighty issues which requires clarification, as they touched on the very soul of our national existence and in order to ensure fruitful and meaningful deliberations.”

They prayed the court to reject the plaintiff’s prayers and dismiss the suit.

When the case was called on Thursday, May 31, Izinyon informed the court that it was scheduled for the hearing of the substantive suit, and that he was ready.

The defendants were not represented, but the court confirmed receiving a letter from the defendant’s lawyer, seeking a stand down till 12noon.
Although Izinyon agreed to wait, the trial judge, Justice John Tsoho elected to adjourn to another date on the grounds that a stand down was not feasible.

He adjourned to June 29 for the hearing of the substantive suit.

Meanwhile, NAIJ.com had previously reported that a 10-man delegation set up by the Nigerian Senate to investigate an allegation by Senate president Bukola Saraki that the Inspector General of the Police Ibrahim Idris is plotting to implicate him, is yet to meet the president.

SportsManchester United 'remains Most Valuable Club In Europe'.... by dapelua(op): 1:11pm On May 23, 2018
Manchester United has again been named most valuable European football club, being worth about €3.25bn (£2.9bn) says business services group KPMG.
The English club tops KPMG's study of top sides' "enterprise value", ahead of Real Madrid and Barcelona.
The study, based on the 2015-16 and 2016-17 seasons, studied profitability, broadcasting rights, popularity, sporting potential and stadium value.
Champions League finalists Liverpool are in eighth place in the rankings.
Man Utd receive more than champions Man City
In the analysis of 32 major teams, Premier League clubs fill six of the top 10 places.
Andrea Sartori, KPMG's global head of sports and the report's author, said the overall value of the football industry had grown over the past year.
"Overall growth is driven by different factors, one of these being the increase of operating revenues of the top 32, at 8%," he said.
"Eye-catching transfer deals and spiralling staff costs have not prevented such clubs from registering a striking upward trend, as the profits before taxes increased by some 17 times in comparison to the previous year."
Top 10 European clubs by 'enterprise value'
Manchester United - €3.255bn
Real Madrid - €2.92bn
Barcelona - €2.78bn
Bayern Munich - €2.55bn
Manchester City - €2.16bn
Arsenal - €2.10bn
Chelsea - €1.76bn
Liverpool - €1.58bn
Juventus - €1.30bn
Tottenham - €1.29bn
Source: KPMG
Mr Sartori added: "One of the reasons for this growth can be found in the significant influence exercised by English clubs, as well as the improved financial health of many mid-size clubs within the ranking, which also reflects compliance with the Uefa financial fair play regulation."
As well as dominating the top 10, there were a further three English teams - West Ham United, Leicester City and Everton - in the top 20 places.
Meanwhile, SSC Napoli (17th placed) became the second most valuable club in Italy, behind Juventus and ahead of the Milan giants.
This year, 12 clubs were valued in excess of 1bn euros, two more than in 2017.
And six clubs reported an "enterprise value" above 2bn euros: three from the English Premier League, two from Spain, and one from Germany.
During the 2015-16 and 2016-17 seasons, Manchester United won the FA Cup, League Cup and Europa League, but have ended the recent campaign trophyless.

AutosWho Is To Blame For 'self-driving Car' Deaths? by dapelua(op): 3:05am On May 22, 2018
The confusion between fully autonomous self-driving cars and those that simply offer driver assistance technologies is leading to deaths on the road. Who is to blame and what should be done about it?
Self-driving cars already exist and there will be more of them in future, but the chances are that you won't be driven by one any time soon.
You may, however, already be using a car that can steer, brake or park by itself.
The fear is that the hype around driverless cars has led some drivers to test the limits of existing technology in ways that are downright reckless.
A Tesla driver in the UK, for example, was recently prosecuted for climbing into the passenger seat of his car while it was moving at around 40mph (64km/h) in motorway traffic.
Autopilot seat-switch driver banned
He was using Tesla's Autopilot, a system that does allow the car to accelerate, brake and steer by itself on major roads, but is not designed to completely replace a driver.
Other manufacturers such as Volvo, Mercedes-Benz and Cadillac have similar mechanisms.
But none of them is designed to be fully autonomous.
Hands on the wheel
Using standard criteria established by the US engineering organisation SAE International, cars can be placed into six broad categories depending on the level of automation they contain.
They range from Level Zero, where the vehicle is not automated at all, to Level 5, which means it can drive itself on all roads and in all conditions, making the human behind the wheel - and the steering wheel itself - redundant.
Current "driver assistance" systems are Level 2 in the jargon, and the driver is meant to keep his or her hands firmly on the wheel.
But getting that message across has clearly been a challenge.
Tesla's Autopilot in particular has been implicated in a number of high profile crashes, two of them fatal.
Tesla 'removed' from car crash probe
The company denies claims that the Autopilot name itself encourages drivers to hand over control, and has rejected demands from the German government to stop using the term.
It says feedback from its customers has shown that "they have a very clear understanding of what Autopilot is, how to properly use it and what features it consists of".
Nevertheless, since 2016 Tesla's systems have warned drivers to keep their hands on the wheel, and can turn the system off entirely if they fail to do so.
That same year, Mercedes faced criticism over advertising that suggested its E-Class was a "self-driving car".
It later withdrew the adverts, in response, it said, to claims that customers could find them confusing.
Eliminating humans
Although ride-sharing firms like Lyft and Uber have been working hard on developing fully autonomous technology - as have many mainstream manufacturers - Level 5 cars are still some way off.
Lyft appears to be closer than most.
Later this year Google's sister company is planning to introduce a driverless taxi service in Phoenix, Arizona. Unlike several other autonomous taxi services being trialled around the world, this one will not need a safety driver in the car.
But the service will only operate in a relatively small "geo-fenced" area of Phoenix that the company has intensively mapped. It is still, in effect, a test-bed.
There is a big step between this kind of limited service and something that can safely negotiate a densely populated mega-city in all weathers.
Test drive
"Testing and development is different from bringing onto the market," explains Prof Walter Brenner of the University of St Gallen in Switzerland and co-author of Autonomous driving - how the driverless revolution will change the world.
"They are completely different worlds. The tests are useful because they show both the strengths and the limits of this technology, but they are just tests."
Earlier this year, a woman was killed in Arizona by an Uber test car being driven in autonomous mode. It failed to stop when she moved into its path.
Uber halts self-driving tests after death
Will we ever be able to trust self-driving cars?
Clearly, despite all the research being carried out and the money being spent, there is still a lot of work to do before full autonomy becomes a safe, everyday reality.
Responsibility
Safety experts believe car companies need to take more responsibility for ensuring consumers don't make mistakes.
"Calling this kind of technology Autopilot… that's very misleading for consumers," says Matthew Avery of Thatcham Research - a group that tests vehicles on behalf of the UK insurance industry.
"They might think 'I just need to push this button and I can let the car drive'."
More Technology of Business
The problem of sending cash back home
How cheap dockless hire bikes are flooding the world
Would you pay for an ad-free internet?
The battle of the gas-sucking mega giants is set to begin
Is Messi's blockchain interest a sign football is changing?
He also thinks manufacturers should take further steps to ensure the technology isn't abused, such as having cameras monitoring the driver.
But he remains convinced that automation itself has vital safety benefits.
There is already evidence that automatic emergency braking and pedestrian detection systems are reducing the number of accidents. But more sophisticated systems can take that process a step further.
"What the best systems are doing is integrating lane control, stopping people veering out of their lane, with braking control and distance control.
"That can really help keep people out of trouble," he says.
'Harsh punishments'
Walter Brenner believes there's a need for drivers - and people selling cars - to be better educated about what semi-automated systems can do.
There is a risk, he concedes, that even with that knowledge some people might deliberately choose to let the technology do more than it should - to experiment with it, or even to show off.
In those cases, he thinks, punishments should be harsh.
"There's a big difference between trying out a new feature on an iPhone and playing with technology in a car when you're travelling at 100km/h (62mph) on a public road," he says.
"Those people have to be punished because they're risking other people's lives."

Professor Yemi Osinbajo has vowed to resign as Nigeria’s vice president, if there is any religious connotation to the incessant killings by suspected herdsmen in Benue and other parts of the country.
According to Independent, the nation’s number two citizen also said if he and President Muhammadu Buhari fail to handle the crisis, he would resign.

NAIJ.com gathers that Osinbajo’s comments were in reaction to statements made by indigenes of Benue state, during the stakeholders’ meeting which took place on Wednesday, May 16, at the Banquet hall of the Benue People’s House, Makurdi.
In particular, Osinbajo was reacting to the speech by Bishop William Avenya of the Gboko dioceses of the Catholic Church, who said God would hold the vice president responsible, if he fails to act.
The vice president also said the ruling All Progressive Congress (APC) government will prove there is no agenda to Islamise the nation; and that it would do so by protecting the people of the state from further attacks, and rebuilding the waste places.
He stated: “As a matter of fact, I’m also a priest and I’m a Christian, a born again Christian. Because I’m a born again Christian, my destiny is not determined by any man but by God whom I serve.
“Let me assure you that under no circumstance, none whatsoever, will I give up my faith or refuse to stand up for my faith. You can take that to the bank.
“Even the position that I currently occupy, I did not ask for it and I’m prepared to leave (resign) it at a short notice. It doesn’t mean anything (to me).”
Recall that NAIJ.com previously reported that Vice President Yemi Osinbajo denied claims that the killings in Benue were the outcome of a planned agenda to eliminate the people.
He said the anger and disappointment expressed by the people of Benue was right and justified; but assured them that the federal government was committed to providing security for their protection.

Foreign AffairsSurabaya Church Attacks: Indonesian Family Of Bombers 'had Been To Syria' by dapelua(op): 3:50am On May 14, 2018
A family of six who carried out three church bombings in Indonesia had returned from Syria, police say.
The Islamic State group has claimed the attacks, which killed at least 13 people on Sunday.
A mother and two daughters blew themselves up at a church, while the father and two sons targeted two others in Indonesia's second city, Surabaya.
National police chief Tito Karnavian said they belonged to an IS-inspired network, Jemaah Ansharut Daulah (JAD).
Police say the family were among hundreds of Indonesians who had returned from Syria, where IS has been fighting government forces. No details were given about the family's alleged involvement in that conflict.
The bombings are the deadliest in Indonesia in more than a decade, and also left more than 40 people injured.
Visiting the scene of one of the attacks, President Joko Widodo described them as "barbaric", adding that he had ordered police to "look into and break up networks of perpetrators".
Why is Indonesia a target for militants?

Sent out to die: The young women used in militant attacks
How did the family stage the attack?
Police identified the father as Dita Oepriarto, saying he was the head of a local JAD cell.
He reportedly dropped off his wife, Puji Kuswati, and their two daughters at Diponegoro Indonesian Christian Church, where they blew themselves up. The girls - aged 9 and 12 - had bombs strapped to them, as did their mother.
Oepriarto then drove off, launching his own bomb-laden car into the grounds of Surabaya Centre Pentecostal Church, police said.
The sons - aged 16 and 18 - rode motorcycles into Santa Maria Catholic Church, and detonated explosives they were carrying. It was their attack that came first, at around 07:30 local time (00:30 GMT). The other two attacks followed five minutes apart, police said.
A security guard told the Associated Press news agency that the woman had arrived at the Diponegoro church carrying two bags, and forced her way inside ignoring the guards.
"Suddenly, she hugged a civilian, then [the bomb] exploded," said the eyewitness, who identified himself as Antonius.
What happened next?
Later on Sunday, another bomb exploded at an apartment complex in Surabaya, killing three people, according to AFP news agency.
East Java's police chief, Mahfud Arifin, said that those killed at the apartment were the perpetrators, not victims.
It is not yet known if this bombing was connected to the other attacks.
Officials reportedly foiled attacks against other churches too.
Also on Sunday, police said they killed four suspected members of JAD in Cianjur, in West Java province, and arrested two others.
How does this compare to previous attacks?
This appears to be the worst attack linked to IS in Indonesia. The group claimed its first attack in the country in 2016, when four civilians were killed in explosions and shootings in the capital Jakarta.
It has also claimed other attacks, including one in a high-security prison near Jakarta which killed five members of security forces earlier this month.
But the country's deadliest jihadist attacks predate IS.
In 2002, over 200 people were killed in two bombings carried out by al-Qaeda-linked militants on the island of Bali, a popular tourist destination.
In May 2005, bomb blasts killed 22 on the island of Sulawesi. Less than six months later, a suicide bombing in Bali killed 20.
The BBC's Rebecca Henschke in Jakarta says Indonesia had been widely praised for its anti-terrorism crackdown since then, but the rise of IS overseas has invigorated the country's loosely constituted jihadi networks.

Foreign AffairsSurabaya Attacks: 11 Killed In Indonesia Church Bombings by dapelua(op): 3:42am On May 14, 2018
Suicide bombers have attacked three churches in Indonesia's second-largest city Surabaya, killing at least 11 people.
Around 40 others were injured in the attacks, which occurred within minutes of each other. No group has so far said it carried them out.
TV pictures showed debris scattered around the entrance of one church.
Indonesia, the most populous Muslim-majority country, has seen a resurgence of Islamist militancy in recent months.
More than 90% of Indonesians are Muslim, but there are also significant populations of Christians, Hindus and Buddhists.
The attack is the deadliest since 2005, when three suicide bombings on the resort island of Bali killed 20 people.

What happened?
The first explosion took place between services at the Santa Maria Catholic Church around 07:30 local time (00:30 GMT). Inspector General Machfud Arifin told CNN Indonesia that a motorbike was used in the attack.
According to Reuters, the second bombing targeted the cark park of a Pentecostal church. Images of the scene showed a number of burnt motorcycles.
Unconfirmed eyewitness reports say that the third attack was carried out by one or more veiled women who entered a church with children.
Officials reportedly foiled attacks against other churches.
Who's behind the attacks?
So far there has been no claim of responsibility for the attacks.
But Wawan Purwanto, of Indonesia's intelligence agency, said the Islamic State-inspired group, Jemaah Ansharut Daulah (JAD), was suspected to be behind them.
He added that the bombings were likely to be linked to an incident earlier this month, when five members of the security forces were killed during a 36-hour standoff with militant Islamist prisoners at a high security prison on the outskirts of the capital Jakarta.
Separately, police said they had killed four suspected members of JAD in Cianjur, West Java.
How has the country reacted?
Christian leaders urged calm. "We don't need to be afraid when facing terror threats. We must leave it completely to the government to handle," the head of the Indonesian Communion of Churches said in a statement on Sunday quoted by The Jakarta Post.
Indonesia's Foreign Minister Retno Marsudi condemned the attack and sent her condolences to the victims and their families.
What is the history of militancy in Indonesia?
Following the country's worst-ever attack in 2002 - when 202 people were killed in two bombings outside a bar and nightclub on Bali - authorities launched a crack-down on extremist groups.
But recent years have seen a number of attacks claimed by Islamic State (IS).
Four civilians and four attackers were killed in a series of explosions and shootings in central Jakarta in January 2016; the first attack claimed by the group.
In February this year, a number of people were injured in a sword attack at a church in Sleman, Yogyakarta. Police said that the attacker had previously tried to join IS in Syria.

CrimeThe Woman Who Watched 300 Executions In Texas by dapelua(op): 3:33am On May 14, 2018
Texas has executed far more people than any other US state, and one former employee of the state has watched hundreds of executions unfold. She speaks to Ben Dirs about the profound effect that had on her.
It is 18 years since Michelle Lyons watched Ricky McGinn die. But it still makes her cry.
When she least expects it, she'll see McGinn's mother, in her Sunday best, her hands pressed against the glass of the death chamber. Dressed to the nines to watch her son get executed. Some farewell party.
For 12 years - first as a newspaper reporter, then as a spokesperson for the Texas Department of Criminal Justice (TDCJ) - it was part of Lyons' job to witness every execution carried out by the state.
Between 2000 and 2012, Lyons saw almost 300 men and women die on the gurney, violent lives being brought to a peaceful conclusion, two needles trumping the damage done.
Lyons witnessed her first execution when she was 22. After seeing Javier Cruz die, she wrote in her journal: "I was completely fine with it. Am I supposed to be upset?"
She thought her sympathy was best set aside for more worthy causes, such as the two elderly men Cruz bludgeoned to death with a hammer.
"Witnessing executions was just part of my job," says Lyons, whose cathartic memoir, Death Row: The Final Minutes, has just been published.
"I was pro-death penalty, I thought it was the most appropriate punishment for certain crimes. And because I was young and bold, everything was black and white.
"If I had started exploring how the executions made me feel while I was seeing them, gave too much thought to the emotions that were in play, how would I have been able to go back into that room, month after month, year after year?"
Since 1924, every execution in the state has taken place in the small east Texas city of Huntsville. There are seven prisons in Huntsville, including the Walls Unit, an imposing Victorian building which houses the death chamber.
In 1972, the Supreme Court suspended the death penalty on the grounds that it was a cruel and unusual punishment but within months some states were rewriting statutes to reinstate it.
Texas brought it back less than two years later and soon adopted lethal injection as its new means of execution. In 1982, Charlie Brooks was the first offender to be put to death by needles.
Crime makes Huntsville honest, and has earned it a reputation as the "capital punishment capital of the world". Certain journalists, usually from Europe, have written of the pervasive sense of death in the town, but they clearly arrived armed with an agenda.
Huntsville is a neat little place, set amid the beautiful Piney Woods, on the buckle of the Bible Belt. There are churches everywhere, the locals are polite, and you could spend a few days in the city without ever knowing it was where bad folk met their maker.
Whatever you imagine an execution witness to be like, Lyons isn't it. Over beers in Time Out Sports Bar - the sort of dive you might see on a documentary about a shooting in small-town America - Lyons speaks 19 to the dozen about any subject you fancy. Smart, cultured, and possessing a rapid-fire wit, she makes a mockery of that lazy British stereotype about Americans not doing irony. With Lyons, you bring your A game or get buried.
But when the conversation turns to the things she saw in the death chamber, sass gives way to vulnerability and it's not difficult to detect the toll it took.
In 2000, Texas carried out 40 executions, a record for the most in a single year by an individual state, and almost as many as the rest of United States combined.
Lyons, in her role as a prison reporter for The Huntsville Item, witnessed 38 of them. But her apparent nonchalance, which manifested itself in blithe entries in her journal, was merely a short-term coping mechanism.
"When I look at my execution notes now, I can see that things bothered me. But any misgivings I had, I shoved into a suitcase in my mind, which I kicked into a corner. It was the numbness that preserved me and kept me going."
Reading those early journal entries, it's the mundanities that jump out at you. Carl Heiselbetz Jr, who murdered a mother and her daughter, was still wearing his glasses on the gurney.
Betty Lou Beets, who buried husbands in her garden as if they were dead pets, had tiny little feet. Thomas Mason, who murdered his wife's mother and grandmother, looked like Lyons' grandfather.
The Americans volunteering to watch executions
"Watching the final moments of someone's life and their soul leaving their body never becomes mundane or normal. But Texas was executing offenders with such frequency that it had perfected it and removed the theatre."
That is not to say Lyons took her job lightly. And when she joined TDCJ's public information office in 2001, her duties became more onerous. Now, Lyons wasn't only telling the people of Huntsville, she was telling the rest of the United States - and the world - what went on in the Texas death chamber.
Lyons described the procedure as like watching someone going to sleep, which was a great disappointment to some victims' loved ones, who thought "Old Sparky" - the electric chair, by which 361 offenders were put to death between 1924 and 1964 - put on a better show than the less theatrical lethal injection.
But she also had to relay the desperate pleas for forgiveness, the anguished apologies and outlandish claims of innocence, as well as Biblical passages, quotes from rock songs, even the occasional joke (in 2000, Billy Hughes went out with, "If I'm paying my debt to society, I am due a rebate and a refund"wink. Rarely did Lyons hear anger, and only once did she hear an inmate sobbing.
She heard the sounds of offenders' last breaths - a cough, or a gasp, or a rattle - as the drugs did their work and their lungs collapsed, pushing the air out like a set of bellows. And after the inmate had died, she watched them turn purple.
Lyons received letters and emails from all over the world, from people condemning her for taking part in "state sponsored murder". Sometimes she wrote back, angrily telling them to keep their noses out of Texas' business.
Is the death penalty dying out in the US?
"Pretty much the whole world beyond America thought it was weird that we were still putting people to death. European journalists would often use the word 'killing' instead of 'executing'. They thought we were murdering people."
There were occasional circuses, such as when Gary Graham was put to death in 2000 and the world's media descended on Huntsville, along with Jesse Jackson, Bianca Jagger, the New Black Panthers, toting AK-47s, and the Ku Klux Klan, in full regalia.
Graham robbed 13 different victims in less than a week, pistol-whipped two of them, shot one in the neck and struck another with the car he was stealing from him. The final victim in his spree was kidnapped, robbed and raped.
None of this is disputed, because Graham pleaded guilty to the charges. However, he denied committing a murder at the start of his rampage. Lyons thought there were more deserving poster boys for the anti-death penalty movement.
But sometimes, an offender's last moments were witnessed by a few prison staff and a sole journalist from the Associated Press.
As the drugs started flowing, there were no loved ones, either of the offender or his victims, to see him die. Even the local newspaper might not send a reporter. The state was carrying out the ultimate bureaucratic act on their doorstep and most of the citizens of Huntsville had no idea it was happening.
A condemned man or woman might be on death row for decades, so Lyons got to know some of them well, including serial killers, child murderers and rapists. Not all of them were monsters, and she came to like a few of them, and she even thought they might have been friends, had they met in the free world.
After Napoleon Beazley, who was only 17 when he murdered the father of a federal judge, was executed in 2002, Lyons cried all the way home.
"Not only did I get the sense that Napoleon wouldn't have been in any more trouble, I thought he could have been a productive member of society.
"I was rooting for him to win his appeals, but felt guilty about feeling that way. It was a heinous crime, and had I been the victim's family, I'd have absolutely wanted Napoleon to be executed. Did I have any right to feel sympathy for Napoleon, when Napoleon hadn't taken anything from me?"
But it was when Lyons became pregnant in 2004 that ambivalence began to set in and the mask began to slip.
"Executions ceased to be an abstract concept and became deeply personal. I started to worry that my baby could hear the inmates' last words, their pitiful apologies, their desperate claims of innocence, their sputtering and snoring.
"When I had my daughter, executions became things I dreaded. Usually, any emotion would come from the inmate's witness room, because while the victim's family had had a long time to process their loss, the inmate's family were watching a loved one die. They were just setting out on a long, hard road.
"I had a baby at home that I would do anything for, and these women were watching their babies die. I'd hear moms sobbing, yelling, pounding the glass, kicking the wall.
"I'd be standing in the witness room thinking: 'There are no winners, everybody is being screwed over'. Executions were just sad situations all round. And I had to witness all that sadness, over and over again."
Lyons soldiered on for another seven years, watching inmate after inmate walk to their death with an unsettling docility, until a bitter divorce from TDCJ, which resulted in her winning a case for gender discrimination. As well as heartbroken, Lyons felt lost, like a prisoner escaped after a lengthy sentence.
"I thought being away from the prison system would make me think about the things I'd seen less, but it was quite the opposite. I'd think about it all the time. It was like I'd taken the lid off Pandora's Box and I couldn't put it back on.
"I'd open a bag of chips and smell the death chamber, or something on the radio would remind me of a conversation I'd had with an inmate, hours before he was executed. Or I'd see the wrinkled hands of Ricky McGinn's mother, pressed against the glass of the death chamber, and I'd dissolve into tears."
There are signs that Texas is losing its appetite for the ultimate punishment. The last major poll in the state, in 2013, revealed that 74% of Texans supported the death penalty, so the death chamber is unlikely to be dismantled any time soon.
How US death penalty capital changed its mind
However, seven executions took place in Huntsville last year, the same as 2016 and a long way down from the record 40 in 2000.
But while Lyons believes Texas has employed the death penalty too often, she remains a supporter, at least for the worst of the worst. And Texas, as Lyons concedes, still does crime "bigger and crazier" than anywhere else in the US.
In the Joe Byrd Cemetery, a pretty plot of land where unclaimed Texas prisoners have been buried for more than 150 years, Lyons stands among the rows of crosses and wonders how many of these men she saw die. But it's not the executions she remembers that trouble her most, it's those she's forgotten.
"You don't see many flowers on the graves here," says Lyons. "And what does it say about me that I can't recall some of those men I saw executed? Maybe they deserve to be lonely and forgotten. Or maybe it's my job to remember."
