All the states with heavy industries don't even have oil. Lagos just discovered oil though but it's not the most industrialized state.

Secondly, Nigeria is not exporting refined oil. Beside all oil companies and oil refineries have their own power plant that supply them 24/7 electricity and that is different from that of national grid.
