Plateau Elections: 300,000 unclaimed PVCs used for secret accreditation - Observers

The Independent National Electoral Commission (INEC) may have used the unclaimed Permanent Voter Cards in its possession to accredit ineligible voters for the recent Governorship and State Assembly elections in Plateau State.
Available data shows that of the 2,480,455 registered voters in Plateau State, only 2,095,409 voters collected their PVCs, leaving INEC with 385,046 unclaimed cards.
INEC had said it had deposited all the unclaimed cards at the Central Bank of Nigeria, CBN for sage keep but a local observer group, Plateau Peace Movement International (PPMI) says the body used the unclaimed cards to carry out "secret accreditation at various corners" in the State.
In a Press conference, Friday in Jos the Plateau State capital, the group led by Rev. Joseph Bot also alleged that INEC hired card carrying members of the ruling All Progressives Congress party as Returning Officers.
The Officers according to PPMI "imported figures to suit their Party" during the polls.
It also accused INEC of denying Observers the chance to monitor elections in some areas while relocating certain collation centres to Government facilities including the State Government House.
"It was gathered that Quaanpaan, Shendam collation centres were translocated to somewhere in Government House, Rayfield," the group said.
Aside the swapping of smart card readers between polling centres, INEC changed result sheets and cancelled "genuine votes" in some polling units without 'tangible' reasons," Observed PPMI.
The group therefore called for the cancellation of the entire elections in Jos North, Shendam, Wase, Kanam, Qua'anpan, Langtang South and Mikang Local Government Areas.

*TRYING TO WIN BEFORE THE CONTEST EVEN BEGINS!*

The Plateau PDP State Campaign Council wishes to unveil before the people of Plateau the latest absolutely desperate connivance of some officials of INEC in Plateau and the APC to declare Governor Lalong and the APC winners of the Saturday March 9, governorship and House of Assembly elections.

Information available to us indicates the attempt by the Resident Electoral Commissioner (REC) to keep in his custody several cartons of result sheets which had been taken out of CBN in the absence of other political parties.

A very close staff to the Resident Electoral Commissioner has been been accused of complicity in the plan.

This consignment was intercepted by the police team attached to INEC.

The Plateau State Commissioner of Police, Isaac Olutayo Akinmoyede has effectively taken charge of this matter – and should be diligently pursued it to its logical conclusion.

The Plateau PDP State Campaign Council commends the CP for his alertness and rising to this threatening situation.

However, while the Council recognises the right of the Commissioner of Police to reorganize staff under his command, the sudden swapping of DPOs in the 17 LGAs one day before the election gives the impression that it is meant to aid the governor in his rigging plans.

We also condemn the recruitment and training of new Collation Officers by INEC on the eve of the election.

We have been informed that certain Plateau ethnic groups have been dropped and replaced by other ethnic groups approved personally by the governor.

This is one more step in setting Plateau against itself. It proves the fact often stressed by the Council that Governor Lalong is incapable of adequately managing the ethnic diversity of Plateau - and that is why they will definitely vote him out on Saturday!

The Council condemns the flagrant abuse of the system by the electoral umpire that seeks to compromise the whole election.

No wonder, the APC and it’s candidate have been showing alot of confidence that they are as good as having won the election.

The boasting has been such that Sunday morning has been set as the time to declare Lalong as re-elected.

But they should know that the governorship election is not a local government election during which the state electoral body simply declared results to favour the governor's selected candidates while collation was stiill going on.

Plateau people will resist this contemptuous plan.

We appeal to the good people of Plateau to remain alert at all times because the APC, some few people in INEC, the Plateau State Government and Governor are determined to subvert the will and destiny of Plateau.

We appeal to PDP stakeholders, supporters and members to go out boldly and confidently on March 9, to cast their votes.

They should stand firm to defend their votes. This is a Plateau matter and not that of PDP alone.

Ltd, at the cost N1,143,962,056.00; supply of 6No. BMW Motorcycles, also was awarded to Chacom Nig. Ltd , at N74,340,000.00.
Other supply of vehicles include: the supply of 9No. Vehicles, awarded to Hausulam Int. Concept, at the cost of N127,464,000.00; supply of 3No. Vehicles, was awarded to Jim Kay Services Int. Nig Ltd, at the cost of N35,400,000.00; supply of 23No. Vehicles, was awarded to Bonluckbus Nig. Ltd, at the cost of N321,762,000.00; supply of 7No. Hillux & 1No. 14 Seater Bus, was further awarded to Hausulam Int. Concept Nig. Ltd, at the contract sum of N21,784,500.00; supply of 19No. Vehicles, was awarded to M.C. Hooms Nig. Ltd, at the cost of N257,535,000.00; the installation of GPS Tracking Devices in 100 Vehicles, was awarded to Organised Global Ltd, at the cost of N8,000,000.00.
Other contracts awarded by the Rescue administration which swallow a whooping sum of N8,046,218,450.33 include: procurement of ICT Equipment to State Tender Board (STB) Secretariat cost N3,842,475.00; purchase of Working Tools for DOPA Office at N2,100,000.00; purchase of Alum for Water Board, awarded to Drury Industry Ltd, at N1,199,940,000.00; Creation of Farmers Database, at N121,340,000.00; engagement of Consultant for Financial Statement, awarded to Ekoja B. Ekoja at N20,000,000.00; engagement of Consultant for Pension Scheme, awarded to Rimafin Consulting at N225,263,649.33; engagement of Consultant for JIB Plant Audit , awarded to Lemaco Engineering Ltd at N26,250,000.00; engagement of Consultant for Jos Main Market awarded to Roughton International at N252,451,976.00; engagement of Consultant for IPSAS Project awarded to Tapnek Global Ltd at N13,996,500.00.
