If I were you, here is what I would do
1. Put my current location and p.o box and update it as I move
2. Apply for a National ID and get it.
3. Apply for a payoneer account with it. (don't worry, if payonneer was to reject your application, they do it instantly, so if your payonneer application is awaiting approval, it may be a good thing.)

This is no fault of the students, it's the examination board foolishness. Wesley university accepts candidate that scored 160 even OSU accepts 180

No Bsc holder can lecture in yaba college of technology, at best they are junior lecturers who supervise lab sessions

3- The Curriculum in a Polytechnic and a University is totally different.

This is relative, Circuit theory is taught in ND2, while an university engineering student won't be taught till 400level or so

Baseless, have you ever heard of PGD?. Even university graduates require further education to be a professor

Wrong!! Relevance is relative and in this context baseless.going to the university after hnd is a matter of choice . An HND holder need not attend a university.

I don't understand this and it's relevance to the issue on ground.

This is a fallacy, it may be so in some poo called poly. But the one I attended all lecturers are profs. Or about to be.

Let's not fool anyone, the OP is right. No young student ever plans to attend a polytechnic in Nigeria. There is a scramble for university and so the two major criteria are brain or money, therefore, the less intelligent ones are shoved aside and shared between polys. and the NCE.
So if your in a polytechnic your not intelligent enough, although you might be very brilliant: Find wisdom.

My point: students in the university schooling are more intelligent that ones undertaking the polytechnic education in general.

A polytechnic is less structured, organised and funded than a university, as anything may go in a polytechnic. After all if your so intelligent why aren't you in a university.
Btw, i attended a polytechnic for two years before i upgraded.

There is no way you don't have any form of offical id unless you are a minor.
Else, life would be hard.
You won't have a bank account, a voters id, a student id without any official id.

FYI, an official id would be
A international passport
A driver's licence
A voter card.

It is rare to hear you have none. Then what did you use to open a bank account in nigeria

Yes, you can put your p.o box.
You might want to contact them directly for that. Sometimes, they send cheques to your p.o box and sometimes to your home address.
But if you are accepting payment via payoneer, this should not be a problem.
