Stakeholders seek end to brutality, extortion in S/East

Stakeholders across various strata of the society gathered in Owerri, Imo State, Tuesday, to seek end to human rights abuses, extortion and brutality by security men.

The event tagged, ‘Stakeholders’ Dialogue on Human Rights, Extortion and Brutality: The Way Out’, focused on South East Zone of Nigeria with Imo and Abia as pilot states.

In an opening remark, the Chief Executive Officer of Youths and Students Advocates for Development Initiative (YSAD), Mr. Obinna Nwagbara, said the dialogue was imperative due to reports of recurrent incidences of extortion, brutality and other variants of abuses in the zone.

He noted that South East region has the highest number of police, army, FRSC, NDLEA, and NSCDC checkpoints in the country.

“Ostensibly, these checkpoints are erected for the purpose of providing security for commuters but as you and I know, the provision of security is merely incidental. It is alleged that most of the time, these checkpoints mounted by state actors are simply set up for the purpose of extortion of motorists, intimidation of road users and harassment of law abiding citizens.

“There have been countless media reports of police patrol vans illegally extorting money from fun seekers at weekends, including those who went for clubbing, hanging in a local bar or watching a game of football.

“We have read multiple reports of individuals being hounded and thrown into detention facilities whence they are unable to ‘settle’ on the spot”, he stated.

A representative of the Nigeria Security and Civil Defence Corps (NSCDC), Imo State Command, DCC Ben Godman Nwokafor, called for reorientation of Nigerians, with a view to encouraging them to do the right thing.

Nwokafor said the command does not joke with disciplining or firing personnel found wanting in conduct.

According to him, if everyone in every sector does the right thing, the society will be better off.

A journalist, Steve Uzoechi stated that extortion and human rights abuses have become endemic in the country because leaders who ought to take responsibility of checking crime, are rather accomplices.

Uzoechi insisted that political leaders and heads of security agencies must be held accountable if the issue must be tackled.

A representative of the National Union of Road Transport Workers (NURTW), Sir Dennis Nneji, said the union had engaged heads of security agencies towards tackling the issue of extortion and human rights abuses in the state.

He disclosed that there are plans by the leadership of the union to establish mobile court to handle the excesses of some commercial motorists, adding that the union was working hard to discipline erring members.

A priest, Rev. Fr. Godswill Agbagwa, maintained that law enforcement agents should live above board in terms of corruption.

He admitted that corruption is institutionalized in the country, but held that security agents should set the pace in doing the right thing.

The priest charged youths to channel their energy towards reporting corrupt security agents to authorities for appropriate sanctions.

UPDATED: Nigeria security forces extort N100 billion in Southeast in three years — Report

A report released on Monday has accused Nigerian security and law enforcement agencies of pocketing as much as N100 billion in roadside bribery and extortion in the South-eastern part of the country alone over the last three years.

In a Monday morning statement to PREMIUM TIMES, the International Society for Civil Liberties & the Rule of Law said findings into the report began in August 2015. It accompanied the report with pictures that seemed to show officers receiving bribes at checkpoints.

A breakdown of the questionable operation showed that Nigeria Police Force pocketed N78.02 billion, the military (Army, Navy and Air Force) received N6 billion and paramilitary formations (Customs, Road Safety, NAFDAC and NDLEA) took N16 billion. These totalled N100.02 billion ($330 million).

The report reinforces fears that the controversial culture has worsened despite decades of condemnation even amongst top security chiefs. Successive police leadership over the last two decades have ordered the removal of checkpoints, but compliance is sparsely enforced and hardly are errant officers punished.

Emeka Umeagbalasi, a senior official at Intersociety who coordinated the report, said it was released to coincide with this year’s Yuletide, during which bribery and extortion by security agencies are said to be at their peak as millions embark on holiday trips to the Southeast.

“We hope this would help those travelling home to celebrate Christmas be aware of the tactics of security agencies, and the disastrous economic impact on the region,” Mr Umeagbalasi said.

The Nigerian Army and the Federal Road Safety Corps immediately dismissed the report, telling PREMIUM TIMES their respective personnel operate with strict ethical standards and those identified for misconduct are usually promptly disciplined.

Scores feared killed as soldiers attack Anambra communities

Residents of Ogbaru community in the Ogbaru Local Government Area of Anambra State have lamented alleged military invasion of their communities.

They accused the soldiers of killing their youths in the guise of fighting crime and criminality in the area.

Ogbaru is one of the communities that curfew was imposed upon because of its volatile nature and high crime rate.

The residents’ lamentation followed alleged killings on Tuesday and Wednesday at Ossomala, Umunankwo and Obeagwa communities by the Army.
An elder in the community, who spoke on condition of anonymity, said the military personnel went from house to house and killed scores of youths.

He said, “Troops of the Nigerian military comprising the Navy and the Army have killed dozens of innocent citizens in their productive age bracket in Ogbaru.

“The deployment of the military personnel in this area began in the evening of Tuesday during which they claimed to be looking for unknown gunmen that recently laid siege to the area.

“The soldiers turned their guns on the defenceless and unarmed natives and others while abandoning the forests that are the hideouts of the unknown gunmen located inside a big river/swamp forest of Obene-Ochuche/Umuzu/Okija divided by the Ulasi River.”

Unverified viral videos of the alleged attack showed bodies shot in the foreheads, hearts, stomachs, back and reproductive organ region littered several locations of the community.

The soldiers were also accused of invading several ‘sacred’ places and destroying them.

A security analyst and Chairman, Board of Trustees, International Society for Civil Liberties and Rule of Law, Mr Emeka Umeagbalasi, in a statement, described the killings as genocide.

He said, “No doubt that Ogbaru is one of the council areas presently under the grip of syndicated criminal entities engaging in several nefarious activities including abductions, killings, armed robberies and ransom demands as well as counterfeiting ESN trademarked modes of operation by attacking security operatives and government facilities.

“But latest findings by Intersociety showed that the criminal entities are camped inside a big river/swamp forest of Obene-Ochuche/Umuzu/Okija divided by Ulasi River. The area covers Ogbaru communities of Atani, Amiyi, Umuzu, Ochuche, Akiri-Ozuzu, Osamari, Umunankwo and Ogwuanaocha.

“Consequently, on the night of Tuesday, June 28, 2022, over 20 trucks of soldiers, arms and ammunition were mobilised and the areas were invaded in an aimless war grade operation and instead of the military personnel including Naval and Army Personnel from Ogbaru Naval Base and Onitsha 302 Artillery Regiment going into the affected forest camps, they let loose on innocent locals, shooting them at close range, including foreheads, chests, manhood and other terminal regions.

“Several or dozens were killed in the end as you might have seen in the videos and pictures of the aftermath of the invasion.

“The rampaging military personnel also went into villages and broke homes at late night, forcing scores to be killed and other defenseless natives of the affected communities to escape through River Niger and others.

“Our findings further showed that the slain were members of the defenseless locals and have nothing to do with unknown gunmen, who the Nigerian security forces have severally and publicly acknowledged to bear charms preventing bullet penetration.

“Also, no armed person could have been shot at such close range and killed easily that way at his terminal region without dodging and stiff defensive resistance.”

The state police spokesman, Tochukwu Ikenga, could not be reached for his reaction as he did not take his calls or respond to text messages sent to his phone.

Efforts to reach the Chief Press Secretary to the Governor, Christian Aburime, were also abortive as he did not take his calls.

Nigeria: At least 115 people killed by security forces in four months in country’s Southeast.

Nigerian security forces have committed a catalogue of human rights violations and crimes under international law in their response to spiralling violence in Southeast Nigeria, carrying out a repressive campaign since January which has included sweeping mass arrests, excessive and unlawful force, and torture and other ill-treatment, said Amnesty International.

“The evidence gathered by Amnesty International paints a damning picture of ruthless excessive force by Nigerian security forces in Imo, Anambra and Abia states,” said Osai Ojigho, Country Director at Amnesty International.

Nigeria’s government has responded with a heavy hand to killings and violence widely attributed to the armed group calling itself Eastern Security Network (ESN), the armed wing of the Indigenous People of Biafra (IPOB), a pro-Biafra movement. According to government officials, the ESN killed dozens of security operatives and attacked at least ten public buildings, including prisons and police stations, from January to June. In response, security forces comprising military, police, and Department of State Services (DSS) have killed dozens of gunmen, as well as civilians, where attacks have been committed.

Military in S’East killed 1,360, left 51,000 homeless in 20 months – Rights group alleges

A civil rights group, International Society for Civil Liberties and Rule of Law (Intersociety) has alleged that security operatives have killed no fewer than 1,360 persons and rendered 51,000 people homeless in the South-East in 20 months.

The group stated this in a press release made available to DAILY POST in Awka on Monday by its board of trustees chairman, Mr Emeka Umeagbalasi.

The group said about 150 communities in Igbo land have been raided within the period, and about 1,400 homes destroyed.

The group’s statement read partly, “Soldiers of the Nigerian Military and others including various police crack squads and their allied Ebubeagu government militias deployed in Igbo parts of Eastern Nigeria between October 2020 and June 2022 have raided 150 communities, burnt or destroyed 1,450 defenceless civilians’ homes.

“They have forced 51,000 out of their ancestral homes, killed 1,360, burnt or destroyed or looted civilian properties worth N57bn and caused N600b trade and investment losses following the siege and atrocities.”

The group said it launched an international documentary on Sunday, during a zoom meeting and has pictorial and video evidence of most of the killings and destructions.

“The thorough investigation and compilation of verified videos and photos into the burnings and related atrocities had lasted for six months (January to June 2022) following our special report of 19th January 2022.

“The Report had factually accused the soldiers of the Nigerian Military of indiscriminate killing of defenceless civilians and burning and destruction of their properties; brazenly and hatefully perpetrated outside the law and with impunity.

“The Nigerian Army on 20th January 2022 issued a rejoinder, denying responsibility and refusing to investigate and fish out the perpetrators responsible and punish them severely to deter repeat perpetration and occurrences.

“The gathered photos and videos used had included those from other news reports and commentaries derived from Nigerian Military’s field operations in Eastern Nigeria and other parts of the country since 2015.”

How Nigerian troops kill unarmed residents in South-east, label them IPOB members

The military usually follows a familiar pattern – after an incident, they quickly issue a press statement, where the victims are labelled IPOB members




Many unarmed residents in the South-east of Nigeria have been killed by Nigerian troops deployed to check Biafra agitation in the region, findings by PREMIUM TIMES have shown.

The killings usually happen during raids on suspected camps of the outlawed Indigenous People of Biafra (IPOB) and its militant wing, Eastern Security Network (ESN).

IPOB is leading an agitation for an independent state of Biafra, which they want carved out from the South-east and some parts of the South-south.

On 30 August, for instance, three unarmed residents were killed when troops from 82 Division and 34 Brigade of the Nigerian Army invaded Orsu-Ihiteukwa, a community in Orsu Local Government Area of Imo State, south-east Nigeria.

Army spokesperson Onyema Nwachukwu would later claim that those killed were IPOB members.

Two of the victims, Ugochukwu Obianeli and Nonso Izuegbu, were killed while they were moulding cement blocks in the community, PREMIUM TIMES gathered.

One other victim, Nicholas Onwughala, an elderly man, was shot in his legs by the troops at Eke Ututu Market in the community, according to sources in the community.

He died the following morning, 31 August, because of complications from gunshot injuries.

Like in other previous incidents, the troops carried out the attacks as part of an onslaught against suspected members of IPOB.

Abia Poly Graduate Shot Dead By Police Over N50 Extortion (Photos)

A Graduate of Abia State Polytechnic, Abia State named Ugochukwu Chinyere has reportedly been killed by Police officers attached to the Aba Area Command of the Nigeria Police Force (NPF) over their failure to receive N50 bribe from a motorcyclist, Siggy reports.

Ugochukwu, an indigene of Umuekwensu community in Ohuru Isimiri, Obingnwa local government area of the state is an orphan who was sponsored by his poor extended family to go to the polytechnic and become successful in life.

Ugochukwu was allegedly shot by one Yahaya led team of police officers who were at a checkpoint in front of popular Metrological complex on Obikabia-Umukalika road in Obingwa LGA.

The motorcyclist whose name was yet-to-be ascertained was shot on the leg by one of the police officers attached to the Azuka police station in Aba North LGA and is currently receiving treatment at the hospital.

Mr. Christopher Nduagu, an eyewitness to the Ohuru Isimiri shooting, while narrating the incident said, “Ugochukwu Chinyere was a passenger in a motorcycle going to Obikabia junction.

“One of the policemen at Umukalika police checkpoint stopped them to demand their usual N50, but the bike man told him that he doesn’t have the money. They had a heated argument, leading to intervention by late Chinyere.

“The police officer, who had warned Chinyere not to come close to him, fired him. He was rushed to a private hospital where he was pronounced dead".

Another eyewitness who gave his name to Siggy as Linus Alanna, narrating the Azuka Police Station shooting said that they were going to the hospital off Ikot Ekpene Expressway to visit their brother who was shot by the Ohuru Isimiri Police team when a police officer serving in the Azuka Police Station fired and injured the knee of their kinsman.

“We were going to Dominion Hospital where the injured person was receiving medical attention when police officers and the Divisional Police Officers (DPO) from the Azuka police station accosted us.”

Investigation by our correspondent has it that the second victim is receiving treatment at a private orthopedic hospital along Okigwe road in Aba North LGA.

When our correspondent visited the scene of Obikabia-Umukalika incident in Obingwa LGA, there was no presence of any police team at their usual spot in front of the Aba Metrological complex, Umukalika.

The Police Public Relations Officer, PPRO, SP Geoffrey Ogbonna didn’t take his calls when contacted.

Ogbonna is yet to reply text message sent to his mobile phone number by our correspondent at the time of filing the report.

A police source, who condemned the shooting of the innocent citizens, however claimed that the Azuka incident happened after the police got intelligence that the youths were coming to attack the Azuka Police Station.
