Certainly, I welcome the resolutions of the confab with whole heart. What a beauty to behold Nigerians gather to talk their differences. How I wish the national assembly can do the needful on those resolutions. That's would be a way to solving the impasse created and douse the cravings from agitators.

Now discussing the National confab here will be a huge digression from your topic. Maybe again as an enlightened mind you can raise that topic another time.

Your humour caught me unawares, but I'm available to help the DSS on my ability to xray body parts without going inside or body unclad. Wao! A killer pose and such curves can be a bait to a hungry or starved homosapiens.

Am humbled Sir. Issues of National interest need to be brought here for justice to be done on it.. Am highly marveled at the level of great thinkers we have here yet Nigeria is still backward in virtually all sectors..

The disdvantages of true federalism are inherent in what u call the advantages..
1. Incessant tribal war will increase cos there will always be minorities in those federating region e.g in Biafra, we will have igbos as majorities while the niger delta minority tribes as the minority, the igbos will have the population to always produce the regional governor at the detriment of the minorities, strife and chaos will start from there...same will be replicated in all regions cos we have over 250 tribes in nigeria

2. Rich states will become lazy cos of their resources..

3. There will be serious migration to rich state from poorer states leading to crisis. There will be discrimination against citizens cos u might not get jobs if u aren't from that region

4. Xynophobic attacks will be on the rise cos foreigner (people from other region) might take over opportunities in those "rich region" and indigines will fight against them.

5. It will drive hate among various ethnic tribes cos of varying opportunities available to people of the same country especially with state of origin enshrined in our constitution.

6. It wil definitely lead to the break up of Nigeria.

I believe most proponents of True federalism in the south in the context they are putting it want it because of selfishness and not national integration. They want it because it appears that they are at advantage.
While I believe in restructuring and devolution of more power to the states, I am against the type of federalism that most southern are proposing cos it will eventually lead to war and breakup of the country. It is either we hold a referendum to break up now peacefully or we stay together and restructure but not restructure into regions that wil eventually lead to chaos and war.


How best do you think Nigeria can be restructured so as to get the best out of her?

Now to the topic, my contribution would not essentially be on the pros and cons as I would be repeating what some people have already said. Actually the poster that listed points, can't remember his moniker now spoke my heart out.

Ideal federalism is the best word actually and not the typical Nigerian form and calling It TRUE federalism. At the time it was agreed by Gowon in Aburi Ghana, the context was not understood for the depravity it will cause some parts of the country. The position the government took was to consolidate and strengthen the unity of the country, not a selfish one. However that was at the time and now many water has passed under the bridge. I agree to ideal federalism, as the comparative advantages of each area would have brought higher developments to the country. But what the agitators are asking for now to me very parochial and selfish, particularly the south south and south east brothers. They stem their agitations based on the fact of greed on what their areas can give each of their pockets. They don't mind if Sokoto state become like Sudan or a hungry looking nation. If U ask me, yes Nigeria is huge with multi dimensional issues that granting ideal federalism now will cause more problems. Hence the best is for people to come to National conferences to speak unending discourse all the time. No President after being elected democratically as being practiced would come up and divide the nation into regions and states as being called for. The structure does not and would not allow it. Let me stop here. Guess I have contributed something beauty?

A. The time to plan true federalism is NOW. PMB shld encourage each region to develop a long term plan to develop themselves. At least 4 GOOD GUYS from each state shld be member of the THINK TANK for each region. Give them 2 years to map out the strategies to develop that region.
B. ALL the region shld have a single account with the CENTRAL BANK at the Federal. ALL transactions go thru the central bank TSA account of that region. Federal government collects 40% of all transactions from d regions to run the MILITARY...ADMINISTRATION......POLICE......RESEARCH.......SUPERVISION
REGIONAL CBN work in tandem with FEDERAL CBN who periodically make available d accounts of each region known to their people. REGIONS shld have access to their money 24/7
C. REGIONAL POLICE shld be under d control of the FEDERAL POLICE. Recruitment shld be done in such a way that trained police shld be sent to their states to work. Federal police constituted in such a way that all the regions are EQUALLY represented. Having six inspector general of police at the federal police level is not a bad idea.
D. DEATH PENALTY FOR CORRUPT PUBLIC OFFICIALS AND FORFEITURE OF THE ASSETS OF PRIVATE CORPORATIONS INVOLVED IN ANY FORM OF CORRUPTION SHOULD BE BOLDLY WRITTEN IN OUR CONSTITUTION. EFCC shld be maintained at d federal level.
E. Correct database for each region shld be maintained. NIN/BVN is compulsory to access services.Preliminary NIN shld be issued at the point of birth....labour ward.....Primary,secondary and tertiary health centers........and later validated with Population commission before the age of 2.
F.FREE COMPULSORY EDUCATION up to SS3 in all the regions. Sponsored by the region but supervised by the FG. JAMB SHLD CONDUCT SSCE n UTME
G. NIG DEFENCE ACADEMY RESTRUCTURED. Equal number of cadets from each region shld be taken yearly. Promotion of officers shld cut across each region and based strictly on merit.

In Northern America(USA)we have a dichotomy;white and black distrust and overt malfeasance and bigotry. We had anemic laws upholding this bitterness and angst(dred scot,jim crow and so on)..even when Lincoln emancipated the slaves in 1863,the white folks still felt superior(ask a kkk). Now we had Dr.King frm d South and Malcom frm d North ..can u forget King's "I have a dream" speech? With is non-violent antics..today,has his dream not materialised(Obama)even amidst the hate and spitefulness..so my dear...I Henryking Voltaire,I HAVE A DREAM..one day this nation will rise above hate and ethnicity and reap the true meaning of democracy and federalism!

The issue of unity have been trashed out in my previous post..the amalgamation was and is faulty..our past leader also saw it that way..if fact we have really nudge forward in some ways..during the first republic,how many parties were really national?..AG created in 1951 was a western part..NCNC was eastern,NPC for the North..The leaders preyed on ethnic sentiments just for self-serving purposes.
Fast forward a bit,the reason why our federalism is not working is because it is sick and ailing..it's an extractive system;only feeding a few individuals(it has become a do-or die thing)..If only we can purge ourselves of greed,an inclusive system is a strong palliative.

Then the big question now is , which way forward??

Federalism,if practised appropriately will unite and allay ethnic sentiments(due to a central government).on the other hand,confederacy will only highlight ethnic differences. We will become conscious of our echelon. Thereby,further polarising the country. Also,federalism,if anemic,will also heighten ethnic consciousness..the marginalised group will react and call for separation.
The truth does not change,only our knowledge of it does..Confederacy is tantamount to giving up our unity and oneness.

I must comend your great intellent Sir.. Please I would love to know what system of government are we practising presently in Nigeria and why is the system not working out...

I'm all for 100% resource control, local govt. autonomy, part-time legislators, state police etc. But it will never work unless we develop a system to check the inevitable systemic abuses that will follow. If merging my state will bring forth employment for the unemployed, create enabling and conducive environment for investors, liberate my people from darkness to a state of constant power supply, provide basic life amenities for my people especially good roads, standard health centers, good drinking water, security for lives and properties... If all these can be achieved by merging my state than I will gladly vote for the merger... Nigeria is so blessed but few greedy politician has siphoned all that is meant for all thereby leaving us with nothing but mere unrealistic campaign promises..

Imagine a situation where a state can generate some amount of electricity but can't used it for the benefit of its people because it's exclusively the FG'S prerogative,is that not insanity?
Imagine where a state has a very long span kilometers of road in its axis but can't construct it cos it's the FG road and if it's tarred, the FG will refuse to refund the money expended on such. These are critical issues where only true federalism would solve.
Imagine a governor is the chief security of his state, but can't choose it's security details and can't even caution the cp of police.
Only true federalism will curb this.
My only problem is that it will breed grade A level of corruption if there is no check n balance.
But can our governors be able to able to handle such power that comes with true federalism cos most of them might end up getting power drunk and start changing the Government at centre with their new powers.. What roles does our legislators have to play to make this true federalism a reality?

Interesting, I see a lot of uninformed folks shouting True federalism lately. First and foremost, there is nothing like True Federalism in the real sense of it, you either have federalism or another system of government. Now,what i believe most people meant to say is Ideal federalism, though its noteworthy to asserts that federalism as systems takes into consideration the peculiarity of the people.

What I think people should clamor for is greater autonomy of the LG and States. Even if you consider the American, the Center is still more powerful than any other entity and that's an Ideal Federalism, but when the states and Lg's have more autonomy mostly over domestic security and resources they can formulate policies within the federal structure and pursue their individual growth and development without waiting for the central government.

However, I personally doubt if the so called Ideal federalism can work in Nigeria, only a few states will survive; nepotism, favoritism and patronage will ruin many states. For example south south governors will allocate oil wells to the friends and family who will not even bother to pay taxes to the government purse but pay money to the governors account. Tell me how will the states survive? Food for thought! I see only a few states like Lagos, Anambra, Edo e.t.c; because relatively this states are more less of an egalitarian societies wherein anyone can strive to make it to the top and achieve some level of success even if you are not born of a silver spoon or belong to the political/elite class.
