Use wordpress wp_enqueue_style hook to load ur CSS and wp_enqueue_script to load ur scripts.

The thing is, just to simplify my problem.
Index.html shows bootstrap in browser, but when I change it to 'index.php' and add style.css, functions.php and put them in a folder (as a WordPress theme), bootstarp doesn't work!

you probably didn't enqueue the stylesheet in your functions.php file, if u r working with a wordpress.
