Despite the huge N500 billion mark up on the Federal Government’s expenditure outlay in the 2018 Appropriation Bill as passed by the National Assembly earlier this week, the government is still going to hit budget surplus at end of the fiscal year as the price of oil shot up to $80 per barrel, yesterday, the highest since November 2014.
Estimated surplus coming with this new oil price is about $58.63 million per day.
The rise in price in the last one week may have necessitated the National Assembly to peg the 2018 budget crude oil benchmark price at $51 per barrel instead of the initial $45 per barrel submitted by President Muhammadu Buhari.
With this development, Nigeria’s Excess Crude Account is expected to further swell above the current amount of $1.88 billion as at yesterday, if the
current price is sustained despite the estimated shortfall of 277,000 barrels per day (bpd) in its current output level put at about 2.022 million barrels per day (mbpd) in March, as against the 2.3 mbpd benchmark for budget 2018.
The bullish oil price is attributed to the recent crises in the Middle East over relocation of United States’ Embassy in Israel from Tel Aviv to Jerusalem, though oil prices have been in upswing earlier due to concerns that Iranian exports could fall because of renewed United States sanctions reducing supply in an already tightening market.
Brent crude futures reached $80.18 a barrel yesterday, while the U.S. West Texas Intermediate (WTI) crude futures hit $72.30 a barrel.
U.S. President Donald Trump’s decision, earlier this month to withdraw from an international nuclear deal with Iran and revive sanctions that could limit crude exports from the Organisation of Petroleum Exporting Countries, OPEC’s third-largest producer has boosted oil prices.
France’s Total had warned that it might abandon a multibillion-dollar gas project in Iran if it could not secure a waiver from U.S. sanctions, casting further doubt on European-led efforts to salvage the nuclear deal.
Meanwhile, OPEC said it is not in a rush to start winding down the production cuts despite oil prices continuing their strong rally. The cartel sees the price spike as only a short-term rally driven by geo-political concerns rather than the fundamentals of a much tighter oil market, OPEC delegates and sources said. Saudi Arabia, OPEC’s largest producer and de facto leader, views the temporary speculator-driven oil price rally as not enough to start raising production, according to an OPEC source familiar with Riyadh’s thinking. Supply and demand data need to point to an impact on supply in order for OPEC to make a decision to start winding down the cuts, the source said. Asked if $79 oil is too high, one OPEC delegate said: “Not yet.”

Speaking on the issue , Uche Erebuna , a member of the Nigerian In Diaspora Organisation, Switzerland, said that the cost of circumcision depended on the weight of the child.
“ Baby circumcision is not a common practice here ; so , immigrants who have this culture have to look for clinics where doctors can perform it.
“ I have twin boys and they were circumcised at the age of one. I paid €1, 637. 15 ( about N 700, 000) for both of them .
“ This is considered cheap, as it could have been about a million Naira, ” Erebuna said .
Similarly , Gloria Edema, a housewife with two male children aged four and two said that her kids were circumcised at two months old respectively .
“ On both occasions, I paid 500 Swiss franc ( N 170, 000) per child to a clinic in Zurich.
“ I can not start traveling to Nigeria for this purpose , it will cost me more. ”
Some others who spoke to NAN from Italy , France and Germany also expressed the same concern .
They opined that the high cost was due to the specialty of the process , which is a regular practice among immigrants.
NAN gathered that in the UK, the cost for such procedure is a lot cheaper , given the big immigrant and Jewish communities – with affordable and easy access to medical practitioners .

The local currency lost 1.1 points to exchange at N362.3, weaker than N361.2 posted on Friday, while the Pound Sterling and the Euro and Dollar closed at N497 and N429, respectively.
At the Bureau De Change (BDC) window, the naira was sold at N362 to the dollar, while the Pound Sterling and the Euro closed at N497 and N429, respectively.
Trading at the investors’ window saw the naira close at N361.57, while it was sold at N305.8, CBN rate.
Currency traders express confidence that the naira would witness better times as the currency- swap deal between Nigeria and China gets underway.
Meanwhile, experts are worried that political spending in the months ahead might affect the stability of the naira.
It is understood that the aggressive liquidity mop up operations conducted by the Central Bank of Nigeria (CBN) last week is expected to persist this week as inflow of N330 billion boost interbank money market liquidity.
In a bid to tackle excess liquidity in the interbank money market, worsened last week by inflow of N290 billion, the apex bank mopped up N454 billion from the market by selling secondary market (Open Market Operations, OMO) treasury bills.

The world’s fattest sisters from India have had gastric bands fitted aged six and eight – because they weighed a humongous 22 stone between them. Yogita Nandwana, eight, and her sister, Amisha, six, used to devour a heavy breakfast of chapatis and six bananas, while they scoffed eight more chapatis with half a kilo of rice and three bowls of curry for lunch – and again for dinner.
They also gorged on six packets of crisps, five packets of biscuits, a litre of milk and a litre of Coca-Cola every single day.
Yogita weighted a massive 59kg at her heaviest while her sister, who is two years younger, was 82kg.
But thanks to the kindness of a surgeon, the girls have had bariatric surgery to help keep their weight and health problems under control.
They have already lost a stone in weight and the breathing problems they suffered from beforehand have already improved.
Their Father, Rameshbhai Nandwana, 36, from a village in Gujarat, western India, told of how he only earns Rs 3,000 (£35) a month as a labourer, but sometimes had to borrow money to indulge his girls’ constant hunger.
Yogita and Amita first hit international headlines in 2015 when the former weighed 33.6kg and the latter weighed 47kg when they were only aged five and three respectively.
That’s when Rameshbhai (The Father) quickly realised he was in fact hurting his children.
But with no money, he was nearly prepared to sell one of his kidneys to afford medical help for his daughters.
For the next three years the family were sent from one hospital and doctor to another across India, seeking help, but no result or long term weight loss managed to help the girls get healthy.
However, last month Asia’s top bariatric surgeon, Dr Mahendra Narwaria, from Asian Bariatrics Clinic, in Ahmedabad, western India, invited the family for a meeting.
Dr Narwaria promised to help, free of charge, and offered the sisters surgery to reduce their stomachs and long term consultations and guidance on permanent weight loss and a course of hormones and vitamins.

The burial of a popular man in Port-Harcourt, the Rivers state capital has got people talking due to what happened at the event after a man killed and beheaded a dog. A Port-Harcourt resident identified as late Elder Johnson Chituru Amadi, who was laid to rest on Saturday, has been the talk of the town in the area due to what happened after the conclusion of the funeral rites.
It was gathered that the first son was made to kill and behead a dog as he performed the traditional rites at burial. A goat was also killed in such manner at the event.

1. Report says 15 persons have been killed, while several others were injured after herdsmen attacked Uzughul, Tse Ginde, in Saghev council ward of Guma LGA, in the early hours of Saturday.

2. President Muhammadu Buhari has returned to Abuja from London, where he attended the 2018 Commonwealth Heads of Government Meeting, CHOGM.
The President departed from the United Kingdom a little after midday on Saturday and touched down at the Presidential Wing of the Nnamdi Aziki International Airport, Abuja, where he was received by top government functionaries.
3. The Economic and Financial Crimes Commission, EFCC, said it has commenced what it described as ‘necessary action’ on a petition against Bamikole Omishore, the Special Adviser on International Relations to Senate President, Bukola Saraki, and his wife, Abiola Aiyegbayo-Omishore, over an alleged ghost worker scam.
Spokesman for the EFCC, Wilson Uwujaren, said documents submitted to the the anti-graft agency revealed that Omishore, who has been working with the Senate President since 2015, allegedly listed his wife as a grade level 12 employee of the National Assembly, though she is a nurse in the United States.
4. Troops of 25 Task Force Brigade, Operation LAFIYA DOLE, while on clearance patrol, have intercepted three women and children.
Director Army Public Relations, Brigadier General Texas Chukwu said the women, upon interrogation, confessed to being wives of Boko Haram terrorists who escaped from Mangusun following the ongoing clearance operation in the area by troops.
5. The National Emergency Management Agency (NEMA) warehouse at Ikeja in Lagos, was on Saturday gutted by fire.
The South-West zonal spokesman of the agency, Farinloye Ibrahim, told newsmen that the warehouse was being used to keep relief materials.
6. The Defence Headquarters has said it handed over 162 herdsmen to the police for investigation into alleged ties that the suspects may have with Libya .
The acting Director, Defence Information, Brig.-Gen. John Agim, said 147 herdsmen were handed over to the Benue State Police Command, while 15 were handed over to the Taraba State Police Command since the Operation Ayem Akpatuma started on February 15.
7. About N200bn will be required for the provision of meters to over four million power consumers across the country that need prepaid meters, the Nigerian Electricity Regulatory Commission has said.
NERC said the huge amount needed to meter electricity consumers was one major reason it took away the sole responsibility of meter provision from power distribution companies.

Researchers have identified a compound which turns off the sperm’s ability to swim, thereby significantly limiting fertilisation capabilities without causing any physical side effects.
The compound called EP055 affects the mobility of sperm, and was successful in tests with monkeys, suggesting a “male contraceptive pill” could be on the way.
In a study with monkeys, researchers found EP055 binds to sperm proteins and slows their mobility. The findings were published on Friday in the journal PLOS ONE.
Currently, condoms and surgical vasectomy are the only safe forms of birth control currently available for men.
Scientists Develop Male Contraceptive Pill – Say It Does Not Harm Sex Drive
There are hormonal drugs in clinical trials that target the production of sperm, but these affect the natural hormones in men much like female contraceptives affect hormones in women.
During the study, 30 hours following a high-dose intravenous infusion of EP055 in male monkeys, the researchers found no indication of normal sperm motility. Further, no physical side effects were observed.
“At 18 days post-infusion, all macaques showed signs of complete recovery,” said study co-investigator Mary Zelinski from Oregon National Primate Research Center at Oregon Health and Science University in the US.
“Simply put, the compound turns-off the sperm’s ability to swim, significantly limiting fertilization capabilities,” said lead investigator Michael O’Rand, a retired professor in University of North Carolina at Chapel Hill School of Medicine and President/CEO of Eppin Pharma Inc.
“This makes EP055 an ideal candidate for non-hormonal male contraception,” O’Rand added.

2. Travel
Here’s the thing about NYSC that you’ll find out soon enough; travelling isn’t always easy.
You’ll need permission to travel everywhere outside the state you are posted to, and that is hardly ever approved.
If one or both partners are posted so far apart, you need to look for a way to see each other.
You just have to, even if it’s once in two or three months. You just can’t afford to be away from each other for longer than that.
3. Be supportive
Financially, especially.
NYSC is a scheme that pays just stipends and it’s hardly enough for anyone to spend, no matter how careful or thrifty they are.
If you are not serving but your partner is, and you have a job/income, do your best to send money to them.

An Ilorin-based legal practitioner, Mr Quadri Yusuf, has urged more women to participate in the forthcoming 2019 general elections in order move the nation forward.

Sitting in the taxi heading home from the airport where I went to see her off, the whole weekend came once again on mind.
You see, Aisha and I has known each other for eight years now and we’ve been very good friends who have each other’s back with no intention of getting laid. We’ve been there through each other’s heartbreak, the highs and the lows, through good times and trying times etc.
We’ve had each other’s back even when we are fighting, that’s how close we are. At some point my guys thought we were having something on the low even after I repeatedly told them that there was nothing between us, I guess the fact that Aisha practically refused to have anything to do with any of them even after I told her that I was cool with it gave them that conviction.
Aisha got transferred outside of Lagos and we took turns in visiting each other, till work took her outside the country for almost a year. She flew straight to Lagos when she was returning from her trip and gave me a surprise treat by turning up at my door by 10pm.

Paul Okoye, the artiste now known as Rudeboy, says he “never left” Psquare and that he waited for two months before he decided to move on with his career.
Peter, his twin brother, left the group in 2017, citing a persistent disregard for his creative input in Psquare. He also said he was no more willing to work with his older brother, Jude, whom he claimed was threatening his life.

‘Huh?’ I said
‘I said, YOUR HOUSE!!! Or do you want me to remind you the route to your place?’ He asked sternly, I looked at him with fear, shook my head and hit the road again and in less than 45 minutes we were at my house gate blaring the horn. We got into my apartment with me still scared to my bones and headed straight to the fridge to pour himself a drink.
Without having to wait for orders from him, I went right into my room to get him my finest jewelries, all the cash I have at home and my gadgets before he reminds me in a manner that might cost me my life. When I came out with it, he just looked at me shook his head and said
‘What makes think you that I am an armed robber?’ I was dumbfounded and perplexed at the same time, after I found my tongue I answered
‘Please sir, kindly take these things and leave me in peace, I don’t want any trouble and I won’t tell anyone, I will just forget that we ever met.’
‘And I ask again, why do you think of me as armed robber’ Clearly angry right now, I forgot about the gun and snapped at him
‘BECAUSE YOU HAVE A FREAKING GUN’ He looked at me and started laughing, he laughed hard at me, that at some point I wanted to join him in laughing but my pride wouldn’t let me, when he finally caught his breath he said
‘Keep your valuable, I don’t need them and I’m not a robber, I was running from something, I just need to lay low in your house for just tonight though.’
‘You say it as though; you don’t need my permission.
‘But I don’t, I want to stay here for the night and I will.’ With that he dismissed me, as though he owns the place, I scowled at him and walked to my kitchen to fix me something to eat, I was still cutting my vegetables when he walked in ordering me not to add onion to whatever I’m preparing because he doesn’t like it. If only looks could kill, he would have been long dead, I hissed at him and continued with my preparations, he laughed one more time and tapped my ass before he left[/b]
