Duties and Responsibilities:
Under the direct supervision of the Head of the ECOWAS/Spanish Fund Management Unit, the Secretary will:
Assist the Members of the Fund Management Unit in managing the day to day work;
Provide general administrative and secretarial assistance;
Ensure a smooth daily operation of the section in the overall activities of the Delegation.
Maintain project-related correspondence and progress, technical reports and other documents (computerized database of projects).
Assist in the creation, maintaining and ensuring the filling system for the Unit and maintain updated archives.
Maintain records and also monitor the inflow outflow of invoices, claims, advances, tender documents and any other documents related to the Fund.
Manage the e-mail of the Unit and ensure that e-mail is distributed appropriately.
Do research and look for the necessary information from archives and internet whenever needed, and requested by the Unit Members.
Provide assistance for workshops / Seminars / Meetings and Trainings arranged and conducted by the Unit.
Others ad-hoc professional duties of a Similar nature in accordance with the needs of the staff and the Unit.

Qualifications/Experience/Skills:
Qualifications:
Minimum of an Ordinary National Diploma or its equivalent in Bilingual Secretarial studies in two of the three official languages of the Community, namely: English, French and Portuguese;
A good working knowledge of the third language would be an advantage;

Experience/Competence:
Minimum of six years post qualification professional experience;
Good oral and written communication in two of the official languages of the Community;

Excellent organizational and administrative skills;
Preparation of drafts and final documents from handwritten, typewritten, voice-recording and dictation sources;
Dictation of documents at a speed of 120 WPM in the first language;
Typing documents at a speed of 60/50 wpm;
Word processing;

Good knowledge of Microsoft Office tools;
Ability to work under pressure, keeping within deadlines
Capacity to work in an international environment

Age:
Candidates must not be over fifty (50) years of age at the point of recruitment

Language:

Duties and Responsibilities:
The Programme Officer, Monitoring & Evaluation shall work under the supervision of the ECOWAS-Spain Fund Coordinator and perform the functions.

Assist the management unit in the preparation of a monitoring & evaluation operational manual, a monitoring & evaluation plan and the implementation of same
Ensure proper functioning of the monitoring & evaluation system
Collect and process data on programme implementation
Create and update a database, in collaboration with the Programme Officer, Fund Management Unit
Prepare quarterly and annual reports in collaboration with the Programme Officer, Fund Management Unit
Provide M&E training for partners and other project stakeholders
Assist the management unit in organising and carrying out Fund review and assessment visits
Carry out other duties as assigned by the Coordinator, Technical Management Team and the Steering Committee
Should be capable of undertaking frequent travels within the sub-region.

Qualifications:
The candidate must hold at least a Bachelor’s degree or equivalent in project management, statistics, planning or social sciences.

Experience:
Minimum of 5 years professional experience in the area of monitoring & evaluation of development projects
Experience in migration projects will be an advantage
Where candidates possess a post-graduate qualification, the required number of years of experience will be reduced to three (3) years.

Skills:
Strong IT skills and perfect knowledge of monitoring & evaluation software
Good writing skills
Good knowledge of monitoring & evaluation techniques
Good knowledge of results-based management

Age: Candidates must not be over 50 years of age at the time of recruitment.

Language:
