Who made these rules about Multis sef? A battle Verse without 4 and more Multi syllabic rhyme is not dope, who made the rules?

DBR is one of the greats on here and he barely uses multis. Murda Mook decimated Iron Solomon in their last battle without Multis, why Solomon was string 8 to 10 syllabic rhymes. I just want to know who made the rules?
