The Government is aware of most of the things happening, it's just that their hands are tied by Bureaucracy and Corruption in The Military. But as for the Ordinary man, hmmmm. Being aware is the first step towards stemming the tide of Terrorism, if the Ordinary man is aware of Terrorists and Their sponsors, and how they operate, then I believe he would be better informed on how to live in a society that could be attacked by Terrorists any time or day.
