EIGHT persons, including a pregnant woman and a naval rating, were yesterday burnt to death after a 33,000 litre tanker loaded with product suspected to be diesel, exploded at Orile Iganmu, in Lagos.

Nine other persons— four men, four women and a teenager— sustained varying degrees of burns. Several others were injured in the ensuing stampede. Also, eight vehicles and nine shops were razed by the inferno which jolted residents of the densely populated area.

Vanguard gathered that the fire started at about 5a.m, after the tanker which was coming from Mile- Two was involved in a lone accident at Orile bus-stop, close to the Orile Divisional Police Station. The cause of the accident was unknown at press time.

The tanker climbed the culvert with the product spilling its content on the ground, and following the impact triggered an explosion.

Eye witnesses told Vanguard at the scene that another tanker driver who was driving towards Mile-Two, from the opposite direction, ran into the fire. However, his tanker was empty. But he was also partly burnt and is now receiving treatment in an undisclosed hospital.

The highest number of causalities was said to have been recorded in a Coaster bus which was heading towards Mile Two.

Eye witnesses said warnings of the danger ahead to the Coaster bus driver who apparently thought it was a ploy to attack the vehicle, were not heeded. As he got closer to the burning tanker, his own vehicle also caught fire. Some of the passengers who managed to escape with burns, were said to be in critical conditions in the hospital.

Others who cried for help without any in sight, were burnt beyond recognition. One of them, a naval rating said to be running for safety while on fire, fell on an overflowing portion of the diesel, which he apparently mistook for flood from rain.

The incident caused a massive traffic jam on both sides of the road, leaving commuters to walk long distances to their different destinations. Policemen from Orile Divisional Police Station and near-by Divisions had to divert vehicles through alternate routes to de-congest the traffic.

Officials of the Lagos State Fire Service assisted by youths in the neighbourhood battled unsuccessfully to stop the raging fire until aid came from construction giant, Julius Berger Plc.

Also on hand to assist were officials of the Lagos Transport Management Authority (LATSMA), Lagos State Emergency Management Agency(LASEMA) and the Civil Defence Corps.
Commenting on the incident, the Lagos State Police Public Relations Officer, Mr Frank Mba, confirmed that eight persons were burnt to death.

“The charred bodies except one could not be identified. The fire was put out at about 7.20a.m and the road was cleared to allow for easy traffic flow. Those who sustained burns are responding to treatment in the hospital,” he said and advised motorists to drive carefully especially during this rainy season.

Owing to the perennial state of traffic jam in and around the Apapa area caused by tanker drivers, the Federal Government had on Wednesday barred 16 petroleum products depot operators from taking delivery of fuel pending their provision of holding bays for their customers.

Mrs. Diezani Allison-Madueke, Minister of Transportation, broke the news while addressing the press in company of Governor Babatunde Fashola of Lagos State who also attended the Federal Executive Council meeting on Wednesday.

She said the measures were part of the recommendations of the committee set up to look into ways of decongesting Federal Access Roads.

While the 16 suspended tank farms failed to meet the minimum conditions and requirements for provision of holding bay and associated facilities, 22 tank farms that meet the operational guidelines and provisions of requisite Holding Bays are to be allowed to continue to operate.

Although the tank farms affected by the decision where not mentioned, tank farms in the Apapa area worst hit by the traffic jam includes those operated by Obat, MRS, Ascon, Everest, Sahara, Folawiyo, Total, Capital, Integrated, Ibeto, Ibafon, Zenon, Wabeco, Sigmund, Eurafric, Techno Oil, Aquitaine, Honeywell among others.

It was gathered that the companies operating in the area have a combined installed capacity in excess of 600,000 metric tonnes

The committee recommended a three phase approach to the decongestion of the Federal Access roads.

Many people were burnt to death Thursday when the driver of a tanker loaded with fuel lost control of the vehicle and crashed into the road median in Nigeria's commercial city of Lagos, after which a speeding commuter bus rammed into it and burst into flames.

Mr. Gregory Drambi, a federal road safety official at the scene of the accident, which occurred along the Orile road on the outskirts of the city around 5am local time, said nine people were burnt to death, while several others suffered varying degrees of burns.

Apart from the two vehicles involved in the crash, five other vehicles were burnt.

However, eyewitnesses said they counted at least 10 charred bodies at the scene.

The dead include the passengers in the commuter bus and traders in their road-side shops.

The road along which the accident occurred is the major link between Nigeria and neighbouring Republic of Benin.

Accidents involving fuel tankers are common in the burstling city of 140 million people, where traffic gridlock is a routine

nspector General of Police, Mike Okiro cried out yesterday over the increase in the spate of kidnappings in the country saying it was impossible for the police to stop the crime as the police cannot attach its personnel to 140million Nigerians.

Okiro cried out just as he disclosed that if the police is to succesfully combat the crime, the National Assembly must pass a bill instructing or compelling telephone service providers, to allow the police access to telephone transcripts so that kidnappers can be trailed and arrested.

“It is not easy for us to provide security for every individual. we have about 140million Nigerians. You find that kidnappers don’t always go to prominent people sometimes”.

“They go to schools and kidnap children. Am I going to attach policemen to schools? They go to churches to kidnap people. Am I going to attach policemen to churches? They go to houses and kidnap parents, old man and old women between the ages of 75 and 80 years. Am I going to attach police to all such people?

Explaining how the police can reduce the menace, the IG said, “I can only succeed in investigation if what I said, that is, service providers assist the police because these kidnappers make use of GSM to perfect and carry out their kidnapping plots”.

According to him, “I have consulted my legal department, I wanted to sponsor a bill before the national assembly and I said it loud and clear before the NASS that one of the problems we are having in the Police is that we have laws and impediments that are against our performance”.

“One is that in some countries when telephone calls are made the police have access to the providers but here once telephone calls are made with mobile phones, providers won’t give us that call log. They want us to get a court order and you cannot get a court order in an emergency like investigation.

These are the trends of kidnappings. You get the number you have to go through a tortuous and tedious way of getting court order before the service providers can give the call log”.

“Another thing also, the sale of sim cards is such that it is militating against our fight against crime. You can buy sim card in a traffic hold up.

You can walk into a market and buy sim card. You know that criminals use these sim cards for the purpose of crime when they finish they throw it away. I wanted to sponsor a bill and I said yesterday that the service providers should be compelled by the NASS”.

“There should be a bill compelling them one, to ensure that anybody that has a sim card is registered and known. If you have a sim card, we know who made that call and we can arrest that person if they have committed a crime with that sim card. But right now it is difficult so what do you expect the police to do?

“You see we cannot stop them from kidnapping, it is only through investigation. Once somebody carries out a kidnap and we are able to arrest him and prosecute him and punish him others will learn a lesson.

But if not, it becomes difficult. In as much as we cannot provide policemen for every individual we must be given that wherewithal to be able to investigate anybody who kidnaps a person and ask for ransom”.

“And secondly, I want to advise Nigerians not to pay ransom because if somebody kidnaps a person and he is not paid ransom it is an exercise in futility.

He will not do it again. But if people are paying ransom, people are now seeing that it is easier and better, more convenient to kidnap than to go and commit robbery”. “You can see that robbery has gone down it is now kidnapping. But I assure you if we are being supported we are going to put that to a halt”.

On Police recruitment

On police recruitment, he clarified that he was never querried on any payment of N1. 2billion saying, “I appeared before the Senate committee and I explained to the committee that what I was doing is not anything extraordinary. It is the wish of the president that the Nigeria police force should move forward not to remain in the doldrums, not to remain in the dark ages that we have been”.

“The world is going computerized because if you are not literate in computer in this world you are not a member of this world. And to support this I embarked on a programme that all police officers should be computer literate. That is going on. We are receiving support from outsiders, some people have donated computers to the NPF some are even sponsoring police officers to be trained in computer. That is the good job I have started”.

‘’Now every body is going to the internet now for many things. even the military, the navy, air force, immigration, customs, NNPC, they are doing recruitment via internet and we have to follow suit. Police should not remain behind. In addition to my e-policing exercise we want to ensure that people coming to the police have a measure of knowledge in computer. Those who do not have computer knowledge will now try to learn computer so that they can fit in when they come in”.

“People are saying that not everybody is computer literate. That is good but Are we going to go back because some people are not computer literate there fore the police force should not be computer literate because some people are not computer literate?

“It is like saying that because people are not educated therefore anybody coming to the police should be an illiterate. So that is not a good argument. I appeared before the committee and I explained this thing to them and they said yes that we can go ahead. Because of those people who are not computer literate, who don’t have assess to the internet we shall make hard copies available to state headquarters”.

The Economic and Financial Crime Commission (EFCC) has slammed a six-count charge of fraud and forgery against billionaire business mogul and Chairman of NICON Group of Companies, Barrister Jimoh Ibrahim.
Ibrahim’s absence in court on Tuesday stalled his arraignment before Justice Joseph Oyewole of the Lagos High Court, sitting in Ikeja.

When the matter was called, the EFCC prosecuting counsel, Mr A.A. Adetunji, informed the court that Ibrahim had been granted what he termed “administrative bail,” by the anti-graft commission and prayed the court to grant a short adjournment to enable EFCC produce the suspect.

According to the information before the court, EFCC alleged that Ibrahim fraudulently obtained a loan of N1 billion from the defunct Trade Bank Plc.
Specifically, EFCC alleged that sometime in September 2005, Ibrahim, with intent to defraud, forged a board resolution of a company, VGC Communication Limited to facilitate his obtaining of a loan of N1 billion.

Besides, the commission also wants the court to punish the bizman for alleged deliberate ultering of forged document to perfect his obtaining of the loan.
Furthermore, the anti-graft commission alleged that Ibrahim hoodwinked the bank into granting the loan by presenting himself as the group managing director of VGC Communication Limited.
The EFCC also accused Ibrahim of forging the letter of application for the loan in order to deceive the bank into granting it.

Meanwhile, the trial judge, Justice Oyewole, has adjourned the matter till July 30, 2008 to enable EFCC to produce the suspect in court for arraignment.

Education / Teachers’ Strike: Fg Gets Knocks For Breaching Constitution by Derby: 4:35pm On Jul 23, 2008
The Federal Government on Tuesday in Abuja received hard knocks for jettisoning her constitutional responsibility, capable of proffering a fair and equitable solution to the lingering teachers’ strike.

This is coming just as the Nigeria Labour Congress (NLC) called for the urgent intervention of President Umaru Yar’Adua to bring an end to the current impasse.
The Senate Committee on Education which met with the leadership of the Nigeria Union of Teachers (NUT) and the Minister of Education, Igwe Aja-Nwachukwu said the lingering strike would have been unnecessary if the government had respected the letters and spirit of its legislative powers under Section 34 and 60 e of the exclusive legislative list contained in the 1999 Constitution.

The committee’s position came just as the Peoples Democratic Party (PDP) leadership’s meeting with the leadership of the striking teachers yielded no results.
Committee Chairperson, Senator Joy Emodi, while meeting separately with Education Minister, Aja-Nwachukwu declared that aside the fact that the crisis was painting a gloomy picture of a substandard education for Nigeria’s leaders of tomorrow, the success of the country’s anticipated “2015 education for all” and “2020 Millennium Development Goals” MDGs programmes, was in jeopardy.

Senator Emodi observed that the Federal Government, which had the power to ensure a standard of education for unity education in the country, should also fulfill a similar obligation to the states in a country where federalism vested power at the center.
She expressed regrets that the teachers’ crisis had made pupils of public schools errand children who had been forced to undertake menial jobs at a time every hand was on deck to condemn and discourage child abuse in all its ramifications.

Restating government’s hardline position on the matter, the education minister stated that government was relying on facts, logic and the constitution to deal with the situation.
He said: “The NUT branches should negotiate with their state governments.
The Federal Government is not responsible to fixing salaries but Establishments and Income, Salaries and Wages Commission.”

However, in the response, the NUT delegation led by its Deputy President, Obong Ikpe Obong said all their demand was that the Federal Government issues an enabling circular for the implementation of the TSS at the federal level and leave the rest of the business to the union.
In a letter to President Yar’Adua, the Nigeria Labour Congress (NLC) explained that what the NUT is demanding of the Federal Government has been the practice over the years in industrial relations in the Nigeria Public Sector on wage and non-wage issues, adding that the issuance of a circular to give effect to those professional allowances with respect to Federal Government teachers does not in any way imply the imposition of the terms on other tiers of government.

The letter which was signed by its Secretary General, Comrade Abduwaheed Omar, NLC president added that apart from addressing the immediate issue, it can also create the industrial framework for handling relations issues in future. It therefore urged the president “to act with decisiveness and compassion for teachers and the pupils so that classes can re-open.”

Speaking with journalists after its meeting with PDP’s National Working Committee (NWC), NUT Deputy National President, Chief Onem Nelson who noted that the problem requires a political solution, if the crisis must be brought to an end, vowed that the strike would not be called off when no concrete solution is arrived at.

He appealed to the party leadership to persuade President Yar’Adua to direct the issuance of the enabling federal circular on the Teachers Salary Structure (TSS).
Meanwhile, a federal lawmaker and sub-committee member on education, House of Representatives, Hon. Kayode Idowu on Tuesday also berated the Federal Government for not acceding to the demands of the teachers.

Politics / Gunmen Attack Abia Gov's Convoy, Seize Back-up Vehicle by Derby: 4:26pm On Jul 23, 2008
UNKNOWN gunmen snatched, yesterday, the official spare car, a 4X4 Sports Utility Vehicle (SUV) of Governor Theodore Orji of Abia State in an attack on his aides on the Aba-Port Harcourt Road.

The incident occurred at about 7:30 a.m at Ngwuiyiekwe in Ugwunagbo Local government Area of the state while the aides were on their way to the Port Harcourt Airportto receive the governor from an overseas trip.

One person, a bus conductor, was confirmed dead in the incident while several others sustained injuries. Armed robbery was suggested in some quarters, but the Governor categorically ruled out armed robbery, saying it was an attempt by the oppositionS to kill him. He was not in the convoy at the time of the attack.

The Governor’s official car, a black 4x4 SUV, was shot at but because it is a bullet proof vehicle there was no much damageto the jeep. But the back-up car, another SUV, was taken away by the hoodlums.

It was, however, recovered in Ogwe Asa village, some hours later, where it was abandoned by the gunmen.

Security personnel attached to the Governor were said to have engaged the hoodlums in a shootout until they ran out of bullets, prompting them to flee. The hoodlums, about 10 in number, were now more emboldened and with their more sophisticated weapons, took their time to conduct a vehicle-to-vehicle search, during which they removed some valuables and escaped with the Governor’s spare car which they later abandoned.

Some other vehicles on the convoy were also riddled with bullets. Some journalists on the entourage sustained minor injuries and lost their cameras and handsets while running for their lives.

Reacting to the development, Governor Orji blamed the attack on the opposition, alleging that they wanted to eliminate him.

Oppositions after me, says Gov Orji

Much of the state was thrown into confusion when news of the attack filtered in. The initial story was that the governor and his deputy, Comrade Chris Akomas, had been kidnapped. This prompted the Chief of Staff to the Governor, Mr. Mascot Kalu, to issue a statement to clear the air.

Kalu, in the statement broadcast intermittently, explained that the Governor and his deputy were free, hale and hearty. He urged the people to ignore the rumour and go about their businesses, saying the intention of the opposition was to cause panic in the state.

State commissioners— Public Utility, Finance, Land— and the Deputy Chief of Staff to the Deputy Governor as well as the Chief Press Secretary to the Governor, accompanied the Information Commissioner, Chief Ralph Egbu, to brief journalists on the incident which they described as “a very serious security breach,” but declared that government was in control of the situation.

Governor Orji later told journalists that the opposition was desperate to kill him because, according to him, they knew his appeal against the nullification of his election would succeed.

“This is not armed robbery at all because I don’t see why they should start shooting at every car in the Governor’s convoy. Is the Governor’s convoy a bullion van that carries money? No. That is an attempt to assassinate me and my entourage. Security report that I received indicates that they have planned this thing for a very long time and they are now trying to execute it and they have done that.

But I always tell people that I have a divine mandate. Whenever they plan evil for me, God will always show me a window of escape.

“We have a court case in the Appeal Tribunal. I am there with them. We will struggle there. They don’t want to allow these men of integrity, men of repute, to look into that case and then decide and tell us the truth. They know what will happen and that is why they are planning now to eliminate me. But all their plans will be in vain because they can never triumph.

“I have a divine mandate. If it is not God’s will that I will be Governor, may be I would have been in this car today and they would shoot me. I will continue to be in charge until when God says you will no longer be in charge. Their game plan to rule Abia State by all means can never work for them,” Orji said.

Egbu in his briefing said Government was challenged by the security breach, adding that it would re-strategise its security measures, and urged the people to remain calm.

Only last month, gunmen also attacked aides of Governor Emmanuel Udughan on the Warri-Benin road, killing his ADC’s driver.

Gunmen also in March 2004, attacked the convoy of the then governor of Benue State, Mr. George Akume, killing his friend, Engineer Andrew Agom, who was sitting with him in his official car, on the Makurdi-Abuja road.
