Rwanda’s push to change the constitution and allow President Paul Kagame to serve a third term in power undermines democratic principles, the European Union warned late Thursday.
The Rwandan senate last month passed a constitutional amendment that reduces presidential terms from seven to five years and maintains the two-term limit but makes an exception for Kagame, allowing him to run for a third seven-year term in 2017 at the end of which the new rules come into force.

The amendment must still go to a national referendum, but is expected to pass easily.

“The adoption of provisions that can apply only to one individual weakens the credibility of the constitutional reform process, as it undermines the principle of democratic change of government,” EU foreign policy chief Federica Mogherini said in a statement.

“The amendments to the Rwandan constitution recently approved by Parliament — if confirmed by referendum — would give rise to this situation,” she said.

The EU comments come after the US on Tuesday said Kagame must set “an example” for the region.

“We expect President Kagame to step down at the end of his term in 2017,” US ambassador to the United Nations, Samantha Power, said.

Kagame has run Rwanda since his ethnic Tutsi rebel army ended a 1994 genocide by extremists from the Hutu majority, in which an estimated 800,000 people were massacred, the vast majority of them Tutsis.

He won elections in 2003 and 2010 and under the current law is due to step aside in 2017.

Aides have insisted that any bid for a third term would be in response to the “popular demand” that he stay in power.

Supporters portray Kagame as a guarantor of post-genocide stability and the economic growth that has transformed the country over the past 20 years.

But critics say the move is orchestrated by a government and leader with an iron grip on a country where freedom of expression is severely curtailed, and is part of a wider trend of African leaders seeking to stay put.

Rwanda is the northern neighbour of Burundi, where this year President Pierre Nkurunziza won a third consecutive term despite months of protests and an attempted coup.

“In countries that have consistently respected term limits and allowed for change, societies have become more resilient and institutions more credible,” Mogherini said, adding: “There are many examples for that on the continent.”

The Federal Government has preferred 13 counts of forgery, impersonation and other related offences against some former operatives of the Federal Inland Revenue Service.

The Assistant Director and Head, Criminal Prosecution Unit, Legal Department, FIRS headquarters, Mr. James Binang, filed the charges dated November 18, 2015 on behalf of the Federal Government before Justice Abdulkadir Abdu-Kafarati of the Federal High Court in Abuja.
The five accused persons are, Batimehin Ojo, Atere Olutayo Ayodeji, Adegbite Adewale, Yusuf Olatunji and Mustapha Dodo.

They were alleged to have impersonated a former Senior Tax Manager with the FIRS, Mr. Nwogu Chris, to issue out fake tax clearance certificates to some unsuspecting tax payers.

They were alleged to have in November 2011, conspired and forged companies’ income tax clearance certificates with Serial No: 05329283 covering tax years 2008, 2009 and 2010 in favour of Release Auto Garage Company Ltd.


The forged tax certificates were purportedly issued by the former Senior Tax Manager contrary to section 516 of the Criminal Code Act Cap C38, Laws of the Federation of Nigeria 2010.

They were alleged to have presented the forged tax papers to one Simeon Oluwafemi Babatunde for the verification of tax clearance of the auto company contrary to section 43(a) of the Federal Inland Revenue Service Act 2007.

The suspects were also alleged to have forged a seal of the FIRS which they appended on companies’ Income Tax Clearance Certificates to secure a tax clearance certificate for the said auto company contrary to section 43(d) of the FIRS Act.

The arraignment of the accused earlier scheduled for Monday was stalled due to the absence of the judge.

President Muhammadu Buhari has called on all stakeholders in the education sector to ensure the provision of qualitative and quantitative education in order to achieve national development.

Buhari, who was represented by the Minister of State for Education, Professor Anthony Onwuka, said this on Saturday during the 41st convocation ceremony for the conferment of post-graduate degrees, diplomas and certificates at the University of Benin, Edo State.



At the event where a total of 11,020 students received different higher degrees, the President decried what he described as the disregard for Nigeria’s education system by key players in the sector.

He said, “If there is one thing Nigerians agree on, it is the fact that our educational system is undervalued. Permit me to say, at this point and very sadly too, that the current standard of education in Nigeria has, unfortunately, succeeded in creating three classes of Nigerians: a minority that is well educated, a majority that is poorly educated and those without education at all.

“This not healthy for our country and concerted efforts should be made to reverse the trend.

“Let me use this medium to reiterate the vision of the Federal Government in the provision of qualitative education, especially tertiary education for our teeming youths. This, however, requires the support of all stakeholders.”

He, however, noted that while the Federal Government would not relent in its efforts to overcome challenges caused by the activities of the Boko Haram sect and other misguided elements in the near future, Nigerians must guard the country’s educational values, against all odds.

“The Federal Government notes, with dismay, the incidents of bomb blasts and other acts of terrorism in our institutions of learning and pledges its determination to put a final stop to this ugly trend, as no responsible government will fold its arms and allow a system that has taken several years to build to be snatched overnight by the unwholesome activities of some enemies of progress,” he added.

While congratulating the graduates and honorary awardees, Buhari stressed the need for universities to focus on viable and entrepreneurial ideas that would assist the government.

He also urged the managers of tertiary institutions to continue to demonstrate prudence in the management of their resources as his administration would ensure that the Treasury Single Account blocks any form of diversion and misappropriation of government funds.

He said, “The government is determined to fight corruption at all levels, including our tertiary institutions. We cannot speak of effective and efficient funding of the education sub-sector if our universities are mired in crisis, fraud and loss of institutional vision.”

Governor Adams Oshiomhole of Edo State, in his remarks, frowned on the prevalence of land grabbing by unpatriotic individuals and groups.

He said the development had become a problem for the university and promised that the state government would not hesitate in demolishing illegal structures.

Honorary doctorate degrees were conferred on the Inspector-General of Police, Mr. Solomon Arase, and a consultant gynaecologist, Dr. Osagie Osato.

ABUJA – The Federal Government weekend restated its
readiness to collaborate with ex-militants in the oil rich
Niger Delta region to ensure protection of lives and
properties in the region.
The Coordinator of the Presidential Amnesty Programme
for former Niger Delta militants, Brig-Gen. Paul Boro (rtd)
said President Muhammadu Buhari desires peace in the
region, hence, his administration was willing to engage
relevant stakeholders to address all forms of illegality in
the region.
Boro was speaking as a special guest in a forum
organised by Riverine Security, (Coast-Guard of the
Federation), a group of all ex-militants in the Niger Delta
region, in Abuja.
Represented by Major Matti Abdul (rtd), Boro maintained
that all hands must be on deck to ensure safety of water
ways and communities in order to promote economic
development in the region.
In his remarks, the Commandant General of the Coast-
Guard of the Federation, Oduku Bibi said all ex-agitators
in the region had vowed to toe the path of peace and
progress, because they believed in the ability of Buhari’s
government to develop the region.
“We have come to say a big no to militancy, oil
bunkering, pipeline vandalism and all other familiar vices
that have impeded the rapid development of the Niger
Delta and Nigeria at large,” he said.
Commending the new coordinator, Bibi explained that
their involvement in the peace, security and progress in
the Niger Delta region became imperative in view of their
adequate knowledge of the terrains in the region.
According to him “the people who can best protect the
Niger Delta is Niger Deltans. Our men are conversant
with the security hurdles; they know the terrains and we
will assist security agencies in the discharge of their
duties.”
He further disclosed that the group had had
understanding with the Nigerian Navy for the protection
of water ways, adding that they would extend it to the
Nigeria Police Force and other security agencies to
ensure that people in the region are well protected.

The Presidency has distanced President Muhammadu Buhari from reports that there will be a downward review of ministers’ salaries.

A newspaper report had claimed that Buhari would cut the salaries of ministers significantly and place some restrictions on them.



But the President’s Senior Special Assistant on Media and Publicity, Garba Shehu, in a series of tweets, on Saturday, denied the reports.

He said, “President Buhari has not tampered with the salaries and allowances of federal ministers. They remain as they have been prescribed by the Revenue Mobilisation and Fiscal Commission under a law passed in 2008.

“The President and the Vice President have voluntarily offered a 50 per cent salary cut. This is[right][/right] voluntary and does not apply to ministers and other political appointees.

“Reports to the effect that the President has imposed an austere package on the ministers are unknown to us. The administration has not tampered with the salaries of ministers and that remain as prescribed under the law.”

Muhammadu Buhari is pampering corrupt government
officials in the immediate past government by recovering looted funds from them without prosecuting them.

President Buhari had, during his recent visit to Iran, said
that many of those who stole public funds in the past
government had started returning the funds. He, however, did not mention the names of the looters.
But Braithwaite said that allowing the corrupt government officials to return stolen funds without being tried was a bigger crime than the act of stealing the funds.

The human rights lawyer, who spoke with our
correspondent in an interview on Thursday, said the
President was promoting impunity by recovering looted
funds through plea bargaining rather than keeping to his promise of ensuring total justice.
He said, “It is a crime against the state for anybody to steal public funds. Returning stolen funds quietly without being sanctioned is even worse than the crime of stealing the money
.

This is morally reprehensible and it can never serve as a deterrent to other corrupt politicians who might want to steal public resources.
“Buhari is pampering those corrupt leaders by just
obtaining looted funds and not jailing them. With all the
bragging and the promises he made during the campaign, we expected that his war against corruption will be rootless.

These public thieves carted away our national assets and in the process, impoverished many Nigerians. Corruption is also responsible for the infrastructural decay we are experiencing. The roads are bad and many Nigerian youths cannot find jobs.”

While advising the President to be more determined in
wiping out corruption, Braithwaite said it was possible to recover stolen funds and still prosecute the corrupt public officials. He, therefore, advised the President to name those returning the looted funds and prosecute them accordingly.

He added, “I think it is morally reprehensible for any
government to let those returning stolen funds to go scot-free. Buhari must mention their names and stop pampering them. Corruption has robbed us of valuable infrastructure and the opportunity to develop as a country.

“I once had a similar case and the criminals were convicted while the stolen funds were traced and recovered. So it is possible to recover stolen funds and prosecute those involved. He should prosecute the thieves, trace the stolen funds and enforce restitution of the public resources. Not mentioning their names is tantamount to pampering them.”
