Kamala Harris called President-elect Donald Trump on Wednesday to concede the election and congratulate him on his victory, according to a senior adviser to the vice president.

The aide, who declined to be identified discussing a private conversation, said Harris talked about the need for a peaceful transfer of power.

Harris, once viewed as a potential savior for the Democratic Party after Joe Biden‘s reelection campaign stalled, is reckoning with a profound rejection by American voters in this year’s presidential election.

She trailed in every battleground state to Donald Trump, a man she described as an existential danger to the country’s foundational institutions. And Trump appeared on track to win the popular vote for the first time in his three campaigns for the White House — even after two impeachments, felony convictions and his attempt to overturn his previous election loss.

Harris planned to deliver a concession speech Wednesday at 4 p.m., her office announced. She’ll speak at Howard University, her alma mater in Washington, where her supporters watched returns Tuesday night before being sent home after midnight as Trump pulled ahead in battleground states.

In a bitter footnote for Harris, as the sitting vice president she is expected to oversee Congress’ ceremonial certification of the election.

It’s the same role that Mike Pence played four years ago, when Trump directed his supporters to march on the U.S. Capitol. Although critics said the violent insurrection crystallized Trump’s threat to American democracy, that ultimately did not dissuade voters from electing him again.

Harris became the Democratic candidate after Biden, who was already struggling to convince voters that he could serve as president until he was 86 years old, stumbled badly in his June 27 debate with Trump.

He dropped out of the race on July 21 and endorsed his vice president, who swiftly unified the Democratic Party around her candidacy.

It was a remarkable twist of fate for Harris. Four years earlier, her own presidential campaign flamed out and revealed the political limitations of someone once dubbed “the female Barack Obama.” Even though Biden chose Harris as his running mate, she languished in the role after taking office as the first woman, Black person or person of South Asian descent to serve as vice president.

Some Democrats started writing her off when they pondered the party’s future after Biden. But Harris found fresh purpose after the U.S. Supreme Court overturned Roe v. Wade in 2022, and she became the White House’s leading advocate for abortion rights.
Harris also made a more concerted effort to network with local politicians, business leaders and cultural figures, forging connections that could serve her down the road.

The moment arrived sooner than she anticipated, and she was catapulted into the presidential race with Biden’s departure only a month before the Democratic National Convention.
Harris instantly reset the terms of the contest with Trump. She was 18 years younger and a former courtroom prosecutor going up against the first major presidential candidate convicted of crimes. Her candidacy energized Democrats who feared they were destined for defeat with Biden at the top of the ticket.

But she also faced steep odds from the beginning. She inherited Biden’s political operation with just 107 days until the end of the election, and she faced a restless electorate that was eager for change.

Although Harris pitched “a new way forward,” she struggled to meaningfully differentiate herself from the unpopular sitting president. In addition, she had limited time to introduce herself to skeptical voters, who never cast a ballot for her in a presidential primary.
Democrats now face the prospect of picking up the pieces during a second Trump presidency, and it’s unclear what role Harris will play in her party’s future.

The young woman was enticed by social media ads promising a job, good pay and a new life in Russia. The advertising photos showed women smiling as they cleaned floors and wearing hard hats while directing cranes at a factory in the Republic of Tatarstan, Russia.

The ads included videos with upbeat music that showed African women visiting Tatarstan’s cultural sites or playing sports. They promoted a program called “Alabuga Start” that touted a free plane ticket to Europe and a well-paying job upon arrival.

Excited by the benefits of a work-study program in a field such as catering or hospitality, the young woman completed a computer game and a 100-word Russian vocabulary test featuring words such as “factory,” “to hook” and “to unhook.” She was accepted into the program and optimistic about starting a new chapter in her life — until she arrived in Alabuga, about 1,000 kilometers east of Moscow.

She soon discovered that her job was to help manufacture Iranian-designed attack drones for use in Russia’s war with Ukraine. She is one of about 200 African women, most between 18 and 22, recruited to work at the Alabuga factory. The women are from Kenya, Nigeria, Rwanda, Sierra Leone, South Sudan and Uganda.

They work to produce some of Moscow’s key war weapons with Russian vocational students as young as 16.

“The company is all about making drones. Nothing else,” the woman, who assembles airframes, told The Associated Press, which did not disclose where she was from to protect her identity. “I regret and I curse the day I started making all those things.”

Russia has begun efforts to lure young African women into factory work due to a severe manpower shortage. Russian officials held recruiting events in Uganda and tried to recruit from its orphanages. Most of the women recruited through the Alabuga Start program help manufacture drones, particularly the parts “that don’t require much skill,” David Albright, a former United Nations weapons inspector who works at the Institute for Science and International Security, told the AP.

It is not clear how much training the women receive, but one woman told the news agency: “I don’t really know how to make drones.”

Russia plans to produce 6,000 of the exploding Shahed-136 drones a year by 2025, according to the Institute for Science and International Security.

[The schedule is hectic for workers, who say they are “guarded around the clock” in their dorms and at work, sometimes work 12-hour days with sporadic days off, and that the pay is less than expected. The program initially promised the women $700 a month, but later social media posts put it at “over $500.”

Following the investigation, the social media sites connected to the Russian plant were removed from Google, Meta, TikTok, YouTube and elsewhere for violating policies and guidelines. But for the women already working in the factory, life is brutal. One woman told the AP that her “messages are monitored;” another said workers are told not to talk to outsiders about their work; while another said managers encouraged them to inform on coworkers.

The women are “maltreated like donkeys, being enslaved,” said the airframe worker.

She said that workers coat the drones with a caustic substance, but many workers lack protective gear. She said the chemicals made her face feel like it was being stabbed by tiny needles and “small holes” appeared on her cheeks, making them itch badly.


“My God, I could scratch myself! I could never get tired of scratching myself,” she told the AP. “A lot of girls are suffering.”


Human Rights Watch accuses Russia of recruiting foreigners to support its war in Ukraine by promising high-paying jobs without fully explaining the nature of the work. These actions “could potentially fulfill the criteria of trafficking if the recruitment is fraudulent and the purpose is exploitation,” Ravina Shamdasani, a spokesperson for the U.N. High Commissioner for Human Rights, told the AP.

The women also face the dangers of living and working in a war zone. In April, Ukrainian drones hit the Alabuga factory and one of Russia’s largest oil refineries in what appeared to be Kyiv’s deepest strike inside Russian territory since the war began. No one was killed, but 12 people were injured in the dual strikes. It was not clear if any of the injured were factory workers.

The factory’s production pace is ahead of schedule, but experts question the quality of the drones and whether manufacturing issues due to the unskilled labor force are causing malfunctions.

An AP analysis of about 2,000 Shahed attacks documented by Ukraine’s military since July 29 shows that about 95% of the drones hit no discernible target. They mostly fell into Ukraine’s rivers and fields, or landed in Belarus, Latvia and Russia.

In July, Russia launched 89 Shahed drones in a nighttime attack on Kyiv, Ukraine’s capital. They were all shot down.

“The air force is using electronic jamming against the drones’ GPS which forces the drones to fly at a higher altitude, which then makes it easier for Ukrainian aircraft to strike them down,” Anatolii Khrapchynskyi, an aviation expert in Kyiv, told the AP.

That’s the question prompted by a fresh slate of Atlas Intel swing-state surveys that show former President Donald Trump on track for 287 electoral votes if the projections translate into reality Tuesday.

And key to the former president’s performance in these polls is black voters backing Trump to a degree other surveys of the race aren’t showing, suggesting a potential crack in a historic Democratic coalition dating back more than half a century.

With the exception of a blink-and-you’ll-miss-it 0.2-point lead for Vice President Kamala Harris in Wisconsin, where she has 49% to 48.8% for Trump, the GOP nominee is up in the swing states that’ll decide the election.


Among 1,005 likely Arizona voters polled, the man from Mar-a-Lago leads the veep 50.8% to 45.9%. He’s ahead of Harris by nearly 7 points with men, more than 4 points with women and almost 2 points with independents.

Trump takes more than 5% of Biden 2020 voters, while fewer than 3% of Trump voters last cycle are moving to Harris.

The former president also takes 26% of the black vote in the state, along with more than 45% of Hispanics.

Among 1,212 Georgia likely voters polled, Trump leads 48.8% to 47.2%, positioning the former president to flip another state Biden won in 2020.

People who don’t remember their 2020 vote or didn’t vote at all are key here, as Trump has a 20-point advantage with them. He takes more than 25% of the black vote. He also has nearly 50% of Asians, with the remainder split largely between Harris and Green Party candidate Jill Stein, who has more than 18% support from them

Among 1,136 likely Michigan voters, Trump has a narrow lead: 49.2% to 48.3%, with spoiler Stein taking 1.7% in the Wolverine State.

Polls show the ex-president leading Kamala Harris in all but one.

Trump’s strength with black voters is notable in this survey, with the former president at 39.9% and Harris at 54%. One reason this may be happening: He’s taking 8% of Biden 2020 voters, while Harris is only converting 4.1% of Trump supporters from last cycle.

Nevada also appears to be on track for Trump, based on this sample of 845 likely voters, who pick the GOP nominee 50.5% to 46.9%.

As with the other states, Trump’s black support (33.7%) is noteworthy. He also leads with Hispanics, 49.7% to 48.2%, and independents, 50.1% to 42.7%. And he’s converting 8.9% of Biden 2020 voters while retaining 97.2% of those who voted for him four years ago.

In North Carolina, where 1,373 likely voters were polled, Trump has majority support: 50.7% to 46.7% for Harris, despite a smaller share of black voters backing him (19.7%) than in other states in the sample.

Trump is up here with independents, 50.2% to 44.1%, as the gender gap plays out in his favor. He has a more than 15-point lead with men; he’s down by 7 points with women.

Among 1,738 likely Pennsylvania voters, Trump also has the slight edge: 48.5% to 47.4%, a spread consistent with the last two nail-biter outcomes in the Keystone State. Taking 24% of black voters makes the difference here.
