What caused the prostitution in Owerri?

There are more than 300,000 students in the 5 federal tertiary education institutions for Imo state + Imo state university, all clustered in Owerri area, not even one tertiary education institution in Orlu and other places in Imo State.
Owerri even lobbied for and closed down the Orlu campus of Alvan Ikoku College of Education opened by Mbakwe administration, and returned teachers and students to Owerri.

If the institutions in Owerri are spread out in the three senatorial zones of Imo state, there wouldn't be prostitution in Owerri.

Yes. Okorocha brought APC to Imo state, but there is not one federal government development institution in Orlu senatorial district which Okorocha shares with Hope Uzodinma.

A federal university to Imo state from APC government went to Okigwe.
A federal university teaching hospital for Imo state from APC government went to Owerri.
A federal medical centre went to Okigwe under APC government.
Worse, the Federal Immigration Training School that existed in Orlu for ages was closed down under Uzodinma government. It's the only federal presence in Orlu.

The two men are struggling for how to continue with arrested development in Orlu.
