Hello webmasters, can 10000 put up a site on godaddy 4 a yr. Domain name and hosting included....please give your knowledge bou diz

Good day, i opened a campaign at one site, it a nigerian site to source for fund if you are in need, that was on tuesday, after waiting for some hours in which the campaign still waiting for approval, i sent a mail to the mail provided in the site. Later in the nite, i got a call on my phone, the caller introduced himself as a member of the site and told me that they willed not to approve my campaign but, as an individual now, not as the site, he's willing to help since am only requesting for 10000 naira. He said we should meet tomorrow at oshodi, i said we are meeting at the express road and i'm bringing someone or even two along, he agreed. i got to know his name with truecaller and searched for him on fb, his page shows he has a link with site and his photos don't really say much, i promised to call him if im showing up 2mrw today, should i meet up? plz honest opinions n suggestions

Pls guyz, is it possible to buy a domain name with a company here in nigeria and host on blogger.com...2 b explicit, i mean I'll only have to pay 4 d domain name only, no hosting option, I'll do that with blogger, is it possible?...please if u have d knowledge, share...
