It depends on the type of upgrade they want to carry out on your device.
Things to ask them.
1. Ask them if they sold the latest os version of that device.
2. Ask them if it is OTP upgrade. You can do that by yourself.
3. Ask them the main purpose of the upgrade.

I do flash/update phones have never charged anyone up to 3k for upgrade of an android device. Maybe they just want to take your money.
