It is not just easy to manufacture weapons like that. Weapons require development and such development period could be as high as 15-20 years. Another factor is the cost of development. Such sums are ginormous and Nigeria cannot afford such.

So in summary,

1. It requires extensive R & D
2. It is very expensive
