The same place UKVI Pretoria.
They have alot of application, that is the reason why UKVI Pretoria send no straightforward email. Home office do it all the time.

Pls dont worry yourself. they can not refused your application once you meet up the requirement.

The same issue. i recevied email that my application is not straightforward on monday 31st.
Another email the same day to send my birth certificate. documents send within ten minis
