A RARE solar eclipse allowing a view of the Sun that was totally or partially blocked by the Moon took place Sunday and was first visible in the southern United States (U.S.), before sweeping east across the Atlantic Ocean and the African continent.

The U.S. space agency, Nasa, said the greatest total eclipse occurred over the Atlantic Ocean.

One of the best views was in northern Kenya, where tour companies organised trips to view a total blackout.

Local myths there attribute the event to the Moon eating the Sun.

Partial views were available in eastern North America and southern Europe.

This solar eclipse was a rare occurrence in that it was “hybrid” - switching between an annular and total eclipse.

In a total eclipse, the Moon completely covers the sun, while an annular eclipse occurs when the Moon is at its farthest from the Earth and does not block out the Sun completely, leaving a halo of sunlight still visible around the Moon.

The eclipse event began about 1,000km (620 miles) east of Jacksonville, Florida with an annular eclipse visible for four seconds at sunrise.

As the Moon’s shadow raced east the eclipse switched from annular to total along a narrow corridor.

The greatest total eclipse occurred in the Atlantic Ocean, approximately 330 kilometres south-west of Liberia, and lasted for more than one minute.

The eclipse continued across Africa through the Congos until it passed through northern Uganda and northern Kenya, ending in southern Ethiopia and Somalia.

Either side, a partial eclipse was seen within a much broader path including eastern North America, northern South America, southern Europe, the Middle East and Africa.

Experts warned that no-one should attempt to view the Sun with the naked eye.

A safe view of eclipses can be obtained by using special welder’s glasses or a pinhole camera.

Despite rain and overcast skies residents of southern Gabon also got a glimpse Sunday of the total eclipse of the sun.

“I saw a black disc progressively cover the sun. It’s magnificent,” said Clarence Diledou, who lives of the port town of Port-Gentil.

“But unfortunately the bad weather spoiled the party a bit.”

The West African nation got peak viewing of the total eclipse as it swept over a path nearly 60 kilometres (37 miles) wide.

At its peak over land in central Gabon, the sun was blocked out for about a minute.

Weather permitting, partial phases of the eclipse were also visible in southern Europe and in the eastern United States.

In Port-Gentil, families gathered together for the occasion along the sea front, facing the sun.

Like many in the town, Diledou used special glasses distributed by authorities to watch the rare event.

Those who did not have any came up with imaginative solutions, among them Pauline Koumba, who put a bowl of water in her courtyard and watched the reflected eclipse.

FUN seekers during yesterday’s Eid-el-Kabir celebration in Lagos were stopped from picnicking at some fun centres generally regarded as danger zones by armed military personnel.

One of such troubled fun centres was the popular Bar Beach in Victoria Island where normal festival-related fun activities were observed to be at their lowest ebb.

Nigerian Tribune which went round various relaxation and fun centres in Lagos observed that the once popular Bar Beach was near deserted as hundreds of fun seekers were forced to give its shores a wide berth.

Guarding the shores of the beach was a team of heavily armed soldiers who were seen in company of police officers from the Victoria Island Division, as well members of the Man ‘O’ War society.

The development may not be unconnected with recent cases of ocean surge in parts of the state with the Bar Beach being regarded as one of the danger zones in Lagos that are highly susceptible to ocean surge.

Conspicuously displayed at some sections of the beach were warning signs which were aimed at dissuading people from having any form of gathering at the beach.

However, Nigerian Tribune’s observations further showed that photographers at the beach and fun seekers who wished to be photographed were the only ones allowed close to the beach after such photographers must have paid some amount of money to security officers who served as the beach’s gate keepers.

It will be recalled that the Bar Beach has recently been cordoned off from public use after it recorded repeated cases of ocean surge, as well as due to the ongoing Eko Atlantic project.

Super Eagles coach Stephen Keshi has hinted that his team will give nothing away in terms of tactical approach to today’s high-wire World Cup qualification match between Nigeria and Ethiopia in Addis Ababa.

The Ethiopians are known for their sleek passing game and untiring runs and propped up by home support and favourable climatic conditions, they are hoping to bring down the African champions and put one leg in Brazil 2014. However, Keshi stated before departure yesterday in Abuja, they have plans to keep the Ethiopians from dominating the game.

“We have our game plans. And as long as we don’t lose the match that will be Ok for us. We just have to keep calm, no matter how they are going to provoke us we have to concentrate. My players’ expressions on their faces will tell you how high their spirits are for this game. We will see what happens,” said Keshi.

Nigeria Football Federation technical department director, Emmanuel Ikpeme also spoke in the same vein.

“It is going to be a highly tactical game. But I don’t see the Ethiopians having an edge over us. Our players are good and you can’t take it away from them,” he said.

Meanwhile Ethiopian coach, Sewnet Bishaw stated that he has studied the videos of the Nigerian game against Kenya and Malawi and has an antidote to stop the Super Eagles from spoiling the day for his team.

“I have analyzed video clips for Nigeria playing both Kenya and Malawi and I can tell you we have changed our plans as I put my cards close to my chest.

“I believe we have had good preparations. I will conduct the last training session and let the boys relax ahead of the big game.”

On paper the Eagles are favourites to triumph over the two leg encounter, but an upset in Addis Ababa will certainly put the Super Eagles on a tightrope. So far their qualification campaign has been devoid of the uncertainty that usually surrounds the Eagles in their quest for international glory in past encounters.

Nigeria have lost to Ethiopia only once, a 1-0 win in 1993. It was during the qualification play off for the 1994 Africa Cup of Nations. On the other hand, Nigeria have had the most of the East Africans, winning five times in seven encounters.

The only drawn gameis the 2-2 draw the Eagles played against Ethiopia in 2011 during the qualifiers for the 2012 Nations Cup. The Eagles failed to make it to the Nations Cup that year.

THE Founder of the Mental Health Foundation, Dr Emmanuel Owoyemi, said on Thursday that 64 million Nigerians had one form of mental illness or the other.

Owoyemi, who disclosed this to the News Agency of Nigeria (NAN) in Lagos, on the sideline of a forum to mark the 2013 World Mental Health Day, attributed the situation to the absence of a mental health policy in the country.

The forum had the theme: “Mental Health and Older Adults“.

“Sixty four million Nigerians today are going through one form of mental illness or the other because everything that would cause mental illness is on the increase in Nigeria.

“Poverty is on the increase, hopelessness is on the increase, insecurity is on the increase. There is so much panic at heart, anxiety, high level depression.

“And also, there is no mental health policy in Nigeria right now; the National Assembly has been delaying in passing the Mental Health Bill.

“None of the psychiatric hospitals in Nigeria today has up to 1000 beds and we have over 160 million people.

“We have about 150 psychiatrists; we have 34 neuro-surgeons in the whole country, meaning that, one point something million Nigerians is to one psychiatrist.

“How many people can one psychiatrist attend to within the 1.2 million or 1.3 million?

“So, we are not doing enough. The human capital is not there, the facility is not there, and yet everything that could cause mental illness is on the increase in Nigeria.“

The World Federation of Mental Health, in collaboration with the World Health Organisation (WHO), set aside October 10 every year to raise awareness on mental health issues across the world.

Owoyemi urged the National Assembly to ensure the speedy passage of the Mental Health Bill to reduce high rate of mental cases.

“We need a mental health bill, a national policy for mental health; that is where to start from.

“There must be law; there must be legal framework to work with; there must be policy. That bill is what will help us to be able to do every other thing.

“If we say, let’s start putting facilities, structures, systems in place, it is the bill that will give us the legal framework to do all that.

“So, if the bill is not passed nothing else can be done, even to budget for mental health adequately, we need a bill that guides everything we do.”
