I have once received an empty message from someone I know (though she did type some texts before sending the message).  I guess the message just got lost in the GSM ether.  It also happens in the internet ether with blank email message.  So, I don't think you should be scared about that.  Technology is not foolproof.  As for the +27, Chukwu has rightly pointed out that it's the South Africa international telephone code.
