I heard it for first time also in December 10th this year, from one of the caterer hired to prepare food in a burial ceremony.

What you will do is change of ownership without plate, if you do change of ownership with plate it will take month/months before the plate number come out and the will be the real issue with your mother. This is applicable to Lagos
