TEXT OF HIS EXCELLENCY, SENATOR DOUYE DIRI, GOVERNOR OF BAYELSA STATE’S NIGERIA AT 63/BAYELSA AT 27 BROADCAST ON SUNDAY, OCTOBER 1, 2023 Time to Plant, Time to Harvest Fellow Bayelsans and dear residents of our dear state, 1. Today, like other occasions since my inauguration, on this auspicious twin occasion of Nigeria's 63rd Independence Day and the 27th anniversary of the creation of our dear state of Bayelsa, it gives me considerable joy to address you as governor. 2. As the nation grapples with the consequences of the removal of fuel subsidy, it is my fervent hope that our present difficulties will eventually be over if the right measures are implemented. 3. In celebrating 63 years of our hard-fought independence and 27th anniversary of the creation of Bayelsa State, we must recognise the similarities and aspirations that led to our founding fathers agitating for the creation of this homogenous Ijaw state of Bayelsa, which we are happy to describe as “The Glory of all Lands.” 4. In this my fourth year of delivering this address, we cannot overlook the immense progress we have made as a nation and as a state. Whereas, we cannot ignore the many challenges we still face, much has yet been achieved. The Lord has preserved us. For this and many of His benefits we are truly thankful. 5. In Bayelsa State, we have a unique story to tell. Our state, nestled in the Niger Delta region, is not only blessed with natural resources but also a resilient and enterprising people poised to show the world what it means to rise above adversity. Despite the challenges, we have remained united and focused on the task of building a better, prosperous future for our people. 6. We have been over-dependent on oil and gas for revenue and they are running out. By the grace of God, we occupy a rich and diverse ecosystem of abundance and we must be more deliberate to exploit it responsibly. In this regard, we are aggressively pushing the construction of the three senatorial roads to Ukubie, Agge and Brass, simultaneously. Our riches remain in the ocean and these roads will take us there. 7. This is not political. As a pioneer executive member of Ijaw National Congress, I know the poverty that prevails in our region and I coveted the opportunity to right the injury. 8. We are ambitiously undertaking these humongous and capital-intensive projects without neglecting investments in other critical sectors, including human capital development. 9. As your governor, I have been unwavering in my commitment to the development and progress of our beloved Bayelsa State. We have focused on key sectors such as education, healthcare, infrastructure, and empowerment to uplift our people and continue to provide them with the opportunities they desire to make a dignified living. Our goal is to provide a conducive environment that attracts investments, creates jobs, and ultimately improves the standard of living for all Bayelsans, in keeping faith with our prosperity mantra. 10. That is why we have prioritised peace, security and unity. Without peace and security, there can be no development; and without development there can be no peace and security. Security, peace and development will guarantee our future. 11. I am persuaded that this Government of Prosperity has ticked the right boxes as far as indices for good governance are concerned. And as the Bible says in Ecclesiastes 3:2, “there is a time for everything under the sun. A time to plant and a time to reap”. Our first tenure has been a planting season. With your kind endorsement, our second season will be a bountiful harvest, to the benefit of us all. 12. This point is particularly relevant because in the next few weeks, specifically on November 11, we will be holding an off-cycle election to endorse a governor for the next four years. I hope I have earned your trust to continue in office so we can harvest the fruits of the seeds of prosperity we have collectively sowed. 13. Politics is a game and must be played according to the rules. Democratic culture across the world is about ideas and ballots, not vain-glorious promises and bullets. Ours in Bayelsa and, indeed, the rest of Nigeria should not be different. 14. But we must remain vigilant, and recall the parable from the gospel of Mathew – “While men slept... his enemy came and sowed tares among the wheat.” We must ensure that we vote, that our votes are counted and that our votes count. 15. It is important to reiterate that until we institute a culture of respect for our democratic system of electing our leaders, to paraphrase the words of Emperor Haile Selassie I, "the desire for sustainable development and prosperity will remain but a fleeting illusion, to be pursued but never attained”. 16. As we celebrate this Independence Day, let us not forget the sacrifices made by our founding fathers and the heroes who fought for our freedom. Their bravery and determination have paved the way for us to enjoy the privileges we have today. We must honour their memory by working towards a Nigeria that thrives on unity, justice, and progress. 17. Today, I call on all Bayelsans and Nigerians to join hands in building a society where every citizen has equal opportunities, access to quality education, healthcare, and a thriving economy. Let us champion peace, unity, and tolerance, embracing our diversity as a source of strength. 18. In conclusion, let us not lose sight of the fact that our collective future lies in our hands. Together, we can build a prosperous Bayelsa State and Nigeria that generations to come will be proud of. May God bless Bayelsa State, may God bless Nigeria, and may God bless us all. 19. PRESS RELEASE British MP, Report Slam Oil Firms, Allege Environmental Genocide In Bayelsa *Say $12bn Required For Clean-Up In 12 Years*Gov. Diri Pledges Support, Lauds Predecessor For Oil Commission Oil pollution in Bayelsa State was on the international focus on Tuesday as the report of the state’s Oil and Environmental Commission (BSOEC) was launched at the House of Lords in London. The 211-page report titled: “An Environmental Genocide: Counting the Human Cost of Oil in Bayelsa, Nigeria,” is a detailed documentation of the over 60 years of oil exploration and pollution in the state where oil was first discovered in commercial quantity in Nigeria by Shell. The BSOEC was established in March 2019 by the immediate past Senator Seriake Dickson administration. It had as chair a former Anglican Archbishop of York and member of the House of Lords, Dr. John Sentamu, alongside former president of Ghana, John Kufuor and another member of the House of Lords, Baroness Valerie Amos, as honorary commissioners. Baroness Amos, in her remarks, said the pollution of Bayelsa by oil multinationals was scandalous and shameful, calling on the international community to take action against polluters of the environment. She said: “The research and the evidence contained in the report tell the stories that are so important. The community impact of the pollution comes through so clearly and it is devastating. “This has been on for so long. It is an absolute scandal and we should all be ashamed that we have got to this point. Those responsible, including our international oil companies, should be ashamed of the roles they have played in their refusal to take responsibility. “Talking about this being the fault of the local communities, who can see the result of this long-standing neglect and not be moved? And yet, that is what exactly happened. There has been no accountability on the part of the oil multinationals. “I understand that there are a lot of people who might not even have heard about Bayelsa. But I hope what people would be able to connect to and see as a result of this report is the scale of the human impact.” The MP stressed the need to take collective action now, saying the international community had to rally to save Bayelsa from the impact of what could be described as an environment genocide. While presenting the report, chair of the commission’s Expert Working Group, Dr Kathryn Nwajiaku-Dahou, said the document was the product of four years of tireless work put in by researchers, scientists and professionals in different fields, who went round Bayelsa communities gathering samples. “This helped us to bring to light what the commission describes as environment genocide that plagues Bayelsa today. “The Commission’s findings shine light on the pollution catastrophe engulfing the state and its underlying causes. Chief among them are the systemic failings of international oil company operators with the complicity of Nigeria’s political class and a dysfunctional Nigerian regulatory state. “The report sets out a proposal to end decades-long cycles of contamination and neglect by the oil and gas industry.” Nwajiaku-Dahou said among others, the Commission recommended concerted international action to generate and invest at $12billion over 12 years to “repair, remediate and restore the environmental and public health damage caused by oil and gas.” The Commission’s chair, Rt. Rev. Sentamu, presented the report to the Bayelsa State Governor, Senator Douye Diri. Governor Diri, in his response, commended the commissioners, researchers, non-governmental organisations and the Commission’s secretariat that painstakingly put the report together as well as the people of Bayelsa for “coming forward to make their voices heard.” He also lauded his predecessor, Senator Seriake Dickson, for his foresight and vision in empaneling the commission. Governor Diri pledged that his administration would act on the recommendations and seek partners to ensure that the report was implemented. “I, on behalf of the government and people of Bayelsa State, pledge our commitment to act decisively and speedily on the recommendations of this report. In doing this, we remain open to robust and genuine engagements with all stakeholders.” In a goodwill message presented virtually by Senator Seriake Dickson, the former Bayelsa governor said the report was very important and that he established the commission to be able to document the decades-long degradation of the Bayelsa environment and its effect on people of the state. He said this was also done to have a basis to hold the oil multinationals operating in Bayelsa and the Niger Delta since 1956 to account and to be able to shift their mindset. At the event were Nigeria’s High Commissioner to the United Kingdom, Sharafadeen Isola, former military administrator of Bayelsa State, Col. Edor Obi (rtd), chairman of the Bayelsa State Traditional Rulers Council and Ibenanaowei of Ekpetiama Kingdom, King Bubaraye Dakolo, the Amanyanabo of Okpoama Kingdom, King Ebitimi Banigo, Europe-based stakeholders in the oil sector as well as Nigerians based in the United Kingdom. But truth be told, our terrain here in Bayelsa is honestly intimidating and at this point, we as Bayelsans should support our Governor for his boldness in taking up such project. From the photos, one could see how swampy the terrain is. We should pray for God to strengthen our leader to do his best in carrying out this project that will see the people of Brass connected to the capital. Nua. |
The Prosperity Government has completed clearing of 21km (phase I) of the Nembe - Brass road. The excavation and bond wall works is currently ongoing. It will be followed by sand-filling immediately. No where else in Nigeria do Governments surmount this environmental challenges to give the people roads. Our terrain is intimidating. So when a Bayelsan Governor say, it cost more to construct a road in Bayelsa State than building flyovers elsewhere in Nigeria, it's an engineering fact. It's evidently so; because, what is pictorially presently bellow is a road under construction in Bayelsa State, crisscrossing the creeks of Niger Delta.
