The United States has defended its refusal to sell cobra helicopters to Nigeria, saying the Federal Government is free to buy fighter jets from any other country.

“Nigeria has purchased helicopters that originated in countries other than the US and nothing in our decision prevents Nigeria from obtaining weapons and equipment from other sources,” its State Department spokeswoman, Jen Psaki, said on Wednesday.

Psaki was responding to questions from journalists on the allegations by the Nigerian Ambassador to the US, Prof. Adebowale Adefuye, that Washington declined to sell lethal arms to Nigeria.

Adefuye had also told members of the Council on Foreign Relations on Monday that Washington was not doing enough to assist Nigeria in combating the Boko Haram insurgency in North-East zone of the country.

He said, “The U.S. government has up till today refused to grant Nigeria’s request to purchase lethal equipment that would have brought down the terrorists within a short time on the basis of the allegations that Nigeria’s defence forces have been violating human rights of Boko Haram suspects when captured or arrested.

“We find it difficult to understand how and why, in spite of the U.S. presence in Nigeria, with their sophisticated military technology, Boko Haram should be expanding and becoming more deadly.”

But Psaki said that the US refused to sell the helicopters to Nigeria due to concerns about the ability of the military to use and maintain them.

The cobra is a combat aircraft with the ability to climb at the rate of 8.2metres per second. It is equipped with a 20 mm M197 3-barrelled Gatling cannon in the A/A49E-7 turret (750 rounds ammo capacity).

Psaki said there were ongoing concerns about the Nigerian military’s protection of civilians when conducting military operations, adding that these had been discussed with the Nigerian authorities.

The State Department spokeswoman added, “Earlier this year, we denied the transfer of some cobra attack helicopters to Nigeria due to concerns about Nigeria’s ability to use and maintain this type of helicopter in its effort against Boko Haram and ongoing concerns about the Nigerian military’s protection of civilians when conducting military operations. We shared those concerns with Nigeria before this decision and subsequent to it.

“We’ll continue to look for ways to deepen our cooperation with Nigeria to help it acquire the systems and skills needed to restore peace and security. But obviously, we’ve provided a great deal of assistance over the past several months.”

Psaki said Washington would not have raised concerns on human rights abuses by the Nigerian military “if we didn’t feel and others didn’t feel that they were warranted.”

She assured the Nigerian government that the US was ready to help Nigeria train and improve the effectiveness of its military.

Urging the Federal Government to investigate allegations of abuses by the military, Psaki stated that the US valued its long standing relationship with Nigeria.

She said that Washington had been offering various forms of assistance to Nigeria, including sharing intelligence with its armed forces .

Psaki said, “Let me just lay out the facts of our assistance: Over the past six months, the United States has started sharing intelligence with Nigeria, began training a new army battalion and held numerous high-level discussions with Nigerian authorities on additional measures to best address the Boko Haram threat.

“We have also provided and approved sales of military equipment to its armed forces. These decisions are made, of course, after careful scrutiny to ensure they conform with the US law.”

Our correspondents could not get the Director of Defence Information, Maj. Gen. Chris Olukolade, to speak on the issue as calls to his mobile telephone did not connect.

Also, Olukolade did not respond to a text message sent to him.

When contacted, the Director, Communications Division, Ministry of Foreign Affairs, Mr. Ogbole Ahmedu-Ode, said, “I am in transit right now and I am hearing about this from you for the first time, I can’t comment on it. You may ask the Defence Headquarters.’’

A 4-year old kid from the Californian metropolis, who must remain anonymous, was arrested this morning for breaking into the internal network of the FBI on three different occasions, allegedly to gather information about his mother’s new boyfriend.4years

Bypassing all firewalls and security systems in a matter of minutes, the young boy would have been able to access the databases of the FBI, the CIA and of various police departments to verify the identity and official records of his new stepfather.

Bill L. Lewis, the assistant director in charge of the FBI’s Los Angeles Division, announced that the accused’s young age would certainly have to be taken into account, but that “considering the gravity of the crimes he committed” and the “consequences that his actions could have on the credibility the federal authorities”, the charges had to be serious.4years2

It is still unclear where the boy learned to use a computer, as he lives alone with his mother, who is an uneducated hairdresser possessing very little computer skills. In fact, there wasn’t any computer in the house until last Christmas, when the mother’s ex-boyfriend gave her a laptop. FBI agents are still analyzing all the data that they can muster on the PC and by interrogating the boy, to try to understand how he gathered the necessary knowledge over such a short period of time.

According to experts, this surprising event certainly exposes a major breach in the security of the federal organization, showing the vulnerability of its system to malicious intrusions. If a 4-year old self-educated amateur can h**k the FBI’s system, we can therefore assume that many foreign spy agencies or professional hackers are also easily capable of doing the same.

Although many questions remain about enforcement and implementation, the announcement throws the political weight of the world’s two biggest economies behind a new global climate pact to be negotiated in Paris next year. It also represents the first time China has set a date for peak CO2 emissions.

President Barack Obama and President Xi Jinping said China would aim for peak CO2 emissions by “around 2030″ but strive to get there sooner, while the United States will slash emissions by 26 to 28 percent from its 2005 level.

U.S. officials said the commitments, the result of months of dialogue between the two countries, would spur other nations to make pledges and deliver “a shot of momentum” into negotiations for a new agreement set to take effect in 2020.

“Today’s announcement is the political breakthrough we’ve been waiting for,” said Timothy E. Wirth, former U.S. Undersecretary of State for Global Affairs and the vice chairman of the United Nations Foundation.

“If the two biggest players on climate are able to get together, from two very different perspectives, the rest of the world can see that it’s possible to make real progress,” he said in a statement.

However, beyond their political significance, the targets still did not go far enough to tackle the problem of climate change, environmental experts said.

“It is a very good sign for both countries and injects strong momentum (into negotiations), but the targets are not ambitious enough,” said Tao Wang, climate scholar at the Tsinghua-Carnegie Center for Global Policy in Beijing.

China’s targets should serve as “the floor and not the ceiling”, said Li Shuo, a campaigner of environmental group Greenpeace in Beijing.

China also pledged to boost the share of non-fossil fuels in its energy mix to around 20 percent by 2030, from less than 10 percent in 2013, a move that could require 1,000 gigawatts of new nuclear and renewable capacity, but Wang said the figure took China little further than “business as usual”.

In the United States, midterm elections have given the Republican Party control over Congress, casting doubt on the Obama administration’s ability to deliver on tough climate pledges.

In a statement after the announcement, Senate Republican Leader Mitch McConnell branded the emission cuts as part of Obama’s “ideological war on coal”, adding that his priority in the new Congress was “easing the burden” of environmental regulations.

No fewer than three civilians were killed over the weekend by the dreaded Boko Haram sect in the remote north of neighbouring Cameroon.

A defence ministry source told AFP on Tuesday, November 11, that the insurgents attacked six communities.

The source who spoke on condition of anonymity said: “Six attacks were carried out almost simultaneously on Sunday,” adding that at least three people were reported killed in the attacks.0vup4pbp0x6X3SbXDuRw8SZ4Most of the fighting was said to have taken place around Kolofata and Fotokol, two districts close to the Nigerian border and have been often targeted by the extremists.

Cameroon has reinforced its military presence in the region in a bid to stop an escalation in attacks by Boko Haram.

According to Cameroon’s Communications Minister Issa Tchiroma Bakary, the army had “inflicted heavy losses” on Boko Haram in recent weeks.

UN regional chief Abdoulaye Bathily said Tuesday he was “extremely worried by the impact of Boko Haram on some countries in the region, notably Chad and Cameroon”.

Boko Haram’s five-year insurgency in Nigeria has left thousands dead. They have also extended their attacks to neighbouring countries like Cameroon and Chad.

Last month Cameroonian military had reported killing hundreds of Boko Haram fighters in separate raids.

Google is aiming to diagnose cancers, impending heart attacks or strokes and other diseases, at a much earlier stage than is currently possible.

The company is working on technology that combines disease-detecting nanoparticles, which would enter a patient’s bloodstream via a swallowed pill, with a wrist-worn sensor.

The idea is to identify slight changes in the person’s biochemistry that could act as an early warning system.

The work is still at an early stage.

Early diagnosis is the key to treating disease. Many cancers, such as pancreatic, are detected only after they have become untreatable and fatal.

There are marked differences between cancerous and healthy tissues.

Google’s ambition is to constantly monitor the blood for the unique traces of cancer, allowing diagnosis long before any physical symptoms appear.

The project is being conducted by the search company’s research unit, Google X, which is dedicated to investigating potentially revolutionary innovations.

It marks the firm’s latest shift into the medical sector following its work on glucose-measuring contact lenses for patients with diabetes and the acquisition of a start-up that developed a spoon to counteract the tremors caused by Parkinson’s disease.

Google has also bought stakes in Calico, an anti-ageing research company, and 23andMe, which offers personal genetic-testing kits.

Nanoparticles

The diagnostic project is being led by Dr Andrew Conrad, a molecular biologist who previously developed a cheap HIV test that has become widely used.

“What we are trying to do is change medicine from reactive and transactional to proactive and preventative,” he told the BBC.

“Nanoparticles… give you the ability to explore the body at a molecular and cellular level.”

Google is designing a suite of nanoparticles which are intended to match markers for different conditions.

They could be tailored to stick to a cancerous cell or a fragment of cancerous DNA.

Or they could find evidence of fatty plaques about to break free from the lining of blood vessels. These can cause a heart attack or stroke if they stop the flow of blood.

Another set would constantly monitor chemicals in the blood.

High levels of potassium are linked to kidney disease. Google believes it will be possible to construct porous nanoparticles that alter colour as potassium passes through.

“Then [you can] recall those nanoparticles to a single location – because they are magnetic – and that location is the superficial vasculature of the wrist, [where] you can ask them what they saw,” said Dr Conrad.

Unattached nanoparticles would move differently in a magnetic field from those clumped around a cancer cell.

In theory, software could then provide a diagnosis by studying their movements.

As part of the project, the researchers have also explored ways of using magnetism to concentrate the nanoparticles temporarily in a single area.

The tech company’s ambition is ultimately to create a wristband that would take readings of the nanoparticles via light and radio waves one or more times a day.

Robbers tunnelled through 125 feet of earth and concrete to break into a nationalised bank’s strong room and loot cash and valuables worth crores of rupees in Haryana’s Gohana township.

Though the robbery was discovered on Monday morning, police said the gang committed the crime between Saturday night and early Monday.

The audacious robbery – with shades of a similar crime shown in the hit Bollywood movie Dhoom -- was one of the biggest in the country in recent times and matched the sensational Chelambra bank robbery in Malappuram district of Kerala in 2007.

The branch manager Davinder Malik said the robbers managed to break open 90 lockers out of 360 at the strong room.

Gohana is in Sonepat district and around 200 km from capital Chandigarh.

The 2.5 feet width tunnel was dug from an abandoned building located across a lane of the Punjab National Bank branch at the old bus stand locality of the town.

Police found two rooms in the abandoned building filled with earth removed from the tunnel.

The robbers had also blocked the building’s windows with cardboard to hide their activities from the outside world.

Police said that the crime was planned and executed over many days, probably stretching for more a month.

Gohana deputy superintendent of police Rajeev Deshwal said they were studying CCTV footage in the bank to indentify suspicious persons in the past few weeks.

Banks, however, do not install CCTV cameras inside strong rooms.

With news of the heist becoming the talk of the town, people flocked the PNB branch throughout the day though no one was allowed inside by police.

In the Chelambra bank robbery too, robbers had drilled through the floor of the South Malabar Gramin Bank – located on the second floor of a building – to enter the strong room and loot 80 kilograms of gold and cash, the value of which was estimated to be Rs. 80 million.

Police had, however, cracked the case within a short time and arrested four of the robbers including the kingpin. The looted gold and cash were also recovered.

The kingpin had confessed to have been inspired by the Hrithik Roshan-starrer Dhoom which featured a similar heist by drilling through the floor of a bank.

Marzuki Darusman, the United Nations Special Rapporteur on the situation of human rights in North Korea, said he met “unexpectedly” with the delegation for about an hour. North Korean officials proposed the possibility of arranging a visit by human rights officials to the country.

He said they also raised concerns about the UN resolution on possible consequences against North Korea.

We’re in a prison run by Kurdish militants here in northern Syria. The Kurds won’t allow us to see the cells where the prisoners are being held. Their prisoners, they say, are members of ISIS.

When the first detainee sits down, I ask the guard to please remove his blindfold. He blinks in the bright light and clearly looks surprised to see a foreigner sitting in front of him.

The second prisoner who arrives trembled with fear when he was brought in. I introduce myself to each detainee as an American journalist.

Envoy Blames Sanctions Against Iran For Low Trade With Nigeria

The Iranian ambassador to Nigeria, Mr Saeed Koozechi, has blamed sanctions imposed on his country by the UN, U.S. and EU for the low trade between Iran and Nigeria.
Speaking at a News Agency of Nigeria (NAN) forum on Wednesday in Abuja, Koozechi said the sanctions against Iran over its nuclear programme had a crippling effect on Iran-related businesses in Nigeria.
Koozechi said banks in Iran and Nigeria could not effectively conduct transactions due to restrictions on SWIFT, a financial-messaging service for most cross- border money transfers.
He said Iranian businesses had resorted to using companies in United Arab Emirates (UAE) and Turkey to bring in their products to Nigeria.

The father of British hostage John Cantlie has died just weeks after making an impassioned plea for his son’s release. Paul Cantlie died “from complications following pneumonia”, according to a family statement.
The 80-year-old recorded a video message for his son’s Islamic State (IS) captors earlier this month, which has so far gone unheeded. The family said they had made urgent attempts to inform their son since the death last Thursday.

Aliyu Talks On Free And Compulsory Girl Child Education
The governor of Niger state Babangida Aliyu on Wednesday reiterated the need for free and compulsory girl child education so that the education deficit can be reduced.

“As a consequence of the decisions of the federal government in the 1990s, the fortunes of these public irrigation institutions such as the RBDAs began to change.
