U shd note d difference between design and development, for designing u'll definitely start with html, css and javascripts (sometimes php) in dat order. Wen u are ready to dive in deeper u can go for web development courses. Unlike web design there's no general language for developers. U go 4 a language (or set of languages dat soothes your purpose), hence u need to ask urself wat u want to develop for i.e mobile, desktop or web application. Then you can choose a suitable programmin language for development. For instance Someone who wants to develop a windows application may go for a training involving C#, MS SQL using ASP.NET Framework.
