A former Jigawa State governor, Sule Lamido , who was the National Secretary of the defunct Social Democratic Party , speaks about the annulment of the June 12 , 1993 presidential election among other national issues with JOHN ALECHENU T he former Secretary -General of the National Union of Petroleum and Natural Gas Workers of Nigeria , Frank Kokori , accused you of abandoning the struggle to actualise the June 12 mandate . Now, where was Kokori in the power equation of the South? He came on board during Babagana ( Kingibe )’ s chairmanship , when I was the chairman of Kano State SDP . When I became the party ’ s National Secretary under Chief Tony Anenih , Kokori had lost out. He was nowhere near; he didn ’t even know what was happening in the Social Democratic Party , especially how June 12 was prosecuted because after the Babagana - led executive was dissolved, Kokori simply went back and relapsed into oblivion . It is part of this story of opportunism : people coming in to latch in and exploit June 12 , because they have found a way to re- invent themselves . The annulment of June 12 was a pattern that had been established , a continuation of a tradition of disqualifying candidates to annulling conventions . It was the character of the transition . After the annulment of June 12 ( 1993) , I was called by the people who were then holding forth and I made it very clear that we were through with elections ; we will only come back to it in 1996 because we ran an election, you cannot annul it and say we should go back and hold another one. They then told me the reason why they annulled June 12. What did they tell you ? Depending on whom you are talking to . When ( General) Murtala ( Muhammed ) died , Abiola came in with a claim that he was owed , I think , about N 45 bn for contracts executed by International Telephone and Telecommunication for the Ministry of Communications. The military high command at that time said no. He went round the Emirs in the North to lobby and the emirs asked that they ( military) should please pay the money . They ( military) said they cancelled the June 12 elections because if they made him President, he would take his money and the country will become bankrupt . Those who were close to Abacha should know this, because Abacha was then one of the big shots ; they were all aware. There was this Bosnian war going on in Yugoslavia. I said sir ; the Nigerian people are very innocent . This is like the case of a Bosnian woman raped by a Christian Serb who got pregnant . Yes , it is true that the pregnancy is a product of rape but this is also my flesh and blood, I cannot kill it. This ( election) is my baby, my flesh and blood, I will not kill it . I said so. We went through a process and expenditure, the campaign , the Election Day and even the entire government machinery was involved in the election which we won and you are now coming with the excuse that you owed some money . That ’s your problem. The baby is my baby. Yes, it is a product of rape but I can ’t kill it. At that time, the Nigerian mood had been worked to go against June 12. How ? There were organised rallies all over Nigeria even National Republican Convention governors coming to support ( Ibrahim ) Babangida . In the National Assembly , ( Iyorchia) Ayu , who was the Senate President, was impeached because of his stance on June 12 . They put in Ameh Ebute and protesters were mobilised by state governors to Abuja on solidarity visits . I can also remember Hajiya ( Abibatu ) Mogaji was the arrow head of the anti- June 12 rallies in Lagos . I remember her coming to Abuja – because she was very close to Babangida – she brought women ( protesters ) from Lagos to Abuja . I mean no offence. All the mallams and clerics , Nzeribe and Association for Better Nigeria , all of them , they were all there . When I say there was too much treachery, it is true there was. Kabiru Rabiu from Kano and I went to Abiola . We saw him very frightened . He told us they were coming to kill him . We took him in a car . We were the only people he trusted in this world , Rabiu, a driver, and I , and we sneaked him out of his house in a car . The story of June 12 is a very sad history of political adventure. ( Shehu ) Yar’ Adua felt betrayed by Kingibe and he decided to punish him by instructing his supporters to vote for Abiola during the Jos convention. The ( SDP ) governors blackmailed Abiola into picking Kingibe as running mate . So many things happened . What do you make of the posthumous GCFR award to Abiola and the GCON given to Amb . Babagana Kingibe ? This administration has been on board for more than three years . It never talked or thought about June 12 . I think Professor Wole Soyinka captured it very succinctly that for the time Abacha was there , Buhari never said anything about June 12. He said by the time you were there with Abacha, you never talked about June 12 . How do you honour Abiola and then praise his tormentor? It was a case of opportunism . Simple ! Nobody was consulted . Who were the key players at that time? Call them . Call ( Prof. Humprey) Nwosu , call Tony Anenih , call Tofa , and ask what happened on June 12 . You can then , based on very genuine premise , instigate the process to make it more credible than opportunistic. The people of Kano voted Abiola and rejected Tofa , their own son . Northerners all over gave Abiola their votes against Tofa . We should see June 12 as the sincerity of Nigerian voters . The North was able to vote their son out to install Abiola . This government is simply acting on instincts about elections ; it is simply desperate for power . You spoke recently about the growing culture of hate speech especially in the North . What were you driving at ? In the North today , we have preachers insulting each other because a government has come with a culture of hate . Speak and the government will come at you, barking and harassing you to keep quiet . If you speak against any bad thing in the government – which is your right – they will take it personal and say you are speaking against Buhari . He is Nigeria ’s President, like it or not . Whether I like him or not, he is my President. Whenever I disagree with him , I will say sir , ‘I don ’t agree’ , it ’s my right . If you look at Buhari’ s campaign speeches , they are laced with hate . He was on record during the campaigns saying ‘in pursuing my ambition , cast your votes and count them. Protect it . If you are touched , kill ’ . He said it . Some have said the PDP brand is so damaged that a change of name is required and that governors Nyesome Wike and Ayo Fayose are the people calling the shots. Is this true ? Before we went into the last convention , so much was said . Wasn’ t it ? They said we couldn ’t do it. They kept on whispering into our ear . No matter what you are going to say , in any convention , there are people who determine the outcome. There are factors ; there are events and there are circumstances . There are people who guide the circumstances . There were elections in 2015. All of us in the North lost elections ; people in the South -South won their elections . They withstood all the APC machinations and onslaught. As governors , they are supposed to be visible. If my party were to be the one in Jigawa, my governor would be very , very visible, but then, we lost out. So , naturally, those who are very visible are those who won their elections in their states . For prevailing against and surviving APC , you are now condemning them ; come on, you should commend Wike , Fayose and the governors of Enugu , Bayelsa and others for having the capacity to win the elections against all the machinations. Look at Rivers State, the killings and the maiming to terrorise but they won the elections . If you say it’ s all about Wike and Fayose , whom do you want to guide us ? El - Rufai ? They were abusing us when we were going for our convention . I told them to wait for their own . They will be bringing ambulances to pick bodies. We saw what happened during ordinary congresses . They will simply kill themselves. If you become President , what would you do with June 12? If I become the President, I will put it in proper perspective . I will go into the archive and bring out the genuine results and if Abiola is the winner , I will call INEC to announce the results and I will then go through the process and make sure we pay the N 45 bn he was owed because that was the main thing they said led to the annulment . I will withdraw the honour given to Babagana Kingibe , because he doesn ’t deserve it . He betrayed June 12 and followed his kinsman ( Abacha) , going by the tribal bond , to undermine June 12. They picked Abiola and locked him up . I will put in place processes and procedure and see how best to properly honour Abiola through due process. The FIFA Disciplinary Committee has opened disciplinary proceedings against the Argentina FA and the Croatia FA over unruly fans and fined Polish Football Association 10,000 Swiss Francs. The Committee also warned Polish Football Association on Sunday because of the display of a political and offensive banner by Polish fans during the 2018 FIFA World Cup Group H match played between Poland and Senegal. The several crowd disturbance incidents involving fans of Argentina and Croatia during the Group D match on June 21 at Nizhny Novgorod caused the disciplinary proceedings. The News Agency of Nigeria (NAN) reports that the match played at the Spartak Stadium on Tuesday had seen Senegal winning 2-1. Croatia had won the match 3-0. Already, the Committee has opened disciplinary proceedings against Swiss players Granit Xhaka and Xherdan Shaqiri for their goal celebration during their match against Serbia. NAN reports that Switzerland had won the Group E match played on June 22 in Kaliningrad 2-1. In relation to the same match, disciplinary proceedings have been opened against the Serbian FA for crowd disturbance and the display of political and offensive messages by Serbian fans. Furthermore, a preliminary investigation has been opened against the Serbian national team coach, Mladen Krstajic, for alleged statements made in the aftermath of the said match. Meanwhile, FIFA has released background information on disciplinary matters at the ongoing 2018 FIFA World Cup. It said the information applied to cautions and expulsions imposed during the final competition of Russia 2018. According to the information which has now been circulated to all the teams, single yellow cards received by players would be cancelled after the quarter-finals. It also said a player would automatically be suspended from his team’s following match if he receives two cautions during two different matches,. “If a player is sent off as a result of a direct or indirect red card, he will automatically be suspended from his team’s following match. Reverend Gilbert Sambona, a
Zimbabwean Anglican priest with
the Manicaland diocese, has
been accused of having a
romantic affair with a married
parishioner.
According to Sunday Mail, Mr
Clever Ndiringepi, a church
member, claimed that the man of
cloth was in an intimate
relationship with his wife,
Bridget.
In November last year, Mr
Ndiringepi wrote a two-paged
letter of complaint to the
Anglican Manicaland diocese
leader, Bishop Erik Ruwona.
“On the 1st of November 2016, I
checked my wife’s (Bridget
Ndiringepi) phone. I went
through Whatsapp chats and
came across a disturbing chat
between her and a person saved
as Mbona Rev, with the cell
number +263 773 436 942 on
the 31st of October 2016 and
Sunday 30th October 2016.
“All these were love messages.
It’s undoubted that the two are in
love as per attached copies of
the chat. I also noticed
messages of the same nature
between the two, even in my
wife’s Netone number.
“There were also Ecocash
transfers from the Reverend to
my wife… I have become very
unsettled with this issue so much
that I am now suffering from
hypertension,” reads part of the
letter.
The Sunday Mail Society is in
possession of the alleged
Whatsapp chats between Rev
Sambona and Ndiringepi’s wife.
Following this, on November 7,
2016; the Anglican Manicaland
diocese wrote to Rev Sambona:
“The church is instituting
investigation into your conduct as
a member of the Clergy… it is
alleged in terms of Canon 24 (1)
(J) that is your conduct giving
just cause for scandal or
offense, otherwise unbecoming
a Clergyman in that, you are
being accused of the
following;“(i) Having an illicit
relationship with a married
woman namely Bridget
Ndiringepi, same who is your
parishioner at St Agnes
Chikanga Parish. (ii) See
attached the complaint letter and
extract of the Whatsapp chat.”
However, Rev Sambona
dismissed the allegations saying
some church members are out to
tarnish his image. “They are
trying to assassinate my
reputation,” he said.
In a letter dated November 14,
2016, Rev Sambona said the
case had no basis. “I hereby
categorically deny every
allegation and wish to make it
clear that I am not in a love
relationship or illicit affair
whatsoever with the alleged
woman,” he said.
However, sources close to the
issue told The Sunday Mail
Society that the Anglican
Manicaland diocese has ordered
Rev Sambona’s immediate
transfer from St Agnes Chikanga
parish to St Peters Mandeya.
The reverend is resisting the
transfer. “On February 16, 2017
after a prayerful consideration,
the church wrote a letter
informing Rev Sambona that he
has been transferred to St
Peters Mandeya but he refused.
“In violation of the transfer, Rev
Sambona failed to assume
duties at St Peter’s Chipley,
Mandeya; leaving the church
with no other option but to
discipline him,” said an Anglican
Manicaland church official who
preferred anonymity.
Anglican Manicaland leader
Bishop Rev Erick Ruwona said
the church is still probing the
matter. “We are looking into the
matter and will furnish you with
relevant information as soon as
there is a decision,” he said

With a gait less graceful, the
gaunt figure dressed in a dark
grey kaftan with a matching cap
unhurriedly climbed down from
the aircraft. A momentary,
studied smile formed on his face
as he made a cursory glance at
those who had come to welcome
him after spending 49 days in an
undisclosed London hospital in
the United Kingdom.
That was President Muhammadu
Buhari returning from his medical
leave since January 23 this year
– he got back into the country on
March 10.
“I couldn’t recall being so sick
since I was a young man,
including in the military with its
ups and downs. I couldn’t recall
when last I had blood
transfusion. I couldn’t recall
honestly; I can say in my 70
years (sic),” the President had
said at a meeting he held with
top government officials led by
Vice President Yemi Osinbajo
shortly after he arrived the
Presidential Villa, Abuja.
Today, voices within the ruling
party, the All Progressives
Congress, and the opposition,
are wary that Buhari’s state of
health and goings-on in the
Presidency are more than meet
the eye.
Few days ago, the National
Caretaker Committee of the
Peoples Democratic Party
alleged that a cabal is now ruling
Nigeria.
Prior to the PDP’s public
outburst, members of the Arewa
Consultative Forum and Arewa
Youth Consultative Forum also
expressed grave concerns about
the possibility of some people in
Aso Villa taking advantage of the
President’s ill-health to the
detriment of the country.
Prominent personalities like Prof.
Wole Soyinka and Femi Falana
have also called the number one
citizen to take a break and hand
over power to his deputy, Prof.
Yemi Osinbajo.
Though there is nothing unusual
in Buhari being sick, the former
ruling party said what was wrong
was his refusal to disclose his
true state of health.
“It is now certain that the country
is now being ruled by a cabal.
Members of the cabal are not
known. Who is in charge of the
country now? We don’t know.
Nigeria is now on autopilot. We
don’t know who is rocking the
country and who exactly is
churning out orders or exercising
the executive powers of the
President anymore.
“This can’t happen in saner
climes. We have a President
who has not been seen in public
for some days and the
government is not worried,”
spokesperson for the Senator
Ahmed Makarfi-led caretaker
committee, Dayo Adeyeye, said.
Mounting pressure on Buhari
also is an association of political
pressure groups, under the aegis
of Free Nigeria Coalition, who
called on Buhari to “urgently
seek medical attention of his
doctors in the United Kingdom
and take some deserved rest.”
Just like Buhari, former President
Umaru Yar’Adua – who hailed
from Katsina State like the
incumbent – was “so sick” in the
twilight of his administration.
With a tragic end, the former
president lost to death in a
mortal battle over his protracted
illness.
Prior to Yar’Adua’s death, not a
few people had called for his
resignation or impeachment,
among who were the former
Governor of Lagos State,
Asiwaju Bola Tinubu and Buhari
himself.
Ten years ago, Tinubu, a leading
opposition voice, had on January
18, 2010, called on Yar’Adua to
step down as the country’s
president.
“Now our dear country is living
on the edge and hanging
dangerously with FEC adrift,
while the National Assembly has
lost touch with reality; and the
word ‘national exigency’ has
since lost meaning to the
remnants of the ruling party
(Peoples Democratic Party).
Therefore, the President
(Yar’Adua) must be told, without
further delay, to transmit his
authority to Vice President
Goodluck Jonathan to take
charge of the country, in
accordance with Section 145 of
the Constitution.
“I recognise his love for his
country but this is the time to
show that love for his country by
putting the nation’s interest
above self, and not be misled by
those selfish advisers. He has
already made history be being
elected as President of Nigeria.
So, he must not destroy that
democratic institution from which
he has benefitted,” he had said.
About two months after Tinubu’s
painstaking statement,
specifically on Tuesday, March 9
– reclined in a couch, in his
Kaduna home – playing host to
chieftains of the National Unity
Forum, who had paid him a visit,
the former military head of state
and then presidential candidate
of the All Nigeria Peoples Party
in the 2003 and 2007
presidential elections, Buhari,
made a call that made front-
page headlines the following
day.
He had reportedly called for the
impeachment of Yar’Adua.
According to Buhari back then,
impeaching the former Katsina
State governor could save the
country from the political
impasse Yar’Adua’s lingering ill-
health had caused.
In sheer fervour, Buhari called
on the Federal Executive Council
to save the nation from the
political logjam by declaring
Yar’Adua incapacitated, arguing
that such declaration would pave
the way for his impeachment by
the National Assembly.
Condemning the failure of the
FEC and federal legislative body
to impeach Yar’Adua, Buhari
said, “Political expediency won’t
remedy this kind of problem
because if the FEC had acted in
accordance with the constitution,
by invoking the necessary
sections to declare the President
incapacitated, we would not
have found ourselves in this
present situation.
“As you can see, adopting extra-
constitutional measures have not
addressed the problem. If it had,
we would not have been
subjected to the raging debates
and controversy going on. So,
we must go back to the
constitution. FEC must do the
right thing, because once we
start moving away from the
constitution, then we are inviting
anarchy.”
A prominent member and ex-
spokesman for the ACF,
Anthony Sani, told SUNDAY
PUNCH that what occurred in
2010 concerning Yar’Adua is
different from what is playing out
in the Villa at the moment.
“President Buhari cannot resign
or be impeached as he advised
President Yar’Adua to do. This is
because when the same Buhari
asked Yar’Adua to resign or be
impeached, it was because
Yar’Adua had breached the
constitution by not writing to the
National Assembly notifying
them of his health challenges.
“As a result, there was no acting
president while the president
was not on seat. Most of all,
Jonathan, the FEC and the
NASS were kept in the dark of
what happened in the seat of
power. It was against this
backdrop that Buhari asked
President Yar’Adua to resign or
be impeached,” Sani argued.
Last Tuesday, the media was
awash with a chieftain of the
ruling party, Chief Bisi Akande’s
ominous statement warning of
such anarchy in view of Buhari’s
failing health.
In the statement, Akande had
said, “These are two great red
flag dangers that have the
potential of plunging the country
into unprecedented chaos and of
destabilising the gains of
democracy since 1999. The
greatest danger, however, is for
political interests at the corridor
of power attempting to feast on
the health of Mr. President in a
dangerous manner that may
aggravate the problems between
the executive and the National
Assembly without realising if, in
the end, it could drag the entire
country into avoidable doom.
“Let me warn today that those
who wish to harvest political
gains out of the health of the
president are mistaken. This is
not Nigeria of 1993. My greatest
fear, however, is that the country
should not be allowed to slide
into anarchy and disorder of a
‘monumental proportion.’”
The ACF chieftain does not think
there any cause for alarm. He
feels that since Buhari had
already put the National
Assembly and the nation on
notice concerning his
deteriorating health, it is fair that
everyone allow the President to
rest.
Sani added, “While I appreciate
the sympathy and the concern of
Chief Akande which comes with
past experiences when a group
called ‘cabal’ in the Presidency
kept the nation in the dark about
health challenges of President
Yar’Adua, and what happened in
the seat of power which resulted
in the introduction of doctrine of
necessity to overcome the
problems by making Jonathan
acting president in the absence
of a letter from Yar’Adua, it is
very important to note that the
situations are not the same.
Also, Akande’s reference to
1993 is misplaced. I do not think
there is cause for alarm.”
A president who wrote and
handed power to Osinbajo, and
who on return told the nation that
he had never been “so sick” in
his life, the northern elder
argued, is not the kind of person
who will allow some people to
take advantage of his sickness
and manage the presidency by
proxy.
In January, the President had left
Nigeria for the United Kingdom
for what the Presidency
described as “a short leave”
during which he was to undergo
“routine medical check-up.”
He was expected to resume
work on February 6 – that
medical check-up was the third
by Buhari in one year; the
President had earlier embarked
on a six-day leave in London
between February 5 and 10,
2016; following that, on June 6,
2016, he jetted out of the
country for another 10 days
allegedly to treat an ear
infection.
The last public event attended by
Buhari was the grand finale of
the 2017 Armed Forces
Remembrance Day held at the
National Arcade, Abuja. Since
his return in March also, the
President has hardly appeared in
public.
Buhari may not listen to those
calling for his resignation, or take
a pill he had offered Yar’Adua in
2010, but he promised that, “The
best way for me to repay you all

time around he gave no date of
his return.

It noted that the selling period
for the slashed fare is from
the 15th of May and
outbound travel will be from
1st of June to 30th June.
It said that BA resumed flights
to and from the Abuja
International Airport on April
20, after the Federal
Government had completed
the repairs of the Abuja

In a statement released on Sunday by Makinde’s media office on a recent publication by the Bureau of Statistics, which puts Oyo states’ domestic debt at N115.9 billion, Makinde said Ajimobi’s second term is plagued by an appetite for domestic debt and high recurrent expenditure. He said this could plunge Oyo state to into economic paralysis if not checked. The statement made available to NAIJ.com quoted the Debt Management Office records saying Oyo state owed N4.8 billion domestic debt in 2011 when Governor Ajimobi took over. This has increased by more than 2000 percent within five years, while external debt over the same period reduced by just nine percent from $78 million to $71 million. “The crave for domestic debt by this administration must be the worst in the history of our dear state,” Makinde said. “But what should worry any patriotic citizen of Oyo state is that the current debt value may have doubled by the end of 2017 because the government would have to borrow at least, approximately N100 billion, to fund the 2017 budget over which we raised alarm some months ago due to the unrealistic targets and spending.” He noted that debt is not particularly bad if borrowed fund is wisely channeled towards revenue-driving projects and infrastructure projects that yield economic productivity. “This is where the current administration failed woefully, always throwing money at problems without well thought- out solutions, impact and outcomes. “My policy team has carried out a profile of Oyo state and we have come to the conclusion that the state - with a prime place in history, large arable land, presence of education and research centres - can become the most attractive place to live, visit and work in Nigeria. "Our assessment also showed that the resources that have accrued to this administration were enough to steer the state in this direction,” he added. Makinde claimed that the danger that lies ahead for Oyo state requires a more innovative solution under the guide of focused governance. Nigerian Army has denied
reports that it manhandled at
least one woman in Abia state.
The report said the Army denies
arresting any woman during a
meeting of the Indigenous
People of Biafra (IPOB) held at
Abriba, Abia state on Friday,
May 19.
The Army’s denial was contained
in a statement released in Awka,
Anambra state on Saturday, May 20. Colonel Sagir Musa, Army Deputy Director Public Relations, 82 Division, described claim by IPOB that its female supporters were attacked and molested by soldiers and other security agencies as false. He accused the IPOB of stage- managing the protest for cheap propaganda. He said: “Let me make it clear that the drama and the allegation that followed were deliberately staged by IPOB. The allegation, just like others before it, is false, sheer IPOB’s propaganda to discredit the Nigerian Army, which at the moment, they will not succeed. “Hence, I was able to confirm from the Officer in Charge of the patrol of Abiriba and its environs, Major Danjuma Ali and the Divisional Police Officer in charge of Abiriba, Superintendent Titus Ugwuoke who briefed me, there was no truth in the IPOB’s accusation.” The video showed women in the state chanting at the top of their voices. According to Facebook user, Chukwuebuka Idoko, the women who were part of the Biafran women conference held in Abiriba, Abia state were chased from the stadium which they used as venue, by soldiers. The women in turn went on protest against the actions of the soldiers, with some of the women going unclad to protest. |

The suspected Fulani herdsmen

Meanwhile, an eyewitness said
the attack might be because of
the resistance from the victims
against the destruction of their
farm crops by the herdsmen’s
cattle. Reports have it that Chisom Gbali, the caretaker committee chairman of Oyigbo local government area, has confirmed the killing. NAIJ.com gathered that Gbali said the deceased were attacked and killed by the suspected Fulani herdsmen in their farmlands. He said: ‘’We woke up this morning to hear the story of the two people killed by the Fulani herdsmen. ''I don’t actually know the reason for the killing. But, I believe that has to do with destruction of farm crops by cattle. ''The victims, I learnt, had questioned the motive behind the destruction of their crops by the herdsmen’s cattle. ''There might have been hot exchanges between the victims and the herdsmen. One of the victims was from Tai." He further disclosed that seven persons have been arrested in connection with the incident. Rivers state police command spokesman Omoni Nnamdi said he has not been told about the incident. He was said to have died of a
heart attack. Mr. Anenih suffered the heart
attack while playing lawn tennis at

Also, India has arrested 14 foreign nationals for smuggling drugs into the city with Nigerians making up 13 of them and one from Ghana. Just a week ago, the police arrested one Nigerian from Kopar Khairane who had come to sell mephedrone rock and powder. On the issue of foreign nationals, several Bangladeshi were arrested for currency fraud, theft and other forms of crime but none for smuggling drugs. Tushar Doshi who is the deputy commissioner of police said: “When it comes to drug smuggling by foreign nationals, by and large all the criminals are from Africa in general and from Nigeria in particular. The number of foreign nationals including those from Africa has also increased in the city over the past two years.” He explained that they worked in networks and also in other cities. Maya More who is the police inspector from the anti-narcotic cell said: “These criminals collect their drugs from people in their networks and then smuggle those to different cities. The biggest problem faced while trying to get details about their business is the language issue. We cannot interrogate them properly after their arrests, as many of them cannot speak proper English or any Indian language.” Amit Shellar who is the police sub-inspector from the anti- narcotic cell said: “Most of the Nigerians arrested for drug smuggling, had come to India on a business visa. Initially, they would export garments from Mumbai to their country. However, when their business would fail, they would trade drugs for easy money.” An officer who spoke on the condition of anonymity added that “They initially target students from the affluent families and help in forming a habit of taking the drug. Once they create a good number of customers, they keep selling it to them.” |

The former member of the House of Representative said he was strongly against the structure of zoning as it causes problem when something unexpected happens. He said: "The constitution of Nigeria provides that if the president is either sick or otherwise incapacitated physically or mentally, there are certain steps to be taken. But I don’t believe we are there yet. My concern is not about whether the President is sick or not, but the way the sickness is being treated. From the day Buhari came back into Nigeria, it was clear that he had been ‘hijacked’ – the Presidency has been held captive by a cabal, as we know them. Now, whether the cabal has the right to do that is another matter because the constitution does not provide for any group of people – whether they are personal blood relations or friends of the President or his cronies. They have no right to deny Nigerians access to the President. But if doctors decide not to allow him see some people, that should be stated in statements which are coherent and medically knowledge-based. But what we have been seeing is abracadabra, with everybody telling his own lie by saying that the President is either praying or going to the office or to the mosque. "These do not allay fears. Our concern is: What is the state of health of our President? If we know this and have it on good authority, tempers will not flare. I noticed from the last time he came back to the time he went back, there have been a group of people making very irresponsible statements. They are saying that some people are planning confusion. Someone claimed that he cried because Buhari was unable to attend the wedding of his (Buhari’s) grandson – certainly, that old man was lying. We’ve seen all sorts of people who are now bringing up all sorts of animosity within the ruling party that some people are responsible for some people not being given appointments or denied the opportunity to be picked as vice president. These are very dangerous gimmicks. Dangerous, because there is a problem of sensibilities; those of us who have opposed zoning and rotation since the 1970’s have continued to say that this is not a very healthy situation and it is not in the interest of the country." He noted that the Peoples Democratic Party (PDP) tried zoning but it did not work and that the same outcome is likely to happen in the ruling party. "The zoning in the Peoples Democratic Party has not worked. Now it is trending in the All Progressives Congress. It is either we fix it or ship it out altogether. If that is not done, then you have to go back and redress it by saying that in the course of zoning and rotation, (Umaru) Yar’Adua died in office. The years he ought to have spent in office were not compensated for. Those who are claiming that Yar’Adua was theirs or that he came from their region did not get the compensation that was due to them. We are now having a situation whereby Buhari is sick – whether he resigns or God forbid, something else happens, we are going to have the balance of Buhari’s years taken over by someone else from outside the zone Buhari comes from. What are we going to do? Are we going to say okay, nothing has happened, let’s carry on? "They invoked the so-called Doctrine of Necessity and carried on. Whereas you can ignore agitations from people who didn’t win an election, you cannot ignore agitations from people who won an election. I have no doubt in my mind that Buhari won an election. What he has done with the mandate is another matter and I have been very critical about what has been happening. But the fact of the matter is, those who see Buhari as their representative and are not being treated justly are going to claim their own rights and the only way you are going to resolve the issue is that after Buhari’s administration, you have it zoned to a certain part of the country for eight to 10 years. Whether this makes sense in a democracy or not is beside the point, because I don’t support zoning and rotation. You should ask those who support it and see whether they can continue with the system." "Because clearly, there are so many unforeseen circumstances that can come up in the process of zoning and rotation for which there is no remedy. And, if we don’t have a remedy for it, it may lead to the breakup of the country. We should be very careful. It cannot be the kind of thing which happened under Yar’Adua whether you call it divine intervention or Doctrine of Necessity. This time around, the concept has to be revisited and those who have lost out twice have to be compensated. Mr Avwomakpa is the son of the South-South Chairman of the Christian Association of Nigeria (CAN), who was illegally arrested by DSS operatives in February 2017. Justice T.B. Adegoke who gave the ruling on Tuesday, May 9, ruled against the Director-General of the DSS and the Delta state director.
