I lived in Katsina 4 almost 3 years and almost all the roads are all good. There's no road linking towns that's not tarred. From Katsina, Batagwarawa,Binugwari, Daura to Funtua are all smooth. And we all knw Katsina doesnt make as much as Akwa Ibom, Bayelsa or Delta.I dare u to check Google image whether u'll see any bad road like the above in Katsina.

They buy crude, refine and resell.
Dangote can buy crude from anywhere in the world.
