Politics / President Buhari Approved Oil Contracts From His Sick Bed - Maikanti Baru by Elose11(m): 11:58am On Oct 11, 2017
President Muhammadu Buhari was granting approvals for oil deals to the Nigerian National Petroleum Corporation during the time he was on his sick bed in London – and when he had relinquished presidential powers to his Vice President – the head, Maikanti Baru, has indicated.

Mr. Baru said Mr. Buhari approved at least two separate oil contracts on July 10 and July 31 worth $1 billion and $780 million, respectively.

The N640.8 billion contracts (at N360/$ exchange rate) were approved when Mr. Buhari was receiving treatment for undisclosed ailments in London, and when he was not supposed to be exercising presidential powers, having named Vice President Yemi Osinbajo acting president in a formal correspondence to the National Assembly.

Mr. Buhari was flown to London on May 7, barely two months after he returned from his first 2017 medical vacation which saw him spend 50 days in the United Kingdom.

On May 9, a letter Mr. Buhari wrote to the Speaker of the House of Representatives and President of the Senate notifying them that he had relinquished presidential authorities in accordance with the Nigerian Constitution was read on the floor of both chambers.

Despite rumours of his early return, Mr. Buhari ultimately spent 103 days receiving treatment in London, returning on August 19.

On August 21, the president notified the National Assembly of his return in writing, saying he had “resumed” his “functions as the President of the Federal Republic of Nigeria with effect from Monday, 21st August, 2017.”

Mr. Baru revealed that Mr. Buhari had been exercising presidential powers by granting approvals for NNPC joint venture contracts when he was supposedly on his sickbed and not exercising presidential powers.

The disclosures were made when the NNPC responded – on behalf of Mr. Baru – to the allegations of contract fraud and insubordination raised by Ibe Kachikwu.

Mr. Kachikwu, the Minister of State for Petroleum Resources, had in an August 30 memo to Mr. Buhari said Mr. Baru unilaterally approved contracts without recourse to him or the NNPC board, amongst other concerns. The memo surfaced on social media on October 3, sending ripples through the country’s polity.

On October 9, the NNPC responded to Mr. Kachikwu’s allegations by publishing the above contract details, which it said was at the instance of Mr. Buhari, who had kept mum since the scandal broke.

But a look at the dates of the three contracts shows that two of them received presidential approval on dates Mr. Buhari was not in the country, July 31 for the second contract with Chevron Nigeria and July 10 for the contract with Shell. Mr. Baru’s name was placed against the contracts as the person who administered the contract in his capacity as the Group Managing Director of the NNPC.

Only the September 1, 2015, contract which Mr. Kachikwu oversaw during his tenure as the GMD of NNPC received presidential approval on a date Mr. Buhari was in the country and wielding presidential powers.

A compilation of Mr. Buhari’s travels reveals that he was in the country from early August 2015 when he returned from Cotonou until September 7 when he visited Accra.

But while it is clear that the presidential approval granted when Mr. Kachikwu was the head of NNPC happened when Mr. Buhari was exercising presidential powers; it appeared like Mr. Baru received his approval when Mr. Buhari was in London.

GETTING OSINBAJO’S CONSENT
In his memo to Mr. Buhari, Mr. Kachikwu stated that when Mr. Buhari was unwell in London for several months between May and August, Mr. Baru tried to get direct approval from Acting President Osinbajo for some personnel changes at the NNPC.

But Mr. Osinbajo asked Mr. Baru to go back to Mr. Kachikwu and get his input and approval first before making the changes. Mr. Baru refused to consult Mr. Kachikwu on that.

For weeks, the changes were not made, until Mr. Buhari returned on August 19. By August 29, Mr. Baru announced the changes.

This prompted Mr. Kachikwu’s letter to the president on August 30, complaining that he learnt of the development in the media.

Sources at the presidency corroborated Mr. Kachikwu’s claim that Mr. Osinbajo rebuffed Mr. Baru’s attempts to get presidential approval behind Mr. Kachikwu.

Neither the vice president’s office nor Mr. Baru also denied that claim by Mr. Kachikwu.

Muslim Rights Concern (MURIC) has listed its demands to the All Progressives Congress (APC) restructuring committee.

MURIC 6-point demand is contained in a statement on Monday by Professor Ishaq Akintola, its president.


It reads: “One: Nigerians enjoy a total of eight (cool public holidays in a year. These are Christmas Day, Boxing Day, New Year Day, Good Friday, Easter Monday, Id al-Kabir, Id al-Fitr and Maulud an-Nabiyy. Five (5) of the eight holidays belong to Christians (Christmas Day, Boxing Day, 1st January, i.e, New Year Day, Good Friday and Easter Monday). Only three (3) holidays belong to Muslims, viz, Id al-Kabir, Id al-Fitr and Maulud an-Nabiyy.

”Restructuring should give Muslims 1st Muharram. This will bring the total number of Muslim holidays to four while Christian holidays remain five.

”Two: Christian marriages contracted inside churches or registries are held sacrosanct everywhere in Nigeria whereas Muslim marriages (nikah) are not recognized for any official purpose. Muslim couples find themselves in a cul de sac each time they presented their Islamic marriage certificates for official purposes. It is paradoxical that in a democracy, one marriage conducted by a religious group is acceptable while the other is not. What kind of constitution is Nigeria using?

”Islamic marriages should be recognized in all official circles where Christian marriages are recognized. The Nigerian Marriage Act (1990) should therefore be revisited.


”Three: Nigeria has a two-day weekend, viz, Saturday and Sunday. Saturday was a half day during the colonial era and Sunday was the only full day at the weekend. However, Saturday was made a full day to favour the Seventh Day Adventists, a Christian denomination during the regime of General Yakubu Gowon, a Christian military ruler. It is very clear, therefore, that the two weekend days recognized in Nigeria belong to Christians while Muslims have none since Friday, the Muslim day of worship, remains a working day.

”It is pertinent to note that Friday was a work-free day until the British brought Christianity and stopped Muslims from enjoying their Allah-given fundamental human right. The relief we are seeking through restructuring is that Friday should be declared free to assume parity with the Christians’ Sunday. While we are not seeking anarchy, we are confident that the Federal Government (FG) has all the paraphernalia of administration to work out the modalities.

”Four: Immigration officials engage in regular stereotyping of Muslims who apply for international passports. They intimidate Muslims particularly at the point of taking pictures. Muslim males are ordered to remove their caps; Imams are coerced into removing their turbans; bearded Muslims are compelled to shave or trim their beards; hijab-wearing Muslim women are made to remove their hijabs or ordered to draw their hijab backwards to reveal their ears. The same scenario plays itself out in driving licence, national identity card offices and during registration for elections.

”In the process, thousands of Muslims have been denied international passports, driving licences and national identity cards while millions have been disenfranchised during elections. The authorities must find a way of stopping the persecution and profiling of Muslims.


”Five: Uniformed groups in Nigeria, including the army, police, uniformed voluntary groups, nurses, the National Youth Service Corps (NYSC), students of primary and secondary schools, etc, use uniforms designed by the Christian colonialists. These uniforms should have been reviewed after independence because they only suit the Christians. Some of them constitute breaches to Islamic dress code and offend the sensibility of Muslims who are compelled to wear the uniforms regardless of their inner feeling of resentment.

”In view of the fact that Western countries like Britain, Canada and the United States have designed uniforms with hijab for their female Muslim police, soldiers, students, etc, Nigeria’s restructuring authorities should borrow a leaf from those countries.

”Six: There is no single Shari’ah court in South Western Nigeria where Muslims constitute the majority. This is contrary to what obtained in Yorubaland before the advent of the British. There were Shariah courts in Ede, Iwo, Ikirun, Ibadan, etc. Yoruba Muslims are now compelled to take their civil matters like inheritance, marriage, etc to Christo-Western courts. This is preposterous and unacceptable.

”We demand the establishment of Shariah courts in all South Western states including Edo State where there is a significant percentage of Muslims.

”We call the attention of FG and the restructuring committee of the APC to the above six reliefs. Muslims are in bondage in this country and we believe that restructuring should emancipate people in captivity. APC promised change. This change can only be meaningful to us if it breaks the shackles around our necks. We have begged enough for the restoration of our Allah-given and fundamental human rights. We are tired of begging. Restructuring is about reapportioning the dividends of democracy such that it goes round and it is not restricted to one section.

”Colonial administration was grossly unfair to Muslims. Nigeria was Christianised by Britain and Muslims bore the brunt. We suffered forceful conversion, denial of rightful employment and even worse forms of persecution. But what is most disappointing is the policy of exclusion adopted by post-independence governments.


”On a final note, we demand full integration and full recognition as bona fide citizens of Nigeria, not second or third class citizens. We are the aggrieved party. The British most brutally and most unjustly took all we had from us, giving us nothing in return and offering no relief. It has continued to give us a feeling of rejection, marginalization, denial of the dividends of democracy and lack of a sense of belonging. The time for redress is now and our six-point relief is here for all to digest.”

A Chieftain of the ruling All Progressives Congress (APC), Alhaji Buba Galadima, has said that if he were to be the Independent National Electoral Commission (INEC), he would have deregistered the APC because its leaders have refused to abide by the rules they set.
Galadima stated this on Wednesday in the Hausa Service of the BBC. According to him, if he were to be INEC, he would have seized APC’s certificate of registration because three (3) years after establishment of the party, it is yet to hold a single Board of Trustees (BoT) meeting, adding that it has also failed to deliver on any of its promises.
“APC does not deserve to be a political party; its constitution clearly states that the BoT, the National Executive Committee (NEC) and the National Working Committee must meet once every three months.
“Now, since the registration of the party, was there any time that the BoT met? The party never referred to its founding fathers to gauge their mood and to know their feelings on whether it is on the right track or not.

“I’m one of the nine people who signed the MoU for the establishment of APC based on certain agreements and ground rules. Sadly, none of these promises have been met and Nigerians cannot endure uncertainty anymore,” Galadima said.
“I detest a situation whereby some people would hang the survival of APC on one individual; the party belongs to all of us, Nigerians. Politics and political power are transient and we must look ahead of time,” he added.

If someone as low on the power ladder as me knew both Kachikwu and Baru are about to be fired, then I know BOTH PARTIES themselves know. Which brings me to WHY that memo to the President was leaked and WHERE the leak came from and WHY it was leaked.

Before we get to that point let's examine some recent history. When President Buhari came to power in 2015 Mr. Baru was the most senior GED within the NNPC structure. It was he who made the initial recommendation to the president on the needed reforms that the government initiated.

Mr. President however chose to appoint Mr. Kachikwu a private sector guy (he is rumored to have been recommended by TY Daniuma) and Kachikwu was given a dual role of not only the Minster of State (MOS) and Chairman of the NNPC board but also made NNPC GMD, given him unfettered powers.

Now the first thing Kachikwu did was to post Baru the most senior GED away from the NNPC to the Ministry as Technical Adviser Gas a more or less redundant position. For the whole year Baru was there he had no office. The joke was that Kachikwu's. people would see him loitering around the ministry and say "Oga wetin be dat your name again? Minister say make we find you office".

On the reforms Baru initiated in the NNPC Kachikwu added two principal things: he renamed the GEDs as COOs and changed the reporting structure of the GGM NAPIMS and GGM NPDC who historically reported to the GED E & P who then reported to the GMD to report directly to him Kachikwu as GMD. Baru reverted the NAPIMS and NPDC structure back to status because it delayed their work having to report to GMD and he re-Christened the GEDs as GED/COO when he came back as GMD.

While Baru was in the wilderness, Kachikwu loomed large. He appointed new GEDs now COOs and and bestrode the industry. But rumors started to fly about "business". His brother who was a known wheeler dealer in Abuja became the go to guy and began to call shots. Nothing is hidden under the sun and when information began to filter to the villa even though perhaps not with enough proof the FG now felt it was unwise to create another "superman" like Dieziani who controlled everything in the industry, they chose to revert to status quo and divide both positions.

The Minister is the bigger post theoretically and Kachikwu got that. The GMD reports to the minister but in reality that is where the "pot of soup" is. Any minister needs to be in a good relationship with his GMD otherwise he will be "empty" if you know what I mean. Well as fate will have it, it was the same Baru who was treated with disdain by Kachikwu that now got the GMD position by virtue of his seniority.

The truth, Baru and Kachikwu are barely on speaking terms. If Kachikwu needs anything from NNPC he goes through Rabiu GED E&P who was he (Kachikwu's) appointee but that is a function of the personal relationship between both parties and the history of how he was treated. Rabiu himself needed to be careful so as not to offend the GMD his immediate boss while seeking to please the minister. The real struggle is about resource, it always is.

Both have being firing memos to the presidency reporting each other from day one. This I understand has culminated in the decision that they would both go. Baru also is battling personal problems including severe health challenges. The announcement of the shake up in the industry is expected to be have happened before the independence holiday.

So no surprises that that memo leaked now, I am confident that memo leaked from the MOS office and it is a face saving, pre-emptive action against a known outcome. So now for those who always seek the TRUTH they can now understand the WHY and HOW. As expected people will put all sorts of spin to the situation but this is the real situation.

Both parties will leave in the next few days, I will put a dollar on that and people are just saving face. The pot of soup in that industry is too large that even an angel will stain his white garment with oil if appointed which I suspect is why PMB retains the substantive Minister portfolio. In fact there are no angels in our public service. Most screaming now will line up with application for allocation if whoever is in power is their person.

Let's not be fooled, Nigerians!

The Personal Assistant to President Muhammadu Buhari on Social Media, Lauretta Onochie, Wednesday, said that CNN commended Buhari for his wonderful speech at the 72 session of United Nations General Assembly, UNGA, in New York, noting that he spoke as President of Africa.
Recall that Buhari, in paragraph six of his speech said, “In the last year, the international community came together to focus on the need for gender equality, youth empowerment, social inclusion, and the promotion of education, creativity and innovation.
“The frontiers of good governance, democracy including holding free and fair elections, and enthronement of the rule of law are expanding everywhere, especially in Africa.
“Our faith in democracy remains firm and unshaken. Our regional organisation ECOWAS came together to uphold democratic principles in The Gambia – as we had done previously in Cote D’Ivoire.”
On that note however, Onochie went to her facebook handle and said “Not that we didn’t know it, but @MBuhari’s Leadership role in Africa has received a boost with CNN admitting he spoke as President of Africa.”
Mr. President is currently at New York for the general debate of UNGA 72 session, while report has it that Vice president Yemi Osinbajo presides the Federal Executive Council meeting.

The embattled Minister of Women Affairs, Amina Alhassan has threatened to expose Kaduna State Governor, Mallam Nasir Elrufai and his role in Chibok girls kidnapping.

The Minister said she was surprised that a dirty character like Elrufai could even have the gut to comment against her preference for Alhaji Atiku Abubakar for 2019 Presidential race.

She said, there are lot of things Nigerians needs to know about the planning and execution of Chibok girl kidnapping because those behind it will be unmasked very soon. The intention was very obvious, to defame and blackmail PDP and Jonathan out of power.

The Minister became angry by the comment credited to Elrufai where he was quoted as saying that Buhari was severely warned not to appoint Amina Alhassan as Minister.

Mallam Elrufai said Amina Alhassan’s leaved Video, an indication that she has never been loyal to President Buhari from day one, noting that her loyalty lies with someone who is not even ready to support the party to success just because the person also want to become a president

In her response, Amina said those who know history well could tell about the treacherous nature of Elrufai who can go to any length to stab anyone just to rise politically, she said Elrufai was a nobody who was as poor as church rat if not for Atiku that brought him to political relevance.

The same Elrufai was among those who plotted against Jonathan by tactically supporting Boko Haram and Kidnapping of Chibok girls, the information is out there where he lied that Jonathan wanted to kill him and other top members of APC by raising a false alarm about sniper list. No sane Nigerians will take Elrufai serious because he is an unrepentant addicted liar.

The same Elrufai who claimed to be loyal to president is sponsoring some bloggers and his errand boys in the media to keep attacking and defaming Buhari, at least Nigerians and our party can see his deliberate action to blackmail the President when he released his memo to the media which was supposed to be a confidential memo to the President in his bid to tarnish and embarrass Baba Buhari.

I am not a coward, Buhari is my President and one of the fathers of my party APC, if I can’t be real with my choice of Atiku, then it would amount to eye service, I am not that kind of person.

Former President Obasanjo through his book “My Watch” gave a valid description of who the midget Elrufai is, he thrives on stabbing the hands that fed him just to rise politically, he can lie and kill so far he will rise in his political career not minding the pain he is inflicting on others, one of such is his supervision of mass killing and hurriedly burying of over 1,000 Shiites killed in Kaduna.

I will personally meet with President Buhari and explain myself to him, I am not afraid of anybody in the party, after all I am a politician, for those who have gone ahead to plant a corruption story about me in the media, you are just wasting your time she added.

The Police Service Commission on Wednesday described as “authentic” the retirement letter of Senator Isah Misau, Chairman Senate Committee on Navy.

The News Agency of Nigeria recalls that the Nigeria Police Force on August 27 declared Misau a “deserter”, and accused him of carrying a forged retirement letter.

NAN also recalls that Misau was invited by the Commission to appear before its special panel investigating the genuineness or otherwise of the two letters of retirement emanating from the Commission.

Misau, in a series of interviews with newsmen, accused the Inspector General of Police of taking bribe to post police officers as well as diverting for personal use money paid by private companies for police duties.

The Head, Press and Public Relations of the Commission, Ikechukwu Ani, told NAN in Abuja that the committee confirmed that the letter was issued by the Commission.

He said that Misau, who did not appear before the committee, did not give any reason for his absence.

Ani said the retirement letter with Ref. No: PSC 1034 Vol.8/244 was issued on March 4, 2014, but took effect from December 1, 2010.

He said Misau’s retirement followed due process and was based on a recommendation from the Force Headquarters.

The op was being clever by half. The South East leadership in the federal civil service did not come about by equity, fairness or any political advantages. They got such numbers by sheer business acumen. Otherwise called cash and carry. Whereas other zones are reluctant to buy slots in the civil service, my south east brothers are willing to pay any amount for such jobs. Just as they do for contracts, lands, etc, wherever they are rated highest, its their money and ability to take risk that is going for them. The system is definitely rigged against them in any political contest.

The Nigeria Police has asked a serving Senator to return to service on the grounds that he did not legitimately resign from the Force.

Senator Isa Hamman Misau is being wanted by the police for alleged forgery and desertion from the Police.

The Police in Nigeria is insisting that Misau is still a Policeman and should not be a Senator.

Misau is currently representing Bauchi Central Senatorial District in the National Assembly.

On Friday, Sen Misau, who is Chairman, Senate Committee on Navy and member of the Committees on Police Affairs and Intelligence, condemned what he described as “series of fraudulent practices in the running of the Nigerian Police”.

Addressing National Assembly Correspondents on Friday, Senator Misau, who is a retired Deputy Superintendent of Police (DSP), said that a high level of corruption had been noticed in the handling of monies allegedly being collected by the police as payment for special security services rendered by the Police to corporate bodies, oil firms and highly placed citizens in the country.

The lawmaker also accused the Inspector General of Police, Ibrahim Idris, of extorting money from Commissioners of Police, State Mobile Commanders and SPU Commanders.

But the Police spokesman, CSP Jimoh Moshood has asked the general public and indeed the Senate to dismiss statements credited to Senator Misau, saying everything he said about the IGP and the Police are false.

According to Moshood, Senator Misau is “a habitual and unrepentant liar.”

“His real name in the Police is DSP Mohammed Isa Hamman, with Police number AP No. 57300. He is still a Police Officer and not a Senator because his name is still in the Police Service.
“Senate will do the nation good by asking him to return to the Nigeria Police Force to face disciplinary committee and answer all the charges bordering on serious misconduct, unprofessional wrong doings as earlier contained in our press statement released today.
“We want the public to know that he is not fit and proper to be a Senator of the federal republic of Nigeria; because that purported retirement letter he displayed today was forged.
“All DSP Hamman was saying were cheap blackmail, distraction and deliberate acts to derail investigation.
“So the force will want the Senate Ethics and Privileges committee which we have confidence and trust into see reason to ask him to dress up in his police uniform to come and appear before police disciplinary committee to answer charges against him.
“The IGP has no use to distractions DSP Hamman is instituting before the public, and no matter the position any person is, once he or she runs afoul of the law, he will be made to answer the charges,’’ Moshood stated.

“My dear citizens,
I am very grateful to God and to all Nigerians for their prayers. I am pleased to be back on home soil among my brothers and sisters.
In the course of my stay in the United Kingdom, I have been kept in daily touch with events at home. Nigerians are robust and lively in discussing their affairs, but I was distressed to notice that some of the comments, especially in the social media have crossed our national red lines by daring to question our collective existence as a nation. This is a step too far.
In 2003 after I joined partisan politics, the late Chief Emeka Ojukwu came and stayed as my guest in my hometown Daura. Over two days we discussed in great depth till late into the night and analyzed the problems of Nigeria. We both came to the conclusion that the country must remain one and united.
Nigeria’s unity is settled and not negotiable. We shall not allow irresponsible elements to start trouble and when things get bad they run away and saddle others with the responsibility of bringing back order, if necessary with their blood.
Every Nigerian has the right to live and pursue his business anywhere in Nigeria without let or hindrance.
I believe the very vast majority of Nigerians share this view.
This is not to deny that there are legitimate concerns. Every group has a grievance. But the beauty and attraction of a federation is that it allows different groups to air their grievances and work out a mode of co-existence.
The National Assembly and the National Council of State are the legitimate and appropriate bodies for national discourse.
The national consensus is that, it is better to live together than to live apart.
Furthermore, I am charging the Security Agencies not to let the successes achieved in the last 18 months be a sign to relax.
Terrorists and criminals must be fought and destroyed relentlessly so that the majority of us can live in peace and safety.
Therefore we are going to reinforce and reinvigorate the fight not only against;
• elements of Boko Haram which are attempting a new series of attacks on soft targets
• kidnappings, farmers versus herdsmen clashes,
• in addition to ethnic violence fuelled by political mischief makers. We shall tackle them all.
Finally, dear Nigerians, our collective interest now is to eschew petty differences and come together to face common challenges of;
• economic security,
• political evolution and integration
• as well as lasting peace among all Nigerians.
I remain resolutely committed to ensuring that these goals are achieved and maintained.
I am so glad to be home.

Good riddance to bad rubbish! Good for Okonoboh. When Oshomhole removed Edoror before the last election, the Esans, that is Edo central, complained on their marginalisation by the Oshomhole administration. To get their votes, the speakership that had been given to the Binis was hurriedly given back to the Esans.
Well my people, election is over. They have taken it back. Whereas Edo south have the governor, minister and apc national chairman, and the Edo north have the deputy governor and now speaker, Edo central have nothing.
The marginalisation of the Esans by Oshomhole has continue with this Obaseki govt. Infrastructurally, Esans are suffering.

The high expectations of members of the Re­deemed Israel Commu­nity of Nazarene Association (RICON) on a possible ances­tral link between Igbo and Jews have been dashed.

The international President of Jewish Voice Ministries, Rab­bi Jonathan Bernis, announced that the result of saliva samples taken in Nnewi had shown that the Igbo were not Jews.

Members of the group had gathered at Uruagu-Nnewi to collect what would be the con­firmation/ Deoxyribonucleic acid (DNA) test result of Ndig­bo’s claims that Igbo are descent of Israel got to the venue as ear­ly as 9.00am on Saturday for a result that was to reshape the relationship of Igbo and Israel.

Rabbi Bernis who read the report from a laboratory based in Houston, Texas, the United States of America (USA) said that the result of the samples taken from Nigeria random­ly on some people in Igbo­land bear no semblance with the ones in the data base of the laboratory.

The Israeli in company of three of his compatriots said that none of the 124 specimen taken from Nigeria matched the samples in the Houston labora­tory which has 17 years’ experi­ence in DNA business.

He however said that the result does not rule out the claim of Igbo to Israeli descent as more research would still be made to authenticate the claims.

The President of RICON, Bishop Ignatius Orizu (JP) while commenting on the DNA result said that the result would not deter the organisation from continuing to research into the claimed descent of the Igbo from Israel.

He pointed out that the tra­dition, religion and culture of the Igbo long before the arrival of the missionaries have great semblance with that of the Is­raelis.

Bishop Orizu who said that there are many books in circu­lation that collaborated the claim of Igbo to Israeli decen­cy however urged the congrega­tion not to lose hope as science is always in the business of dis­covery and recovery.

He appealed to the Feder­al Government to recognise the Jews in Nigeria and proclaim Yaweh’s Feast of Passover, trum­pets, atonements, tabernacles among others as public holidays as approved for Christians and Moslems during Christmas, New Year and Easter.
Saliva samples were col­lected from Igbo community for Y25, DNA test on February 6 and 7, 2017 at Nnewi, Anam­bra State.
