Federal Government may have completed arrangements to change the colours of Naira notes, possibly to render the billions stashed by looters, useless.
At this point, no cash deposits exceeding N150, 000 will go unnoticed, and amounts above that will be scrutinised and classed as money laundering.
Since taking oath of office on May 29, 2015, president Buhari has introduced a number of silent measures to get rid of corruption and bring looters to book.

Politics › Ajimobi Declares Assets by Elslim(op): 6:14pm On Sep 08, 2015
BY OLA Ajayi
IBADAN—GOVERNOR of Oyo State, Senator Abiola Ajimobi has made good his promises to declare his assets towards running a prudent and transparent government.

It will be recalled that Governor Ajimobi, during his campaign, prayed “God to stop him from becoming governor, if he will get there and spoil the reputation of his family.”

The governor in the Assets Declaration Form for Public Officers deposed at the Registry of the State High Court, Ibadan, before Justice Ladiran Akintola, two days to his swearing-in, said he had no money in any foreign bank.
He stated in his assets declaration as made available by his Senior Special Assistant on Public Communication, Dr. Festus Adedayo, that he had cash in local banks, buildings, vehicles, business enterprises and household items.

According to him, total cash in Nigerian banks was N292, 432, 107.00.

The governor also declared that he had “a mansion in Ibadan worth N250 million, another building in the same city worth N150 million, and one with the value of N300 million in Lagos, as well as a detached house worth N300 million in Abuja.”

He declared also a flat purchased through mortgage financing worth N450, 000 in the UK, another worth N1, 950,000, purchased through mortgage in the UK and a house worth $1,500,000 in the United States of America.

Similarly, Governor Ajimobi declared that he owns a 131 acres of farm land in a village at the Ido area of Ibadan worth N150 million, two Lagos-based companies; Grandex Nigeria Limited, worth N200 million and Network Petroleum Nigeria Limited, worth N260 million.

Governor Ajimobi also stated that the total worth of all his vehicles was N94.25 million and household furniture, which include generating sets and electronics. These, he said, was worth N25 million.

His wife, Mrs. Florence Ajimobi, according to the form, possessed a house in Ibadan that was worth N15 million and another in Lagos worth N250 million.

Politics › DSS Arrests B’haram Commander Linked With Suicide Attacks by Elslim(op): 3:41pm On Aug 30, 2015
Nigeria’s secret police on Sunday, disclosed that it had arrested notable Boko Haram suspects, including a key commander, linked with several suicide attacks across the country, reports AFP.
DSS OPEARTIVES

The Department of State Services (DSS) said in a statement said that Usman Shuiabu known as Money and other frontline members of the hardline Islamist group were picked up in Lagos, Kano, Plateau, Enugu and Gombe states between July and August.
“Of particular note was the arrest on 8th July, 2015 in Gombe state of those responsible for the coordination and execution of the suicide attacks in Potiskum, Kano, Zaria and Jos.
“Shuaibu admitted being the leader of the team of nine sect members that was dispatched from Sambisa Forest to carry out the attacks. He disclosed that four out of the nine of them were used as suicide bombers in executing all the suicide attacks,” it said.
It said the arrest of Shuaibu and other core members of his cell had stemmed the spate of bombings by the extremist sect.
The DSS said its operatives had also frustrated plans by the insurgents to attack the financial capital of Lagos.
“The sudden influx of Boko Haram members into Lagos state points to the determination of the sect to extend its nefarious terrorist activities to the state and in fact, other parts of the country,” it said.
“The arrest of these confessed terrorist elements has however helped in no small measure to avert devastating attacks in the area,” it added.
The DSS said it would continue to work with other stakeholders in the fight against Boko Haram extremists.
The agency said on Friday it had arrested a 14-year-old boy spying for Boko Haram at the Abuja airport.
The Islamists have carried out deadly ambushes across Nigeria’s borders and in recent weeks suicide bombers, many of them women, have staged several attacks in Nigeria, Cameroon and Chad.
Boko Haram, which is seeking to carve out a hardline Islamic state in northeast Nigeria, has killed some 15,000 people since 2009.
A regional 8,700-strong force aimed at ending the insurgency is due to deploy within days.

Politics › CBN, Court Approve Heritage, Enterprise Banks Merger by Elslim(op): 4:26pm On Aug 26, 2015
The Central Bank of Nigeria (CBN) has granted final approval for the merger of Heritage Bank and Enterprise Bank.
Furthermore, the Federal High Court has sanctioned the scheme of merger and ordered the merger of both institutions.
“The Management of the Central Bank of Nigeria (CBN) has approved the grant of Final Merger Approval to Heritage Banking Company Limited and Enterprise Bank Limited and the licence of HERITAGE BANK LIMITED (the successor), the CBN said in a letter to Heritage Bank.
Managing Director/Chief Executive, Heritage Bank, Mr. Ifie Sekibo, “We’re pleased with the final approval of the merger of the two institutions. The stage is now set for us to achieve the vision of a bigger and better Bank that offers world class banking services designed to help customers to create, preserve and transfer wealth”.
Sekibo added that “With this acquisition, the new Heritage Bank is better positioned to offer unparalleled banking services which spread across over 200 branches, 177 ATMs, 57 Cash Centres and 2000 POS Terminals in 26 states. We shall harness the better of the two worlds combined in terms of our innovative products, bespoke technology and extended branch network manned by a team of tenacious people; as this automatically transforms our bank from a tier-2 player to a strong tier-1 player that is ONE! BIGGER! BETTER!,”.
“As we integrate into a larger bank, we assure our esteemed customers that this strategic stride is ultimately to serve them better. We affirm our commitment to all stakeholders that we will continue to deliver on our promise of creating and preserving wealth across generations through highly personalised service.”
Heritage Bank had, on October 15, 2014, made history with the successful completion of the acquisition of Enterprise Bank, after investing about N56 billion in the deal. A federal high court sitting in Lagos on July 27th 2015 ordered an Extra-ordinary General Meeting of all the parties to the deal. This was held on Wednesday, August 12th August, 2015, where the shareholders of the merging banks sealed the deal.
As a brand built on a legacy of innovation, Heritage Bank recently achieved a milestone with the ISO/IEC 27001:2013 certification award in recognition of its commitment to effective and secured financial system. The bank has also set a record as the only bank in Nigeria to get this certification award in less than three years of operation. It has, by this certification, joined the league of big players already certified in the industry, including the CBN.
“The legacy of innovation was reinforced when the bank received the Payment Card Industry Data Security Standard, PCI DSS certification, in addition to the ISO/IEC 27001:2013 award. The PCI DSS is a proprietary information security standard for organizations that handle branded credit cards from the major card schemes including Visa, MasterCard, American Express, Discover, and JCB.
The certification was in recognition of the bank’s commitment to effective and secured financial system which has put the bank in the league of big players in the industry and confer internationally-recognised standard on its operations.

An official of the Federal Pay Office, Abeokuta, is currently assisting investigators from the Independent Corrupt Practices and Other Related Offences Commission, ICPC, to recover over N100m meant for the use of three government colleges in Ogun State, which he diverted for personal use.
The suspect, Olusegun Lawal, stole the funds budgeted for students’ meal subsidies and also payment of contractors carrying out developmental projects in the three schools.
The schools affected are Federal Government College, Odogbolu, Federal Government Girls College, Sagamu, and Federal Science Technical College, Ijebu-Mushin.
The suspect, over a two-year period, carried out an elaborate scam, whereby funds channelled to the three schools were diverted through the use of companies operated by him and his cronies.
Between February, 2014, and March, 2015, Mr. Lawal allegedly diverted the monies sent to the three schools via the Zenith Bank account of the Pay Office and another Central Bank of Nigeria account and utilized the funds for personal purposes.
The amount he allegedly stole through the pay office account with Zenith is N61, 150, 691.75 while he also diverted a total of N42, 520, 755. 00 from the CBN account.
In all, he stole a total of N103, 671, 466. 75.
Apparently, Mr. Lawal came up with the ingenious scheme to divert the schools’ funds after the other official signatory of the accounts operated by the pay office, one Mrs. Iyabode, was redeployed from the Abeokuta office in 2012.
Mr. Lawal neither informed the relevant authorities of Mrs. Iyabode’s transfer nor did he ask for another co-signatory to be deployed or assigned to the school.
Subsequently, Mr. Lawal alone regularly signed checks for withdrawals of funds from the two accounts, contrary to civil service rules.
The elaborate scam that Mr. Lawal allegedly orchestrated involved the setting up of fake companies, opening an account for them and then the transfer of huge sums into the accounts purportedly for either supplying food or executing contracts.
Some of the companies investigators said he established to defraud the system are Oris Fish Industry Nigeria Ltd, SOG Best Concept, Oris Farms and Food and Toyinlolu Gbade and Sons.
Checks at the Corporate Affairs Commission show that none of the companies was registered to do any kind of business.
The companies received various bulk sums of money from the suspect at various times between February 2014 and March 2015 for undisclosed jobs.
While the elaborate fraud was going on, developmental projects were stalled at the three schools due to lack of funds to pay the relevant contractors.
The schools also could not subsidize the feeding of their students and staff due to financial difficulties occasioned by the diversion of funds allocated to them by the federal government.
When officials of the schools approached the suspect to know why they were not receiving monies due to them, they were told by Mr. Lawal that the government had not remitted the statutory funds into the pay office accounts.
Investigations revealed that whenever the bursars of the affected schools raised vouchers for the schools’ financial needs and sent same to Mr. Lawal to credit the institutions’ accounts as was the usual practice, Mr. Lawal always claimed that he had not received any funds from the federal government.
Matters, however, got to a head when contractors started abandoning ongoing projects due to the inability of the schools to fund such work.
Perhaps, unconvinced by the weak explanations given by Mr. Lawal, the principal of one of the affected schools was said to have made independent investigations to find out why the schools were no longer receiving funds via the pay office.
She was said to have also travelled to the Federal Ministry of Education and later to the Accountant General of the Federation, AGF’s office in Abuja where, curiously, the AGF’s office initially did nothing until the pressure and complaints from the schools became unbearable. That was when the office forwarded a petition to the ICPC, which launched an immediate investigation into the alleged scam.
The initial findings of ICPC revealed a shocking scheme whereby the suspect regularly moved funds meant for the three schools from the pay office account and the CBN dedicated account into account owned by fictitious companies.
This led to his subsequent arrest by the operatives of the commission.
He was said to have confessed to the crime while promising to refund the looted funds.
As at last week, the ICPC, it was learnt, had recovered about N50 million from the suspect.
Investigations reveal that the suspect has equally paid N26, 237, 603.40 into the Federal Pay Office account, using one of his companies, SOG Best, to issue the payment.
With a total amount of N76, 237, 603.40 already refunded by the suspect, he is yet to account for the balance of N27, 433, 843.35.
Mr. Lawal has been granted administrative bail by the ICPC to enable him pay back all the money he allegedly stole. Even as officials try to recoup the stolen funds from him, there are so many questions still begging for answers.
What kind of system allows a civil servant divert so much funds for so long without raising suspicion? How did a key signatory to an account be transferred from his/her post without being replaced? So many questions but few answers.
Attempts to get the principals of the schools to speak on the matter were fruitless as they declined comments. A. N. Bassey – Duke, the principal of the Federal Governement College, Odogbolu and A.A. Owolabi, principal of the Federal Government Girls College, Sagamu, said they were civil servants and directed the reporter to the Federal Ministry of Education in Abuja.
When our reporter visited the ministry to seek explanations, he was directed to meet the deputy director, Press and Public Relations, Olu Lipede, who however was not available for comments.
However, an assistant in the Press/Public Relations Unit of the ministry, who simply identified himself as Abubakar, said he was not aware of the details of the case so could not comment.
“I can’t comment on a case I don’t even know anything about. And certainly I can’t even issue an official statement without the express permission of my boss or the ministry,” he said.
The reporter also made efforts to get officials of the office of the Accountant-General to comment on the matter and explain the delay in acting on the initial petition it received but no one was ready to talk to him.
The deputy director, Press and Public Relations, Kenechukwu Offie, took down the reporter’s enquiries and promised to get back to him.
In a telephone interaction a few hours later, she said the office would not comment on a matter still under investigation.
She added that at the appropriate time, when investigations have been concluded by the ICPC, the OAGF would issue a statement if it deemed it necessary.
