Yes you can reschedule up to twice provided you have access to the scheduling calendar.

It is prompting me to make another MVR payment if i want to reschedule. I haven't reschedule before.

It can be confirmed but for just 3 weeks and there is chances they will call the hotel to confirm if they know me

I don't have anybody in US as point of contact since am going for vacation/tourism.
It is a B2 visa.
So what will i fill in that position?
I tried ignoring the individual/organisation contact but i was instructed to fill one.
