There's no harm in trying but make you select a category that is close to your area of study

Cz I went to the liaison office of delta state in vi.......and they didn't give me any passport photo nor copies of Intl passport nor drivers license and they said I shld meet my pastor for letter of good character

The instructions clearly states the items that you should get from the person signing the Attestation Form for you; it also states the persons that can write the Letter of Good character and a Pastor isn't among the list.

I pray God grant you favour to get someone to sign for you.

Since it's required for applicants to be registered with their respective bodies then I don't think there's opportunity for fresh HND holder in engineering to be shortlisted/selected because the requirements before you can get registered with NSE is much... Or is there anyway out?

NSE has different membership categories such as student, graduate, corporate, associate and fellow. This recruitment doesn't require a membership of either NSE or COREN but I'll advice you start processing your graduate membership with NSE because it make things easy when you're getting set for Corporate Membership and also registering with COREN.

Responce needed urgently

...military officer from the same state as the applicant and not below the rank of Squadron Leader or equivalent in the Nigerian Army and the Nigerian Navy, and Police Officer of the rank of Assistant CP and above. Local Governments Chairmen/Secretaries, magistrates and principals of government Secondary Schools from applicants' state of origin can also sign the attestation forms. 

These are the people that can write the Letter of Good Character. Preferably, the same person that signs your attestation letter.

I'm not sure about the requirements for HND graduates.

What if you just graduated and haven't met the 4-year-work-experience required to register with NSE?

You can join NSE as a Graduate Member. You can only become a Corporate Member after 4/5 years of graduation and from there be registered with COREN as an engineer.

But I believe this recruitment doesn't require corporate membership of NSE or that of COREN. hope this helps
