Jalingo – The Acting Governor of Taraba, Alhaji Garba Umar, has lauded the people of the state for turning out peacefully to welcome Gov. Danbaba Suntai back to the state. Also the youths in the state have asked that Governor Suntai speak to the people so as to assataine his ability to return to work as the governor.
Umar made the commendation in a short address on Monday in Jalingo.
He also thanked the people of the state for the show of love and affection to the ailing governor.
Suntai has been away for medical treatment for 10 months, following his involvement in a plane crash in Yola in 2012.
He returned to the state on Sunday and was received by thousands of supporters.
Meanwhile, a group known as Coalition of Taraba Youth Movement, has called on the State’s House of Assembly to summon Suntai to speak to the people of the state.
The President of the coalition, Malam Abubakar Waziri, made the call at a news conference on Monday in Jalingo.
Waziri noted that people of the state had been praying for the ailing governor for the past 10 months and now that he had returned, the uncertainty surrounding his health should be put to rest.
“We want Gov. Suntai to speak to the people of the state, either through the media or at the House of Assembly.
“The state is in a state of confusion now because the people do not know what to believe,” he said.
Suntai has not uttered a word neither has he made any public appearance as his family and personal aides said that his doctors had advised that he should rest for at least 72 hours after his return. (NAN)

Mubi – The Nigerian Military Special Operation Unit, Mubi Battalion, Adamawa, on Tuesday said it killed two notorious Boko Haram commanders during a gunfire exchange.
Lt. Col. Beyidi Martins, the Commanding Officer, Operation, told newsmen in Mubi.
Martins said the unit was making a successful progress in containing the activities of the sect and other miscreants that terrorised the state.
“Two notorious Boko Haram field commanders, Abubakar Zakaria Ya’u and Muhammed Bama, declared wanted, had been killed by the special operation unit, Mubi,” Martins said.
He said the operation that led to the killing of the two commanders was successfully carried out following collective effort by the military, members of the State Security Service (SSS) and other security operatives.
Martins, who commended the support and cooperation given by the people of the area, said the activities of the sect was weakened in the state.
“On July 30, the unit received a call from some good Samaritans that there was an attack going on at a Mubi Bureau de Change, where some armed miscreants invaded the area.
“On arrival, the special operation unit personnel cordoned the area. Sighting the army, the terrorists opened fire on them.
“And during the exchange, six suspects were arrested while four escaped with degree of injuries, and later, their corpses were found.”
He said during the operations, four Russian made AK47, 500 live ammunition, N3 million and 5.4 million CFA were recovered.
The commander said that the money would be returned to the owners.
He said the Federal Government had awarded contract for the building of Army barrack in Mubi as part of efforts to strengthen security operation in the area.(NAN)

Barely 72 hours after four of their counterparts from the Peoples Democratic Party were booed and pelted with stones and other missiles at the Port Harcourt Airport, eight Governors in the All Progressives Congress camp on Thursday paid a solidarity visit to Governor Rotimi Amaechi of Rivers State following the political crisis that has plagued the state for some time now.

The governors advised Gov Amaechi to personally visit President Goodluck Jonathan and brief him of the poor security situation in the state.

The governors are: Kayode Fayemi, Ekiti; Babatunde Fashola, Lagos; Ibukunle Amosu, Ogun; Rauf Aregbesola, Osun; and Abiola Ajumobi, Oyo State. Deputy governors of Imo, Nassarawa and Zamfara states, represented their governors.

They met with Amaechi in a closed-door, while their spokesman, Fayemi, told newsmen that their mission was to stress the importance of their concern for the security of Rivers.Eight-governors

Fayemi said that the issue of security in the country was “far more of a major concern’’ to Nigerians. According to him, we have met with our brother and chairman of our forum in an extensive discussion and he has briefed us on the situation on ground here.

“We do feel strongly, having listened to him that it is quite important for him to actually go and brief Mr President, who is our leader and the chief security officer of the country on the very challenging security situation here in Rivers.

“We believe that our chairman and brother will give serious consideration to that particular concern we have expressed to him.

“It is important, as the chief security officer of Rivers, to take the opportunity to go and brief Mr President on the security situation in the state.

“In our discussion with our brother, we talked on the importance for the hierarchy of our police authority, the Inspector General of Police, to help in restoring the confidence of the people of Rivers in police.

“For us, we believe that this is a matter that requires the moral authority of Mr President as well; it is about saving the democracy; it is about ensuring that peace reigns in Rivers.”

He added: “the tension in Rivers is avoidable and we want all parties to sheathe their sword and to help restore the peace and security of the state.’’

The Zamfara Deputy Governor, Alhaji Mukhtar Anka, believed that Amaechi briefing Jonathan would help find a lasting solution to the crises. (NAN)

BRUSSELS (AFP) – The European Union on Sunday condemned the “horrific murder by terrorists” of dozens of people, mostly students, in an attack on a secondary school in Nigeria blamed on Islamist insurgent group Boko Haram.
“I condemn in the strongest possible terms the horrific murder by terrorists of some 30 innocent children and a teacher early on Saturday morning in a school in Mamudo town in northeastern Nigeria,” said EU diplomatic chief Catherine Ashton in a statement.
Ashton promised Nigerians her “solidarity and determination to help them bring security, peace and reconciliation to the north”, and called for those responsible to be brought to justice.
Survivors of the dawn attack said gunmen rounded up students and staff at the school in Nigeria’s restive northeast and placed them in a dormitory before throwing explosives inside and opening fire.
A hospital official in nearby Potiskum said 42 people were killed. A spokesman for Nigeria’s military, which often underplays casualty figures, said 20 students and one teacher were killed.
Boko Haram, which means “Western education is a sin”, has killed hundreds of students in attacks on schools in the region in recent months.
Nigeria launched a major offensive against Boko Haram on May 15, and has declared a state of emergency in three flashpoint states including Yobe, the scene of Saturday’s attack.

The Yobe state government on Sunday ordered the closure of all secondary schools after a massacre that saw suspected Islamist extremists kill 42 people in a gun and bomb attack on a boarding school.

Yobe state governor Ibrahim Gaidam has “directed that all secondary schools in the state be closed down from Monday 8th July 2013 until a new academic session begins in September,” a government statement said.

Also the Senate President David Mark on Sunday stressed the need to put in place measures to protect children against terrorists.

He made the call via a statement issued by his Chief Press Secretary, Paul Mumeh, in Abuja.

Mark, who condemned that the gruesome murder of students and a teacher of a secondary school in Mamudo, near Potiskum, called on the terrorists to give peace a chance.

The senate president described the killings, which were purportedly carried out by members of the Boko Haram sect, as “barbaric and wicked’’.

“Even in war situations, children and women are protected. Killing children is akin to cutting down the future of a people.

“This is inhuman, barbaric and unacceptable to any right-thinking member of the society.

“For no reason, the lives of these promising children were needlessly cut down by the heartless people. This cannot be a way of life; enough of this bloodshed,’’ he said.

Mark quoted some verses from the Holy Bible to buttress his argument that children deserved protection under any circumstances whatsoever.

“Mathew 18: 10 states `take heed that ye despise not one of these little ones; for in heaven their angels always behold the face of my father which is in heaven.

“Mark 9:42 states `whosoever shall offend one of these little ones that believe in me, it is better for him hat a millstone were hanged about his neck and he were cast into the sea.’’

Mark, however, appealed to the security agencies to step up their surveillance and monitoring activities to halt the trend and bring the perpetrators to justice.

The senate president gave the assurance that the National Assembly would continue to give priority attention to budgetary allocations to the security agencies to enable them to carry out their duties without hitches.

He commiserated with the government and people of Yobe, especially the bereaved families, over the incident.

Mark urged the perpetrators of the violence to use the numerous windows of dialogue and peace, which the government had opened, to express their grievances.

Following the indefinite strike embarked by the Academic Staff Union of Universities (ASUU), last Monday, the union, Sunday, disclosed that it will not suspend the industrial action, unless the Federal Government accedes to the agreement it reached with it in 2009. This is even as the union debunked reports on some social and online media that it has suspended its one-week old strike.

Speaking with Vanguard, ASUU Chairman, University of Lagos (UNILAG), Chapter, Dr. Karo Ogbinaka said: “The strike is still ongoing. We have not suspended or called-off the strike. Perhaps, before we do that, a National Executive Council (NEC) meeting must be held, then, the resolutions of the meeting will be made known to all chapters of the union,” adding, “The indefinite and total strike will continue, except government meets our demands.”
Meanwhile, FG through its Ministry of Education led by Prof. Ruqayyatu Rufain will Monday, meet with stakeholders in the industry, which included Vice Chancellors of Federal universities and their Governing Councils, together with interested Vice Chancellors of State and Private universities.
However, at the time of filing this report, full details of agenda for the meeting was not made known. It would recalled that the union had last Monday, called out its members on an indefinite industrial action over what it termed government’s failure to honour the Academic Earned Allowance (AEA) which formed a component of the 2009 agreement the government signed with the union.

But for the prompt intervention of fellow senators Wednesday, two of their colleagues, Senators Kabir Marafa (Zamfara Central) and Paulinus Igwe (Ebonyi Central), would have degenerated into fisticuffs, during plenary on the floor of the Senate.

The incident arose from the confusion, which enveloped the chamber following a heated debate on the State of the Nation Address Bill that was returned to the chamber by President Goodluck Jonathan last week.

Jonathan had while returning the bill to the chamber, cited Section 67 of the 1999 Constitution (as amended), which he said, had already addressed the issues in the bill.

The president therefore proposed some amendments to the bill, which he asked the Senate to consider before he could assent to the bill.

The proposed amendments include the grace period of 30 days from the beginning of the legislative year before the presentation, as well as the power to delegate the presentation to the vice-president, among other issues.

However, during a debate on the president’s proposed amendments Wednesday, tempers rose as a majority of the senators condemned the president’s action and implored their colleagues to override the veto.

The matter, however, got to a head when Senator Ita Enang, citing some provisions in the constitution and other laws, said the president had no power to propose amendments to a bill once it had been passed into law.

He warned his colleagues against buying into the idea lest it becomes a precedent for the chamber in the future.

According to him, since there was a public hearing before the passage of the bill, which gave the president the opportunity to make input into the bill, it would be wrong of him to come up with amendments after the bill had been passed.

He also said Section 67 of the Constitution, which Jonathan cited as the basis for returning the bill, should be taken to the Supreme Court for interpretation as he agreed with Section 1 (3) of the Constitution that any law that is not consistent with the constitution would give way.

However, Enang’s submission that the president could not propose amendments to a bill after passage triggered a row in the chamber which had already indicated its intent to vote on whether to override the president’s veto on the bill or accede to his request.

In the midst of the ensuing confusion, Deputy Senate President Ike Ekweremadu, who had earlier canvassed overriding the president’s veto, raised a point of order and moved a motion for adjournment through the Senate’s Standing Rules.

The motion served as an escape route for a confused parliament which was clearly divided on what decision to take as Senate President David Mark quickly upheld the motion, suspended the decision to vote on the bill and immediately called for a voice vote on whether to adjourn the day’s sitting without any resolution on the debate.

But during the voice vote, the number of those who wanted the Senate to vote and override the president’s veto was much higher than those who wanted the decision on the bill to be put on hold.

This led to more confusion as Mark, who seemed flustered, though desirous of saving the president’s veto from being overridden, became indecisive, thus creating a lull in the chamber for no fewer than 15 minutes.

During the lull, the senators formed caucuses and began to converse in groups.

It was during the interlude that Marafa, who was visibly agitated, raised his hand to strike Igwe but other senators quickly moved in to avert the blow. Although Igwe walked away from the scene, efforts to calm Marafa down were ignored by the Zamfara senator who insisted on beating up his colleague and was seen rolling up the sleeves of his agbada several times while several senators strived to calm him down.

Shocked by the incident, Mark while calling the Senate to order, said: “We are distinguished senators, we have ways of resolving issues, not by boxing.

“In any case, for the first time in 14 years, I have seen an effort by people to pull out boxing gloves. But it is never necessary. It must never happen. We are distinguished senators and we are elder statesmen. We can do all the talking but we should never resort to boxing.

“I want to appeal once more that we suspend the debate on this for today because of the way tempers have risen. We are all on the same wave length and we will do what is necessary in the best interest of this country and we don’t have to fight to do it.”

Mark said the loophole which Jonathan had exploited to propose the amendment to a bill passed by the parliament was contained in the Standing Rule of the Senate, which he said came into existence following former President Olusegun Obasanjo’s decision to propose amendments to the Niger Delta Development Commission (NDDC) Act after it was passed and signed.

He said it was that incident that led to the precedent confronting the Senate Thursday.

“As it is, we have boxed ourselves into a corner. We have this rule and as Ita Enang clearly pointed out, any act that is against the constitution, is null and void.

“But it is not as simple and straight forward as that because we now have a standing rule,” Mark said.

While some senators argued that the president’s amendment was sound because the bill attempts to make the presentation of the address compulsory for him, saying there is nowhere in the constitution where the president is tasked, as a matter of compulsion, to present an address before the parliament; others disagreed, arguing that it was a deliberate decision by the president to decline assent to the bill.

Eventually, the senators yielded to Mark’s appeal to suspend the resolution on the president’s request and suspended a decision on the bill indefinitely.

But Senator Enyinnaya Abaribe later told journalists that the averted brawl between the senators did not arise from the commotion created by the State of the Nation Address Bill.

He said it was the fallout of the Point of Order raised by Senator Garba Mohammed (Kano Central) at the commencement of the day’s sitting, when he had told the Senate that he would move a motion on the move by Zamfara State Governor, Abdulaziz Yari, to arm vigilante men in his state.

According to Abaribe, Marafa had exploited the opportunity of the lull in the chamber to challenge Mohammed’s decision to move a motion on issues affecting his own state (Zamfara), being a senator from Kano, explaining that while the argument between him and Mohammed lasted, Igwe interfered, saying neither of them ought to attempt moving such a motion without consulting him as the Chairman, Committee on Police Affairs.

He said it was in the midst of this argument that Marafa flared up and attempted to assault his colleague.

ABUJA—FOLLOWING attempts by fleeing members of the Boko Haram terrorist sect to regroup in a bid to fight back, the Defence headquarters, yesterday, said that communication equipment used by the group for shooting and posting online video messages of their leaders have been recovered.

The disclosure was made just as Special Forces of the JTF commenced night and day patrols to dislodge remnants of terrorists still hibernating in the camps and hideouts of the hilltops and forests where the terrorists had made their den.
The equipment recovered including laptops, mobile communication equipment (GSM phones) and others used for shooting and posting online videos, as well as locally made rockets and rocket launchers were among several items seized by the JTF from the arrested terrorists. They were displayed for a nine man Defence Headquarters Assessment Team that visited Borno and Yobe states, weekend.

A statement by Brigadier General Chris Olukolade, Director of Defence Information said: “As a follow up to scheduled assessment visits to troops in the North East of the country, a nine member Defence Headquarters Operational Assessment Team has returned from Yobe and Borno States to brief the Chief of Defence Staff with updates on the situation in the operational area of the Special Forces operating in the North East.

“The force which has been tasked in support of the implementation of the State of Emergency is conducting operations to stop terrorism and to restore normalcy to the security situation in north eastern part of the country. The team visited troop’s location in various parts of Borno and Yobe States. Interacting with the troops inside Sambisa forest, the team leader and Director of Operations in the Defence Headquarters, Air Vice Marshal Olatunji Faloyin, conveyed the greetings and commendation of the Chief of Defence Staff (CDS), whom he said was very proud of the troops”.
He expressed the CDS satisfaction with the high level of successes so far recorded in the operation and thanked them for a job well-done, urging them not to rest on their oars until the entire region was fully sanitized and cleared of all terrorists activities. The team also assured the troops of regular logistic supplies while the mission lasts.

Earlier, the team was briefed by commanders, on conduct of the operation to rid the forest of the insurgents who had made the location their sanctuary. They were told that some notorious leaders of the terrorists have been captured while some materials recovered in the camp have also provided useful intelligence for subsequent operations.

The team was told that some casualty in men and equipment were recorded on the part of troops during the operation. Commanders also disclosed that the troops were currently engaged in night and day patrols of the area to dominate the forest and apprehend any terrorist who may be lurking around.

Meanwhile, the nine man assessment team has confirmed that the military was still in control of the situation in the two states adding that the troops were combing the forests and the terrorist camps to fish out the remnants.

On fears that Boko Haram members were regrouping, AVM Olatunji Faloyin while delivering their report, assured the CDS that the possibility of the terrorists regrouping was not possible, because all the camps have been taken over by the military. He dismissed such rumour as coming from the segment of people who were not aware of what the military had done so far in the two states.

Unknown gunmen suspected to be Boko Haram members who hid their guns inside a coffin, on Friday, launched an attack against a group of vigilantes in Maiduguri , the Borno State capital, , killing 13 of the youths before being shot by security forces.
This came as the soldiers shot dead another eight suspected Boko Haram gunmen in the town on Thursday, leaving their bodies in a ditch .

Sources said Friday’s attack targeted members of a new youth vigilante group in Maiduguri which provides information to security operatives on the activities and movement of the insurgents.

The gunmen were said to have hidden their Kalashnikov assault rifles inside a coffin as they drove through the various military checkpoints without being searched.

They were said to have opened fire on members of the vigilantes who were driving in a van, killing 13 of them instantly.

“They continued shooting until they ran out of ammunition, then some courageous youth rounded them up and handed them over to the soldiers, who shot them dead as they attempted to escape,” an eyewitness told The Associated Press, saying he counted eight dead suspected Boko Haram gunmen after the shooting.

History has a way of repeating itself as there are strong indications that what played out at the height of the illness of the late President Umaru Musa Yar`Adua when he was brought back from Saudi Arabia under the cover of darkness and kept at the State House, Abuja even in his dying state may soon repeat itself in Taraba State.

This is because plans are said to be underway to fly ailing Governor Danbaba Suntai into the country in the cover of darkness in a bid by his loyalists to retain the governorship.

A source hinted that the governor would soon be flown into the country and only trusted aides would be allowed to see him. The source said that the plan to bring him home was being conceived following the decision of the ruling Peoples Democratic Party (PDP) to set up a committee headed by Senator Hope Uzodimma to look into the prolonged absence of Suntai and recommend ways of addressing the problem

It is feared the committee may come up with a report that the governor is not fit and the Acting Governor Garba Umar be made substantive governor.

According to the source, ``The governor will be kept in a way that the public will be told the man is still recovering. You remember the dark room Yar`Adua was kept, that is what they are planning. I am making this disclosure because this game is not in the best interest of Danbaba Suntai himself``.

The past two weeks had witnessed an upsurge in pressure to force the state executive council and the state House of Assembly to apply Section 189 of the constitution to determine the medical status of the governor.

Following the setting up of the panel by PDP, loyalists of the governor had obtained a court order to stop the panel from sitting.
The situation is said to have attracted the attention of President Goodluck Jonathan, who is said to be considering convening a meeting of PDP leaders to find a solution to the leadership vacuum in the state.

The loyalists of the governor had reacted to the growing pressure through the planned smuggling of the governor into the country as a way of stopping the presidency and the state lawmakers from invoking Section 189 of the constitution, which prescribe that a medical panel be raised to examine whether the governor is incapacitated or not.

"They want to stop such possibility. They want to stop the presidency from intervening. But I am sad. And I cannot bear to see Danbaba in the position of late Yar`Adua. I appeal to all friends of Danbaba to reach his wife to stop this game", the source who described himself as a friend of the family said.

It was learnt that Sunati’s situation was so bad that he was said to be unable to recognise Umar when the latter recently visited him at the John Hopkins Hospital, US where he is being treated for the brain injury he sustained during an air crash in October last year.
Loyalists of the governor had released a picture of the governor and his wife receiving the acting governor who was on his way to lesser hajj.

The picture showed the governor shaking hands with the acting governor. But sources said Suntai could not even recognise the acting governor.
Meanwhile, there is intense pressure on Acting Governor Umar to stop living a lie and open up on the true situation of health of ailing Suntai.

A group in the state called Taraba Justice Forum at the weekend challenged the acting governor to produce an official medial report on the state of health of Suntai, asking "eight months after, where is Danbaba Suntai?" The group in a statement dared Umar to produce medical reports to support claims that the governor was in good health when reports from the hospital indicated that the governor is already brain-damaged.

A photograph of the governor shaking hands with Umar, who visited him in the hospital in the United States on his way to perform lesser hajj in Saudi Arabia, posted on facebook, has continued to rankle some in the state because it was said to be stage-managed.
``This is eight months after. We are asking where is Danbaba? Where are official medical reports to prove his state of health? What is the state assembly doing? What is the state executive council doing? We want answers,’’ the group said in a statement signed by its General-Secretary, Barrister Abulus John.

The statement also accused Umar of collaborating with Suntai’s wife, Hauwa Dababa, to deceive the public on the state of health of the ailing governor.

The group alleged that Umar was playing along with some other loyalists of the governor to hide the true state of health of Suntai from the public, urging him to open up and set the records straight.
The group, which had issued a statement earlier calling for activation of Section 189 of the constitution on the medical status, questioned why the acting governor was hiding under the guise of loyalty to the governor to deceive the public.
It said, "the public deserve to know especially as public fund is being spent on the governor.

"Why is Umar playing along with those trying to stop the state from moving forward? Why is he joining them in lying to the public? It is time for him to ask for the medical records and let the public know the truth so that we can progress."

There was widespread concern saturday as former South African president Nelson Mandela went back to the hospital. His country’s government through presidential spokesman, Mac Maharaj, said his medical condition was serious this time.

The 94-year-old anti-apartheid hero and the country's first black president was taken to hospital early saturday for a recurring lung infection. "The situation is serious this time but doctors have assured us he is comfortable," Maharaj told television station eNCA.
Maharaj, however, said that the anti-apartheid icon is breathing on his own.

Mandela's wife, Graca Machel, is at the hospital with him. She canceled her plans to attend the Hunger Summit in London.
South Africa's first black president gets round-the-clock care, and his house is retrofitted with medical equipment that mirrors that of an intensive care unit.

Mandela, has become increa-singly frail over the years and has not appeared in public since South Africa hosted the World Cup in 2010. Despite his rare public appearances, news of his ailment spark concerns worldwide.

"I think the concern, the anxiety shown by people throughout the world and South Africa is perfectly understandable," Maharaj said. "I think it is also true simultaneously that people have come to terms with his age. The most important thing is that we should realize that this is a life that we need to celebrate, even when he's with us. And we will celebrate it, even when he is not with us."

This is the fourth hospital stay in seven months for Mandela, who turns 95 next month. His history of lung problems dates to when he was a political prisoner on Robben Island, South Africa during apartheid, and he has battled respiratory infections over the years.

Last year, he spent Christmas holidays undergoing treatment for a lung infection and gallstones, one of his longest hospital stays since his release from prison in 1990.

Despite rare public appearances in recent years, Mandela retains his popularity and is considered a hero of democracy in South Africa. Last year, the country launched a new batch of banknotes with a picture of a smiling Mandela on the front, a testament to his iconic status.

Meanwhile the White House sent good wishes yesterday to Mandela. "Our thoughts and prayers are with him, his family and the people of South Africa as he recovers," US National Security Council spokeswoman Caitlin Hayden said.

President Barack Obama, who has often called Mandela an inspirational figure, was concluding two days of informal talks with his Chinese counterpart Xi Jinping in California.

The acting Governor of Taraba State, Alhaji Garba Umar, has assured the people of the state that the governor of the state, Danbaba Danfulani Suntai, would soon be discharged from the hospital.

Suntai is currently on admission at John Hopkins Hospital in the United States of America.
The acting governor, who disclosed this yesterday in a broadcast to the people of the state to commemorate this year’s Democracy Day, revealed that the medical condition of the governor had remained progressively stable.

“We are pleased to note that the medical condition of our leader, Governor Danbaba Danfulani Suntai, has remained progressively stable and he is expected to be discharged soon from John Hopkins Hospital in the USA, where he has been receiving further treatment after his initial round at a German Hospital,” he disclosed.

Expressing gratitude to God for the miracle of rescuing Suntai and his personal aides from the air mishap that occurred on October 25, 2012 and their miraculous healing, Umar said he and the good people of the state were truly indebted to all who stood by and prayed for the state during its moment of trial.

The acting governor noted that as a committed and loyal lieutenant of Suntai, he had carried on the good works began by him since inception on May 29, 2007, stressing that he did not embark on any major project outside the development rolling plan articulated by the ailing governor.

He added that some of the projects had been executed steadfastly to a logical conclusion while others were at advanced stage.

Enumerating some of the projects, the acting governor noted that the 72-kilometre Jalingo-Sunkani-Garba Chede Road, which was a federal road had reached 99 per cent completion, while he had completed the process for the award of the 237-kilometer Bali-Serti-Gembu Road, which was another federal road being executed by the state government in line with the vision of Suntai.

Umar equally added that the construction of four kilometers of roads in each of the 16 local government areas of the state was progressing steadily, saying the projects had been certified completed in eight local government areas in the last assessment conducted by the technical committee for the projects, while the remaining eight local government areas were also at advanced stages of completion.
Umar, however, said since assuming office as acting governor, he, in conjunction with other state government functionaries had succeeded in stabilising the accounts and finances of the state by settling all monies owed to banks as well as honouring the state government obligations to the Millennium Development Goals (MDGs), CSDP, among others just as the state had successfully commenced the Subsidy Re-Investment and Empowerment Programme (SURE-P) with various components for 8,600 youths.

And in an effort to ensure maximum productivity, the acting governor disclosed that he had approved the re-instatement of the monthly over head costs (running costs) of MDAs effective from May, 2013 just as the government was concluding negotiations for the payment of new minimum wage to local government workers in the state and also had constituted committees for the payment.

Assuring the people of the state of the security of their lives and property, Umar insisted that despite the unexpected breach of the peace in Ibi and Wukari local government areas, which had long been brought under control, the security situation in the state had continued to be in top form.

He said the judicial commission of inquiry set up by the state government had begun the probe of the circumstances surrounding the eruption of the violence in the areas.

KANO — SPECIAL forces drafted from the Nigerian Military, Tuesday night, raided a residential building-cum-warehouse packed with sophisticated military hardware at Bompai, a highbrow area located within the precinct of police and immigration headquarters in the troubled northern commercial city.

Vanguard learnt that the warehouse belonged to an alien from the Middle East and located in Gaya Road, Bompai GRA and within a striking distance to the Police state headquarters and the headquarters of the Nigerian Immigration Service.

Security sources close to the military told Vanguard, on condition of anonymity, in Kano that the highly coordinated military operation was carried out following a tip-off by a suspect under investigation.

The elite troops were said to have stormed the residence, picked up the occupants and in the ensuing search on the suspected bungalow, large cache of arms and ammunition were discovered in the sitting room and some wardrobe in the house.

The military source revealed that, “large quantities of the military hardware were buried in the house, while some were neatly concealed. It took a trained officer in counter-terrorism to discover the hidden mass weapon of war.”

Recovered

The security source further revealed that items recovered from the 72-hour operation includes: 40 air-to-surface missiles, 50 cluster bombs, 200 rocket-propel launcher, eight AK-47 rifles, 200 military hand grenades, uncountable number of live ammunition and certain military hard wares deployed to destroy Armoured Personnel Carriers, APC.”

The dependable source said that the weapons of war were evacuated to the headquarters of the 3rd Motorised Brigade of the Nigerian Army, Kano, alongside two other arrested nationals of the same Middle East extraction, in connection with the shocking discovery.

The source stated that preliminary investigation revealed that “three countries have been indicted and the military high command is working to ascertain the culpability.”

Eyewitness account

However, a civilian eyewitness, who lives in the neighbourhood, said he counted over “300 AK-47 riffles and I saw soldiers packing ammunition using shovels into some large containers from the house.”

The account gave the name of the suspect as one Ta’al, who appeared to be in his late 50s, stressing that “Ta’al had been staying in the house for the past five years alone without his family, and lived a secluded life as he hardly associate himself with people in the neighbourhood.

“The suspect hardly received visitors and drives a white Toyota Hilux, and doesn’t keep late night.”

However, the military authorities are keeping sealed lips over the development as effort to get their side of the story proved abortive.

When contacted, JTF spokesman in Kano, Capt Ikediche Iweha, neither denied nor confirmed the discovery, but pleaded understanding, saying that “we are going to issue a statement.”

The state’s Attorney-General and Commissioner for Justice, Mr Innocent Lagi, said the decision to suspend the management of the institution was reached at the meeting of the State Executive Council.

He said the council deliberated on the recommendations of a visitation panel set up in January by the government before taking the decision.

Lagi said an independent committee was constituted to further look into the recommendations of the panel.

He said Prof. Mukailu would oversee the activities of the institution, pending the outcome of the independent committee’s assignment.

Al-Makura had in January, inaugurated a visitation panel to look into the activities of the state-owned tertiary institutions, to reposition them for better performance. (NAN)

A new Commissioner of Police, Umaru Shehu, was Wednesday posted to Nasarawa State to relieve Akeremale Abayomi, who was in charge of the state command until recently.

There are speculations that Akeremale may have been retired prematurely due to the killings of 56 officers in the state even though he has four months left in service.

The new commissioner came from the Federal Capital Territory (FCT) command in Abuja, where he last served as Deputy Commissioner of Police (DCP), in charge of Operations, before he was promoted to a full Commissioner of Police, last month.

Shehu was enlisted into the force on February 1, 1986, as a cadet Assistant Superintendent of Police (ASP), after his training at the Lagos State Police Training College.

He was posted to Kano command after he passed out in 1989.

He was posted to Sokoto in 1997, where he served as Divisional Police Officer (DPO) in nine places, as well as the head, state Criminal Investigation Department (CID), from where he was transferred to Jos in Plateau State, as Directing Staff at the Police College.

In 2000, he was transferred to Abuja where he served as DPO in two places, Area Commander in Gwagwalada, after he was transferred to Adamawa.

He returned to Kano command as Assistant Commissioner of Police (ACP), Administration.

He left for Katsina, and later to Zaria as Area Commander before he was transferred to Abuja, in 2008.

Shehu is the 15th commissioner to serve in Nasarawa, and the seventh in just two years after the 2011 elections.

LAFIA— The Nasarawa State Police Command has said that only 17 out of the 90 Police officers, excluding other security officers, who were on a mission to arrest the chief priest of Ombatse Shrine, located at Assakyo village, about 10 kilometres from Lafia, the state capital, returned so far with various degrees of wounds.

Ombatse in Eggon language literally means “time has come”.

This came as President Goodluck Jonathan, yesterday, cancelled his scheduled visit to Namibia to personally oversee efforts by security agencies to contain the new security challenge in Borno, Nassarawa and Benue states. Already, 40 dead bodies of the missing policemen had been recovered from the forests.

Meanwhile, the House of Representatives, Arewa Consultative Forum, ACF, and the Benue State Governor, Gabriel Suswam have condemned the killing of the policemen and officials of the Department of State Security, DSS, saying the action was not only unacceptable but also “revolting.”

Jonathan on a state visit to South Africa, was expected to proceed on a state visit to Namibia in continuation of his investment drive across Africa. A statement by his Special Adviser on Media and Publicity, Dr Reuben Abati said: “In view of recent developments at home, Jonathan has cut short his visit to South Africa and aborted his state visit to Namibia which was due to start today” (yesterday).

He said on arrival, the president will meet with the Chief of Defence Staff, the Service Chiefs, the Inspector-General of Police and heads of national security services to review the security situation in the country.

Also, as a result of the latest development, the Inspector General of Police, IGP, Mohammed Abubakar declared, yesterday, that the killing with impunity of officers and other members of the rank and file of the force in parts of the country, had reached intolerable stage. He noted that the reign of terror would be brought to an end henceforth.

Abubakar spoke through the Police Public Relations Officer, Frank Mbah in Abuja. He said: “We must put an end to this endless circle of impunity. Enough is enough.”

Policemen to wear black arm bands

He ordered policemen throughout the country to wear black arm bands for a period of one week in honour of the their colleagues killed in recent days in Bayelsa, Borno and Nasarawa states or elsewhere. The Department of State Security, DSS, also said it had deployed a search and rescue team to determine the number of its officers involved.

The Arewa Consultative Forum, ACF, and the Benue State Governor, Gabriel Suswam condemned Wednesday’s ambush of the policemen. Suswam, specifically called for firm action against the perpetrators of the crime.

Earlier reports indicated that 23 of the officers were killed in an ambush by the Ombatse worshippers but the police confirmed, yesterday, that 30 corpses of the slain officers had been recovered. Governor Tanko Al Makura of Nassarawa State had said, Wednesday, that 20 policemen were killed during the incident by a militia group, known as “Ombatse” in the village located along the Akwanga-Lafia Road.

He said the policemen were murdered while on official duty to dislodge the militia group when they were ambushed and killed. The governor said that the group, which had besieged the state, was bent on destabilising the State Government.

The new development caused tension in Lafia, as policemen and traffic wardens kept off the streets. There was chaos as most traffic lights were not functional, leading to traffic gridlock as motorists struggled to outsmart one another, trying to wriggle out of the situation.

Vanguard also noticed that the confusion was compounded in the nooks and crannies of Lafia and environs as the dead bodies of mobile policemen so far recovered were being moved to the Dalhatu Specialist Hospital Lafia, mortuary.
Crowds of sympathizers and relations of victims wept openly on the streets as the bodies of the slain officers were being conveyed in trucks to the mortuary.
17 injured police officers returned — CP

The State Police Commissioner, Abayomi Akeremale, who commented on the incident confirmed that only 17 out of the 90 policemen excluding other DSS agents had so far returned with various injuries. The police spokesman in the state, DSP Michael Ada, later told Vanguard that 30 dead bodies of policemen had so far been recovered, adding that, “our rescue teams are still in the bush searching for other missing officers.” Altogether, it was said that 117 officers including policemen were involved.

Giving reasons for the ill-fated mission, Police Commissioner Akeremale said: ”The militia group called Ombatse was going about in mosques and churches forcing all people of Eggon extraction in and out of Lafia to drink a particular concoction prepared from herbs and anyone who failed to comply was beaten up and harassed. It was agreed at the state security meeting that the Ombatse Shrine priest be arrested to stop such activities.”

Other government sources further told Vanguard that Ombatse, was believed by the government to be behind most of the violence and killings being perpetrated in Nasarawa State in recent time.

Eight police patrol vans burnt

It was learnt that out of the 11 police patrol vans used to convey the mobile policemen for the operation, eight were burnt beyond recognition by the militia group.

However, sources said that only one member of the group was reportedly killed during the operation which lasted for more than 24 hours in the Lakyo village where there was no telephone service.

ACF condemns killings

Meanwhile, the ACF has condemned the reported killing of security personnel whose responsibility it was to secure the lives of other Nigerians across the country.

National Publicity Secretary of ACF, Mr Anthony Sani signed the statement which read: ‘’The reported ambush of police and DSS by the Ombatse worshippers in Lafia Local Government Area of Nasarawa State which resulted in the loss of 23 police officers and eight vehicles is revolting because, apart from the precious lives lost, those whose responsibility it is to secure the lives and property of Nigerians are becoming the targets of religious sects, however defined. This is unacceptable and so should be condemned by, not only all religions but also by all peace loving Nigerians.
’’ACF, therefore, condemns the mindless attacks in totality. Yet we must not fail to point out the fact that criminals among us are shielding themselves with beliefs which they use to unleash crimes on fellow Nigerians.

This country must regard and treat criminals for what they are, regardless of their faiths.

’’It is very important that the governments and all leaders (be they political, religious or traditional) must come together and confront this evil menace by addressing the underlying causes. Our hearts go to those who lost lives of loved ones and property to the ambush. May God provide them with fortitude to endure what has happened. May their souls rest in peace.’’
