If it is local, I would advise to take your eyes away. Patronise international hosts instead.

If you are looking for cheap host, hostinger is there for you.

It's not the fault of these guys, really. That's probably their means of survival.

Some of them, no hands, one hand, or no legs, etc.

If they are sent off the streets, how would they survive with no help whatsoever from the government?

Yes, you can. Since you said the thief is still using your Sim and phone actively, then

Go to google and search for "Google Find my Device", then check the first website and login. Make sure you login with the Gmail account in your stolen phone. It will use your Gmail address to tell you the location of the thief, provided he hasn't formatted the phone.

It was useful when my friend's phone was stolen last year.

There are things you can do. You can lock the phone, make it ring out etc. Just go and try.
