This is 24team tourney.
There are 6grps with 4teams each
16 teams play 2nd rnd.
If d 6 grps produce top 2 teams we have 12. So we need for more teams to complete d 16.
The best 4 3rd placed teams are used to complete the 16 2nd rnd teams.
