Sure you can. I use my phone to blog on my self-hosted WP blogs. I own 4 blogs and all hosted by me. I even sometimes edit codes and scripts with it until it get more harder, i then switch to PC.
The first ever WP blog i opened was with a free host and a free domain managed with a small nokia Asha 502(its still with me till date but it's in a Not-so-much alive state) and opera browser.

if you love your money, Don't buy a domain from these guys.
They tricked me into buying a .com domain from them and i couldn't change nameservers. I tried cancelling the domain so i can register it elsewhere but i couldn't as it is not possible unless i wait for 1 whole year for the domain to expire.
But their free hosting is manageable tho.
