No man who asks for his way ever miss it nor a man who screams out the truth get lost when the hawk comes calling. We are at a crossroad again and an agency meant to protect us is set to do the bidding of Gov. Emmanuel Uduaghan into subduing all that I stand for and cow me to silence. I have been reliably informed through an unknown number that the Delta State SSS are on the look out for me, once I land in any airport in Nigeria. This is not unconnected with my latest posts and reports against the State governor, who I have consistently kicked against his imposition of a guber candidate on my dear state. For the records, before they come calling and silencing me, I have a conscience of my own, and not paid by anyone to carry out the investigations I do. Everything I have reported and posted on the social media are done out of my love for my state and not influence by any monetary actions or political position. I have thrown a challenge to Nigerians living or dead, animate or inanimate to make it open if any have ever paid me to report before or kill stories for them. It is saddening enough that a security apparatus saddled with the responsibility of protecting the masses will turn the guns and uniforms paid for with our taxes against men like me that dare to speak the truth. The Delta State SSS and the DG SSS are mere mortals who should know that power is ephemeral and hence should refuse to be used as tools in the hands of desperate politicians. Whoever feel offended with any of my reports and posts should approach the court for redress or get across to me, not using the state power. I refuse to be cowed by such threats and actions and will always come home to my native land Nigeria to contribute my own quota and make sure that we get to our destination. I have already alerted the international community and the US State department on this latest development of threats to my safety once I land in any airport. The Amnesty International as well as foreign agencies who I will not disclosed are already on the look out for when this barbaric action of theirs will take place. As a law abiding citizen, I have a right to freedom of expression and association. Not even during the military era were ordinary citizens kidnap at the instance of a military governor as some of these governors have turned themselves to. The suspected individuals and two other governors linked with this plot are already on the radar of the world. Never again shall oppression be allowed to take place. Despite alerting the international community, I wish to categorically state this time that whatever happens to me, the Delta State government and SSS should be held responsible. While still on the alert, I hereby place a CURSE on these individuals (security agencies and assassins) sent on this mission as well as their sponsors that should a hair of mine fall to the ground, may they and their generations cease to live above 15 years. The cry of a male child will never be heard in their homes and till the end of time, may sorrow be resident in their generations. May they be hunted by both beast and man and remain vagabonds in their own lands. May blood be their bread and tears their tea from the moment they strike. This curse shall never be lifted or broken, no matter the anointing of the man of God involved. Evil will always thrive when good men keep quiet. As I watched CNN broadcast how violence has erupted in Mexico over the case of 43 missing students allegedly kidnapped by the police working for terrorists, my heart skipped to my motherland. It is in this country that over 250 girls were kidnapped and yet no single action was taken. All we could do was to start a fruitless hashtag that only got international attention but yielded to result. You want to know why? The government knows that we are bunch of weak lazy asses who will only sit in the comfort of their laptop and tweet with anger. No wonder Reuben Abati called us 'tweeting children of anger' We blame our leaders forgetting that it is our actions that determines how they lead us. The Mexicans need no hashtag to draw the world attention; they demanded the students release and when it was not done, they did the needful by burning down buildings and they got the world headline. Now I do not want to instigate us to violence but we can do more than sitting under the beautiful grasses with cozy breeze blowing us. Yes, we can occupy every sensitive government buildings and stop their works till the Chibok girls are brought back. But again, we won't. We have successfully aided and abetted our government to practice pseudo democracy with more autocracy in it. I refuse to support Aminu Waziri Tambuwal to remain in his office as Speaker after defecting from the PDP. I am not only against him, but every one of them who got victory on another platform but quickly defect just to feather their political relevance. Be that as it may, it is constitutionally legal that only the court can decide if such defection is right in the eyes of the law, while it is only the dishonorable legislathiefs that can declare vacant the position of the Speaker and this must be achieved by two third members of those legislooters. It is crystal clear that as long as the house remains on recess, Tambuwal remains Nigeria Speaker; and so long the PDP cannot arrive at a considerable number of members to remove him as the Speaker, his position remains, unless the court rules otherwise. In defiant regard to the rule of law and acting on despotic instruction, the most corrupt body in Nigeria, the Nigerian Police Force became the judge and quickly withdraw the security details attached to a SITTING Speaker, while quoting the constitution. Someone should have told us that they are now the new interpreters of law, whereas they could not do so when the Speaker of Ondo State House of Assembly decamped from the LP to PDP. Note, the new judge (POLICE) never said they were acting based on Tambuwal now in the minority, but because he had defected from a platform on which he got power. Where were they when minority members defected from their parties to PDP? What a country, what a leader and what an institution. The earlier we call the police to order, the best for us. What they have just committed ois constitutional coup and they should not be allowed to go scot free. Let the AG. IGP go. …As Lawyers take up the titanic battle Daily Voice NG If information reaching Daily Voice NG is anything to go by, then the Niger State government led by Governor Babangida Muazu Aliyu and the Department of State Security (DSS) may have their heads in a boiling cauldron following their abduction of a reputable Nigerian investigative Journalist and public affairs commentator, Mr Fejiro Oliver on the 19th of September 2014. In a strong worded press release from the chambers of Eculaw Chambers engaged by the Journalist, they law firm headed by renown Nigerian and USA attorney, Barrister Emeka Ugwuonye, they stated that they were “engaged by Mr. Tega Sampson Oghenedoro, also known as Fejiro Oliver, in his quest to redress the massive abuse of rights he suffered and continues to suffer in the hands of the Government of Niger State under the neo-dictatorship of Dr. Aliyu Babangida, as Governor, and certain officers of the Directorate of State Security (DSS). As you may know, Mr. Oghenedoro is a Nigerian journalist employed with the Nigerian Television Authority (the NTA) where he remains an employee, notwithstanding some noticeable unlawful interferences with his position at the NTA. As a hobby and personal passion, Mr. Oghenedoro engages in online journalism through the Secrets Reporters Media and the Daily Voice NG with urls of www.secretsreporter.com and www.dailyvoiceng.com respectively ”. Writing further, the Eculaw group noted that “upon a detailed evaluation of the facts presented to us, significant portion of which now resides in the public domain, we have come to the conclusion that the officials of the Government of Niger State, in collaboration with the officers of the DSS carried out a well-rehearsed and systemic violation of the rights of Mr. Oghenedoro. This was done in the most egregious and mendacious manner to be seen in Nigeria since the end of military dictatorship with the infamous marshal laws. As a journalist, Mr. Oghenedoro, came upon a story detailing out an entrenched pattern of corruption within the Government of Niger State, involving the Governor of that State and a number of top officials of the state. In accordance with his journalistic discipline, Mr. Oghenedoro informed the officials of the Government of the type of information he obtained and his intention to carry out standard journalistic investigations on the story. He thus offered them an opportunity to present a rebuttal or their own account, if any. The officials of Niger State indicated that they disputed the story and had a different account of what happened. They requested for an opportunity to meet with Mr. Oghenedoro to avail him of their side of the story. To that end, they first requested to visit Mr. Oghenedoro in Asaba or, as an alternative, that he meet with them in Minna, Niger State. Mr. Oghenedoro turned down both suggestions, but agreed to meet at a neutral venue and a public place in Abuja”. The Maryland based lawyer, who once served as attorney to Nigerian Embassey in the US detailed how Fejiro was pressurized to come to Abuja to have an interview with the State government, only to be kidnapped. “To facilitate the logistics for the meeting, the Niger State Government provided a flight ticket for Mr. Oghenedoro’s trip from Asaba to Abuja. Unknown to Mr. Oghenedoro, Niger State Government officials were not honest and did wish to act in good faith. They had liaised with some elements of the DSS in Minna, and they had trailed Mr. Oghenedoro’s movement from Asaba to Abuja in a vicious manner crudely reminiscent of the Gestapo. Immediately Mr. Oghenedoro arrived in Abuja and stepped out of the airport lounge, he made to catch a taxi to the city. But suddenly, some men, later discovered to be officers of the DSS Minna, waylaid him and forced him into a car, while a waiting Hilux van with dark tinted windows filled with the strike force squad led the way. They beat him up, handcuffed him and blindfolded him, and ultimately took him from Abuja to Minna, Niger State. Mr. Oghenedoro was subjected to brutalities and torture in the most inhuman and degrading manner conceivable. He was falsely accused of intimidating the Government of Niger State and he was dragged to a Magistrate Court in Minna in a sham show of shame that was called a criminal process.While this was ongoing, the officials of both the DSS and the Government of Niger State mounted a campaign of calumny in the press in a scattershot effort to tarnish his reputation and injure his character. The DSS unlawfully seized the computer and telephones of Mr. Oghenedoro, invading his privacy and blackmailing him thereupon”, they stated. The Journalist who had kept mute over the issue since his release from his captive detention may have to answer many questions from the press and international body, following a revelation by the lawyers, who gave a hint on what transpired before the Niger State government hurriedly close the case and dropped all charges. According to them, “after two weeks in detention, the Niger State Government and the DSS forced Mr. Oghenedoro to sign a secret undertaking titled: “UNDERTAKING NOT TO PUBLISH ANY INCITING OR DAMAGING INFORMATION AGAINST THE NIGER STATE GOVERNMENT”. The purpose of that was to bind Mr. Oghenedoro not to publish damaging, even if truthful, story about corruption by officials of Niger State Government. Against his protestations, they made it clear to him that he would not be released from detention unless he signed that undertaking. Worse, they made it clear to him that they had the judges in the Niger State judiciary in their pockets and were certain to get him convicted of the sham charges they filed against him. As expected, once Mr. Oghenedoro was forced to sign the said undertaking, all charges were mysteriously withdrawn and he was released from detention, though his computer and telephones were never returned to him” Breaking the ice, the law chamber noted that, “In consideration of all that happened in this case, we accepted to represent Mr. Oghenedoro as his counsel against both the Niger State Government and the DSS. This was a deliberate and well-organized attempt to suppress the damaging information against Niger State Government, which was about to be published. From all indications, this was also a far- reaching attempt by the State and the elements of the DSS apparently well paid by the State Government officials to send a message to the members of the press, that the State would not allow the truth about corruption in their government to come to light and that they would go to all extent to suppress the truth. The case of Mr. Oghenedoro was Niger State’s way of repressing the new and emerging media and to cast a chill on the citizen’s right in an era of freedom of information. For the purpose of seeking remedies for the right violations he suffered and for the purpose of resisting what has been a blatant and vicious encroachment on the free press, Mr. Oghenedoro has engaged us as counsel and we are happy to act for him as such. We are presently considering our various options. One thing is clear: based on our client’s instructions, we will not allow a corrupt State Government to assume that all it needed to escape responsibility for massive corruption and looting of state resources would simply be to kidnap, torture and intimidate those in a position to disclose the truth about its shady businesses”. What the next line of action will be is not yet certain, as the Editor has refused to speak to any member of the Press, including freelance staffers of Daily Voice NG , which he heads. Nigerians will be doing themselves lots of good if they stop watching crime fighters or reading crime press release by the police or DSS. 87% of the victims are innocent and forced to make statements that are dictated to them at gunpoint. Because they don't matter in the society, they are not given chance to address the press when they come, but are handcuffed wearing rough clothes while seated on the bare floor. The real terrors are the police and DSS who connive with some government officials to go against their foes. When next you read news of crime, think thrice before condemning them; they may just be victims of forced injustice. By Simeon Nwakaudu Arms Deal: Plain facts to indicate that South Africa (SA) is playing a dangerous diplomatic evil game against Nigeria. *Only the politically naive in international relations would assume that the seizure of funds have been accidental and procedural. *The South African newspaper (City Press) confirmed today that documents found on the two Nigerians and One Israeli had a sign off end-user certificate personally issued by National Security Adviser, Col. Sambo Dasuki meant for the arms transaction. The certificate included the official list of items to be purchased: Implication: The NSA office and relevant officials contacted SA hence the certificate was issued and due process followed. Despite this, SA seized the money and announced the transaction via the media. *Fact: SA National Prosecuting Authority admitted according to City Press that an invoice was raised in SA for helicopters and armaments intended to be used in Nigeria with the $9.3m as the fund to consummate the purchase. Implication: since the arms invioce was raised in SA, the SA govt was fully aware, yet it sent its customs, journalists and officials to way lay the covet operatives. This was a premeditated diplomatic infraction aimed deliberately at ridiculing Nigeria. *On the second seizure of $5.7m, it's even more regrettable and un-African It is confirmed that Cererus, a duly registered arms company with the SA National Arms Conventional Control Committee, officially received R60m (sixty million rand) from a Nigerian company to buy arms, but the company's registration expired shortly after the bank transaction. The company applied for re- registration but SA refused to grant the request, leaving the application to lie fallow for two months. The company tried to effect a refund over the failed supply, but SA govt stepped in and seized the money and frustrated the bank transfer. If the first was cash, the second was through official bank transaction. *Implication: The SA govt deliberately denied the company re-registrationn so it could seize the money and as planned release the information to the media to achieve a hatched scheme to stand in the way of Nigeria. NOTE: these facts are incontrovertible. The only point that stands out is the division in Nigeria where opposition and pro-opposition elements work to denigrate Nigeria without objectively analysing the situation. The second deal was not a cash transaction, yet SA got a court to order the seizure of the money. ACTION: It is high time Nigeria took definite action against the SA and their deliberate diplomatic infractions to frustrate our war on terror. Nigerians will recall the Yellow Card diplomatic slap and how the FG retaliation resolved the matter. SA stand to lose more in the event of full diplomatic confrontation. This is the time to hit back. As usual, we will expert opposition elements and their colleagues to support SA and their government. We have watched, read and followed with serious concern the lies being sent out to the media and the public by officials of the Niger State Government and Niger State Command of the Directorate of State Security Services (DSS) regarding the illegal arrest and detention of Mr. Fejiro Oliver, a journalist and activist, in a desperate attempt to justify their brutal violation of his fundamental human rights and deceive credulous members of the public. Tega Sampson Oghenedoro "Fejiro Oliver" was accused by Niger state of official of extortion We therefore deem it most expedient to issue this press statement to enable the unsuspecting members of the public situate the issues and facts properly. Several Media platforms have reported and aired the comical display that took place on Monday 22 September, 2014 at the DSS Office in Minna, Niger State, where Fejiro was 'paraded' like a common criminal before the media by the Director of DSS in the state, Mr. Larry Obiagwu for allegedly "blackmailing and attempting to extort the sum og N50 million naira from the Niger State Government". Before going into the kernel of this unsubstantiated and frivolous allegation leveled against Mr. Fejiro for daring to demand accountability from the Niger State Government, we wish to clarify and state the following facts which the DSS and the Niger State Government are trying to twist and exploit negatively. Firstly, we agree that Fejiro Oliver is a pseudonym (pen name). His native name is Tega Sampson Oghendoro. We have consulted many authoritative legal sources and the irresistible conclusion is that there is no provision under any legislative enactment criminalizing the use of pseudonyms for lawful purposes in Nigeria. We challenge his accusers to negate this conclusion. The practice of writers and journalists using pen names (pseudonym) instead of their native names is well rooted in history, both in Nigeria and abroad. In this wise, few examples will suffice. The Late Chief Idowu Odunewu, a former Editor-In-Chief of Daily Times and Managing Director Director of Nigerian Tribune, used the pseudonym (pen name)-'Allah De' for the greater part of his practice as a celebrated journalist. Also, Chief Tola Adeniyi, a former Managing Director of Daily Times operates with a pen name-'Abba Saheed'. Outside of Nigeria, Charles King Moreland jr, a poet and journalist, and Jill Stacey Moreland a journalist and social critic are largely known by their pen names; Askia Muhammed and Itabari Njeri, respectively. So what is the cacophony about? The DSS accused Fejiro Oliver of blackmailing government officials and corporate bodies but they failed to supply any modicum of evidence to support it. Secondly, the DSS is trying to make a mountain out of the fact that Fejiro Oliver (Tega Sampson Oghenedoro) is a staff of the Nigerian Television Authority (NTA). Whether it is proper or not for him to engage in his online media activities with Secrets Reporters, Elombah.com or Daily Voice NG despite working for the NTA is not in the mouth of the Niger State Government and the DSS to say. It is not and should never be their business. There is absolutely no crime in this. Fejiro Oliver to our knowledge, was already planning his official exit from the NTA which he has been serving meritoriously. He never represented himself to the Secretary to the Niger State Government, Alhaji Saidu Idris Ndajo Kpaki and the Chief Press Secretary to Governor Mu'azu Babangida Aliyu, Mr. Israel A. Ebije, as a staff of the NTA. He never represented to them that his investigations into the activities of the Niger State Government was in pursuit of his job as a staff of the NTA. So when did his being a staff of the NTA became an issue to the DSS and the Niger State Government to warrant this shameless display of raw power? Thirdly, we wish to let Nigerians know that the Fejiro Oliver that the DSS is trying to portray is totally different from the Fejiro Oliver that we know. The Fejiro Oliver that we know is a well educated professional, he is a father, his wife is a professional while the father is a well to do engineer. He comes from a disciplined Christian family and has never been reported to had engaged in any criminal activity. His only misfortune is his strong passion and determination for a sane, corrupt free and democratic Nigeria where leaders are accountable. This is the very driving force of his online media activities. On the allegation that Fejiro "blackmailed" and "attempted to extort N50 million naira from the Niger State Government to kill a story", we are appalled at the level of degeneration of the Nigerian political class and the condescending posture of the DSS. This allegation on the face of it is mendacious and utterly frivolous. While we are not God to know the inner mind of Fejiro Oliver, we dare say that at no time did Fejiro demand for such huge sum of money or any sum at all from the SSG of Niger State or the Chief Press Secretary to governor Babangida Aliyu who are the two officials he has had communications with after his investigations. The decision to meet with SSG of Niger State in Abuja, though seen by some as improper, was made by Fejiro after persistent pressures and assurances of his safety by the SSG who had suggested Minna for their meeting but which Fejiro rejected, preferring Abuja for security reasons. The SSG offered to pay for his air fares and asked him to send his account details since the meeting was at his instance but Fejiro being who he is rejected the monetary offer. He later gave the SSG the allowance to book his flight which he did through one of his aides. Nigerians should ask the SSG whether this is true or false. He should tell us who booked and paid for Aero flight; Asaba to Abuja of Friday 19/09/ 2014 and Abuja to Asaba of Monday 22/09/2014 with booking reference-7F9CS1 and who owns the email address 'saidunidris@yahoo.co.uk' with which the flight details was sent to Fejiro? Contrary to the reports that he went to collect money from the SSG, the truth is that Fejiro's sole purpose was to interview the SSG based on the outcome of his extensive investigations and discoveries which are backed by authentic documents. The Niger State Government is not denying this fact. They have even said they know the person who in their opinion, leaked those documents and that the said person has been sacked. One of the main grouses of the Niger State Government is the refusal by Fejiro to reveal his source despite their pressures, which no sane journalist should do. The GSM text messages exchanged and calls made between Fejiro Oliver and the SSG and the CPS to the governor can be obtained from service providers. Some of the said text messages are already in the public domain by his accusers for the whole world to see. Fejiro never intended to meet the SSG alone in Abuja, he was to do so in company of two other media colleagues one of who is also an online media publisher who was to pick him up from the Nnamdi Azikiwe International Airport, Abuja, but had lost contacts with Fejiro upon his arrival, not knowing that he had been handcuffed and whisked away to Minna. Fejiro never thought of a clandestine venue for their meeting. The venue he gave the SSG is a well known public place in Maitama, Abuja. If actually there was a sting operation by the DSS to nab Fejiro, it would have ended at the point of collection of the N50M they claim he demanded with a video record duly made as was the case with Hon. Farouk Lawan, not at the airport. It sounds wired to talk of "attempting to extort" in a so-called sting operation. It just does not make sense at all. So far, there is no iota of evidence, not even indirectly, supporting the allegation that Fejiro demanded any money. That he agreed to meet with the SSG on his plea for him to furnish Fejiro with the government side of the story does not make him a blackmailer. Are the above facts which his accusers are aware of but have not revealed consistent with the allegation that he was going to collect N50m? Even a primary school pupil will ask what Fejiro, a young journalist in his late twenties, will be demanding an outrageous FIFTY MILLION NAIRA for? This is a senseless accusation that can never, never be proved. Were Nigeria a sane country where the rule of law reigns, the issue of a journalist going to meet with the official of a government he has been critical of for a face to face interview would not have arisen in the first place. The ongoing persecution of Fejiro Oliver for what should have been a routine action of an investigative journalist is a clear indictment on the Nigerian society. We insist that Fejiro Oliver is innocent of the charges. We insist that it is the Niger State Government that should be on trial for the wastages and failures which Fejiro Oliver had uncovered in the course of his investigations. Fejiro in a GSM phone call on Tuesday 24 September, 2014 has informed us that offers have been made to him on the condition that he will drop his reports into the activities of the Niger State Government in exchange for his freedom but that his rejection of same and refusal to disclose his source is the reason for his continued incarceration. We appreciate the efforts of the human rights community, the media, and all spirited Nigerians who have took it upon themselves to stand by an innocent activist and journalist whose right is being violated through the abuse of a critical state institution. We urge the DSS to focus on the security challenges bedevilling our nation and not allow a state government that is being haunted by the ghost of stewardship to derail it core mandate. The DSS should not be seen as a ready tool that the political class is using for vindictive aims. We demand the immediate and unconditional release of Fejiro Oliver. Let it be on record that this brutal violation of the fundamental rights of Fejiro will not go to unchallenged. Nigeria may be a lawless country, but it is definitely not a failed state. The SSS paraded Fejiro Oliver and accused him of trying to extort N50 million naira from the Niger State government. Ordinarily, one would have believed the SSS. However, with recent events, one is constrained to disbelieve the assertions of the SSS. Firstly, no proof has been shown to the public to show that Fejiro did demand for a bribe. The text messages exchanged between Fejiro and the Secretary to State Government of Niger State, does not reveal anything as such. I had a conversation today with Fejiro Oliver, his family and lawyer. I can now intimate us of the following facts: Fejiro was arraigned before a Magistrate who drafted three count charges against him which includes “intimidation” and “extortion”. He pleaded not guilty to the three counts and was remanded in Niger State Medium Prison until the 14th October, 2014. The family had briefed a lawyer since Tuesday 23rd, 2014 who proceeded toMinna, Niger State the same day and is currently taking legal steps to secure the release of Fejiro from prison custody. Fejiro while discussing with me on phone did not only assert his innocence but laughed at the concocted and fabricated allegations leveled against him by the DSS and the Niger State Government though he is concern that some disgruntled elements may seek to rely on same to tarnish his image. He has challenged the DSS to make public the evidence that he ever demanded or attempted to extort any sum of money from any official of the Niger State Government. He equally narrated how many of the journalists who came to cover the media briefing by the DSS on Monday 22 September, 2014 engaged the DSS in a heated argument as they saw no basis for his arrest. One of the DSS officer then pushed him into a waiting vehicle to avoid further communication with the media. He insisted that the trump-up charges were brought up after his arrest because he rejected the directive to discontinue his reports on his investigations into the corrupt activities of the Niger State. It might interest us to know that the corrupt practices which he unravelled and which are backed by documentary evidence is up to the tune of N40 billion. This explains why the Niger State Government is seeking retrieval of documents in his possession and insisting that he should discontinue his reports. This is the core issue. Nigerians should understand that it takes very few men to blow the whistle in this country. Those who dare do this are often targeted for attacks, assassination, persecutions. The government of Niger state on Monday provided what it says were text message exchanges between it and Fejiro Oliver, the journalist declared missing since Friday and eventually paraded by the State Security Service, SSS in Minna on Monday. The text messages as provided by the Niger State government detailed a conversation between Mr. Oliver and an official of the Niger state government. The Niger government is alleging the reporter tried to blackmail its officials over a story about Governor Muazu Aliyu. The spokesperson of Mr. Aliyu, Israel Ebije, told PREMIUM TIMES Mr. Oliver, whose real name is Tega Oghenedoro, is actually a staff of the Nigerian Television Authority in Asaba Delta state. “Agreed reporters at times use pen names, but not in this case whereby this man was just using mushroom online platforms to blackmail innocent Nigerians,” he said When pressed for concrete evidence that the journalist actually demanded bribe, Mr. Ebije forwarded to us what he claimed were text messages exchanged between Mr. Oghenedoro and the Secretary to Government of Niger State, Saidu Ndako The Chief Press Secretary to Mr. Muazu said after it became clear that the journalist was out to blackmail officials of the state government, he issued a statement warning him to refrain from his actions or be exposed. “I even put out a caveat to him through his so-called secret reporters warning him of the consequences of his actions, but because he is greedy he still insisted “We are already aware that the documents he claimed to have were given to him by an aggrieved government official, Iliyasu Dhako, who I have on tape confessing and apologising for his action,” he said. While parading the suspect before journalists, the state director, of the SSS, Larry Obiagwu, said Mr. Oghenedoro was arrested by his men at the Nnamdi Azikiwe International Airport, Abuja while on his way to Minna to collect the said amount. However, a close ally of the journalist and human rights activist, Inibehe Effiong, who had been spearheading the campaign to find out the whereabouts of the journalist said on Tuesday that the Niger state government lied against the reporter In a post on his Facebook timeline, Mr. Effiong said “We have heard from Fejiro Oliver directly. He says he appreciates our efforts and urged us to continue with the campaign to free him, that he is fine. As for the information making round, we will respond appropriately. A delta born journalist attached to an online news medium, Elombah.com, Mr Fejiro Oliver has been declared missing. Fejiro, whose last report titled ‘Jonathan Packs His Friends, Charlatans for National Honours’ was said to have travelled to Abuja on the invitation of the Niger State government, but became incommunicado as soon as he arrived the FCT. Sources privy to Mr. Oliver’s visit to Abuja said he was invited by the Secretary to the Niger State government, Alhaji Said Kpaki after he published two reports exposing some fraudulent activities of the Niger State governor, Mu’azu Babangida Aliyu. Mr. Oliver had on September 15 published a report stating that the Niger State government threatened him over the investigative report exposing monumental corruption in the state. From the report, it was obvious that he had an exchange with the Niger State government apparently to hear their own side of the story he was preparing to publish, but when it became obvious that the state government were not forthcoming with their own side of the story, he published the report on September 18. It was after the main report was published that the state government through Mr. Kpaki decided to invite the journalist to Abuja under the pretext of presenting their own side of the story. According to our source, Mr. Oliver had arrived Abuja at about 5pm on Friday September 19 and immediately called the SSG to notify him of his arrival. He had made arrangement with a close friend residing in Abuja to pick him up at the airport, from where he will meet up with Mr. Kpaki, but the friend was to pick him up at the airport said about 30 minutes after he spoke with him, Mr. Oliver no longer answered calls. The friend who does not want to be named at this point in time said at some point, the number will be unavailable, but each time it is available, it rings out with nobody answering from the other end. Sometimes, the call is even rejected, the friend said, When we tried to call the number provided as that of Mr. Oliver, same was observed. it is either switched off or the call rejected. It is believed that he may have been arrested by security agents on the orders of the Niger State government, upon his arrival at the Abuja airport from where he informed State SSG, Mr Kpaki of his arrival. Efforts to reach Mr. Kpaki has not yielded fruit. Text messages sent to his phone since Saturday afternoon has not been replied. However, it was learnt that Mr. Kpaki admitted to an inquiry by another journalist that they know Mr. Oliver. The strike action embarked on by the Nigerian Medical Association (NMA) was on Sunday unofficially called off at 12:02am after an Emergency Delegates Meeting (EDM). Our sources who attended the delegates meeting told us that there was heated argument when the National President of National Association of Residents Doctors (NARD) Jubril Abdullahi told the audience that they had already called off their own strike irrespective of what NMA thinks. His speech caused commotion in the hall before it was later calmed down. Submissions by various State chapter of NMA emphasized that the strike should be called off as it has brought ridicule to the profession, and any further continuation of the strike may further ‘finish’ the association. A reliable source within the NMA fold authoritatively revealed that the EDM has to be called following prior knowledge that the FG has concluded plans to begin massive employment of physicians. “Do you know what that means for the Federal government to start to employ new doctors? It means that the sack will take effect and we cannot allow that happen. We are calling the strike off once the meeting is held”, stated our source. We gathered that the NMA who were sack last week with the residency program suspended had to resort to pleading with the Senate President, David Mark and National Assembly Speaker, Aminu Waziri Tambuwal to plead with President Goodluck Jonathan to have a change of heart. Mark who agreed to help them gave them a condition of calling off the strike before any meaningful discussion can be done, revealed our source. …No, we own the patient –NMA Unlike his medical colleagues, the Chief Medical Director (CMD) of University College Hospital, Ibadan, Prof. Temitope Alonge, has said that the title of ‘consultancy’ in a teaching hospital should not be reserved for doctors alone. He however, explained that the terminology which could apply to other professional bodies that have got to a certain level in their career should not be confused with that of a consultant doctor which is based on years of practice in a particular specialty. Prof Alonge who is also an Orthopaedic surgeon, divulged this to newsmen during a media parley in Lagos recently. In the recent times, the issue of consultancy has caused quite a controversy in the medical sector, with the dispute largely blamed for the unresolved industrial actions, the consequential death tolls and the decay in the sector. While other health professionals such as Pharm. Olumide Akintayo, the President of Pharmaceutical Society of Nigeria (PSN), has argued that the title “consultancy” as well as the position of directors, are applicable to other health professionals, a member of Nigerian Medical Association (NMA), Dr. Olubunmi Omojowolo told National Mirror that this cannot work in a teaching hospital. “Yes there are consultant nurses and pharmacists in other countries but that is only in private hospitals, it cannot work in a teaching hospital”, he said. Report has it that the hornets’ nest was stirred when consultant nurses and pharmacists were appointed at UCH and other teaching hospitals, a development that did not go well with the doctors. According to the Medical and Dental Council of Nigeria (MDCAN), the situation became unbearable when, “consultant nurses prevented surgeons, who performed surgical procedures on patients from inspecting the surgical wounds of their own patients.” In a press conference at Ibadan, the President of MDCAN, Dr Olusegun Ayodeji Oluwole narrated how a Consultant Plastic Surgeon was barred from reviewing the surgical wound he created post- operatively because a “Consultant Nurse” had reviewed the wound earlier and was satisfied with her findings. Also at the Nnamdi Azikwe University Teaching Hospital Awka, a “Consultant Pharmacist” was reported to have invaded the wards with his team, canceled patients’ prescriptions and demanded that a Consultant Cardiologist remove a key drug in an in-patient prescription, on grounds that the drug has some known adverse effects. On the heel of these developments, the NMA commenced an indefinite strike after issuing a 24-point demand to the government, one of which include the discontinuation of non-medical doctors as Directors and Consultants in a teaching hospital. Pledging its resolve to continue the strike despite the Ebola outbreak, and the recent sack of 16,000 resident doctors, the NMA president Lagos branch, Dr. Kola Ojo, insists that the title of ‘Consultant’ in medical practice is reserved exclusively for a doctor that has gone through a minimum of six years postgraduate academic training. According to him, the patient is traditionally registered under a consultant, who owns the patient and reserves all rights over the patient. However, in a shift from the doctor’s sacrosanct view, Prof Alonge of UCH Ibadan explained that the premier teaching hospital does not concentrate effort to one cadre of medical profession alone. “Let me say that in UCH, we don’t discriminate and we implement government directives to the letters. The Federal Government has issued a mandate that everyone should get to the peak of their career”. He expressed the view that other members of the health sector have the right to be made directors in teaching hospitals explaining that “very soon, we are going to have directors of pharmacy, nursing, physiotherapy at UCH. All of these people are Level-17 officers and we must give them their due rights”. While reacting to the incident of ‘consultant nurses’ and ‘pharmacists’ which has its root from UCH, he explained this as a confusion of terminology, “It was an unfortunate scenario when the hospital introduced, without the consent of the ministry, the issue of consultancy in other areas. I think the terminology is what is confusing the entire public because when the patients come they don’t have an idea that Consultancy, by virtue of professionalism is different from a consultant in a particular specialty based on years of practice as a doctor. But I think a particular committee is addressing the terminology” Professor Alonge lauded the efforts of specialized pharmacy also known as “clinical pharmacy” adding that no one can question their approach to care. “If you send a prescription to the pharmacy department and the drugs are not compatible, the pharmacists will comfortable write on the prescription back to you, asking you to kindly review the prescription or ask for a discussion. “That is called clinical pharmacy. Otherwise, a young doctor, by virtue of the limited experience in particular area may want to mix drugs not deliberately but out of the fact that he has not had deep experience enough to know the limitation. But the pharmacy will not say I don’t want to give you the drugs, rather he will write to the doctor, so we have a good working relationship with our pharmacists,” he said. He also narrated his own experience in 1995 while practicing as an orthopedic surgeon, “having written a prescription of antibiotics, the pharmacists called me – ‘can I have few words with you?’ He explained that the prescription may need to be reviewed but I informed him that the patient has an acute infection and I needed to contain it as soon as possible and that is why I have extended the prescription beyond the routine to 10 days. suspension of residency training programme not reversible – FG AUGUST 20, 2014 The Federal Government on Wednesday said the embargo placed on appointment of new doctors into public hospitals across the country and the suspension of the Residency Training Programme in the health sector was done in the overall interest of all Nigerians. Secretary to the Government of the Federation, Senator Pius Anyim, stated this in his office during a meeting with the members of the Presidential Committee of experts on inter-professional relationship in the public health sector and top policy makers of the federal government.The committee which was led by a former SGF, Dr. Yayale Ahmed, was constituted by the federal government to fashion ways of fostering harmony in the sector to avoid perennial crisis.Anyim explained that the federal government suspended fresh negotiations with the striking doctors and other unions in the sector pending the outcome of the committee. He also said the suspension of the residency training programme and the embargo placed on employment of new doctors in federal government hospitals would remain in force pending the submission of the committee’s report.He said, “Even as we try to discuss with members of the Nigerian Medical Association, and other unions in the sector, we would have difficulty to have much to do except to wait for the report of this committee.“Presently, Mr. President had directed that there should be no fresh intake of doctors into any public hospitals. He had, as well, directed that Residency Training Programme should be suspended. “The idea is that, until we find a lasting solution to this sector, everything should be on hold. The expectations are squarely on your committee to provide the solution. “We have insisted that we could not re-open negotiations with them when this committee is yet at work. I do recalled that one of the concerns they shared was that they did not know when the committee’s work would end.“For them, they thought it was a ploy on the part of the government simply to drag its feet, on their demands. With your visit today, it is clear , it is evident, it is in fact right on the table, that your committee is at work, it is marching step by step with due diligence to arriving at a lasting solution to all the challenges in the sector. He said the challenges that the government is facing from the health sector was so monumental that “President Jonathan thought it wise to seek your (Ahmed) leadership of a committee that we believe we can entrust to resolve the challenges.” He noted that the mandate of the committee, its terms of reference, the importance of the work, and indeed, the difficulties of the job, were quite appreciated. |

NMA 24 POINT DEMANDS 1. A demand that seven Deputy Chairman Medical Advisory Committee, DCMAC (four for Teaching Hospitals and three for Federal Medical Centers be appointed to assist the Chairman Medical Advisory Committee, CMAC. The association noted that the CMAC is presently saddled with statutory responsibilities that are too heavy for an individual to handle. The DCMACs is expected to have the same qualifications as the CMACs. The NMA also argued that directors in other government establishments are supported by deputies and sees no reason while that of the CMACs should be different. 2. The association opposed the appointment of directors in hospitals. The position, it said, distorts the chain of command and induces anarchy while exposing patients to conflicting treatment and management directives with mostly negative consequences. 3. A demand that grade level 12 (CONMESS 2) in the health sector be skipped for medical and dental practitioners. 4. The association also demand that the title ‘Consultant’ should not be assigned to non- doctor personnel. Arguing that consultant describes the relationship between a specialist medical doctor and his patients, the association said that giving the title to a non- doctor personnel will only lead to anarchy and chaos in the system. 5. The immediate implementation of a January 3, 2014 circular and immediate payment of the arrears for 22 years during which members were short-changed. It also demand an adjustment of doctor’s salary to maintain the relativity as agreed. 6. Call duty allowance for Honorary Consultants should be increased by 90 per cent. 10. An adjustment in the specialist allowance as contained in the 2009 collective bargaining agreement. Also all doctors on CONMESS 3 and above must be paid specialist allowance or its equivalent, not less than 50 per cent higher than what is paid to other health workers. 11. Hazard allowance for medical doctors must be at least N100, 000 per month. The hazard allowance for medical doctors is said to be at N5, 000 per month presently. 12. Immediate release of the circular on rural posting, teaching and other allowances which must include house officers. 13. An immediate withdrawal of a circular by the Central Bank of Nigeria, CBN authorizing Medical Laboratory Science Council of Nigeria, MLSCN to approve licenses for importation of In-Vitro Diagnostics, IVDs. 14. Immediate release of the circular for the retirement age for medical doctors as agreed with the Federal Government. 15. The FG through the health ministry should formalize and implement the report of the interagency committee on residency training. The FG is expected to release the uniform template on the appointment of resident doctors in line with earlier agreements. Also a concrete funding framework for residency training must be established while the overseas clinical attachment must be fully restored and properly funded in the interest of the nation. 16. That in the interest of harmony in the Federal Medical Centre, Owerri, the government should pay the salaries of our members in the center as agreed on October 21, 2013. 17. Immediate concrete steps must be put in place for the reintegration of our members back into the IPPIS platform. 18. All attempts to coerce house officers not to join NARD must stop. 19. The orchestrated intimidation, harassment and physical assault of our members in the departments of pathology (Laboratory medicine) by laboratory scientists and tolerated by the Federal Ministry of Health must stop. 20. The endless circle of incomplete salary payment of our members in many hospitals in the name of shortfalls in personnel cost must stop. 21. Universal applicability of all establishment circulars on the renumeration and conditions of service for doctors at all levels of government must be granted. 22. Government should as a matter of urgency set up a health trust fund that will enhance the upgrading of hospitals in Nigeria. 23. The position of the Chief Medical Director/ Medical Director must continue to be occupied by a medical doctor as contained in the Act establishing the tertiary hospitals. This position remains sacrosanct and untouchable. 24. The NMA henceforth shall not accept the continued violation of any of any of the terms of the 2009 Collective Bargaining Agreement. This is exemplified by the payment of the Medical Physicist and Optometrist with OD (who are on CONHESS) call duty allowance using CONMESS circular.
