By body, you mean training provider? You have to look for trainers etc that offer those level of courses.
Novelle, for instance is well known for NEBOSH IGC, which is a Level 6 competency training.

You have to look for training providers. NISP offers levels 1,2 &3. They are popularly known in Nigeria for this.

HSE Courses are into 6 Levels generally. These are levels 1,2,3,5,6,8. Though some countries now recognize level 4 and 7. For example,BISO now has a HSE Level 4 which is for Practitioners. All Level 1,2,3 course should be of almost the same content/modules and objectives. Generally, it then becomes a matter of prestige and whether your certificate has proper national /International Backing.

NEBOSH IGC is a Level 6 course. UK HSE levels 1-3 is as the name implies a level 1,2,3 course. So yes there is a huge difference both in course duration of training, examination,content,international acceptability, cost, skills and knowledge imparted.
