Anambra to Honor Nigeria’s Most Respected Female Medical Doctor, Ifeoma Egbuonu Nigeria’s most respected female doctor and doyen of paediatrics, Prof. Ifeoma Egbuonu will be among eminent Anambrarians to be honored at the prestigious ANAMBRA MAN OF THE YEAR slated for 1st July, 2023. Prof. Egbuonu will be honored with a lifetime achievement award for her contribution in the medical profession particularly her roles towards the reduction of infant mortality in the country through various innovative childcare interventions and for the commitment and professionalism with which she has practiced medicine for over four decades and mentored the best in the field of paediatrics. Prof. Ifeoma Egbuonu was born to the family of Chief Patrick and Chief Mrs Janet Mokelu OON, from Oraifite, Ekwusigo LGA. She attended Queen’s School, Enugu, NIGERCOL Enugu, and the University of Ibadan graduating with MB.BS. in 1971. She worked at UNTH Enugu 1972-1975 and transferred to the then Anambra state Ministry of Health. Her residency training was at UCH Ibadan 1976-1979 and Royal Hospital for Sick Children Edinburgh 1982-1983. She obtained the fellowship of the National Postgraduate Medical College in Paediatrics in 1984 and the fellowship of the West African College of Physicians in 1986. She had a stint in the Ministry of Health as a specialist and later consultant Paediatrician at the General Hospital Onitsha covering Iyi-Enu Hospital Ogidi and St. Charles Borromeo Hospital Onitsha and Waterside Maternity Hospital, Onitsha. Prof. Egbuonu later joined Nnamdi Azikiwe University in 1993 and rose to the rank of Professor of Paediatrics in 2005. She contributed creditably to the University and the Teaching Hospital and to Medical training at undergraduate and post graduate levels. She is an examiner to several medical schools the National Postgraduate Medical College & West African College of Physicians. As one of the doyens of medical profession, Prof Egbuonu has served in and outside Nigeria notably as: Member and Chairman Anambra State Branch of Medical Women’s Association of Nigeria 1987-1992, Past President Paediatric Association Nigeria 1995-1998, Member Standing Committe of International Society of Tropical Paediatrics (1996-1999), Patron and Member, Board of Trustees of Several professional groups and Associations including the University of Ibadan Alumni Association, Queen’s School Enugu Old Girl’s Association, College Treasurer, West African College of Physicians. 2005-2009, College Vice President, Chairman Nigeria Chapter, West African College of Physicians. 2009-2013, College President and West African College of Physicians 2017-2018 (the first female to be so elected since the inception of the college in 1976). In February, 2020, she was inducted as one of the Foundational Fellows, Nigerian Academy of Medicine. Prof. Ifeoma Egbuonu has equally contributed qualitatively to the promotion of Child Life and Health through Primary Health Care Zone A Consultant and the Baby Friendly Initiative as a Master Trainer through consultancies for UNICEF (Nigeria, Ghana, Liberia), WHO, Ministries of Health at Federal, State and Local Government levels in the health zones of Nigeria. Nitty-gritty of 2023 census in Nigeria The National Population Commission (NPC) has concluded its plans for population and housing census in the country this year, thereby appealing to Nigerians to make themselves available for counting during the exercise. The census which was originally scheduled to hold in March is now billed to hold from May 3-7, 2023. The exercise is expected to help the government and other agencies with accurate data to work with. According to the commission, a lot of resources and efforts have been invested to ensure that the exercise is credible and successful. The Chairman, National Population Commission, (NPC) Nasir Kwarra said, “Census is a national event and is the responsibility of every citizen to participate by presenting themselves to be counted. The Commission will no doubt need the support of all stakeholders to deliver to the country credible and reliable data it can use for sustainable development planning. “Over the years, the Commission has invested considerable time and resources in planning for the census by drawing from its rich institutional experience spanning two censuses and a pool of tested professionals to give the nation a truly digital and scientific census that will generate data for planning within the context of our present realities.” Kwarra noted that the Commission has not stopped engaging in activities that would ensure the exercise is successful. “The Commission has made significant progress in preparation for the census. We have completed Enumeration Area Demarcation, conducted two pre-tests and trial census, trained facilitators for the census and other preparatory activities are presently going as we speak. “These efforts have laid the groundwork to ensure that the census succeeds and is implemented according to best practices. In addition, the commission has developed a Census Strategic Plan and Implementation Strategy detailing a whole range of activities to be carried out in the pre-census, actual census, and post-census stages,” Kwarra revealed. Dr Garba Abari, a member of the Publicity and Advocacy Committee on 2023 National Population and Housing Census, has confirmed the new date of commencement on Sunday in Abuja. “The 2023 National Population and Housing Census will be conducted digitally to ensure credibility and efficiency, Garba Abari, who also is the Director-General of the National Orientation Agency (NOA), has said. According to him, “This is one census that is going to be different from previous ones. To enhance the credibility of the exercise, this census is going to be digital. “In the house listing and numbering, the National Population Commission (NPC) has perfected the space and got the point much beyond what google has done in the mapping.” He claimed that in terms of specificity and the correctness of the capture of every house and hamlet in Nigeria, NPC has gone far beyond what google had done. “We may not say that we are absolutely 100 per cent correct, but 99 per cent of all houses, structures within the enclave of Nigeria’s territory had been captured digitally, far beyond what google can provide in terms of specificity.” The digitalisation of the exercise is expected to enhance credibility, ensuring accurate data, in response to modern technology, in line with global practice. He said, “Digitalisation will enhance the credibility because there is a common template for the exercise and that is all that will be sent to the cloud. “The previous census was looked at from the prism of one region is larger than the other; one state is bigger than another, one local government is bigger than another, one senatorial district is bigger than another. This made us to miss out on the whole essence and the most important element of the programme, which is getting sufficient data for planning. “But the 2023 census is going to be a scientific census; a digital census that responds to the reality of today, responds to the information and technological revolution; it is a census that is aimed at bringing in credible, acceptable, open and transparent force,” he said. The national head count across 774 local government areas of the country is expected to cost a whopping sum of N869 billion. The Minister of State for Budget and National Planning, Prince Clem Agba, claimed that out of the total of N869 billion ($1.88 billion) required for the census, government has only committed about a quarter of the sum. Agba who was at a high-level partners’ engagement in Abuja said the census would be conducted in partnership with various development partners, including the United Nations Population Agency (UNFPA) and (EU), among others. According to him, UNFPA would provide significant technical and financial support and also manage a basket fund established for the redemption of pledges. The Minister of Information and Culture, Mr. Lai Mohammed has attributed the postponement of the census to the rescheduled governorship and state assemblies elections and a memo presented by NPC, seeking some software to allow them to conduct the census in May this year. According to the Minister, they sought council’s approval for a contract to procure software for the census at the sum of N2.8 billion. Nigeria’s population is estimated at about 216 million, according to UNFPA. Projecting statistically, if the country continues in its current trajectory, there will be a 100 per cent increase in its population by 2050, reaching up to 400 million people. Some citizens have expressed concerns over the administration’s insistence on conducting this massive project of a national population and housing census few weeks to the end of its tenure. Apart from the underlying benefits of census, NPC has spoken up, claiming that, “the 2023 Census will be Nigeria’s first digital census and will change how the census is being conducted in Nigeria before now.” The approach began with the demarcation of enumeration areas covering the entire territorial space of Nigeria using mobile handheld device and Geographic Information Systems (GIS), and satellite imageries to create the digital census maps. Talking about the importance of census, the NPC maintains, “A Population and Housing Census is of great relevance to the economic, political and socio-cultural planning of a country. Reliable and detailed data on the size, structure, distribution and socio-economic and demographic characteristics of a country’s population is required for policy intervention and monitoring of development goals.” Prince Agba revealed that 885,000 persons would be trained to conduct the dual-purpose census; population and housing. The training of these persons, the minister said, would be held before the census. He said 773 local government areas have been demarcated with the exception of Abadam Local Government Area in Borno State where he noted that residents were not very receptive to the personnel. He went further to say that government had however, adopted a hybrid enumeration strategy, stating that other areas with similar challenges include Birnin Gwari in Kaduna State and other localities in Zamfara State. In any case, on their part, the census planning committee assured that its security and logistics committee had all it takes to handle the situation. In effect, funding, security and manpower are critical and pivotal inputs that would define or undermine the success of a viable national population census. The general feedback from various stakeholders indicate that rushing to hold such a project may not be in the best interest of the country at this political transition period. Some suggest it would have been best left for an incoming administration to deal with. This notion probably informed the House of Representatives’ suggestion to put off the population enumeration. In May 2021, the House of Reps had asked NPC to suspend the planned population census, until the country stabilises. Some people have argued that conducting population and housing census in the current economic recession will only waste the hard earned resources of the country as the outcome will be inconsequential. Meanwhile, NOA has urged Nigerians to participate fully in the exercise so as to avail the country of the benefits that can be derived from the population and housing census. “Nigerians, please remember you count, so come out and be counted. Census is for all of us and census is for development and development is all we need.” While highlighting the importance of census to national planning and development, he emphasised the need for accurate figures that would be credible and acceptable, saying “in this day and era, we cannot be planning on the basis of conjectures.” The NOA boss said that the technology to be deployed for the exercise would facilitate its credibility and acceptability.The technology to be deployed will make it difficult for anyone to manipulate the process. It’s very correct that there is a lot of challenges against the conduct of census at this time. But when one considers what the country stands to benefit if successfully conducted, it becomes overwhelming and compelling. The benefits of census include knowing the size of the population. A census is helpful in finding out the number of people who live in the country and the structure of the society. It helps in determining the number of people who can pay taxes in a country, which helps to estimate the amount of revenue that can be obtained from the tax sector. Census helps to forecast the country’s economic needs, such as: electricity, housing, food, etc. We can also use census to determine the number of unemployed citizens and the standard of living of the citizens in the country. This goes with revealing the level of manpower, that is, people who are working in a country. If it is high, the economic development of the country is guaranteed. Again, it’s a tool to formulate economic policies. For example, revenue formula can be based on demographical figures. Government estimates the number of emigrants and immigrants through census. To determine population density, we need head count. Census plays an essential role in giving detailed information on the population density. The information obtained from the census assists the government to distribute resources. For example, areas densely populated get more resources than areas that are scarcely populated. Census data gives an idea of what kind of social amenities should be provided to particular areas. Social amenities such as hospitals, housing, water, electricity and others are cited through the help of census. Census assists governments and international agencies in helping needy countries in terms of grants and aid. As we engage in population census come May, we believe that Nigeria stands the chance of sorting a major part of its national puzzle with data guiding its resource allocation, revenue estimation, formulation of economic policies, provision of social amenities, and determination of population density.

NPC to spend ₦2,800 to count each Nigerian for 2023 census The National Population Commission (NPC) has said it's looking to spend ₦2,800 to count each Nigerian in the 2023 National Population and Housing Census exercise. This is in response to calls from concerned Nigerians and some groups who demanded a breakdown of how the commission's ₦896 budget for the exercise will be expended. The critics alleged that the proposed spending for the exercise was too exorbitant and called for transparency on the part of the commission. BudgIT, a leading public data organisation, had in a statement on Monday, May 27, 2023, stated that it is important for the population agency to inform the public on how it wants to spend the fund. "Recall that earlier in March, the Minister of State for Budget and National Planning, Clem Agba, had said a total of ₦869 billion ($1.88 billion) would be required for the exercise. This figure includes post-census activities," the statement partly read. Reacting to the calls, the Federal Commissioner of the NPC in Enugu State, Ejike Eze, said that the commission proposed to spend ₦2,800 to count each person, which he claimed is cheaper compared to what was spent by other countries. Eze said this while speaking in Abuja on Sunday, April 15, 2023, adding that the NPC budget was the least when compared with the budgets of countries like the U.S. and Malawi. “The U.S.A. spent between 12 dollars and 15 dollars (₦5,760 – ₦7,200) to count a citizen, while Malawi spent nine dollars (₦4,320) per citizen. “In Nigeria, however, we are making a proposal to spend six dollars (₦2,880) to count a citizen," the NPC official said. The exercise, scheduled to hold from May 3 to May 5, 2023, is the first census to be conducted in the most populous black nation since 2006. The 2006 exercise put Nigeria's population at 140,431,790 with males accounting for 71,345,488 while the female population stood at 69,086,302. The NPC has vowed that every resident, both Nigerians and non-Nigerians, will be counted in this year's exercise.

2023 Census Won’t Canvass Questions On Religion – NPC The National Population Commission has reacted to an audio tape going viral on WhatsApp stating that the religious affiliations of respondents will be canvassed in the 2023 Population and Housing Census. The audio tape called on Muslims in Nigeria to see the purported canvassing of information on their religious affiliations as a tool to suppress their population figures. It, therefore, instructed adherents of the Islamic faith to resist any attempt to divide the religion of Islam by refusing to answer any question on their religious affiliations Reacting, the NPC states unequivocally that the 2023 Population and Housing Census will not canvas questions on religion and religious affiliations of respondents. The commission said the decision to exclude religion along with ethnicity from the census questionnaire was taken in due consideration of the sensitive nature of these issues within the Nigerian polity and the need to save the census data from needless controversies and attention. In a statement, the NPC said, “A fact check on the origin of the purported message shows that it was first circulated in Ghana during its 2021 population census exercise through a WhatsApp message. This negative message found its way into the Nigerian social media space in July 2022 when the Commission conducted the Trial Census. The re- circulation of the message in audio form as the Commission sets to conduct the 2023 Population and Housing Census in May 2013 is an indication that some elements are bent on drawing the 2023 Census into unnecessary controversies through propagation of falsehood and incitement of a section of the population to destabilize existing peaceful coexistence in the country. “The Commission carried out extensive consultation with data users and stakeholders in coming up with the questions to be canvassed in the next census. The overarching goal of the questionnaire is to generate data that will facilitate sustainable development. The questionnaire is robust and include demographic characteristics of respondents and other socio- economic characteristics but without any question whatsoever on religion and ethnicity “Members of the general public are therefore enjoined to disregard the rumour of question on religious affiliation contained in the audio tape in circulation and extend maximum cooperation to the enumerators for the sake of delivering a credible, reliable and acceptable 2023 Population and Housing Census data for national development planning.”

Nigeria 2023 census: All you need to know and why it matters Nigeria dubbed the world’s most populous black nation, is set to conduct a population census after a 17-year hiatus. The duration is longer than the United Nations recommended ten years to ascertain the accurate number of its teeming population. In an official announcement, the Chairman of Nigeria’s Population Commission (NPC), Nasir Kwarra, stated that the 2023 National Population and Housing Census was scheduled to hold from March 29 to April 1, 2023. Still, the commission has postponed this date from May 3 to May 7, 2023, due to rescheduling the state elections in the country. The federal government of Nigeria disclosed that over N869 billion was needed to conduct the 2023 population and housing census. The Federal Executive Council has approved N2.8 billion for the National Population Commission (NPC) to procure some software for the census. According to the United Nations Population Agency (UNFPA), Nigeria is set to be the fourth or fifth most populous country in the world, with a projected population of about 400 million by 2050. The current global population, according to the United Nations, is 8 billion, predicting a growth rate to hit 9.7 billion in 2050. Why does Nigeria need an updated national census? The importance of having accurate data cannot be overemphasised, as a nation cannot fully attain its national socio-economic development potential without giving the numbers a human face. The President, Muhammadu Buhari, while speaking on the 2023 census, said having correct figures from the headcount will help the country plan for the citizens and purpose for development to reinforce the social security programme that targets more vulnerable Nigerians. In addition to the aforementioned reasons, there have been arguments across social media platforms casting aspersions on the actual figures of Nigeria’s population. An updated population census will help dispel these doubts in more ways than one. What are the upsides of having a national and housing census? There are several advantages to having correct and actual figures from a census, which help propel a nation on the path of prosperity. Some benefits include the following: Resource allocation A census helps in the equitable distribution of resources to different states, local governments, and communities based on their population. It provides accurate information on the population size, age, gender, education level, and income, which the government can use to plan and allocate resources effectively. Proper planning and development Data gathered during the process can be used for planning and development purposes. The information collected from the census can help government agencies to plan for infrastructure development, such as roads, bridges, and public utilities. Electoral process This is majorly the elephant in the room when data gathering is brought to the front burner. It helps redraw electoral districts and allocate constituencies based on population size, ensuring that the government fairly represents all regions and communities fairly. Demographic scrutiny Similarly, data from this process helps understand the population’s demographic characteristics. It provides information on the age distribution, gender balance, ethnic diversity, and migration patterns of the people, which can be used to make informed policy decisions. Monitoring and evaluation To track the implementation of projects, policies and programs, data helps in monitoring and evaluating timelines. It provides a baseline for measuring progress and identifying areas where additional resources and interventions are needed. Conclusion Nigeria will turn 63 in 2023, and more than ever, citizens clamour for robust national development. Is the 2023 census necessary? Nigeria is preparing for another round of population census rendezvous. Thanks be to God! But, if, at least, we must learn from past experiences, then, the primary question is: is the 2023 Census necessary? If one may also ask, when was the last time Nigeria held a census and how effective have previous exercises been? Or, must we fulfil the ritual of population head-count in Nigeria just for its sake? From the look of things, one may safely conclude that the National Population Commission (NPC), the body saddled with conducting censuses in Nigeria, has become an association created for political considerations. Needless to repeat that its census figures are unreliable because whatever figures we get are politicised! Since there are no other means of validating the figures, they are just left there. Not only that, since nobody uses the figures, it’s always an exercise in futility! Still, a huge sum of public funds is spent on the exercise with little or no benefits. Nonetheless, each time a national census is about to commence, those who are involved in it know vividly why they are into it; and they are always very enthusiastic about it. More often than not, it is for pecuniary conveniences, not because they love Nigeria or because the veracity of the headcount figures matters; but, at least, the exercise will provide an avenue for some people to make money. A credible demography deals with the geographical spread of the sample population. As of today, Nigeria hides the reality of the demographic structure of her population under mischievous headings. Sad that, whenever our university professors want to carry out research works, they rely on foreign institutions – those that could actually pay for informed figures about Nigeria’s population; certainly not statistics sourced by Nigerians – for reliable statistics. So far, so disheartening! The only constant and easily ratified thing about census in Nigeria is the estimated budget cost, not in any way about the accuracy or reliability of the census figures, or the general acceptability of the outcome of the exercise. Arguably so, Nigeria is calling for a new census primarily because she has nothing in its database that’s close to an acceptable population figure. Ask a census taker the benefits of census to nation-building and excuses will saturate the demographic space. In the first instance, previous censuses have never been credible. There were always the invisible hands of politics; figures were imaginary; and the processes were always problematic! No effective planning; nothing verifiable! In each Local Government and/or District, there are no effective Birth and Death Control Registers; and that’s a major setback! For us to have a credible census, the infrastructure of systemic population control must be on ground, and must be efficient. The right orientation must also be provided and corruption must be checkmated. In the United Kingdom, for example, when a young man or woman turns 18, he or she is fit to approach the City Council for his or her own apartment. Of course, this followed a survey in which it was discovered that children even up to 21 years of age were still living with their parents. As fate would have it, the UK also has programmes which encourage a child of 18 years and above to start taking responsibility. Well, that’s the UK, where God works wonders! Only God knows where yours sincerely was at age 18! Even now … still struggling! All these have shown how badly degraded our society has become! Whenever issues about governance are raised in Nigeria, there lies the intriguing phenomenon: policy inexactitude. How do I mean? The approach of the NPC is akin to a man drawing water from the ocean with a basket full of holes. On the one hand, it is to enumerate the population. On the other hand, it has no means of accounting for accurate records of births and deaths in society, among others. But the dangerous truth is that people don’t voluntarily reveal death details of family members or relations to government agencies for sociocultural and religious reasons. Even when it is in the hospital, the corpse is just taken away for burial without any room for post mortem. For some other people, it is not even part of their orientation to record births and deaths. So, until there’s a national law that says every birth and death must be reported, people will prefer to bury their dead without formal permits or imposed broadcasts. In our clime, when people die, it’s known only to their families. When new babies are born, it is also known only to the families and some friends. People even worry more about naming ceremonies for newborn babies, where partaking of ‘bread and tea’ is the norm. To those people, the census is of no use! Even, the Local Government will not know that a child has just been born within its jurisdiction. At burial also, wads of cash exchange hands between the clerics and the congregants. There will be calls for prayers for all categories of imaginary relationships. And that’s after the clerics must have fought for who should lead the prayers because, at the end of the programme, the leader goes home with the fattest portion of the largesse. Of course, that’s when the pastor will remember the church wall that’s about to fall down, which the children of the dead must contribute money to fix, not even minding whether or not the dead is already a candidate for hell! Sad that the conscious understanding of the essence of the known figure of the population of a particular country has eluded Nigeria! So, how do we care for the aged when we don’t know how many they are? How do we prepare for the kids of school age when we don’t know their figures? How do we establish hospitals when we don’t know who to be catered for? The General Hospitals are no longer ‘general’ in their delivery of quality service while the Teaching Hospitals have become comfort zones for brain drain. Since nobody has the figure to plan with, Nigeria has become one sorry story of an unrepentant embracer of aimlessly drifting policies, one after the other. In the not-so-distant past, people looked up to academia to provide a pragmatic plan for an incoming government. This is no longer the case! Even the academics are now overwhelmed and can no longer think of a novel and better approach to confront an insensitive government than the usual, old, ‘we-no-go-gree’, Michael Imoudu-era industrial action. And, as if the gods were angry, Nigeria’s universities were closed for the better part of the Year 2022; yet, the country continued as if nothing serious happened. The question is: can a nation grow beyond its intellectual capacity? Population census is not a one-off. It’s an ongoing project. The more reason there must be a set standard for the coming exercise so that, by the time we are through with its rhyme and rhythm, Nigerians will be able to measure the outcome vis-à-vis the set standard. If we don’t have a set standard, then, it’s a scheme that has failed even before take-off. Let’s not be deceived, there’s no way a population census will be said to have achieved its purpose if it’s just a ritual. If it has no expectations and no goals to fulfil, then, it’s just a waste of time and resources. It is like national wealth squandered, as usual! The Organisers of Anambra Man of the Year Award has announced that it received a total of 837 nominations for Woman of the Year Award category . Established in 2020, the award, Anambra Man of the Year recognizes men and women from the state who have done outstanding things in their careers or vocations in the year under review. Apart from The Man of the Year Award category which appears to be the flagship or cynosure of the award event ,there are also other award categories including woman of the year, industrialist of the year, business man of the year,oil and gas person of the, philanthropist of the year, Rising Star of the Year, Inspiring woman and leader of the year etc. The organisers of the prestigious award recently opened nomination for various categories of award and has received a total of 837 nominations sent through various platforms for the Woman of the Year category. Top among the names that made the list of nominees for Anambra Woman of the Year,2022, include, renowned author, Chimamanda Adichie; wife of the governor of Anambra state,Nonye Soludo and wives of two former governors of the State,Margaret Obi and Ebele Obiano. Others include Senators representing Anambra Central and North Senatorial District,Senators Uche Ekwunife and Senator Stella Odua respectively. The Selection Committee is expected to choose 5 of the nominees that will make it to the final voting stage of the process which will commence next week. The person with the highest number of votes will be announced as the Anambra Woman of the Year and will be celebrated alongside other awardees at an elaborate event. The National Population Commission (NPC) in collaboration with the National Orientation Agency (NOA)on Saturday convened a 1-day workshop for bloggers and social media Influencers to educate participants on the processes and methodology for the 2023 Population and Housing Census Dr Ishiaq Alada, the commission's Director of Public Affairs, said the participants would serve as the NPC ambassadors on social media platforms ahead of the head and housing counts that would run between May 3 and 7. Participants were tutored on the goals and approach of the commission in delivering a successful and credible cencus. Also, they were sensitised by various speakers on prositive orientation of the social media community and the promotion of the commission's activities.
