In Praise of Boss Mustapha @ 65

In this piece, I will be writing about a man whose sense of patriotism and believe in the unity and progress of Nigeria is second to none.

A man who believes in excellence and have demonstrated that the utopian society where everything is in perfect condition can be made real if given the necessary support.

This was the intellectual idea that influenced his decision to join the struggle to actualize the lofty dreams of our founders when in 1988 at the age 32, he became member of the Constituent Assembly; a think-tank group assembled by the then Federal Government to draft Nigeria's Constitution for it's transition programme to the Third Republic.

Fellow Nigerians, I'm talking about the Secretary to the Government of the Federation and Chairman of the Presidential Steering Committee (PSC) on Covid-19, Barrister Boss Gidahyelda Mustapha as he turns 65 on September 4, 2021.

Nonetheless, I want to state that the essence of this article is not to seek personal gratification or achieve political objectives, but to sincerely say 'thank you' to the man who put his life on the line to save the lives of millions from the deadliest plaque in human history after the 'Bubonic Plaque' better known as 'The Black Death' of the 14th Century.

According to report, the Bubonic Plaque which ravaged humanity between 1346 and 1353 caused the death of over 50 million people in the 14th Century.

The plaque spread majorly through the bite of a flea infected with plaque-causing bacterium called 'Yersinia Pest.' Huge number of animals succumbed to it and died while hungary fleas turn to humans and within three to five days of the bite, one will start experiencing fever, headache, chills and weakness of the body. The infection spread throughout the blood stream and affect respiration in the lungs.

Though the world has witnessed several plaques since then, but none has been as varulent as the Coronavirus.

According to report, between 2010 and 2015, there were 3,248 reported cases of plaques worldwide including 584 deaths.

Recall that some experts had predicted that Africa especially Nigeria been the most populous country in the continent would be littered with dead bodies.

So, there were fears, pandemonium and anxieties all over the land without anyone knowing where to run to or seek assistance from.

Perhaps, looking at the pedigree of some of the experts who made the prediction, one will have every reason to fear because their predictions have never failed for decades just as Chinese philosopher, Confucius stated that for us to define the future, we have to study the past.

Besides, I think one does not have to be a rocket scientist to know that the nation was truly standing between the devil and the deep blue sea. The devil been the Coronavirus imported by an Italian while the deep blue sea is the fact that the nation's healthcare system was so dysfunctional that hospitals were mere consulting clinics without drugs and assuring hope of survival.

In a nation with over 200 million people, the Presidential Steering Committee started the fight against Covid-19 with just two molecular laboratories with daily testing capacity of just 500.

Despite the fact that Nigeria once fought and defeated the Ebola Virus, Avian Influenza and other viral diseases, there was no blue-print on ground to serve as guide to containing outbreak of any viral disease in the future neither were there adequate infrastructure to support the fight against Cornavirus.

So, their prediction was justifiable because no one can give what he does not have - nemo dat quod non habet.

Again, in the heat of the pandemic, there were bans on international travels or flight operations around the world; no medical tourism nor check-ups abroad let alone assessing treatment for Coronavirus outside the country.

Worst still, the novel nature of the virus made it difficult for our health professsionals to acquaint themselves with relevant information about the disease let alone proffering solutions to it because knowledge of the virus was limited. So no matter how one veiws it, it was really a terrifying moment for Nigerians, Africans and the world at large.

Therefore, it takes courage, love of a country and unyielding faith in God to accept the responsibility of leading the fight against Coronavirus at that material time that Boss Mustapha was appointed Chairman of the Presidential Taskforce on Covid-19 now known as the Presidential Steering Committee which was like a death sentence.

It would have been more consoling if there were established guide or pedestal to build upon, but in this case, only a certificate of appointment was issued.

Based on the foregoing, there are two questions I would love to ask the SGF and Chairman of PSC if I have the opportunity to meet him or have access to him.

The first question is to know what was the first thought that came to his mind upon hearing the news that he has been appointed to lead the war against a varulent and deadliest disease in about seven Centuries? At the time many were confused and were scampering for safety.

The second question is to know how he felt when his family members tested positive to Covid-19? Because I'm just imagining the pain, agony, trauma as well as the pyscological confusion usually associated with such development.

Though the battle is not yet over, but looking at how far we have come and the availability of vaccines as well as the ongoing administration of the jabs on Nigerians, one can say that the aim of achieving herd immunity which will lead to eventual defeat of Covid-19 or flatening the curve is achievable in the nearest future.

However, if there is anything the outbreak of Coronavirus and the successful prosecution of the war against it by the Boss Mustapha-led PSC has taught us, it is the fact that there is no adversity or challenge that Nigeria cannot overcome if we have the right leadership and team in place.

From just two molecular laboratories and 500 daily testing capacity with inadequate manpower and facilities, the PSC successfully waged the war on Covid-19 with minimal casualties, averted national calamity, upgraded and repositioned our healthcare system and infrastructures to optimal level. Oliver Wendell Homes must be right when he said that 'A mind that is stretched by a new experience can never go back to its old dimensions.'

Though we are not yet there, but because of what the PSC has done and is still doing, Nigeria's healthcare system is now better equipped to contain the outbreak of any disease in the future as Nigeria now have over 150 molecular laboratories with over 50,000 daily testing capacity as well as isolation and treatment centres in the 36 states and the Federal Capital Territory while the construction of Oxygen Production Plants in all the states and the FCT is ongoing.

Through the PSC, rehabilitation and remodelling works are ongoing at the Nigeria's Vaccine Production Laboratory in Yaba, Lagos State.

Nigeria has also joined the list of countries regarded as vaccine candidates because two vaccines produced by Nigerian scientists are awaiting clinical trials and the certification of World Health Organisation before it would be put in to use.

Against the initial fear on vaccine storage, the PSC rehabilitated existing cold chain facilities as well as the procurement and installation of Ultra-Cold Chain equipments across the federation.

Today, the PSC is administering Moderna Vaccines on Nigerians without encountering facility problem despite the fact that it requires refrigeration of about 2 to 8 Degree Celsius. This is even as the WHO has ranked the country's response to Covid-19 as the fourth most successful in the World.

Similarly, in July 2021, a normalcy index published by The Economist Magazine based in the United Kingdom ranked Nigeria fourth on the list of countries whose responses to Covid-19 pandemic have resulted to normalcy.

In all these, I commend President Muhammadu Buhari for showing leadership and commitment to the fight against Covid-19 at the time the country needed him most.

In the midst of the battle, many cynical voices and conspiracy theories rented the airwaves and dominated our news and cyber spaces but Mr. President remained undaunted and refused to be distracted; instead, he remained focused and continually reaffirmed his unwavering commitment to the task of flattening the Covid-19 curve in Nigeria. He allowed science and statistics to prevail over unsubstantiable beliefs.

Today, it looks as if nothing calamitous ever befell Nigeria but make no mistake, many waters passed under the bridge even as there are still many rivers to cross.

And to the Chief celebrant and one of the unsung heroes Covid-19 has unveiled to our eyes, Barrister Boss Mustapha, I say a big thank you for accepting to put your life on the line so that many would be saved.

You accepted the responsibility at a time there was no plane in the sky and limited cars on the road. This is the new Nigerian spirit everyone who truly loves the country should imbibe.

The anointing and grace you are carrying shielded the country from calamity because it is not of him that willeth nor of him that runneth, but of God that sheweth mercy.

Therefore, I'm using this opportunity to wish you a very warmed, remarkable and memorable birthday anniversary and many happy returns even as I also congratulate you for winning this year's Leadership Newspaper 'Annual Conference and Awards" as it's 'Public Service Person of the Year,' while the Presidential Steering Committee which you lead emerged as the 'Public Agency of the Year.'

Democracy Day: APC Chieftain Drums Support for Buhari

A Chieftain of the ruling All Progressives Congress, Comrade Edwin Uhara has advised Nigerians not to lose hope in the government of President Muhammadu Buhari, saying better days await the nation.

In a statement personally signed and released to newsmen in Abuja on Friday, Uhara said, President Buhari's achievements in the last six years are laudable despite the paucity of fund occasioned by the low price of crude oil at the international market.

The young politician who is aspiring for an elective post in the upcoming national convention of the party said, Nigerians should rally round President Buhari so that he can deliver his campaign promises to the nation.

He commended Mr. President for displaying rare visionary leadership which inspired the establishment of the Presidential Taskforce on Covid-19 which recently transitioned to the Presidential Steering Committee on Covid-19 with the overall goal of flattening the Covid-19 curve in Nigeria.

He noted that because of the effective coordination of Covid-19 Vaccine distribution by the Presidential Steering Committee, the World Health Organisation recently declared Nigeria's vaccine rollout as the best in Africa in terms of storage and utilisation of available vaccines for its population; adding that many countries are now looking up to Nigeria to learn how to better roll out vaccination programmes.

The UN-trained negotiator urged Nigerians to eschew restiveness and key in to the ongoing revolutions in the nation's Agricultural and Information Communication sectors, saying these are the two sectors that recently got the country out of recession and still have the key to food security and massive job creation.

The party stalwart further noted that with the recent unveiling of the first made-in-Nigeria mobile phone with locally sourced components by the Electrical/Electronics Technology Department of the Industrial Training Fund, the Buhari administration has opened the door to Nigeria's great prosperity in the coming months as more jobs are going to be created both for skilled and unskilled workers.

He therefore urged Nigerians to continue to pray and support Mr. President and his team as they work to make the country better for everyone.

The PTF, PSC and Matters Arising

Following the successful transition of the Presidential Taskforce on Covid-19 to a Presidential Steering Committee on Covid-19, I have come across several reactions that trailed the development since the announcement was made by the Federal Government on Tuesday, April 6, 2021.

While some hailed the move, others expressed reservations. But one that caught my attention most is the comment attributed to the Chairman, Senate Committee on Health, Senator Ibrahim Oloriegbe, who said, ''I was listening to the radio yesterday (Wednesday) when I heard that the PTF on Covid-19 has been converted to a steering committee. We were not consulted in terms of what will be the operational mechanism and so on ... What is the content of that conversion? How will the Steering Committee work?'' The Senator asked.

However, at the first national press briefing of the PTF after Easter break held in Abuja on April 6, 2021, the Secretary to the Government of the Federation and Chairman of the PTF/PSC, Mr. Boss Mustapha announced the approval given by President Muhammadu Buhari for the transmogrification of the Presidential Taskforce on Covid-19 to a Presidential Steering Committe on Covid-19 starting from April 1st, 2021 to December 31st 2021 with a modified mandate to reflect non-emergent status of Covid-19 as a potentially long-term pandemic.

The SGF said: ''Mr. President has considered the report and has approved the following: That the PTF will transition to a Presidential Steering Committe on Covid-19, effective from April 1, 2021 with a modified mandate to reflect the non-emergent status of Covid-19 as a potentially long-term pandemic.''

"That the structure of the PSC shall reflect the new focus of the response with a targeted approach on vaccine oversight, risk communication, international travel quarantine processes and sub-national engagement.''

''That the term of the Presidential Steering Committtee shall last till 31st December, 2021.''

''The Presidential Steering Committee would maintain the present constitution, functions and strategies of the PTF; be supported by a slim technical and administrative structure.”

''The current National Incident Manager (Dr. Mukhtar Mohammed) shall formally take over from the National Coordinator and function as the Head (Technical Secretariat) and member of the PSC.''

The SGF added that the PSC will coordinate the vaccine rollout, deployment and administration, while a private sector supported transition consultant will sustain the multi-sectoral relations and policy guidance.

He further disclosed that the PSC would meet less frequently while maintaining effective communication with Nigerians and also monitor and audit ongoing systems, reforms and infrastructure development in the health sector.

Before the transition, President Buhari had extended the lifespan of the PTF twice after the expiration of it's original mandate on September 17, 2020.

The first extension was between September and December 2020, while the second extension was from December 22nd, 2020 to March 31st, 2021.

It will be recalled that the PTF was established on March 9th, 2020 to coordinate and oversee Nigeria’s multi-sectoral inter-governmental efforts to contain the spread and mitigate the impact of COVID-19 pandemic in Nigeria.

In other words, the overall goal of the taskforce was to stop further transmission of Covid-19 within Nigeria as well as ensure provision of basic treatment to those infected; and reduce the overall social and economic impact of the pandemic on the country.

Let me also add that as of the time the PTF was established, no one envisaged the breakthrough we currently have in the world of vaccine. Instead, the main goal and mandate of the taskforce was to flatten the Covid-19 curve.

But because of the virulent nature of the disease as well as the huge investment made in vaccine research and development by the global community, Covid-19 Vaccine was found towards the end of 2020.

Hence, the challenge is no longer about the existence of vaccine, but about vaccine hesitancy, anti-vaxxers, vaccine nationalism and lately, vaccine passports.

Vaccine hesitancy according to report is the reluctance or refusal to be vaccinated or to have one's children vaccinated against contagious diseases. Vaccine hesitant individuals often say they want to “wait and see” as vaccines are distributed in their community.

However, vaccine hesitancy is slightly different from anti-vaxxers. While vaccine hesitant people can change their mind, anti-vaxxers can rarely be persuaded to give up their fixed beliefs that all vaccines are harmful.

According to report, Health experts have recommended that medical professionals should focus on those who are vaccine-hesitant instead of anti-vaxxers. Someone can become vaccine hesitant because of misinformation on the social media or a lack of confidence in the safety of the vaccines but anti-vaxxers are not.

Vaccine nationalism according to Indian Express is when a country manages to secure doses of vaccines for its own citizens or residents and prioritises its own domestic markets before they are made available in other countries. This is done through pre-purchase agreements between a government and a vaccine manufacturer.

While vaccine passport is a proof that a person has been immunized against COVID-19. It could be in the form of a smartphone app or a written certificate, for those who don't have smartphones. According to Washington Post report, the goal is to digitize individual countries’ paper vaccination certificates into internationally recognized passes for travel. "A few options for vaccine passports exist for Americans so far, and other countries and regions have also developed, or are in the process of developing their own."

As of today, Nigerian scientists have also come up with two Covid-19 Vaccines which are waiting for clinical trial and certification by relevant bodies.

Nonetheless, another challenging development is the mutation of the virus leading to several strains or variants; from the United Kingdom variant (B.1.1.7 ) to the South African variant (B1351) to the Brazilian Variant (P.1) and the less known B1525 widely regarded as the Nigerian Variant according to report by the April 8 edition of The Sun Newspaper of London - https://www.thesun.co.uk/news/ 14579347/nigerian-covid- variant-deadlier-sa-sparks- fears-rise-cases/ .

With B1525 been regarded as Nigerian Variant, it then means that Nigerians are going to face difficulties when travelling around the world if nothing is done urgently to arrest the situation.

Therefore, Mr. President in exercising the powers conferred on him by the Quarantine Act to take extra-ordinary measures during public health crises decided to enlarge the scope and mandate of the defunct PTF by officially converting it to a Presidential Steering Committee on Covid-19 with all encompassing mandate and responsibility to coordinate vaccine rollout, deployment and administration, while a private sector supported transition consultant will sustain the multi-sectoral relations and policy guidance among others.

The action of Mr. President is based on the fact that the Quarantine Act gives him broad powers to deal with public health crises or emergencies.

According to some legal commentators, the President is authorized to among other things, declare any infectious disease a dangerous infectious disease as well as declare any area in or outside of Nigeria as infected area, and as well issue regulations to prevent the spread or importation of any dangerous infectious disease in to the country or around the federation.

Therefore, the onus falls more on the desk of the Presidency than on any other arm or organ of government.

Instead of trying to distract Mr. President with debate over consultation before doing the job he was elected to do, we should rather support him and the team he has set-up to kick Coronavirus out of Nigeria because no one knows who is going to be the next victim of the disease.

Now that the third wave of the pandemic has hit some countries, Nigerians will appreciate their leaders more if normalcy is returned instead of the usual filibustering certain comments suggests that we are more interested in.

In this regard, Nigerians will value their leaders if the scourge of the pandemic is finally decimated and they are free to go about their normal businesses without fear of being infected with any disease or been arrested on account of forgetting to wear their facemasks or as the case may be.

Until the country is declared Covid-19-free, I urge everyone to continue to take personal responsibility, accept the vaccine when it is their turn and adhere to the Non-Pharmaceutical Intervention put in place by the government.

APC Chieftain, Edwin Uhara Advises Nigerians To Embrace New Membership Registration

Ahead of the upcoming membership registration and revalidation exercises of the ruling All Progressives Congress APC, a chieftain of the party, Comrade Edwin Uhara has advised Nigerians to take advantage of the exercise to become members of the party.

In a statement released to newsmen in Abuja on Monday, the party chieftain who was member of the APC Presidential Campaign Council in the last Presidential Election, enjoined Nigerians to seize the opportunity to join the progressive party as the world is now evolving around progressive ideologies.

He noted that only the ruling party has the key to unlocking Nigeria's potentials for greatness.

He however advised the leadership of the party to ensure that all arrangements for the forthcoming registration and revalidation exercises are in line with the Non-Pharmaceutical measures put in place by the Presidential Task Force for the Control of Covid-19 Pandemic in the country so as to avoid further spread of the virus, especially the B117 strain.

The young politician who recently concluded a course at the United Nations Institute for Training and Research (UNITAR) promised to mobilise Nigerians to join the party, saying APC has the best blueprint to make Nigeria the envy of all nations.

He called on Nigerians to continue to pray and support President Muhammadu Buhari and his team as they work hard to lift 100 million Nigerians out of poverty.
