Dambazau's Milestones In 2 Years

Since his appointment as Nigeria's Minister of Interior on November 11, 2015 by President Muhammadu Buhari, his covert and overt dispositions to civil issues and internal security matters of Nigeria have built confidence and as well reinforced the earlier status conferred on him by the BBC as one of the shining lights in President Buhari's cabinet.


With the way he creatively restructured and transformed the old Ministry of Interior which was merged with the disbanded Ministry of Police Affairs by President Buhari, retired Lieutenant General Abdulrahman Bello Dambazau has proved beyond expression that he belongs to the highest breed of gems who transforms whatever thing they lay their hands on.


Hence, in his two years of operation as cabinet Minister, General Dambazau has justified the confidence and trust invested in him by Mr. President as well as the Nigerian people through results oriented,  effective and efficient service delivery.


Most endearing is his sagacious and prompt response to issues and drive towards responsibility, accountability, transparency and respect for the rule of law, especially in handling matters related to paramilitary organizations under him despite being a retired General.


His capacity building initiatives, retooling and re-equipping of the Federal Fire Service (FFS), Nigerian Prisons Service (NPS), Nigerian Immigration Service (NIS) Nigerian Security and Civil Defence Corps (NSCDC) and the Nigerian Police Force (NPF) are unparalleled in recent times.


For Example, the Federal Fire Service under his watch has changed from what it was to what it ought to be with the setting up of policy regulatory units in all FFS stations as well as the establishment of additional zonal and state offices for the service nationwide. This move has brought the activities of the service closer to the people!


The refurbishing of FFS structures and re-equipping it to meet modern demands as well as the training and retraining of its personnel on how to curtail and prevent fire outbreaks performed the miracle of stopping massive fire outbreaks that usually characterize the months of January and February every year in the country.


It was in recognizing the silent reforms and transformation championed by this Honorable Minister that President Muhammadu Buhari at the first Federal Executive Council Meeting for the year 2017 approved the proposal for the procurement of modern firefighting equipments as well as improving the welfare packages for personnel and the furnishing of the Fire Service Training School to standards.


In lieu of this, 15 water carrying vehicles were procured for the service so as to revamp the fire service units which has experienced dearth of equipments for a very long time. With the new equipments, the country is about overcoming some of the challenges usually associated with fire incidents. It can be recalled that the last time such equipments were procured for the service was in 1996, while the penultimate one was in 1985.


Similarly, the Minister also ensured full implementation of Nigeria's building code so as to guarantee safety and minimize rate of destruction each time there was fire outbreak. For Instance, every building is now expected to have water sprinkler, fire extinguisher among others.


The Nigerian Immigration Service is also not left out as the Minister has enforced the use of biometric registration for passport applicants in line with his digitalization policy. Under the new regime, all the Passport Issuing Centers around the world are now connected to single database.


Nigerians no longer have to come to Abuja to process their passports because the Minister has decentralized issuance and re-issuance of the passports to them while building ultra-modern passport offices across the federation.


Still on the Nigerian Immigration, the Minister within the years under review commissioned the 5th Border Corps of the Nigeria Immigration Service as well as the Rapid Response Squad at the Immigration Training Schools across the country as part of the move to effectively  secure the nation's expansive borders.


With the refurbishment of Nigerian Immigration's Surveillance Aircraft as directed by the Minister, the country's security is now above average coupled also with the introduction of Immigration Air Border Patrol. This measure has helped in securing the nation's vast borders by profiling movements of persons in and around the country as well as checking illegal migration, smuggling of small and light weapons in to the country among others.


The Minister on the 20th of March, 2017 launched the gazatted Immigration Regulations 2017. This new immigration document has replaced the outdated Immigration Act of 1963 and also empowers the NIS to properly register all foreigners, protect our borders, enhance internal security and attract foreign investors in line with the international best practices.


For efficient implementation of the new immigration policy and law, approval was given by the Minister for several workshops to train officers and men of the  NIS on Immigration Regulation 2017 and Immigration Act 2015 with the aim of understanding and implementing the new rules and laws to the latter.


In the same vein, the Minister also launched the newly harmonized departure and arrival cards in Nigeria. According to the Minister, the introduction of the new cards replaces the multiplicity of cards that hitherto existed in the service. Under the new arrangement, travellers would now have to respond to only 15 questions instead of the usual 30.


Similar process is on to domesticate the production of passports locally in order to save foreign exchange, provide opportunity for employment as well as guarantee availability and issuance of the booklet while building capacity of Nigerians in addition to the transfer of technology.


The Nigerian Prisons Service is also receiving the attention of the Honourable Minister as he is working round the clock to ensure that inmates are equipped with useful skills that will make them productive to the society at the end of their jail terms. The Minister is doing this through Public Private Partnership with an eye on mass production of food on NPS farms.


To ensure that prisoners benefits much from the rehabilitation and skills acquisition programme of the service, inmates are engaged in compliance with the United Nations minimum standards for the treatments of offenders.


Because those on awaiting trial are not part of the scheme as a result of their status, the Minister is pulling all necessary triggers that will ensure quick dispensation of justice so that their fate can be known. In doing this, the Ministry has procured 320 operational vehicles to be used in conveying inmates to court in order to speed up their trials.


The Minister also adopted some homegrown strategies by co-locating courts and Prisons in the same arena so as to fast track the process of administering justice to the inmates. According to the Minister, the idea was to reduce congestions in our prison facilities since 72 percent of inmates in custody are awaiting trial.


Before now, the NPS has 16 farm centres, but non of these farm centres utilises up to 20 percent of the available land due to lack of machines, but with the new equipments procured by the Honorable Minister, the story has changed as the Minister's move has boosted training activities and food production used in feeding the inmates.


Also, because of the growing urbanization, the Minister has embarked on relocation and rebuilding of NPS structures in cities without expansive space for modern correctional services. The Minister is doing this in collaboration with the governments of the affected states. In this regard, a Memorandum of Understanding was recently signed between the Ministry and the Akwa Ibom State Government.


While dding human face to his numerous transformations in the NPS, the Minister recently made symbolic distribution of medical drugs and equipment to Nigerian prisons to ensure that prisoners’ welfare particularly healthcare services meet the minimum standards as prescribed by the United Nations.


As a way of securing agro-allied investments in Nigeria, the Minister came up with a policy which extends to the protection of strategic assets and critical infrastructures to include agricultural investments in Nigeria. In doing this, he sought the partnership of the Ministry of Agriculture to secure the agricultural environment using new force called 'the Agro Rangers' which is on the platform of the Nigerian Security and Civil Defence Corps, to protect agricultural investments for individuals and organization, groups or institutions. This move no doubt will encourage agricultural investments by both citizens and foreigners in support of the Federal Government economic diversification to the agricultural sector and Mining.


The Minister is also partnering with his counterpart in the Ministry of Mines and Steel to protect mining sites and prevent illegal mining activities using the Civil Defence personnel.


The Nigerian Police Force is also receiving serious attention. With the building of new barracks and refurbishments of old ones, officers of these paramilitary organization are sure to enjoying serene and conducive environments for their work.


There are more to the Minister's great achievements within two years, but because time is not my best ally, I want to end by saying congratulations to the Honorable Minister, Nigerians are very proud of you!

DAMBAZAU, TARABA CRISIS AND GROUNDLESS STANCE OF CHRISTIAN YOUTH OF NIGERIA

The campaign of calumny waged against Nigeria's Minister of Interior, retired Lieutenant General Abdulrahman Bello Dambazau by Patriotic Christian Youth of Nigeria and other similar organisations in the country is the most act of un-charitable reward to hardwork, excellence, selfless services and national sacrifice.

Since his appointment as Minister of Interior, General Dambazau has sacrificed everything; including his personal comfort, liberty and priviledges on the altar of selfless services and national sacrifice to the country.

This was seen on the day of Eid-el-Fitr in which the Honourable Minister sacrificed his religious belief and practices for Nigeria's national interest by embarking on prison decongestion visits despite the fact that such a day was public holiday.

Hence, it is ridiculous and unbelievable that a cult of an insensitive and chauvinistic youths would hide under the unbrella of Chritian religion to call for the removal of the Honourable Minister on an issue under great control.

Therefore, reading religious and ethnic meaning to the unfortunate crisis in Taraba State on whose account the ''Christian sect'' is calling for the removal of the minister is the highest display of ignorance, jaundiced and myopic mentality to national issues and sensitivity.

For the records, since General Dambazau inherited the herdsmen/farmers crisis, he has transversed the length and breath of Nigeria addressing the root-causes of the crisis through stake-holders meeting, regional conferences and townhall discussions with the representatives of all the affected persons and interest groups in the various states and towns of Nigeria and beyond. Some of these states includes; Delta State, Cross-River State, Osun State, Anambra State, Kaduna State, Taraba State among others.

So, for a faceless group without a website or street address to hide under the anonymity of the internet to accuse the workaholic and detribalised minister of ethnic chauvinism amounts to open display of schizophrenia which is an affront to the concept and principles of media freedom.

Nigerians are advised be wary of the activities of such organisation and similar groups in the country!

General Dambazau unapologetically remains committed to tackling all forms of crisis and threats to Nigeria's internal security and would not be deterred by the antics of scallywags who serves as loose-cannon in the hands of Nigeria's real enemies.

The slanted news story with the above title in the social media claiming that the Honourable Minister of Interior, Retired Lieutenant General Abdulrahman Dambazau has switched his loyalty from one individual to another is the height of mischief making and fictional reporting in the country.

For the avoidance of doubt, the loyalty of the Honourable Minister of Interior to the Federal Republic of Nigeria and to the Constitution of the nation has never been in doubt and should not be misconstrued to mean loyalty to an individual.

It will be recalled that on the 11th of November, 2015, the Honourable Minister took the oath of Office to defend the Constitution of Nigeria and to uphold its honour and glory as espoused in the recitation of the National Pledge before the commencement of the weekly Federal Executive Council Meeting.

Therefore, it will amount to an act of sabotage and great disservice to the nation for any group or media organisation to allege that the Minister has switched an unfounded loyalty to an individual.

For the sake of clearity, the Minister remains loyal to the Federal Republic of Nigeria and would carryout whatever task or instructions handed down to him by any legitimate leader of the nation.

Therefore, those who are seeking the flow of blood in the channel of clean waters for whatever reason known to them should look elsewhere, because the loyalty of General Dambazau to Nigeria and its institutions has never been and would never be in doubt.

You don't need the Honourable Minister of Interior because he has decentralised the issuance of International Passport to state headquarters of NIS. All you need to do is to go to your state capital and get it. I don't know the price, but you can check NIS website.

You can as well modify your letter and address it to the Controller-General of Imigration for promt attention.

SOUTHERN KADUNA CRISIS: DISSECTING DAMBAZAU'S PRESS STATEMENT

On the first working day of the year 2017 in Nigeria, the Minister of Interior, retired Lieutenant General Abdulrahman Bellow Dambazau directed the issuance of an innocuous press statement aimed at arresting the rising tension and dangerous dimension the unfortunate crisis in Southern Kaduna was taking in the country.

In the statement, the Honourable Minister urged Nigerians not to allow themselves to be dragged in to religious conflicts of any kind following the insinuation that the criminal violence in Southern Kaduna has some religious undertones.

He added that criminals who perpetrate violence against innocent law-abiding citizens do not discriminate along religious and ethnic lines citing the examples of similar incidence in Enugu, Lagos, Kastina, Niger, Taraba and Zamfara States.

He further advised that criminals; whether they are armed robbers, drug traffickers, cattle rustlers etc should not be glorified by attaching religious or ethnic sentiments to their anti-human activities. In lieu of this, the Minister sued for caution by calling on Nigerians especially the opinion and religious leaders to refrain from giving ethnic and religious colouration to the crisis between the herdsmen and sedentary farmers in Southern Kaduna.

While hinting of the directive to the Nigerian Police to ensure the maintainance and sustainance of law and order as well as arresting and prosecuting those involved in such criminal activities, the Minister enjoined Nigerians to focus attention on the real enemies of our society who illegally acquire weapons to terrorise both Christians and Muslims in the country.

For a man saddled with the responsibilities of maintianing law and order as well as ensuring internal cohesion in Nigeria, such a call is not out of place! Hence, Nigerians are disturbed by the banner and screaming headlines in some of our national dailies and few online news outfits. One of such headlines reads ''Southern Kaduna Killings: FG, CAN, Catholic Church in War of Words.'' In the story, some religious leaders personalised the Ministers's innocuous statement. For Example, Secretary  of the Christian Association of Nigeria (CAN), Kaduna State Chapter, Rev., Sunday Ibrahim asked ''Why should Dambazau not wait for the much talked about investigation in to the massacre and bring out a conclusion?''

Also, the National Secretary of CAN, Rev., Musa Asake was quoted as saying it would be an unfortunate thing for a Minister like Dambazau to say that Christian leadership in the country was fanning the embers of hatred.''

From the varrious reactions so far, one thing that is obvious is the attempt to personalise the Minister's innocuous statement even when there is no line or paragraph in the statement that contained such.

In my opinion, I believe that General Dambazau being a security operative and scholar with much hindsight, insight and foresight on how unchecked similar religious tensions caused the Bosnian Genocide of 1991 as well as the ethnic cleansing between the Hutus and the Tutsis tribes of Rwanda led to the Rwandan Genocide of 1994, the Minister acted promply to pre-empt possible cataclysm incendiary remarks could cause in Nigeria.

Suffice it to say that the Minister only reminded stakeholders especially the opinion and religious leaders of their resposibilities as contained in the Geneva Spiritual Appeal (GSA) of 1999 which demanded an end to religion as a cause of violence.

The GSA document was signed by leaders of the world's religious and humanitarian organisations among which were Judaism, Christianity, Islam, Red Cross, World Health Organisation, United Nations High Commision for Human Rights and Refugees in October 1999 in Geneva, Switzerland.

Few text from the Appeal reads; Because our personal convictions or the religions to which we owe allegiance have common rejection of hatred and violence... we appeal to the leaders of the world, whatever the field of their influence to strictly adhere to the following three principles, (1) A refusal to invoke a religion or spiritual power to justify violence of any kind. (2) A refusal to invoke a religion or spiritual source to justify discrimination and exclusion. (3) A refusal to exploit or dominate others by means of strength, intellectual capacity or spiritual persuasion, wealth or social status.

Therefore, let me conclude by saying that instead of reading sectional and personal meaning to the Minister's innocuous call on opinion and religious leaders to refrain from comments capable of heightening tension in Southern Kaduna or any parts of the country, it will be more welcoming to Nigerians if collaborative efforts are made to arrest and prosecute the criminal elements behind the dastardly acts in Southern Kaduna.

Redefining Leadership in Nigeria

There is no doubt that leadership is one of the fundamental problems we face in Nigeria as a nation. It is a problem that cuts across party divides; whether it's the APC or the PDP, leadership remains the fulcrum that is missing in the country.

However, the popular language in the country today is economic recession, but the question everyone probably have refused to ask is how come we allowed ourselves to get in to the mess of recession in the first place? How come our so-called leaders, past and present did not see it coming and be prepared for it ahead of time? Why should the masses pay for the mistakes of their leaders? Is that what democracy should mean for them?

As the National Coordinator of Leadership-Project Reloaded, we not only believe that leadership have to do with the democratic governance of Nigeria, but we also believe and view leadership as the essential ingredient that must be reckoned with in all endeavors of our national lives. For Instance, for a man and a woman to stay and live together in peace and harmony, the husband as the head of the family must show leadership. In the same token, leadership is not by style, but an act that is predicated on sacrifice. In our country today, it is no longer news that 27 states of the 36 states of the federation are unable to pay workers salary which is the least of all the things expected from a leader and yet some of the so-called leaders at the state levels are busy spending tax payers money on frivolities.

How can Nigeria be great again when 70 percent of its population are unemployed? How can Nigeria be great again when pipelines are been vandalised on daily basis? How can Nigeria be great again when our tertiary institutions are breeding grounds for prostitution and brigandages instead of being the centre for innovation that will move the nation forward?

If the man who headed the Nigerian National Democratic Party, the first political party in Nigeria formed in 1923 by Herbert Macaulay is to come out from his grave, will be happy with the situation of Nigeria today?
The answer is certainly no! Therefore, there is missing link some where.

In my view, I believe that for Nigeria to be great again, all those who wants to run for varrious elective positions in 2019 from the Presidential election through the Senatorial and Governorship elections to the Councillorship elections should start rethinking governance in their minds because the mind is the centre of all human activities before it's being put in to practice.

As for me and my members in the Leadership Projected Reloaded, we will contitnue to mobilise Nigerians of all tribes, religion and orientation for the great task of producing better and quality leaders that will take Nigeria to her dream land of being the first among the equals. Though the challenge may not be easy but as a stakeholder in Nigerian politics who also believe that leadership is a sacrifice, I and my group will do our best in this regard!

Based on the foregoing, I call on the Independent National Electoral Commission to start voters education now that politicians are busy planning for next elections. Starting voters revalidation and registration of Nigerians who have reached the age of 18 years now will also help them to improve our elections in 2019.

Finally, I call on the National Assembly to ensure adequate budgetary provisions for INEC in its 2017 appropriation for better preparations because failure to plan is planning to fail.

A former Nigerian leader, President Good Luck Jonathan has expressed disappointment over his failure to win this years Nobel Peace Prize award.

According to sources close to him, the former President said the West betrayed him when they asked him to hand over power to President Buhari on the promise that he would be awarded this year's Nobel Peace Prize.

Following the approval granted the Nigerian Prisons Service through the Ministry of Interior for the procurement of 320 operational vehicles worth N3.5 billion by the Federal Executive Council, our correspondence report that contractors are already showing interest to participate in the bidding process.

When our correspondence visited the Ministry this morning, representatives of varrious of automobile companies were seen discussing the matter. One who does not want his name in print told our correspondent that the said amount would not be enough to supply Black Marias if that is what they want, noting that of the 18 Black Marias in Use nationwide, his company supplied 5 in the past administrations.

However, an insider confided to our correspondence that the type of vehicles that would be supplied are; Black Marias, Vans, Trucks, Ambulances and Escorts Vehicles that will make administration of justice easier. He however noted that the said N3.5billion approved will not be enough if the Public Procurement Act is to be followed to the later

I wonder how some persons reason these days. Do they even read the stories at all or they just glance through the headline and the start posting rubish? The 320 operational vehicle is not the Pure Water Cars some you drive. We are talking about Black Marias, Vans, Trucks, Ambulances and Escorts Vehicles that will make administration of justice easier.

Any way, I will not blame some persons because if there had any one among the 70 percent of inmates on awaiting trial in our Prisons, they will know what the man is saying.

That the executive does not interfare with the affairs of the lawmakers does not mean it should remain indifference when the law of the nation which is the organic substance that holds us together as a nation is been breached by its so-called custodians!

The same constitution that empowers the legislatures to make law also empowers the executives to implement it. Hence, the Act of Parliment cannot supersede the Constitution. Section 3 of the 1999 Constitution as amended stated that any law that contradicts the constitution is null and void. So, your arguement does not hold water.

Saraki and Ekweremadu should go and face their case and leave Malami alone

There is difference between reading & understanding.
The executive have no business in the NASS when it comes to electing principal officers in the NASS.
However if the legislative chambers want to elect their officers it is strictly their business & not the business of the executive,tht is why all the organs of govt are independent of themselves.
Moreover,the NASS has their standing rules which they operate with .

While knowledge is different from common sense, Saraki and Ekweremadu should go and defend themselves and stop the hoopla

Your question has no basis coz any matter tht happens in the NASS is purely a matter for the legislators & has notn to do with the executive arm of govt.
The executive arm of govt should stay clear of matters tht has to do with the legislators & malami has a very big question to answer in the house for getting himself involved in interfering in a matter tht has notn to do with his area of jurisdiction.
